Of course we are aware of Armenia’s decision to join the Customs
Union. Nevertheless, we have expressed our willingness to continue
cooperation with Armenia in all areas and formats, French Ambassador
to Armenia Henri Reynaud told a press briefing today when asked how
he sees further cooperation between Armenia and the European Union
and if the Customs Union can hinder this cooperation.

The envoy said that France welcomes Armenia’s determination and
willingness not only to continue cooperation with the European Union
but also to deepen the existing partnership.

“Armenia is well aware that it can be hopeful that France will always
assist and support the realization of its wish,” Henri Reynaud said.

“I condemn the incident involving my colleague Zaruhi Postanjyan. I
would like to note that Russian investigation bodies, as well as
prosecutor’s office and court, are work in Armenia and investigate
cases involving Russian servicemen,” he wrote.

“I do not rule out that the judicial bodies in question will consider
then issue of legal responsibility of the persons involved in the
incident,” Marutyan’s message says.

Azerbaijan is powerless to prevent the arrival of foreign citizens
in Artsakh

This week, a Californian delegation, comprising representatives of
the legislative and executive bodies of the largest American state,
as well as the district and municipality of Los Angeles, has arrived
in theNagornoKarabakhRepublic. Such visits, which are important for
the NKR in terms of both the development of bilateral relations and
prospects of the international recognition of the Republic,

become to a certain extent usual and even ordinary for the people
of Artsakh. It is, first of all, because they reflect the regular
and objective course of development of the proper NKR and the trends
of the world processes on the Karabakh issue. Another thing is that
Azerbaijan doesn’t wish to understand and accept this fact, and the
Azerbaijani authorities cannot get used to the increasing interest
of the international community towards the public-political, in
particular, democratic development processes in Artsakh. This prompts
political figures and political scientists, as well as representatives
of the mass media and public organizations to pay familiarizing and
other kinds of visits to the Nagorno Karabakh Republic.

It should be noted that even before the arrival of the delegation of
the State of California in the NKR, the Ministry of Foreign Affairs
of Azerbaijan reacted nervously to the possible visit of American
political figures to Artsakh. According to the established tradition,
a representative of the Azerbaijani Foreign Ministry called the
visit illegal and threatened that “the people who illegally visited
the occupied territories of the country, or didn’t obtain permission
for it, will be included in the list of undesirable persons.” To help
the brothers in blood rushed also the union of the Turkic Diaspora in
the United States, which called on the tribesmen to join the campaign
against the California delegation’s visit to Nagorno Karabakh.

Unfortunately for the Azerbaijani authorities, those days, Canadian
parliamentarians also paid a visit to Artsakh and met with the NKR
authorities, due to which the Azerbaijani Foreign Ministry took up
the investigation of this fact and gave the Embassy of Azerbaijan to
Canada corresponding instructions. It seems that the Foreign Ministry
of Azerbaijan will not be bored, because the external contacts of
the NKR will rise with time, and, accordingly, the number of people
visiting the NKR will increase.

But, we are not talking about it, or rather, not so much about it.

Getting acquainted with the comments of the officials of Azerbaijan,
it is easy to guess that its authorities still live with the illusions
of Nagorno Karabakh’s belonging to them. One gets the impression that
they are in a kind of virtual world, oblivious to the reality and the
objective development of the situation related to Nagorno-Karabakh. It
seems that even the fact that the phrase “the right of peoples to
self-determination” as a principle for the settlement of the conflict
has been long included in the vocabulary of the negotiations running
under the auspices of the OSCE Minsk Group has not sobered up the
authorities of Baku. They continue to think in terms of the 80s of
the Soviet period, refusing to notice that the train has long gone.

However, they may notice, but act in defiance of this, inventing,
in particular, the right to a peculiar “patent” to foreign citizens
for entering Artsakh.

It sometimes brings to curious things. A representative of the
Azerbaijani Foreign Ministry, in the usual political ecstasy,
has recently stated that the Azerbaijani side continues to receive
inquiries from people for getting a permit to visit Nagorno Karabakh,
not to get to the list of undesirable persons. The meaning of the
statement is clear – to give greater importance to its nonsense. That
is, “to legitimize” it. After all, it is so obvious that such, so
to speak, permit is a useless scrap of paper and is not even worth
a penny. Issuance of permits for the entry of foreign citizens to
Nagorno Karabakh is exclusively the sovereign right of the NKR,
and Azerbaijan is just unable to ban foreigners to visit our Republic.

