Medvedev noted that Ankara is a very important partner of Russia

GORKI, February 1. /TASS/. Russian Security Council Deputy Chairman does not consider the cooperation between Moscow and Ankara in Nagorno-Karabakh to be an element of long-term politics.

"We have a productive dialogue [with Turkey], our president constantly communicates with [Turkish President Recep Tayyip Erdogan] on this issue," he said.

Medvedev reminded that previously, "a decision was made to establish a special control center for situation monitoring, which involves both Russian and Turkish officials," adding that "this is one more element of general stabilization."

"But I would refrain from treating it as an element of some long-term policy or build a conspiracy theory here. We were simply obliged to take the realities in our region into account. And the reality is that this issue must be discussed with the Turkish partners," Medvedev said.

Azerbaijani-Turkish joint drills pose danger for Armenia – ex-deputy DM

Azerbaijani-Turkish joint Winter-2021 military drills launch today in Turkey’s Kars and will last till February 12.

Former deputy defense minister Artak Zakaryan claims that Armenia must not view it “other way.”

He stressed that these drills are the most large-scale Turkish-Azerbaijani winter drills for the past years.

Speaking to Aysor.am, Zakaryan noted that subdivisions located separately in Nakhijevan, Turkey’s third army will participate in it. He said tank battalions, artillery, snipers, forces of special significance and aviation will take part in them.

He noted that as a rule the drills have a goal and are the continuation of certain policy.

The former official said for Armenia this Turkish-Azerbaijani drills contain serious danger.

“Taking into account Turkey’s military, political activation in the region they should not be viewed other way. We have witnessed how these authorities looked Turkey’s actions other way and what we had in Artsakh as a result,” he said, stressing that Armenia should rapidly bring Armenian-Russian military-political cooperation to the highest level.

“Armenia must conduct joint Armenian-Russian drills in Syunik, in border with Nakhijevan, as well as in Gyumri sector and these drills must have concrete targeted actions to counterbalance these drills,” Zakaryan said.

Asked whether Russia may serve as restricting circle for Azerbaijan and Turkey for them to refrain from provocations, the former deputy minister said that the Armenian-Russian joint contracts are working.

“Armenia’s security for Russia too is a security zone, but the issue is that the Turkish-Azerbaijani drills in the sector of Kars are being held for the first time in winter conditions. Judging from the location, judging from key issues of the drills, yes, as key target as conditional enemy must be viewed Armenia’s borders, especially Syunik’s sector,” Zakaryan said.

 

Yura Movsisyan appointed FFA ambassador in North America

YEREVAN, FEBRUARY 1, ARMENPRESS. President of the Football Federation of Armenia (FFA) Armen Melikbekyan appointed Yura Movsisyan as the FFA ambassador in North America, the FFA reports.

Former Armenian national team striker Yura Movsisyan, who made a decision to retire, made an announcement with important messages included in it.

 “Throughout my career, I have always been aware that this day will come for me too, and thought mine will be easier than what many of my retired friends were telling me, but man they were not kidding. For the past year,  given everything that was happening with my injuries and  leaving RSL, I made my mind up to better retire now with a few good offers on the table than try pushing it for another couple of years. Every time I have stepped on the field to play, I have given nothing less than a 100% and knowing right now that I won’t be 100% I would never disrespect my teammates and lie to them.

I’ve had 14 great years of doing what I love doing, and doing it all over the world. My family and I have lived in some of the best cities in the world. Denmark, Russia, Armenia, Sweden and the United States. I am thankful to all my club teammates and coaches. I am really happy to have played alongside some great players in great clubs.

Every football player that starts playing from a young age knows that representing your country is the biggest honor you can accomplish in your career. I decided to represent my home country of Armenia instead of the US National Team. Although playing for the US team would have given me a better chance to play in a World Cup, for me it was a bigger honor to be able to make a difference for my country Armenia. I joined the Armenian National Team in my 5th year of playing professional because I wanted to actually make a big difference when I arrived. I wanted to make a big difference and help change Armenian football when i arrived and i think I can proudly say that I brought change to Armenian Football. Being part of probably one of the best generations in football history in Armenia that has brought soo much joy to our people, is probably my biggest accomplishment in my 14 year career.

Summarizing it all I want to thank all my teammates in the national team. Without them my career would never be what it was like.  A big thank you to all the coaches and staff, both of the national team and the FFA, to all those people who had an important role during my career. Special thanks to our amazing fans, who were by my side during the most difficult times for me. I hope and I am sure that we will meet soon, whatever my status will be”.

“Yura Movsisyan is one of the best Armenian players after independence. I am sure his knowledge, experience and enthusiasm will be very useful for the cooperation we are going to start. Russian peacekeepers continue de-mining works in Nagorno Karabakh

YEREVAN, FEBRUARY 1, ARMENPRESS. The specialists of the International Mine Action Center of the Russian defense ministry continue demining works in the territory of Artsakh (Nagorno Karabakh), the Russian defense ministry reports.

The engineering units of the Russian peacekeeping forces have already cleared nearly 859,3 hectares of land, 245,8 km long roads, 505 buildings. Over 23,936 explosive devices were found and neutralized.

In the course of demining and clearing the territory of explosive objects in Nagorno Karabakh, Russian peacekeepers use modern robotic systems.

First ever transfer pricing audit in Armenia to be conducted jointly with Italian inspectors

YEREVAN, FEBRUARY 1, ARMENPRESS. A transfer pricing audit will be performed in Armenia for the first time ever, with Veolia Jur CJSC volunteering to the tax authorities to be the first business to undergo the process, the State Revenue Committee said.

