Official Stepanakert is not emotional about Kazakh President Nursultan
Nazarbayev’s statement that Kazakhstan has to hold a special position
on the roadmap for Armenia’s accession to the Customs Union, the
reason being the uncertainty of relations with Armenia in the context
of Nagorno-Karabakh.

“As a CIS and Customs Union member-nation, Kazakhstan is also actively
involved in the Cooperation Council of Turkic-Speaking States. So it
is natural that it should occasionally make such statements,” Davit
Babayan, Spokesman for the Nagorno-Karabakh president, told Tert.am.

However, if Kazakhstan takes practical steps to promote Turkic-speaking
states’ interests, it will be evidence of its policy of Pan-Turkism,
which poses a major threat to Kazakhstan itself.

“Kazakhstan is a multinational state, and Kazakhs do not constitute
an absolute majority there. Over half of the country’s population is
Russians, Germans and others. Moreover, it borders on Russia and China,
which are both concerned over the ideology of Pan-Turkism.

Therefore, if Kazakhstan adopts such policy guidelines, it will face
up to severe consequences – regional isolation – which is not at all
in its interests,” Babayan said.
