LES HANDICAPES NE PAIERONT PAS DE FRAIS DE STATIONNEMENT A EREVAN

ARMENIE

Les conducteurs handicapes ou les proprietaires de voitures
transportant des personnes handicapees seront exemptes de payer pour
stationner a Erevan a decide l’assemblee municipale de la capitale.

La proposition a ete soumise par le maire Taron Markarian. En vertu
de la decision adoptee a l’unanimite, des sections distinctes dans
tous les parcs de stationnement seront designes pour les voitures des
personnes handicapees. Il sera interdit pour les autres conducteurs
de stationner dans l’espace designe.

Par une autre decision, a partir de maintenant sur les conducteurs
a Erevan seront autorises a rester stationne a l’interieur des > gratuitement pendant un quart d’heure.

PROTOCOLE D’ENTENTE SIGNE AU SAINT SIEGE D’ETCHMIADZINE POUR L’AMELIORATION DE L’EDUCATION DES ENFANTS, LA VIE SPIRITUELLE, CULTURELLE ET SOCIALE

Le 23 Juin, dans le Musee des Tresors Alex et Marie Manoogian
au Saint Siège d’Etchmiadzine, sous la presidence de Sa Saintete
Karekine II, Patriarche supreme et Catholicos de tous les Armeniens
; une ceremonie de signature de protocole d’accord entre l’Eglise
apostolique armenienne ; le Fonds des Nations Unies pour l’enfance
(UNICEF) ; et la societe > a eu lieue.

Le but du Memorandum d’accord est de promouvoir la defense des droits
de l’enfant, developper et realiser des projets visant a l’amelioration
de leur statut social ; initier des projets scientifiques et des
editions pour l’education culturelle, religieuse et morale des enfants
; aider les jeunes dans leur choix de profession ; et ameliorer la
qualite de l’enseignement professionnel.

Après la prière d’ouverture, le Père Paruyr Avetisyan, Directeur
du Departement des relations intra Eglise au Saint Siège, a fait
ses remarques.

Le Père Vardan Navasardyan, directeur du Centre d’education chretienne
du Saint Siège ; Mme Henriette Ahrens, Representant de l’UNICEF en
Armenie et M. Gagik Martirosyan, directeur de “MGA eau”, l’ambassadeur
national de l’UNICEF pour l’Armenie ont signe le protocole d’accord.

Les quotidiens rendent compte de la visite du PM Hovik Abrahamian
au HK, a l’occasion de laquelle il a mene des entretiens avec le > et le > du HK, en vue de consolider la cooperation
entre l’Armenie et le HK dans le domaine economique, notamment dans
le domaine de l’agriculture. Joghovourd rappelle que la visite du PM
au HK fait suite a celles du President de l’AN, des Ministres de la
Defense et de la Justice, ainsi que du Procureur general. M.

Abrahamian s’est egalement rendu sur la ligne de contact et a inspecte
les positions militaires. Il a pris connaissance des conditions de
vie des soldats armeniens sur le terrain, ainsi que de la situation
sur la ligne de contact. >.

Par ailleurs, plusieurs quotidiens indiquent, se referant au Ministère
armenien de la Defense, que durant la journee du 25 juin, les forces
azerbaïdjanaises ont bombarde le village Movsès dans la region du
Tavouch. Les tirs auraient touche la mairie du village, l’eglise,
l’ecole secondaire etc. L’on ne deplore pas de pertes humaines.

World Bank Further Strengthens Power Supply Reliability In Armenia

WORLD BANK FURTHER STRENGTHENS POWER SUPPLY RELIABILITY IN ARMENIA

The World Bank Board of Executive Directors today approved a
US$40 million loan for the Additional Financing of the Electricity
Supply Reliability Project for Armenia. This additional financing
would scale up activities to enhance the impact of the ongoing
project and cover the cost of rehabilitation of three substations
essential for Armenia’s power transmission network – the Haghtanak,
Charentsavan-3,and Vanadzor-1 substations.

