YEREVAN, MARCH 31, ARMENPRESS. Minister of Foreign Affairs of Armenia Ara Aivazian held a telephone conversation on March 31 with Archbishop Paul Richard Gallagher, Holy See’s Secretary for Relations with States, the Armenian foreign ministry told Armenpress.

Minister Aivazian reaffirmed Armenia’s readiness to further deepen and strengthen the relations with the Holy See, which he said, are based on common historical and spiritual values. They exchanged views on the actions aimed at the close dialogue and the strengthening of the dynamics of high-level talks.

The officials discussed regional security and stability-related issues. The Armenian FM highlighted the calls of Pope Francis for the stop to the military operations and the establishment of peace in the post-war period.

The Armenian FM presented the ongoing steps aimed at addressing the humanitarian problems caused by the Turkish-Azerbaijani aggression. As a matter requiring urgent solution, the minister highlighted the safe repatriation of the Armenian prisoners of war who are held captive in Azerbaijan.

Emphasizing the urgency of preserving the Armenian religious and cultural heritage in the territories of Artsakh which have come under the Azerbaijani control, the Armenian FM strongly condemned Azerbaijan’s policy of deliberately destructing the Christian cultural values. In this sense he attached importance to the active interference of the international community.

EAEU develops new project for labor migrants – Deputy Chairman of EDB Management Board

YEREVAN, MARCH 31, ARMENPRESS. The Digital Initiative Fund of the Eurasian Development Bank is working on new digital projects. In particular, a new project is being developed for labor migrants in the territory of the Eurasian Economic Union (EAEU), Deputy Chairman of the Management Board of the Eurasian Development Bank Tigran Sargsyan said in an interview to Respublika Armenia newspaper.

“In line with this, we are also working with our partners of the Russian government on the second program which is called Work In EAEU. This one aims at facilitating the life of labor migrants and providing digital solutions remotely. On the one hand, this will enable the citizens, who work in the other territory of the EAEU, to use all the necessary state services which are provided in case of receiving a job, and on the other hand, it allows the respective state authorities to conduct a proper registration of citizens. At the same time, this can contribute to the creation of a reliable system to counter the illegal operations, which, unfortunately, exists within the Union”, he said.  

The project will be implemented through a digital platform and will have a form of an app. Moreover, there will be a whole collection of services which will be provided to the labor migrants. According to Tigran Sargsyan, this project is very relevant for Armenia, given that many labor migrants cross the border every year, find jobs in Russia, get salary, register, live there and then settle their families. Thanks to the Work In EAEU app, they can manage all of these processes from Armenia. “Such as finding a respective job, reaching an agreement over the salary, getting all the required documents and signing the contract online. As for the cooperation of the respective authorities of the Union’s member states, the Eurasian Development Bank is an international organization, the shareholders of which are the EAEU member states and Tajikistan, we definitely carry out a direct work with all shareholders who make decisions at our Bank’s Board level. And all our programs, initiatives and activity are transparent for our shareholders. The Digital Initiative Fund has a working plan for this year which describes all the actions we need to implement. Of course, all our shareholders are aware of our activities. And we in our turn are trying to be maximally transparent”, he said.

Tigran Sargsyan also informed that they are preparing digital passports for the all the participating countries of the Bank, including for Armenia. “The essence of this document is that it describes the current situation in the EAEU member states on how progressive they are in the digitization of this or that business processes, what infrastructure has been created, how the digital transformation is taking place in that countries, etc. The development of such passports will allow to reveal the problematic sides through discussions, the advantages which exist in the country. Our work must be more directed for supporting the Union’s states in the context of overcoming the problems faced by them”, Tigran Sargsyan said.

Survey: 31.7% of respondents says ready to vote in favor of My Step bloc

YEREVAN, MARCH 31, ARMENPRESS. 31.7% of the respondents of a survey conducted in Armenia said they will vote in favor of the My Step alliance if the parliamentary elections take place next Sunday, Aram Navasardyan, Director of MPG LLC, a full member of Gallup International Association in Armenia, said during a press conference.

The citizens were asked which political force they would vote in favor if parliamentary elections take place next Sunday.

“31.7% said they would vote in favor of the My Step alliance, 5.9% in favor of 2nd President Robert Kocharyan, 4.4% – Prosperous Armenia party, 2.7% – Bright Armenia party, 2.4% – the Republican Party of Armenia, 2.1% – the Armenian Revolutionary Federation, 1% in favor of the Fatherland’s Salvation Movement’s candidate for prime minister Vazgen Manukyan, 0.5% for Sasna Tsrer party, 0.4% for the Homeland party, 0.4% for the Republic party and 0.1% for the Citizen’s Decision party. 24.6% of the respondents chose the option “No one”, and 20% couldn’t answer. 3.9% mentioned other parties”, Aram Navasardyan said.

