Marat Musin:Training Camps For CIS Militants In Syria Are Headed By

MARAT MUSIN:TRAINING CAMPS FOR CIS MILITANTS IN SYRIA ARE HEADED BY PERSONAL BODYGUARD OF AZERBAIJANI PRESIDENT ILHAM ALIYEV

12:30 03/09/2013 ” INTERVIEWS

Training camps for CIS militants in Syria of are headed by personal
bodyguard of Azerbaijani President Ilham Aliyev. In general, thousands
of CIS citizens are fighting on the militants’ side in Syria – there
are over 4000 Russians there, and in the military camps there are
also many Azerbaijanis, who are now “dying with groups,” stated in his
interview given to “Neyromir TV” expert Marat Musin who has recently
returned from Syria. Video of the interview is available on “Youtube.”

Commenting on the use of chemical weapons in Jawbar, one of Damascus’
outskirts, the expert stressed that there have been no chemical attack
by Syrian government forces; on the contrary, it is the militants who
use chemical weapons. Thus, the militants already have the technology
of producing artisanal chemical weapons.

Musin stated that the West promotes the terroristic elite in Syria.

“When high-level professionals will be involved in the elite, the rest
will surely show the white feather,” he said. The expert also noted,
“Training camps for terrorist from CIS are headed by Ilham Aliyev’s
personal bodyguard.”

The transfers of the mainstream flow of citizens from CIS countries
to Syria, who are fighting on the side of President Bashar al-Assad’s
enemy troops, as noted by Musin, pass through Turkey.

“CIS citizens enter Syria through Turkey. First they receive the Turks,
who move them to the border, where they form groups. A taxi pulls up,
takes them to the required places, where they have to cross the border
by themselves. Then the Turkish police car pulls up, collects the
documents, takes them to its police district, scans them, returns and
hands them back. As soon as they crawl over the border the Kirghiz,
who speak Russian, meet them,” Musin says.

Then, the CIS citizens get into militants’ camps. “There are a lot
of Azerbaijanis there. Who holds the markets here? Our peaceful
merchants. They get into Jawbar by packs. Now all this riff-raff is
out there,” said Musin.

He stressed at the same time that the most high-profile crimes in
Syria are committed by the Russian who are originally from the North
Caucasus. “At present terrorist leaders are being prepared in Syria,
who will return to Russia in the future,” the expert said.

Speaking on the terrorists of “Al-Qaeda” who oppose the governmental
forces in Jawbar Musin stated that as soon as the Syrian army
occupied the key positions in that area in half an hour, trying to
bring order to its ranks the commanders of terrorists shot three of
their commanders. Musin also noted that Russia is not ready for the
tactics of the war which is used in Syria because the army there has
to destroy entire neighborhoods occupied by small terroristic groups.

In the last period of time the media reported about a number of deaths
of Azerbaijani terrorists in Syria. In early April, the Turkish sites
have reported that about 30 terrorists from Azerbaijan have already
been killed in Syria. According to the Azerbaijani conflict scientist
Arif Yunus more than 300 Islamists from Azerbaijan are fighting in
Syria, Afghanistan and Pakistan. However, according to Arif Yunus and
the “Facthaber” portal, over 100 Azerbaijani terrorists are fighting
in Syria. Azerbaijani terrorists had even placed an online video-record
calling for “jihad.”

Recall that the relationship between international terrorist groups and
Azerbaijan originated in the early 1990s. That time, the Azerbaijani
army, having failed in the aggression against Nagorno-Karabakh
Republic (NKR), retreated with losses. Trying to save the situation,
the Azerbaijani leadership, headed by Heydar Aliyev attracted to the
war against the Armenians of Nagorno-Karabakh international terrorists
and members of radical groups from Afghanistan (groupings of Gulbuddin
Hekmatyar), Turkey (“Grey Wolves”, etc.), Chechnya (groupings Basayev
and Raduyev etc.) and some other regions.