The pilot program will be conducted jointly with specialists from the Italian tax service, and the audit will not lead to any tax consequences for the business.

The pilot program within the framework of the Organization for Economic Co-operation and Development Tax Inspectors Without Borders project is expected to develop Armenian taxation agency’s capacities in conducting transfer pricing audits. Veolia Jur was selected upon their consent from 15 businesses that were picked as a result of risk assessment.

State Revenue Committee President Edvard Hovhannisyan and Veolia Jur CEO Marianna Shahinyan signed a memorandum on launching the process.

Transfer pricing regulations are in force since 2020 January 1 in Armenia, and this project is expected to become the foundation for introducing transfer pricing audit system and implementing real audits.

The rights of the citizens of the Republic of Armenia should be the basis of decisions when engaged in the process of determining the borders; it is necessary to take into account all the mistakes made in the past, Ombudsman of Armenia Arman Tatoyan said in a statement on Facebook.

“When in 1923, in order to artificially separate Armenia from Artsakh, “Red Kurdistan” was formed, the border disputes with Zangezur of the Armenian SSR intensified. One of the main concerns consistently raised by the people of Zangezur at the time was the issue of the rights of the villagers to the lands, along with the winter and summer time pastures and gardens.

For example, in October of 1925, a member of the State Committee of the Armenian SSR, A. Yerznkyan, by way of a reference stated that the areas West of the border with Meghri and Karyagino (Jabrail) were mainly winter pastures, which were actually used by the residents of the villages of Kapan and Meghri without grasslands. One of the main reasons was that without these pastures, the livestock of the villages in the referenced regions would be paralyzed.

In another case, the head of the local commission for demarcation of the borders of Zangezur "between the provinces of Kurdistan," Ya. Kochetkov, by way of an example, based his disagreement with the Azeri proposals on the village of Teghut on the fact that it is one of the districts of Shvanidzor, where the lands (gardens and pastures) are so intertwined that it will be impossible to separate them.

The same disputes over the rights of the villagers took place between the villages of Kapan and Zangelan, Khoznavar and Azerbaijan.

In 1924, 1926, 1929, and 1935 sessions of the local commission of the USSR tasked with resolving the border disputes and relevant issues, it is clear from the materials memorializing the efforts of these years, that discussions pertaining to the rights of the villagers of the USSR have repeatedly been woefully inadequate. For example, Zangezur's scarcity of "village-to-village" connections (administrative, economic, etc.) was ignored, and without an accounting of the difficulties that might arise for the rights of villagers.

Complete add careful attention was also not paid to the security of the villages (attacks by various gangs on Armenian villages from Kurdistan, thefts, etc.), which directly affected the use of pastures and other lands by the villagers (for example, when the 21 villages of the Voghji Basut River Basin were handed over to the Jabrail Province of Azerbaijan).

All of these shortcomings once again confirm that the rights of the citizens of the Republic of Armenia should be the basis of decisions when engaged in the process of determining the borders; it is necessary to take into account all the mistakes made in the past; to learn the necessary lessons from them; and to not permit violations or disregard of rights”, the Ombudsman said.

Another modular camp installed in Artsakh for Russian peacekeepers

YEREVAN, FEBRUARY 1, ARMENPRESS. Another modular camp has been installed in Artsakh (Nagorno Karabakh) for the Russian peacekeepers, the Russian defense ministry reports.

The camp has been built in Khachmach for the accomodation of the specialists of the Russian defense ministry.

Earlier three similar camps have been installed in Artsakh for the Russian peacekeeping contingent.

Each camp has a gym, bathhouse, a first-aid post, etc.

YEREVAN, FEBRUARY 1, ARMENPRESS. 62 new cases of the novel coronavirus (COVID-19) have been confirmed in Armenia in the past one day, bringing the total number of confirmed cases to 167,088, the ministry of healthcare said today.

281 more patients have recovered in one day. The total number of recoveries has reached 157,800.

4 more patients have died, raising the death toll to 3084.

1473 tests were conducted in the past one day.

The number of active cases is 5435.

YEREVAN, FEBRUARY 1, ARMENPRESS. 2 new cases of COVID-19 have been confirmed in Artsakh in the past 24 hours.

18 tests were conducted on January 31, the ministry of healthcare told Armenpress.

A total of 2334 cases of coronavirus have been confirmed in Artsakh.

The number of active cases is 25.

The death toll stands at 31.

The ministry of healthcare has again urged the citizens to follow all the rules to avoid new outbreaks and overcome the disease.

Lt. Colonel Hovhannisyan doesn’t rule out possibility of receiving “false” info during war

YEREVAN, FEBRUARY 1, ARMENPRESS. Lt. Colonel Artsrun Hovhannisyan, the spokesperson of the Armenian military during the 2020 Artsakh War, says he doesn’t rule out the possibility that he was given “false” information during the war, which he in turn conveyed to the public.

“During the war, I made around 170 posts saying we are going to win, and not that we are winning, and I’ve made equal posts saying the situation is very difficult, that this is a fight for existence and so on,” Hovhannisyan told reporters in parliament. “Because today we’ve lost, this is a very difficult emotional situation for us all, and after this we want to unconditionally find traitors, and I very much regret that they want to find traitors among the military.”

He said that the information he was conveying to the public was entirely obtained from the Miinstry of Defense, the General Staff and the Defense Army of Artsakh, at the same time he didn’t rule out the possibility that the information could’ve been false.

“I don’t rule it out, there were numerous contradictions during the war,” the Lt. Colonel said.