The average age of Armenia’s power transmission assets is around 45
years and most of them have not undergone any major rehabilitation
or upgrade over the past decades. The ongoingElectricity Supply
Reliability Project has been designed to enhance the reliability
of the power supply in the country by improving the capacity of the
power transmission network back-bone infrastructure.Around 230 km of
outdated transmission lines from the Hrazdan Thermal Power Plant to
the Shinuhayr substation is under replacement.The investments will
increase the capacity and reliability of the targeted section of
the transmission network by lowering frequency of line failures and
related power supply outages.

“The rehabilitation of the targeted substations will improve power
system efficiency and reliability, and bring direct benefits to
all power consumers in Armenia,” said Jean-Michel Happi, World Bank
Country Manager for Armenia. “This would allow avoiding increased
incidence of power supply outages, as well as associated significant
social and economic costs.”

The new financing is targeting the assets that have a high priority
in the list of investment needs. The Haghtanak substation requires
rehabilitation and extensionand is critical for ensuring reliable
power supply to distribution substations and consumers in the western
parts of Yerevan. Charentsavan-3 and Vanadzor-1 serve residential and
large industrial consumers in the north-easternand northern Armenia.

Charentsavan-3 also functions as switching stations linking to other
six substations.

Rehabilitation and extension of the three substations need to start
as soon as possible. Several key sections of plant and equipment
are well beyond their economic life and their increased incidence of
failurecouldhave significant negative implications. In particular,
some of the substations have equipment that was commissioned back in
1930s and have never undergone any rehabilitation since then.

“The capacity of the High Voltage Electric Networks (HVEN),
which remains the implementing agency for this operation, has been
strengthened under the ongoing project,”said Arthur Kochnakyan, World
Bank Task Team Leader of the Project.”This is essential to ensure the
efficient implementation and sustainability of the new investments.”

The project builds on the World Bank experience and draws extensively
upon the lessons of previous engagement in the power sector of Armenia,
as well as on transmission projects implemented in other countries.

Total financing of the project is US$50 million, of which US$10
million will be the Government’s contribution. The World Bank will
provide a US$40 million IBRD loan of variable spread with a 10 year
grace period and the total repayment term of 25 years.

Since joining the World Bank in 1992 and IDA in 1993, the commitments
to Armenia total approximately US$ 1,961.73 million.

US Independence Day Celebrated In Armenia

US INDEPENDENCE DAY CELEBRATED IN ARMENIA

On July 2, the U.S. Embassy celebrated the 238th anniversary of the
independence of the United States at the U.S. Embassy in Yerevan.

Ambassador John Heffern and Prime Minister Hovik Abrahamyan praised
the close U.S.-Armenian partnership.

In his remarks, Ambassador Heffern noted that this year “A strong
Armenia is in the interest of the United States. Our deepening economic
and cultural ties are the result of the many partnerships we have
in this country. I hope all of us will pledge tonight to continue
to work together to deepen the ties between the United States of
America and the Republic of Armenia. ” He welcomed the many groups,
organization and individuals who are working with the U.S. Embassy,
and encouraged them to work with each other as well.

Yerevan’s Imagine Band played a selection of American country songs
throughout the evening and the Nane dance studio performed country
line dancing. Gagik Ginosyan and his group Karin performed traditional
Armenian folk songs.

Independence Day honors the birthday of the United States of America
and the adoption of the Declaration of Independence on July 4, 1776.

Former member of Heritage Party board Lusine Petrosyan told Zhamanak
that she was displeased with the party’s activities recently. In
response to the question of whether it has become obvious that Heritage
is absolutely indifferent to the foreign political challenges of
the country, Mrs Petrosyan replied, “The quartet of non-government
parliamentary factions was created when protests against the gas
agreements began, followed by pension reform protests. The four
factions did not set any objectives except everyday problems. So the
parliamentary rostrum was used to solve everyday problems.”