Apparently, realizing their inability in trying to prevent the arrival
of foreign citizens in the NKR, the Azerbaijani authorities invented
a new thesis for their nonsense – that most people visit Artsakh
as a result of deceit. This “explanation” was also brought in the
comments of the Azerbaijani Foreign Ministry in connection with the
visit of the U.S. delegation to Nagorno-Karabakh. But, it is foolish
to believe that the thousands of people who have visited the NKR are
so naive to succumb easily to the deceit. And what is deceit in the
Azerbaijani interpretation? You know, the people were not forcibly
dragged to Artsakh. And what can you say about their assurances of
their intention to arrive in the NKR again? As for the delegation
of the State of California, during the meeting at the NKR Parliament
the American guests admitted that prior to visiting Nagorno-Karabakh
they had familiarized with its history. Moreover, some of them even
drew parallels between the struggle of their people and the people
of Nagorno Karabakh for freedom and independence. The delegation
members expressed hope for further consolidation and development of
relations between Artsakh and the United States. We believe that
this fact is enough to make a conclusion about the failure of the
Azerbaijani thesis of “wayward visitors”.

The visit of the delegation of the State of California should be
considered only and only in the context of development of the Nagorno
Karabakh Republic as an independent state. As you know, earlier,
a number of American states adopted resolutions calling upon the U.S.

President and Congress for supporting the self-determination and
democratic independence of the NKR. And this process seems to go
forward at a steady gait.

So, deceiving its own audience, the Foreign Ministry of Azerbaijan
is actually self-deceiving. But, as the saying goes, it is their
own problem.

Heritage Party Demands Apologies From Russian Authorities

HERITAGE PARTY DEMANDS APOLOGIES FROM RUSSIAN AUTHORITIES

The opposition Heritage Party demands an official apology from the
Russian authorities for the incident involving MPs Zaruhi Postanjyan
and Samvel Hayrapetyan. Also, the Heritage urges the Armenian
law-enforcement and judicial bodies to investigate the incident and
punish the guilty.

The two cars with Heritage members were stopped by Russian border
guards in Syunik province Wednesday morning and searched without
any ground. They were not allowed to proceed until Zaruhi Postanjyan
presented her badge.

On their way back to Yerevan the cars were again stooped and searched
without any explanation. One of the Russian servicemen reportedly broke
the camera with which a Heritage member tried to record the incident.

Only afterwards they said they had stopped the car as part of a search
for a wanted person.

The Heritage said in a statement that Postanjyan is going to report
the crime.

MEPs Condemn Azerbaijan

MEPS CONDEMN AZERBAIJAN

YEREVAN, SEPTEMBER 26, ARMENPRESS. A roundtable discussion on the
Human Rights situation in Azerbaijan was held on September 24, 2013
in the European Parliament, just two weeks prior to the October 9
presidential elections in Azerbaijan.

The European Armenian Federation for Justice and Democracy informed
“Armenpress” that once more, several members of the European Parliament
criticized the non-protection of Human Rights and the absence of
Democratic values in the country. MEPs highlighted the fact that
politicians, journalists, activists are frequent “guests” of the prison
facilities of Azerbaijan and that the authorities violate basic Human
Rights such as the freedom of expression and the freedom of assembly.

“We want to see free and fair elections. Azerbaijan is the country
which has the highest number of political prisoners among all the
neighborhood countries even more than Belarus” said Ana Gomes (S&D,
Portugal). European External Action Service representative cited that
“Democracy is the main issue to have stable relationship and we will
continue to expect more from Azerbaijan”.

Fuad Muradov, an Azerbaijani MP stated that Europe has no proof to
support accusations about wrongdoings in Azerbaijan, while having the
fastest internet access should count as a sign of progress according
to his colleague and compatriot, Asim Mollazade. Those statements
were criticized sharply by the MEPs, as being far from reflecting
the true situation in Azerbaijan.

EAFJD President, Kaspar Karampetian stated that the blatant violation
of Human Rights in Azerbaijan was strongly highlighted yet again.

“How long will Europe keep its relationship with Azerbaijan on
the level of expectations and wishes? It is high time that Europe
transforms words into actions and starts demanding rather than just
hoping” said Karampetian.