Despite the involvement in of thousands of foreign mercenaries and
terrorists in the Azerbaijani army during the war, the Azerbaijani
aggression against Nagorno-Karabakh Republic failed, and the Baku
authorities were forced to sign an armistice with the NKR and Armenia.

However, international terrorists found ties in Azerbaijan, and used
them in the future. Recruitment was conducted among Azerbaijanis,
who then were sent to Afghanistan and the North Caucasus, where
participated in the battles against the forces of the international
coalition and Russian organizations.

In recent years, the citizens of Azerbaijan are actively involved in
terrorist and extremist activities in Russia, Afghanistan and Syria.

In Azerbaijan the citizens are brought to criminal liability for
participating in “illegal armed groups” in Afghanistan, sentenced to
minor terms of imprisonment.

ARMENIAN ATTORNEY GENERAL’S REAPPOINTMENT MATTER IS REVIEWED? – NEWSPAPER

September 03, 2013 | 07:18

YEREVAN. – The term of office of Armenia’s Prosecutor General
Aghvan Hovsepyan will come to an end on September 13, Zhoghovurd
daily reports.

“But, as Zhoghovurd’s sources inform, Hovsepyan’s reappointment
matter, which was considered a closed topic months ago, seems to
have been reviewed. It is possible that, after returning from Moscow,
[President] Serzh Sargsyan could decide no to ‘touch’ Hovsepyan.

“Despite this fact, however, the ruling backstage continues to
‘push forward’ some credible candidates. Accordingly, there is news
that several senior officials have put in a good word to Sargsyan
for Deputy Police Chief Arthur Osikyan, as a deserving Prosecutor
General candidate.

“[The Justice Ministry’s Compulsory Enforcement Service of Judicial
Orders] CESJO Chief Mihran Poghosyan likewise is lobbying for the
office of the Prosecutor General.

“But the matter will be resolved once and for all after the Moscow
visit,” Zhoghovurd writes.

Statement By The Chairman Of CoE Committee Of Ministers, Foreign Min

STATEMENT BY THE CHAIRMAN OF COE COMMITTEE OF MINISTERS, FOREIGN MINISTER OF ARMENIA EDWARD NALBANDIAN ON THE OCCASION OF THE 60TH ANNIVERSARY OF THE ENTRY INTO FORCE OF THE EUROPEAN CONVENTION ON HUMAN RIGHTS

11:29, September 3, 2013

Sixty years ago, on the 3 September 1953, the Convention for the
Protection of Human Rights and Fundamental Freedoms, better known as
the “European Convention on Human Rights”, entered into force. This
treaty is undoubtedly the cornerstone of the human rights protection
in Europe. Over sixty years, persons within the jurisdiction of the
member States of the Council of Europe have benefited from this unique
legal instrument. Several landmark judgments of the European Court of
Human Rights, guardian of the Convention, have helped to significantly
strengthen the rule of law and democracy across the European continent.

As Pierre-Henri Teitgen, one of the founding fathers of the European
Convention, pointed out more than sixty years ago, democracies do not
go bad in one day; nor can rule of law be put in place overnight. The
promotion of human rights is an ongoing process and it is our common
responsibility to ensure that the European Convention remains the
effective constitutional instrument of European public order that it
has become over the years.

That is why the Armenian Chairmanship of the Committee of Ministers of
the Council of Europe highly values the recent adoption of Protocols
No. 15 and 16 to the Convention, which reinforce the ability of the
Court to deal with incoming cases and strengthen application of the
Convention at national level. No less than 22 member States have
signed Protocol No. 15 since its opening for signature at the end of
June. The opening for signature of Protocol No. 16 on 2 October will
be another important step.

The Committee of Ministers of the Council of Europe will continue to
do its utmost to ensure that the rights enshrined in the Convention
are respected and protected across Europe.

COVERED MARKET COVERUP: “PAK SHUKA” RENOVATION IS ILLEGAL SAYS PROTESTERS, CULTURE MINISTRY

The flaring passions over the 60-year-oldPak Shuka (Covered Market)
produce market in the heart of Yerevan, have escalated into a
standoff between those who want to see the site maintained as a
cultural landmark, and those who support its transition into a modern
supermarket and a source of jobs.

