Proposal to pass to semi-presidential system attempt to keep Armenia in permanent crisis: Levon Shirinyan

The proposal of the Armenian National Congress is nothing else but a proposal to keep Armenia in permanent crisis, political analyst Levon Shirinyan said, speaking to Aysor.am.

According to the political analyst, it will mean to repeat the cycle while now the issue is to become a good parliamentary republic.

“It proved its inflexibility. If it was flexible it would stay,” he said.

To the comment that some experts qualified the ANC’s proposal as an attempt agreed with the government to see the public’s reaction, the expert said, “I do not think so. It was clearly stated that there will be no return to semi-presidential system. It means the ANC speculates, falsifies, manipulates the episode of joint fight of Levon Ter-Petrosyan and Nikol Pashinyan.”

Shirinyan stressed that the semi-presidential model proved its inefficiency during the 30 years and instead of returning to the old system it is necessary to develop the parliamentary one ensuring balance between the branches of power.

“The status of the prime minister must be specified. I have a proposal for the PM to choose the German model. It is called chancellor democracy where the chancellor has best authorities, the parliament is very vital and balances the chancellor,” the political analyst said.

Speaking about the force institutions, Shirinyan said that in the transition period, for about 1-2 years they must be under subordination of the prime minister.

“Now is a transition period. The country is in not stable condition. In normal situation they must be subordinated to the government and be accountable to the parliament like it is accepted and done, but I think currently they should remain under the subordination of the prime minister as far as we are in the war situation and the revolution has created some confusions,” he said.