Robert Kocharian, Armenia’s second president, has yet to express an
opinion regarding Armenia’s stated readiness to join the Russian-led
Customs Union.

Viktor Soghomonyan, who head’s Kocharyan’s office, told Hetq that,
“The former president will express an opinion within a reasonable
timeframe. But I can’t be specific.”

When asked if Kocharian’s frequent visits to Russia had anything to
do with the issue, Soghomonyan responded that the former president
travelled to Moscow to take part in Sistema company board meetings.

Kocharian is the director of the board. (Sistema JSFC is the largest
publicly-traded diversified holding company in Russia and the CIS)

“Robert Kocharian attends board meetings at least once per month,”
noted Soghomonyan.

He also stressed that Kocharian has held no discussions, l either in
Armenia or Russia, about Armenia joining the Customs Union.

YEREVAN. – As compared with 15 to 20 years ago, the women in Armenia
today take the matters concerning abortion and childbirth more
seriously.

Gynecologist Gayane Avagyan, Head of the Maternal and Reproductive
Health Protection Department of the Health Ministry, stated the
aforesaid during a press conference on Thursday.

“They were treating abortion more lightly 15 to 20 years ago. [But]
our young women [today] take this matter more seriously. And if they
do not wish to have a child in a given period, they try to use modern
means of contraceptives,” the specialist said.

In her words, this trend is a new manifestation in Armenia with respect
to women’s demeanor toward reproduction, and it is the culture of
the Armenians’ domain of reproduction.

Avagyan also presented the data of the statistics which the ministry
had conducted. In line with these data, the absolute number of
abortions in Armenia is between 6,500 and 7,000 in recent years, in
the case when 43,000 to 44,000 childbirths are recorded in the country.

In Avagyan’s words, the abortion-birth ratio is 1/1 in numerous
countries, including Armenia.

Gayane Avagyan also spoke about the ages of women in Armenia that
give birth and that have an abortion. And the respective results show
that women in Armenia primarily have an abortion after their first
and second pregnancy.

Head of the “Modus Vivendi” Center Ara Papyan considers that Turkish
analysts’ concerns that the process of returning the Armenian property
of Turkey could start ahead of the 100th anniversary of the Armenian
Genocide are not vain. He even mentions the ways the process could
be started.

“This can be done in two levels – individual (when the heirs of the
Armenian Genocide victims have certificates from their forefathers) and
community (when the Armenian churches and other national institutions
have certificates of ownership),” he said.

According to Papyn, when speaking about the relations with Turkey, we
must first of all bring forth the issue of restoring the territorial
integrity, as the rights of Armenians are incorporated in Woodrow
Wilson’s Arbitral Award.

Turkish Armenian freedom fighter Sargis Hatspanyan reminded that
back in 2005 the Turkish real estate cadastre made the decision to
translate the property documents from Ottoman to modern Turkish.

However, the intention was never called to life. According to
Hatspanyan, the veto on the documents has not been lifted up until
today, which complicates the sale of property even for Turks.

Ara Papyan welcomes the joint statement of the two Armenian Patriarchs,
calling on Turkey to recognize the Armenian Genocide and return the
confiscated Armenian Churches and Church Estates, but notes that
no consistent work has been done in that direction. Before taking
practical steps, it’s necessary to open an office and make the list
of individual plaintiffs.

YEREVAN, September 26. / ARKA /. Armenian president Serzh Sargsyan,
who was on a working visit to Syunik province familiarized himself
with activities of small and medium enterprises which are carrying
out their development programs side by side with Syunik’s major mining
and energy companies, the presidential press service said.

He also looked into the investment projects, and prospects of
development. In particular, the President visited Aval Trade knitting
enterprise in Sisian, which was established in December 2012 and
since April 2013 has been manufacturing knitting production. The
President was informed that in four months of this year, the company
has made an investment of 30.0 million AMD, including the import of
modern machinery.

The enterprise employs 90 people with the average monthly salary
of 70-80 thousand drams. As of April-August 2013, according to the
management the company manufactured nearly 70.7 million dram worth
production which was sold in the Russian Federation. The company
is planning to expand its export market by increasing production
capacities which will allow to employ 120 people.

