EU’S DONORS’ CONFERENCE WILL NOT BE CONVENED? – NEWSPAPER

September 26, 2013 | 08:32

YEREVAN. – “I inform you that this question should be directed to
the Armenian authorities.” The European Union (EU) representation in
Armenia gave such answer to Haykakan Zhamanak daily on Wednesday.

And the question was related to the EU donors’ conference, the daily
reports.

“We had tried to clarify from the EU Office as to whether after
[Armenian President] Serzh Sargsyan’s announcement made on September 3
in Moscow-and according to which Armenia intends to be a part of the
Customs Union-the donors’ conference will be convened. And, if yes,
when and where?

“We redirected the same question to the Armenian government, but with
the additional question: If the conference will not be convened, why?

Naturally, we did not receive a reply.

“The donors’ conference aimed at providing up to 1.5 billion euros to
Armenia. The EU’s hint yesterday [i.e., Wednesday] is perhaps highly
transparent. The conference will not be held at Armenia’s fault,”
Haykakan Zhamanak writes.

Demand For Luxury Apartments Decreased – Armenian PM

DEMAND FOR LUXURY APARTMENTS DECREASED – ARMENIAN PM

September 26, 2013 | 11:35

YEREVAN. – There are disturbing developments in Armenia’s construction
sector: 8.5-percent drop in eight months.

Prime Minister Tigran Sargsyan stated the aforesaid during Thursday’s
Cabinet meeting.

As per Sargsyan, the primary reason is the reduction in the demand
for luxury apartments. Instead, there is a demand for economy class
apartments, but the respective offer is not much.

To invigorate the construction sector in Armenia, the government
plans to promote the construction of economy class apartments.

With the first respective step, legislative changes are proposed,
pursuant to which if foreign nationals purchase an apartment in
Armenia, they will quickly be issued a certificate of residence,
and therefore they will have no difficulty entering the country.

Subsequently, the government will promote the civil servants’
purchasing of apartments with mortgage loans.

In addition, Tigran Sargsyan asked Yerevan Municipality to allocate
suitable areas for developers, so that the cost price of the apartments
to be built would be low.

Ukraine Ready To Sign 70 Basic Agreements Of Customs Union

UKRAINE READY TO SIGN 70 BASIC AGREEMENTS OF CUSTOMS UNION

YEREVAN, September 26. /ARKA/. Ukraine may join some 70 basic
agreements of Russia-led Customs Union (CU), Ukraine’s premier
Nikolay Azarov said at his meeting with the Russian counterpart Dmitry
Medvedev. Azarov said cooperation with the CU is not an obstacle in
signing an association agreement with the EU. “I’m supporting the
idea of finding a common language and responding to real threats,
not hypothetical ones”, Azarov said as quoted by rbc.ru. The premiers
expressed their concerns over the fact that turnover between Russia
and Ukraine dropped approximately by 19% in 2013. It happened because
Ukraine decided to reduce its purchases of the expensive Russian gas,
Azarov said. The premiers agreed about new dynamics and recovered
volumes of the turnover between the countries. Normalizing relations
will be discussed at a meeting of intergovernmental commission on
economy scheduled for mid October. Experts of the countries are
expected to analyze the current trade situation and to develop
measures to overcome contradictions ahead of the meeting. Earlier
Russian premier Medvedev said the regime of partnership will Russia
will be cancelled once Ukraine becomes an associated EU member. N.V.

Products Imported To Armenia Are Not Safe

PRODUCTS IMPORTED TO ARMENIA ARE NOT SAFE

September 25 2013

Yesterday, during the seminar on “Harmonization with EU standards
and institution building of the State Inspectorate for Surveillance
of RA Markets” funded by the European Union and held in the hall
of “Alexandrapol” hotel belonging to former Mayor of Gyumri Vardan
Ghukasyan, the resident technical advisor of the Twinning project, EU
representative William Frank Harris informed that they had studied the
market of Armenia, where a lot of problems were detected. Mr. Harris
estimated that the major problem of the Armenian market is the safety.

“We have done some shopping here and conducted an expertise of these
products, and it turned out that the main problem is the safety. There
is a general problem of safety of products in the Armenian market,”-
said the European expert. We asked to speak to specific examples,
in response, the EU representative said that non-food products were
studied with their project, they made certain purchases and sent them
for testing, for example, electrical appliances, which turned out to be
not safe, even tea kettles. Even coats were not safe. To note that this
refers to imported goods. They have also studied the toys manufactured
here, which are relatively unsafe. The journalists asked as to how
effective it is to spend the EU’s money (the cost of the project is one
million euro) on strengthening the institution of State Surveillance
Inspection of RA markets when the President of Armenia has already
expressed willingness to join the Customs Union. “I, personally,
cannot say anything on behalf of the European Union or on behalf of the
Government of Armenia, at least, the project is underway, and I see
grounds to continue this project. And since the project is underway,
we will continue our work, which is to update the activities of the
Inspection. Both, the people of Armenia and Armenia will benefit from
what we are doing at the moment. To adopt the European values, it needs
time, and I think that Armenia is capable of and may adopt European
values and, in particular, the State Surveillance Inspection for
market is able to adopt and implement the best practice of Europe,”-
said Mr. Harris. The journalists also asked for clarification from
Ararat Sargsyan, deputy of the State Surveillance Inspection for
market, who initially was recommending getting any information on
their website. To the question of the journalists whether due to
the observation of the European expert the kettle and household
appliances are unsafe, the official clarified,- “In recent months,
their employees have taken certain products for testing, the results
of which we have not yet fully received. These products are sent for
testing to our labs, as well as to England, now, perhaps, either the
translation was a little bad, because I do not think that he would
say that our market is in a very bad shape. There are standards that
are a little different, ours and European, there are differences,
in accordance to our standards, these products can be considered as
non-hazardous, as for their standards they are considered, so to say,
not so safe.” What is the wrong translation of the word kettle? –
asked the journalists in surprise. The Armenian official continued, –
“To tell the truth, I first hear about it from you.” To note that in
addition to electrical appliances, toys and many other goods, the
cosmetic products imported to Armenia are not also safe, to which
there is no public attention either.