Enlarge Photo

Those who support development by the building’s owner, Parliament
Member Samvel Alexanyan, are demanding that members of the opposing
social initiative group “Liberate the market from the oligarch”
back-off and stop hampering construction.

The stand-off against the market reconstruction has received another
spur after oppositional Haykakan Zhamanak newspaper published a story
claiming that the interior has been altered beyond recognition, turned
into a “whitewashed” shopping center, a second storey has been added,
an escalator installed and by September 15 another store of Yerevan
City supermarket chain will open.

Prior to this deputy culture minister Arev Samuelyan made a statement
that the ministry had not licensed any construction at the Covered
Market, neither had it approved any architectural plan.

“The construction there is illegal. The ministry has constantly voiced
this issue and acted within the limits of its authority,”she said. “We
have sent numerous letters to all the bodies in charge”.

Architect Sashur Kalashyan says City Hall had promised to dismantle
illegal structures and punish the wrongdoers, however after seeing
the market interior it is apparent the beloved building’s character
has been changed completely.

“The municipality claimed the construction inside the market had
been suspended and the building was under its control. However, now
the news is that it will open in two weeks. What is that supposed to
mean?” says the architect.

“Liberate the market from the oligarch” initiative group has three
demands: to hold the owner liable as the law provides for, make him
compensate the damage caused to the monument and restore its original
interior, implying dismantlement of illegal structures, restoration of
the monument back to its original state. They also demand to suspend
the owner’s rights to use the monument and carry out any economic
activity on its premises until the above listed demands are met.

Group coordinator Garegin Chugaszyan says should the listed demands not
be met, the owner should be legally stripped off his ownership right.

Meanwhile on Monday hundreds of Alexanyan’s supporters rallied next
to the market – employees of Yerevan City supermarkets located in
different parts of the Armenian capital – armed with tricolors, “Yes
to new jobs” posters, whistles, chanting “Alexanyan-philanthropist”.

Water and juices were being distributed to them all along during
the protest.

Civil activists rallied at Mashtots Park at the same time said that
they did not go to the market area out of safety concerns – the number
of police officers on site was far not enough to prevent a clash,
bound to happen had they gone.

“Whether they wanted a clash, I cannot say, but this speaks for it.

They came in great numbers and the police would fail to hold them,”
says Yeghia Nersisyan, one of the activists. “For how long can
Alexanyan have his employees go on strike and bring them over to the
market premises?”

Ombudsman Karen Andreasyan has released a statement that the law
enforcement bodies should take up the covered market issue, rather than
ministries or the city hall. It is doubtless that the construction
is illegal, as the urban development and culture ministries, as well
as Yerevan city hall representatives have repeatedly stated.

Chorrord Inknishkhanutyun: ARFD Goes Underground

CHORRORD INKNISHKHANUTYUN: ARFD GOES UNDERGROUND

[ Part 2.2: “Attached Text” ]

Tuesday,September 03

Four factions of the National Assembly – Armenian National Congress
(HAK), Prosperous Armenia Party (BHK), Heritage, and ARFD factions –
took a decision prior to the recess that they would start the autumn
session of the parliament with joint political initiatives aimed at
making parliamentary life more active, ‘Chorrord Inknishkhanutyun’
writes.

According to the newspaper, the matter concerns initiatives which
will cause serious concern of the Armenian authorities. Yet the act of
‘initialing’ by the factions cannot be held now for the simple reason
that ARF-Dashnaktsutyun has gone underground.

“All the faction have discussed the initiative and reached an
agreement, whereas ARFD keeps silent in a strange way. Although a few
months ago ARFD verbally expressed willingness to join the initiative,
it currently expresses neither a positive nor a negative assessment”,
the paper notes.

