EU Unlikely To Offer Concessions To Armenia – Opposition MP

EU UNLIKELY TO OFFER CONCESSIONS TO ARMENIA – OPPOSITION MP

12:28 06.09.13

Vahagn Khachatryan of the opposition Armenian National Congress (ANC)
says he doesn’t expect the European Union to meet Armenia half-way in
the wake of the president’s recent statement expressing the country’s
support to the Customs Union.

Speaking to Tert.am, the politician noted that Europe is not absolutely
ready for such a concession.

“We must definitely expect serious developments. The important question
is whether or not it is necessary to begin the negotiations on November
29 [when Armenia is expected to initial the Association Agreement in
Vilnius, Lithuania]. I think the Armenian side is quite likely to sign
a document with the Europeans, but not of course an economic one,”
he said.

Asked to what extent membership in the Eurasian Customs Union is
compatible with the Deep and Comprehensive Free Trade Area deal,
the opposition MP hesitated to make any clear remark. “I don’t think
anyone can say today to what extent they are compatible. It is better
to ask that to people who are members of those unions, given especially
that no one has seen the documents. We have to wait with patience
to see what response the Armenian authorities will give to the EU
representatives and what response will be made by the EU,” he added.

As to whether the Customs Union may restrict Armenia’s opportunities
for a free trade, Khachatryan said he doesn’t such scenario likely.

“To the best of my knowledge, there are no restrictions in case of
[a membership in] the Customs Union. One the other hand, conflicting
remarks are being heard by different European officials, some saying
compatibility is possible, with others ruling it out. That is why I
say no one can give a clear answer today, except the representatives
of those two organizations who know their charters and all the
arrangements,” he explained.

Commenting on future developments, the politician said they will
depend on Europe’s decision which will be by all means a political
one. “Whatever Europe decides, that must be a political decision, not
something in the economic domain. This is why [FM] Edward Nalbandian
is in Brussels. Besides, a meeting is taking place with the Europeans
next week to address the topic,” he noted.

Asked whether Russia will allow the compatibility option (in the
light of possible pressures), Khachatryan answered that the country
has never been known for its unpredictable steps in that connection.

“Russia’s step was absolutely predictable given that the Customs
Union is a political rather than an economic issue for it. So we
were supposed to comply with the decisions of Russia, i.e – to make
a political decision. But economically, I cannot say to what extent
they are compatible; they must be, from the point of view of Russia,”
he added.

At the end, the opposition MP warned against any attempts of
identifying Armenia’s membership process with that of Ukraine. “It is
necessary to distinguish things in between. Russia created serious
problems for Ukraine because there is a very big quantity of goods
exported to Russia from Ukraine. So the rationale is that the market
will face problems; Armenia is not that kind of country. Other
principles have to be applied here; there is no common standard,”
Khachatryan explained.

Russia Either Forced Or Made Huge Promises To Armenia – American Ana

RUSSIA EITHER FORCED OR MADE HUGE PROMISES TO ARMENIA – AMERICAN ANALYST

September 06, 2013 | 10:33

Moscow either forced Armenia to join the Customs Union, or Putin made
huge promises to Serzh Sargsyan; let’s say, he pledged to recognize
the independence of Nagorno-Karabakh.

David Phillips, Director of the Program on Peace-building and Rights
at Columbia University’s Institute for the Study of Human Rights in
the US, told the aforesaid to the Voice of America Armenian service.

Phillips stated that he was very much surprised by Armenian President
Serzh Sargsyan’s announcement on Armenia joining the Customs Union.

As for several analysts’ view that Turkey and Russia should assume a
main role in resolving the Nagorno-Karabakh conflict, Phillips noted
that neither Turkey nor Russia is impartial in this matter.

David Phillips also believes that the Armenians and the Turks can
find new avenues for reconciliation, and the some existing business
relations and the cultural cooperation are positive and visible
processes in this direction.

Armenia’s U-Turn Toward Customs Union Weakened Prospects For Democra

ARMENIA’S U-TURN TOWARD CUSTOMS UNION WEAKENED PROSPECTS FOR DEMOCRACY – EUROPEAN PARLIAMENT MEMBER

September 06, 2013 | 00:31

By saying “yes” to the Customs Union, by saying “yes” to dependence on
the Putin regime, and by saying “no” to the Free Trade Area agreement
with EU, Armenia has gone away from Europe.

Gunnar Hokmark, Vice Chairman of the European People’s Party (EPP)
Group in the European Parliament, stated the abovementioned.

In Hokmark’s words, this decision by Armenia will weaken the prospects
for democracy in the country and increase the risk of Russia’s
influence on its neighbors.

As per the European Parliament member, Armenia’s U-turn toward
Armenia stresses the importance of achieving the European Partnership
objectives for those countries that strive for European integration.

“Those countries that are prepared to strengthen the democratic
institutions and the rule of law should know that the EU is open for
close cooperation and integration, strengthening their independence,
and our common security,” Gunnar Hokmark stated.

