Former governor of the Armenian province of Syunik Surik Khachatryan
sold his Ler-Ex company with its mines to the director of Zangezur
copper-molybdenum plant Maxim Hakobyan.

The remarkable thing is that the oligarchs are renting the state’s
property and selling it to each other.
Surik Khachatryan earned 47 million US dollars from this transaction
but paid just 523 million drams (1.2 million USD) to the state as a
value added tax.

And what is the state doing? Is it sleeping? The property of the state
is being wasted and distributed while the state does not receive a
penny. That is the reason why the budget is empty while the pockets of
Surik Khachatryan are full.