The protracted Nagorno-Karabakh conflict again appears to be in
the focus of attention of the world’s powers. While some analysts
in Armenia are convinced that the recent more intensified ceasefire
violations at the Karabakh-Azerbaijani and Armenian-Azerbaijani borders
have been directly or indirectly provoked by Russia, the United States
and France (that co-chair the OSCE Minsk Group along with Russia)
have called for re-opening talks on Karabakh as soon as possible.

The number of border incidents has increased considerably in the past
month or so, while during the past seven days Azerbaijan opened fire
at residential areas on the Armenian side in the northeastern province
of Tavush. A 12-year-old Armenian child was wounded in the Berd area
on Monday.

Member of Parliament, former Foreign Minister of Armenia Alexander
Arzumanyan believes that the Azerbaijani side’s activities are
conditioned by Russia’s interests.

“The recent developments show the processes by which they try to draw
us and Azerbaijan into another war. I don’t think that Armenia is
interested in the resumption of hostilities, as we have no problem to
solve, and certain forces, some players are trying to plunge us into
war, which can have very dangerous consequences,” Arzumanyan told a
press conference in Yerevan on Wednesday.

The opposition lawmaker added that in his opinion Azerbaijan is not
ready for a full-scale war either. “The moment Azerbaijan feels it
can solve the problem in the battlefield, it will certainly go to
war. So, there are forces that direct Azerbaijan, and whether they
do it directly or indirectly is another matter.”

According to Arzumanyan, since the signing of the truce in 1994 Russia
has always wanted to deploy its troops in the region, and the current
border incidents also serve this purpose.

“As the experience of our 200-year-old relationship shows, at some
point Russia starts treating us like small change for solving
its geopolitical problems,” argued the former foreign minister,
stressing that “with a clear conscience Russia is ready to discuss
Nagorno-Karabakh’s future in the context of Azerbaijan’s joining the
Customs Union.”

The foreign ministers of Armenia and Karabakh met in Yerevan on
Wednesday and also discussed the activities of Azerbaijan in the
recent period, describing them as “targeted provocations”. They said
these actions “once again prove Azerbaijan’s unconstructive stance.”

Meanwhile, Arzumanyan called on Armenian diplomats to draw the
international community’s attention to these incidents. Remarkably,
there is already international reaction to these events as France and
the United States have again called for renewed peace talks between
Armenia and Azerbaijan.

In particular, Jen Psaki, the US State Department spokesperson,
called on both sides to redouble their efforts at the negotiation
table during a press briefing July 2.

“Obviously, inflammatory rhetoric and statements run counter to the
principle of reducing tensions, and so we certainly think that that
damages the peace process, and that’s why we’re encouraging them
to redouble their efforts,” Psaki said, expressing hope that “the
presidents of Armenia and Azerbaijan will accept French President
Hollande’s invitation to hold a summit in Paris as soon as possible.”

A similar appeal was made by the French Foreign Ministry spokesman
during a question-and-answer session: “France urges the parties to
refrain from statements that are contrary to confidence building and
calls the parties to active work.”

A Turkish version of “The Armenian Genocide in Ottoman Turkey.

Testimonies of Survivors”, a three-volume collection of archival
documents covering the 1916-1917 period, has been published in one
volume, in 500 copies in Turkey by intellectual, human rights champion
Rageb Zarakolu. The publication contains a large amount of research
material of historical, political and legal significance.

“This book is the result of efficient work that was done in the
immediate aftermath of the Genocide. It contains evidence gathered
immediately and raises numerous questions. This book is the second most
important one after “The Blue Book”, as it also includes testimonies
related to 1916,” says Zarakolu, noting that the Turkish version will
be presented to the entire world.

Speaking about Turkey’s denial of the historical events, Zarakolu
explains the essence of this denial. “When they falsify something,
it becomes continuous, they have to falsify everything, invent new
‘evidence’, erase Armenian names from wherever it is possible. All
this reminds me of George Orwell’s novel “1984” that tells about
professionals whose job is to destroy documents and create new ones
consistent with the new situation.”

Zarakolu began his campaign for the truth together with his late
wife still in the 1990s. He campaigned for the truth about the 1915
Armenian genocide by presenting the reality of the events.