Assad Says He Doesn’t Discount U.S. Military Attack Possibility

ASSAD SAYS HE DOESN’T DISCOUNT U.S. MILITARY ATTACK POSSIBILITY

September 26, 2013 – 09:12 AMT

PanARMENIAN.Net – Syrian President Bashar Assad said in an interview
broadcast Wednesday, Sept 25, that he does not discount the possibility
of a U.S. military attack even though threatened action was forestalled
when he agreed to give up chemical weapons.

Assad also said in an interview broadcast by Venezuela’s state-run
Telesur network that his government has confessions from rebels that
they brought chemical weapons into the civil war-wracked nation.

According to the broadcast’s Spanish dubbing, Assad said all evidence
pointed to rebel responsibility for the attack.

He said that Syrian authorities had uncovered chemical arms caches
and labs and that the evidence had been turned over to Russia, which
brokered the deal that helped persuade U.S. President Barack Obama to
pull back from threatened military action over an Aug 21 gas attack
that killed civilians in a Damascus suburb.

In a speech at the UN on Tuesday, Obama said he would not use military
force to depose Assad. But Washington and Moscow remain at odds on
how to hold Syria accountable if it does not live up to its pledge
to dismantle its chemical weapons stockpile.

Assad predicted during the 40-minute interview that “terrorists would
try to block access of UN inspectors who enter Syria to secure the
government’s chemical arsenal.”

While Assad said he had evidence that countries including Saudi Arabia
were arming Syrian rebels, he said he had no proof that any particular
country had supplied them with chemical weapons.

He was also asked about the apparent thaw in relations between the
U.S. and Iran, his government’s chief patron in the region.

Assad called the development positive but added that he did not
consider it to mean that Tehran’s leaders trust Washington. He said
it was important that the U.S. stop pressuring Iran not to have
nuclear technology.

Assad also accused the Obama administration of lying to U.S. citizens
by claiming it has proof that Assad’s government was responsible for
the Aug 21 gas attack.

Interviewed by China’s state television CCTV in Damascus on Monday, the
Syrian capital, said he was not concerned about the draft resolution
and that China and Russia would “ensure any excuse for military action
against Syria will not stand.”

“I am not concerned. Since its independence, Syria has been committed
to all the treaties it has signed. We will honor everything that we
have agreed to do. And more importantly, I want to say, by submitting
the draft to the UN Security Council, or by urging the U.S. and
Russia to agree on a deal, the U.S., France, and Britain are just
trying to make themselves winners in a war against a Syria which is
their imaginary enemy,” Assad was quoted as saying.

In an interview on the Fox News television channel earlier this month,
Assad said his government would dispose of its chemical weapons arsenal
and it would take about a year. “I think it is a very complicated
operation technically and it needs a lot, a lot of money.

Some estimated about a billion for the Syrian stockpile,” he said.

He said the Syrian army was advancing in the area at the time and
had no need to fire rockets filled with the nerve agent sarin, as
the United States says it did. “The whole story doesn’t even hold
together. It’s not realistic. So, no, we didn’t. In one word, we
didn’t use any chemical weapons in Ghouta,” he said, speaking English.

Armenia’s Government Declined Bill On Compensation Of Bank Deposits

ARMENIA’S GOVERNMENT DECLINED BILL ON COMPENSATION OF BANK DEPOSITS

11:28 ~U 26.09.13

Armenia Cabinet declined on Thursday a bill on compensation of bank
deposits.

The bill was submitted by members of the Prosperous Party of Armenia
(PAP) parliamentary group, Mikael Melkumyan, Elinar Vardanyan, Naira
Zohrabyan and Vahe Hovhannisyan.

Ms Zohrabyan told Tert.am that it is clear to her that “they will
decline the bills.”

“I have so often raised this problem that some of the government
members feel a surge of pure adrenalin and lose any ability for sober
judgement, and their only motive is to reject any bill submitted by
the PAP. But I still hope we will have good days,” she said.

Another co-author of the bill, Mikael Melkumyan said: “If budget
revenues increase, more people receive compensations for their
deposits.” One more important factor is heirship. The bill also has
points on freedom fighters [participants in the Nagorno-Karabakh war]
and people with disabilities.”

As regards the amount necessary for the bill to be enforced, Melkumyan
said: “We have seen the government’s mid-term expenditure program,
which envisages five to seven percent economic growth. And we see
that the task can be accomplished.”