“The inexplicable conduct of ARFD can be explained by the
changes expected in the party. There are all the signs that ARFD
representatives will not only accept diplomatic posts, but also start
‘coalition’ cooperation with the Republican Party of Armenia,” the
paper writes.

Sargsyan, Putin Test Strength Of Military Cooperation – Russian Pape

SARGSYAN, PUTIN TEST STRENGTH OF MILITARY COOPERATION – RUSSIAN PAPER

12:32 03.09.13

The Russian Nezavisimaya Gazeta has addressed the Armenian leader’s
upcoming trip to Moscow and his scheduled meeting with President
Vladimir Putin in the context of the current tensions observed in
the two countries’ relations.

It says, in particular, that the sides are planning to exchange
views on bilateral cooperation and the integration processes on the
post-Soviet area, focusing also on the security and stability in the
South Caucasus region.

“Serzh Sargsyan’s visit is noteworthy as it is taking place against
the backdrop of what certain experts and strategic partners think a
deteriorated relationship between the allies.

“Armenia is preparing to initial the Association Agreement with the
EU in Lithuania in Novemeber.

“Russia has proposed rather tough conditions to the former USSR
states; they have to choose between the unions since combining the
two is impermissible,” says the paper.

It further quotes Director of the CIS Institute Konstantin Zatulin
as saying that the Armenian president’s visit to Moscow is well-timed.

According to the Russian publication, Sargsyan said that the president
will be in Moscow on September 17 to attend the opening of the biggest
Armenian Apostolic church on the outskirts of the city. Obviously,
there is a need to talk certain points over, adds the paper.

“I don’t think the EU Association Agreement will be positive for
Armenia in terms of complicating the relationship with Russia. Armenia
is our ally also in the Commonwealth of Independent States and the
Collective Security Treaty Organization. I think Sargsyan’s visit
is well-timed. They two presidents will quite likely discuss why
Armenia has not been invited [to join] the Customs’ Union; it isn’t
as though the country’s leadership had expressed an interest in the
organization. All this has to be discussed in a calm atmosphere,
without any tension,” the Russian official has said.

The paper further refers to a remark by Ambassador Trajan Christea, the
head of the EU Delegation to Armenia, who described the Association
Agreement as a good tool enabling the country to implement its
modernization and reforms projects with the EU.

In further comments to the paper, President of the Yerevan Press Club
Boris Navasardyan has called attention to the fact that an associative
membership in the EU is differentiated.

“It has an economic orientation for countries in South Africa. In
the frameworks of Eastern partnership – with countries like Ukraine,
Georgia, Moldova and Armenia – there are political issues implying
the eradication of corruption, democratic society and reforms issues,”
he was quoted as saying.

According to him, Armenia’s expectations from the deal vary in range,
with some being attracted by a relaxed visa regime while others
being interested in the free trade area prospect (expected to boost
exports to the European market) or the EU strong mechanisms enabling
better reforms.

ICRC Has Limited Authority For Armenian POW’s Transfer To Third Coun

ICRC HAS LIMITED AUTHORITY FOR ARMENIAN POW’S TRANSFER TO THIRD COUNTRY

13:03 03/09/2013 ” SOCIETY

Representatives of the ICRC Baku Office have indeed met with Armenian
prisoner of war Hakob Injighulyan and the POW and his family exchanged
information, ICRC Yerevan Office Communication Programs Director
Ashot Astabatsyan told Panorama.am

Commenting on the rumors that the Armenian POW wants to be moved to
a third country and that the process is underway, the ICRC official
said, “I can only say that if there were any news about this issue,
the public would be informed. Meanwhile, I should say that the ICRC
has very limited participation, if any, in the transfer of people to
third countries. Our authority in this issue has been exhausted. We
only make sure that the serviceman takes this step voluntarily,
but we are not involved in further process.”

On the night of August 7, Hakob Injighulyan, an Armenian citizen and
an army conscript, crossed the Azeri border and was subsequently
captured by Azeri soldiers. According to preliminary information,
Injighulyan had lost his bearings on the terrain and inadvertently
crossed the line of contact.
