Armenian militaries can be withdrawn from the Azerbaijani border at any moment, provided the simultaneous withdrawal of Azerbaijani troops, Nikol Pashinyan, the Acting Prime Minister of Armenia, has stated.

The "Caucasian Knot" has reported that earlier Nikol Pashinyan stated that Armenia and Azerbaijan should simultaneously withdraw their troops from the border and allow international observers to come there.

In mid-May, the Armenian-Azerbaijani border conflict escalated. On May 13, Yerevan stated that Azerbaijani militaries entered the territory of the Syunik and Gegarkunik Regions of Armenia. In their turn, Azerbaijani authorities claim that the border guards only changed their deployment, staying within the Lachin and Kelbadjar Districts of Azerbaijan.

Armenia is ready to withdraw its troops from the border with Azerbaijan, Nikol Pashinyan said. "We are ready at any time to begin the withdrawal of troops, and we are waiting for the OSCE Minsk Group mediators to reach an agreement with Azerbaijan, and at the same time to begin the withdrawal of its troops from the section from the Sotk area (Gegarkunik Region in Eastern Armenia, – note of the "Caucasian Knot") up to Khoznavar (Syunik Region in Southern Armenia, – note of the "Caucasian Knot")," the "News-Armenia" Agency has quoted Mr Pashinyan as saying today.

The Foreign Service of the European Union (EU) has welcomed the offer to place observers on the Armenian-Azerbaijani border, urging the parties to start talks on the border delimitation.

The "Caucasian Knot" has reported that Nikol Pashinyan had suggested that Armenia and Azerbaijan should simultaneously withdraw their troops from the border and allow international observers to be deployed there.

The EU's Foreign Service (EFS) has called for an immediate de-escalation on the Armenian-Azerbaijani border. "The EFS urges both parties to refrain from further military deployment and military action," the EFS says in its statement.

All the troops should withdraw to the positions they held before May 12, 2021, and the parties to the conflict should start negotiations on the border delimitation and demarcation, says the document posted on the EFS' website.

The EFS has also announced the need to release all the prisoners of war (POWs) and detainees. "We welcome all the efforts aimed at reducing tensions, including offers for a possible international observer mission," the statement reads.

According to his story, the rural pastures came under Azerbaijan's control. "Where do we graze our cattle now? It is unsafe in the pastures. This is a serious problem for livestock breeding. If there is no grass, there will be no livestock. We'll lose our incomes and we'll have to think about where to move in search of work," said the villager.

What is happening in the border territories cannot be called a border demarcation or delimitation, Robert Nazaryan, a military expert, told the "Caucasian Knot" correspondent.

"Azerbaijan acts based on the principle 'once we won the war, we must take the maximum possible'," the military expert has stated.

Baku has stated about supporting Moscow initiative on creating trilateral commission for demarcation and delimitation works of the Armenian-Azerbaijani border, Azeri PM Ali Asadov stated, adding that the Azerbaijani side is ready for constructive work with Yerevan, RIA Novosti reports.

“Azerbaijan has started border infrastructure adjustment process and is ready to constructively solve the issue of borderlines with Armenia. In this regard, Azerbaijan has supported the proposal of the Russian side on creating trilateral commission on demarcation and delimitation of the Armenian-Azerbaijani border. The adjustment of the borderlines is a technical process and this process must be based on serious international legal grounds,” Asadov stated.

Discussion on border points possible only after Azerbaijani troops leave Armenian territory

The clarification of the Armenian and Azerbaijani border points can be discussed only after the Azerbaijani military leave the territory of the Republic of Armenia, acting Deputy Prime Minister Mher Grigoryan told Armenpress.

The comments come after Azerbaijan’s Prime Minister said the Russian proposals on solving the border crisis with Armenia was acceptable to Azerbaijan.

“Azerbaijan supports the proposal of the Russian side to establish a trilateral commission on the delimitation and demarcation of the Azerbaijani-Armenian border,” Ali Asadov said at the sitting of CIS Heads of Government in Minsk.

Mher Grigoryan said the Russian proposals on resolving the situation on the Armenian-Azerbaijani border are acceptable for Armenia, and the Armenian side presented its position in writing to its Russian partners on May 19.

“According to it, the clarification of the Armenian-Azerbaijani border points can be discussed only in case the Azerbaijani military units leave the territory of the Republic of Armenia. In this context, we also emphasized the return of our captured soldiers,” Mher Grigoryan said.

He stressed that Armenia reaffirms the proposal to withdraw troops from the border on both sides, relocate them to permanent locations, and proceed to clarifying the border points.

Expert on Iran Vardan Voskanyan published a map of Armenia’s border areas on Facebook in response to Friday’s statements of Armenia’s caretaker Prime Minister Nikol Pashinyan, explaining the link between the Black Lake (Sev Lich) area in Syunik Province bordering Azerbaijan and the Artsakh issue.

“If our border is unfavorable in the Sandruk and Black Lake areas (Ishkhanasar), the only land connection with Artsakh along M2 highway leading to the Kashatagh corridor (Yerevan-Yeraskh-Goris-Meghri) is strategically endangered at two points.

“And if the border turns out to be unfavorable in the Vardenis region, M11 highway (Martuni-Vardenis-occupied Artsakh border), which, although not functioning now, but being the second route of strategic importance which connects Armenia and Artsakh, will be under threat,” he said.