He noted that there is almost no change compared with the previous research.

Nearly 63% of survey respondents say Armenia should strengthen its cooperation with Russia

According to the results of a survey conducted in Armenia, 62.9% of the respondents said Armenia should strengthen its cooperation with Russia, Aram Navasardyan, Director of MPG LLC, a full member of Gallup International Association in Armenia, said during a press conference.

The citizens were asked with which countries or unions in their view Armenia should strengthen its cooperation.

“62.9% mentioned Russia, 16.4% – US, 6.4% – France, 5.2% – the European Union, 2.6% – China, 2.4% – Iran, 1.5% – the Eurasian Economic Union, 0.7% – NATO, 0.7% – Georgia and 0.2% – CSTO”, he said.

“Today is my last working day as Minister of High Technological Industry.

As a citizen of Armenia, I consider unacceptable the use of force by an official against any citizen, we ought to move on the path of having a violence-free society.

As a high-ranking official, a person representing Armenia in the international arena, I ought to serve the public with my own experience as an example. Thus, I am expressing my intolerance to violence, both psychological and physical. I hope what has taken place will serve as a lesson for our public and we will love each other a little bit more and will respect everyone’s right to personal, family life.

I first of all want to thank Prime Minister Nikol Pashinyan for the trust and the opportunity of serving our Homeland in this high position. I also want to thank our colleagues of the government for the joint productive work”, he said and also thanked the ministry, its whole staff for the joint work.

YEREVAN, MARCH 31, ARMENPRESS. The World Bank forecasts 3.4 economic growth for Armenia in 2021, according to the Bank’s Europe and Central Asia Economic Update.

“In 2020, Armenia experienced one of the region’s sharpest GDP contractions—7.6 percent—as a severe COVID-19 outbreak and a military conflict with Azerbaijan late in the year impacted performance. Poverty is estimated to have increased by 7 percentage points in 2020. The economic recovery will be gradual”, the report says.

“Before the coronavirus pandemic, Armenia was making gradual improvements to its business environment and establishing a track record of prudent economic management, underpinned by a robust fiscal rule, an inflation-targeting monetary policy framework, and improving financial sector oversight. The authorities launched an ambitious reform program aimed at strengthening governance in 2018. Economic growth was strong, averaging 6.4 percent in 2018 and 2019”, stated in the report. “Despite Armenia’s reform progress, structural challenges have prevented the country from reaching its full potential”, the report notes, adding that these include governance gaps such as incomplete judicial reform, etc. “A tense geopolitical situation exacerbates these challenges”.

“Armenia’s progress was derailed in 2020 by twin shocks: the war in Nagorno Karabakh and the coronavirus pandemic. Real GDP contracted by 7.6 percent in 2020. GDP growth is projected to recover partially in 2021 (to 3.4 percent) and more strongly in 2022 (4.3 percent). The recovery will be slow; the economy is unlikely to return to pre-COVID output levels until 2023. The baseline scenario assumes that the authorities will not enact additional lockdowns and restrictions in 2021. Private consumption and the services sector are expected to recover gradually. Private investment will likely remain subdued, reflecting weak investor confidence. High post-conflict spending and ambitious public investment plans— although tempered by execution challenges—will keep the fiscal deficit elevated and drive the debt-to-GDP ratio above 70 percent in the medium term.

Average inflation is forecast to remain close to the CBA’s 4-percent target in 2021 but could surge higher if global food and fuel prices continue to rise unexpectedly.

FDI inflows are expected to remain subdued, but public borrowing will keep reserves at a comfortable level over the medium term”, the report said.

The “Chinese model” of poverty reduction could eradicate it

It aims at introducing the “Chinese model” of eradicating poverty to the world.

In an interview to ARMENPRESS, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Armenia Fan Yong talked about the “Chinese model” of poverty reduction, the international cooperation over the matter and other issues.

 

– Your Excellency, thank you for this interview. Recently the Chinese embassy with the information support of ARMENPRESS launched the online exhibition dedicated to poverty alleviation in China. Please, present our readers the occasion of holding the exhibition.

Thank you for the opportunity to meet the readers of ARMENPRESS.

Not long ago, Chinese President Xi Jinping announced that China has secured a "complete victory" in its fight against poverty. Over the past eight years, the final 98.99 million impoverished rural residents living under the current poverty line have all been lifted out of poverty. All 832 impoverished counties and 128,000 villages in China have been removed from the poverty list. 28 ethnic minority groups with relatively small population have shaken off poverty collectively. It is indeed the first time that China has the success of eliminating extreme poverty. As the biggest developing country in the world, with the largest population, China has made marvelous and historical achievement of poverty reduction. And it has been done with several decades of continuous restless efforts and dedications.