“When we began our work, we were alone in the Turkish society, our
cause was not accepted even by the more educated public. We published
the first book in 1993, only two elderly Armenians had the courage to
enter our door. Our book was immediately banned. After that we managed
to publish it again illegally. The third Armenian who inquired about
it was Hrant Dink from Constantinople. He undertook to disseminate
1,000 copies, of course, not legally,” the Turkish publisher remembers.

Zarakolu thinks his job is to fight for honor.

“If I don’t continue this fight, it will mean I am giving up the
struggle of conscience that my wife started. We have faced pressures
in Turkey still during our childhood. If a genocidal state goes
unpunished, it will start pressures over again against different
ethnic or political groups. I was arrested by the army in 1971. In
the cell next to mine was my Armenian friend, Masis. Both of us were
tortured, they hit us in the feet. But since he was an Armenian, they
tortured him twice as hard. It was perhaps then that for the first
time a question arose in my mind – why do they subject Armenians to
torture harder than ours?” the scholar remembers.

According to Van NGO Honorable President Ruben Galchyan, in 2012
they published the three-volume collection “The Armenian Genocide in
Ottoman Turkey. Testimonies of Survivors” that included as many as 602
eyewitness accounts by Genocide survivors from the provinces of Van,
Bitlis, Erzurum, Kharberd, Diyarbakir, Trabzon as well as Parskahayk.

Galchyan said that those are very important documents that can serve
as evidence of international value.

Zarakolu said that Turkey knows all too well what implications the
admission of the Armenian Genocide and the restoration of historical
justice will have for his country, it knows that admission will have
to be followed by other stages, and that’s why Turkey wants to keep
the issue where it is now.

“But it is not only Turkey, but also large states that have
responsibility here. The case against insurance companies in the
United States was neutralized, and the reason was that the U.S. does
not officially recognize the Genocide. All governors, leaders,
including Obama, Pelosi speak about the Genocide, accept it, but when
it becomes a concrete issue, when it starts concerning the State,
everyone forgets about it,” said Zarakolu.

Van NGO gathered from the Armenian archives accounts of genocide
survivors related to the period of 1916-17. They were included in
Armenia’s National Archives.

“We first undertook to publish these testimonies in Armenian. In 2012,
600 accounts were published in three volumes. In 2013, about 150
accounts were published in one book in English. This year with the
support of the Gulbenkian Foundation in Lisbon they were translated
into Turkish and published,” said Galchyan.

The book’s Russian, Spanish and French translations are also expected
in the near future.

Les forces de securite turques ont interpelle, mardi 17 juin, 11
officiers de police dans le cadre d’une enquete judiciaire sur des
ecoutes pirates visant le premier ministre islamo-conservateur Recep
Tayyip Erdogan.

Ces fonctionnaires ont ete arretes a leur domicile dans les villes
d’Ankara, Karabuk et Yozgat. Ils sont soupconnes d’avoir dissimule
des appareils d’enregistrement dans le bureau et la voiture officielle
du chef du gouvernement, a precise la chaîne d’information CNN-Turk.

Parmi les suspects interpelles figurent d’anciens responsables de la
police d’elite chargee de la securite de M. Erdogan.

Le premier ministre avait declare en decembre 2012 que des micros
avaient ete decouverts a son bureau et a son domicile. L’homme fort
de Turquie, au pouvoir depuis 2003, a ete eclabousse en decembre
2013 par un scandale de corruption sans precedent, pendant lequel
les enregistrements de plusieurs de ses conversations privees ont
ete diffuses sur Internet.

Malgre ces accusations, son parti a remporte haut la main les
elections municipales du 30 mars, et M. Erdogan s’apprete desormais
a annoncer sa candidature au scrutin presidentiel des 10 et 24 août,
dispute pour la première fois au suffrage universel direct. Le premier
ministre s’est defendu de ses accusations et les a attribuees a un > ourdi contre lui et son regime par son ex-allie islamiste
Fethullah Gulen, qui dirige depuis les Etats-Unis un très influent
mouvement religieux, le Hizmet.