In Goris, the President visited Goris Gamma enterprise which together
with Zangezur copper and molybdenum factory currently is executing a
new program of manufacturing new machinery in full compliance with
international standards. Representatives of the company noted that
they have concluded negotiations with the German supplier and now
are negotiating with potential customers to specify the demand and
assortment volumes. It was noted that if the program is successful,
Armenia will be manufacturing digital, high accuracy turning and
milling machines which comply with the European standards. At the
initial stage of the program, investments reached one million US
dollars; if there is proper demand, along with the increase of the
production capacities, the number of jobs will reach 130.

Goris Gamma enterprise was founded back in 1979 and was specializing
in the production of special machinery for the military industrial
complex of the Ministry of Defense of former USSR. In 1996, the
enterprise was restructured becoming a closed venture; 20 percent of
its state shares were given without indemnity to the employees and
80 percent were privatized in 2001.

Currently the enterprise has mechanical, special machinery assembling,
electromotor assembling, and optical production units as well as an
experimental laboratory. The production of the company is being sold
primarily in the Russian Federation and, according to the management
there are also sales orders from Canada. In January-August, 2013 the
company manufactured 238.0 million dram worth production which is a
23% increase compared to the same period last year. It was noted that
along with the batch production, the Company also receives sales orders
from the Zangezur copper and molybdenum factory such as manufacturing
of tools and machinery.

In the framework of his visit, President Serzh Sargsyan visited also
Qajaran town. First, he visited the monument dedicated to the fallen
heroes, laid flowers and paid tribute to the memory of the sons of
the Armenian nation who died for our Motherland.

Later, at the central square of Qajaran, the President participated
in the events dedicated to the 55th anniversary of the town and in
the framework of the event handed awards and letters of commendation
to a group of individuals who were distinguished for their patriotic
work in different areas: Hrachia Tadevossian, Head of Division in the
Qajaran Medical Center, Ltd. outpatient clinic by the Presidential
decree was awarded the Mkhitar Heratsi Medal; Mikhail Aroustamian,
Executive Director of the Rivs scientific and production enterprise
(RF) was awarded the Anania Shirakatsi medal. Saro Hayrapetian, Chief
Architect of the Qajaran community communal services Ltd. and Zakhar
Mirzoyan, electric welder of the Ore Reduction and Transportation unit
of the Qajaran copper and molybdenum factory for their years-long
and diligent work received Presidential letters of commendation. In
Qajaran, by the decision of the Council of Elders, the President was
handed the first Battle of Artsakh commemorative medal.

President Sargsyan congratulated all those persent on the occasion of
the town’s holiday and on receiving awards, thanked the inhabitants
of Qajaran for their daily efforts aimed at the development of their
town and their dedication, wished all the best and assured that
Qajaran and other settlements in our country every year will become
more comfortable and developed. The President of Armenia urged the
participants of the festivities to look at the future of their town
and our country with optimism and faith.

At the conclusion of the festivities, Serzh Sargsyan attended the
opening ceremony of the monument dedicated to the former director of
many years of the Qajaran copper and molybdenum factory, a skillful
organizer of the mining production Frunze Petrossian.

The President continues his visit to Syunik marz. Today, he will also
participate at the opening of Qajaran’s medical center. In Kapan, Serzh
Sargsyan will visit the Garegin Nzhdeh Square and will familiarize
with the program of its modernization; in Kapan’s high-school n. 2 he
will observe construction works conducted here. In Syunik community
of the marz, the President of Armenia will visit the small cattle
slaughter house and new processing unit.

Nagorno-Karabakh Republic To Mark World Tourism Day For First Time

NAGORNO-KARABAKH REPUBLIC TO MARK WORLD TOURISM DAY FOR FIRST TIME

STEPANAKERT, September 26. /ARKA/. Nagorno-Karabakh Republic
will mark the World Tourism Day this year for the first time, the
government-affiliated agency for tourism and historical environment
protection reported today.

According to the report, a program of events is already composed. A
news conference of the agency, the presentation of 3D models of
Stepanakert and Shushi in Google Earth, the presentation of a new
footage of Artsakh (Karabakh) as a tourism destination are among
these events.

Presentations of printed and video ads and the announcement of an
open-door day in museums are included in the program as well.

The program will last from September 27 to 29.

The UN World Tourism Organization marks the World Tourism Day on