Since late 2012, China has lifted 10 million people out of poverty every year, built or upgraded 1.1 million kilometers of rural roads, provided a reliable power supply to rural areas, and expanded fiber-optic internet access and 4G signal coverage to more than 98% of its poor villages. During the same period, some 25.68 million impoverished people from 7.9 million households have witnessed their houses renovated, and more than 9.6 million people have been relocated from impoverished areas.

 

Mr. Ambassador, this is such an astounding and monumental work. What is China’s secret of success in fighting poverty?

The leadership of the Communist Party of China, the People-centered approach, the political advantage of socialist system and strategy of targeted poverty alleviation are crucial to China’ victory.

The Party’s leadership has provided a solid political and organizational guarantee for China's poverty alleviation efforts. China upholds a people-centered philosophy of development and in-pursuing prosperity for all. Eradicating poverty, improving people’s living standards, and gradually achieving common prosperity is the essential requirement of the development with Chinese characteristics. Political advantage of socialist system can bring together the needed resources to accomplish great tasks. A total of 255,000 teams were dispatched to offer on-the-ground support and over 3 million people were sent to the countryside as special commissioners for poverty relief. About 246 billion U.S. dollars of fiscal funds have been invested into poverty alleviation over the past eight years.

– China has succeeded in developing a model of overcoming poverty which includes economic development and raising the people’s welfare. Is China ready to share its experience and contribute to the global development of fighting poverty?

 

With absolute poverty eliminated, China has made great historical achievements. Since the beginning of the reform and opening-up over 40 years ago, China has lifted 770 million rural residents out of poverty which accounts for more than 70% of the global total, according to the World Bank's international poverty line. China has met the poverty eradication target set out in the United Nations' 2030 Agenda for Sustainable Development 10 years ahead of schedule.

China has actively participated in international cooperation on poverty reduction through multilateral and bilateral channels. The Belt and Road Initiative that China proposed is expected to lift 7.6 million people out of absolute poverty and 32 million out of moderate poverty in the related countries.

 

– Mr. Ambassador, how do you see the prospects of cooperation with Armenia in this context?

While committed to eliminating poverty at home, China has actively participated in international cooperation on poverty reduction. China helped other developing countries break development bottlenecks as part of international development cooperation. In Asia, China and ASEAN countries have jointly launched a rural poverty reduction program. In Africa, China has helped African countries build water conservancy infrastructure, set up demonstration zones for agricultural cooperation, and carried out cooperation projects on China-Africa fungus production technology. China has also carried out technical cooperation assistance projects in infrastructure, agriculture and medical care in the South Pacific region and Latin America.

Poverty alleviation philosophies with Chinese characteristics, such as "targeted poverty reduction", are drawing more and more attention from the international community. We wish to share our success and experience with our Armenian friends. With the help of ARMENPRESS, we host the online-exhibition of Poverty alleviation in China, and we hope this exhibition may bring some help in fighting against poverty.

Russia reports 8,275 daily COVID-19 cases

YEREVAN, MARCH 31, ARMENPRESS. Russia confirmed 8,275 COVID-19 cases over the past day, a new low since September 29, and the total case tally hit 4,545,095, TASS reports citing the anti-coronavirus crisis center.

In relative terms, the growth rate stood at 0.18%.

Moscow confirmed 1,286 daily COVID-19 cases. 

The number of the so-called active cases (patients who are undergoing treatment now) has dropped to 280,073, a new low since mid-October 2020, according to the crisis center.

Russia has documented 10,176 recoveries from COVID-19 in the past 24 hours, bringing the total recovery count to 4,166,172.

Russia recorded 408 coronavirus deaths in the past 24 hours, down from 409 the day before. The total death toll has climbed to 98,850.

YEREVAN, MARCH 31, ARMENPRESS. Newly-appointed Ambassador of the United Kingdom to Armenia John Patrick Gallagher on March 31 presented the copy of his credentials to Foreign Minister Ara Aivazian, the Armenian foreign ministry told Armenpress.

The Armenian FM congratulated the Ambassador on assuming office and expressed confidence that he will bring his contribution to the further strengthening and enrichment of the Armenian-British agenda. In this context they both highlighted taking actions for fully utilizing the existing cooperation potential.

As prospective directions for cooperation, the Armenian FM and the UK Ambassador mentioned economy, science and education, emphasized boosting the communications between the peoples.

Issues relating to regional security and stability were discussed during the meeting.