UNKNOWN PERSONS BEAT HAYKAK ARSHAMYAN AND SUREN SAGHATELYAN (VIDEO)

September 6 2013

Shortly before, unknown persons attacked and beat social activists
Haykak Arshamyan and Suren Saghatelyan. In response to the question of
“Aravot” as to where, in what circumstances and what was the reasoning
of the incident occurred, the historian and the employee of the Yerevan
Press club Haykak Arshamyan currently being in the hospital N1 told
that the incident took place in the yard of his house, when he was
parking his car. “Six people attacked me saying “are you a Diaspora
man, hey bro!” and started to hit”- said he. At this very moment,
Haykak Arshamyan and Suren Saghatelyan are in the hospital and have
applied to the police. According to Mr. Arshamyan, they certainly
do not know those who beat, they were “six bull necks”, but he is
convinced that the reason of the beat was their recent activism in
the protest actions against Armenia’s joining the Customs Union,
particularly the participation in the demonstration held yesterday in
front of RA Presidential House. “Suren got head injuries, my cheek
is torn from inside,”- said Haykak Arshamyan. Photos from Suren
Saghatelyan’s and Haykak Arshamyan’s Facebook pages. The video,

"Serzh Sargsyan’s Action Was Related To The Situation And His Weakne

“SERZH SARGSYAN’S ACTION WAS RELATED TO THE SITUATION AND HIS WEAKNESS.”

September 6 2013

Hovhannes Igityan does not see a major opportunity in Armenia’s
European integration at this moment – What has changed during a couple
of hours that Serzh Sargsyan made a unilateral and abrupt decision?

Still not so long ago the RA Prime Minister Tigran Sargsyan was
stating that Armenia has nothing to do with the Customs Union, he,
Serzh Sargsyan, has repeatedly said that Armenia, integration of
Armenia with the EU has no alternative, the RA Deputy Foreign Minister
Shavarsh Kocharyan stated that “if you become a member of the Customs
Union, you are not a sovereign anymore”, a few hours before the Moscow
statement, prominent Republicans were insisting that Armenia’s place
is in Europe, and this is our choice after gaining independence, and
that we should not expect surprises from the meeting in Moscow. –
In fact, everything changed during one night, because the previous
day, the officials were announcing that Armenia is headed to Europe,
and the Russian visit is purely a working one. I do not know, maybe
we should ask Serzh Sargsyan what pressure was exerted on him during
one night. If it’s really a pressure, let him say. If he feels weak
and his political team is not be able to support and strengthen him,
even taking into account the fact that he was elected by fraudulent
elections, he is not a legitimate president, if the pressure is exerted
on Armenia, I am ready to stand next to him, to eliminate the pressure,
and then again abandon him. The matter is about the dignity of Armenia,
the country and the people. Pressure is exerted on a person and not
Armenia. The person is weak and not Armenia. If you can not confront,
leave or ask for support from the strong. What happened, I do not
know. The citizens of Armenia have a right to know, don’t they, to know
what pressure was exerted by our strategic partner on Serzh Sargsyan
and Armenia. I even do not know what Serzh Sargsyan has signed, except
for the statement that he was reading over TV with trembling hands and
grim face. He has signed a piece of paper, but what paper is that. All
those talking about Deep and Comprehensive Free Trade Area agreement,
the EU Association Agreement to be confidential, may now speak about
the document that has already been signed by the President. They are
documents of 1000-1200 pages, even if it was confidential, but there
was a piece of paper, and the process was going on, some bilateral
suggestions were going on, some things were changing. Moreover,
I even have some information from my European colleagues, and with
my modest capabilities, I was trying to support both the European
and Armenian sides. We could see that it was a negotiation process,
and we were going to sign some kind of a document, around which the
parties had come to compromise. Serzh Sargsyan is going to Moscow,
by the way, even an hour ago, he is not saying that he is going to
discuss something, and suddenly he signs a document. What does it
mean? What obligations does he impose on Armenia? If you were sold,
at least, we need to know the price that we were paid. What do we
know today? The journalists, active politicians, even people standing
next to Serzh Sargsyan, I am sure, have the same information. In
other words, Serzh Sargsyan, in one night, changed his mind by 180
degrees, and our four, I would say 22 years of path to integration
goes to the pot in a disgraceful manner, and signs something with the
RF President, and we enter a structure that we do not know what it
is. Instead, Putin gives Armenia the Moscow State University branch,
and 2-3 Russian gymnasiums. I do not know whether this is a good of the
first essential consumption for Armenia as of today, and whether we
are in need for it at this moment. I do not think the we are in need
for education, today the whole world is open, he probably does not
know that our children are graduating from prestigious international
universities, we have opportunities everywhere, just a question of
money. We are not some ignorant tribe that Putin comes and opens
Russian gymnasiums… we know the place of those gymnasiums, and
the Moscow University, and, as of today, the best students of the
Moscow University are Armenians. It was said that Putin will give
half a billion dollars to the Russian railway. When is he going to
give it? In what form? Where will be the money going to?

Maybe for the administrative use? In other words, Putin gives money
from his pocket to his state institution. So, what do we care? The
railway administration has been handed over to the RF, and now let’s
not talk about its being right or wrong, I think it was very wrong. Is
this the opportunity that Armenia should receive from that humiliating
behavior of Serzh Sargsyan? – Different politicians expressed opinions
that Sargsyan’s statement was not ‘the end’, and that Armenia should
continue the integration process with the EU. After what had happened,
do you see such an opportunity? – I understand what the RF is, how
the RF operates, how it can punish, but I also see how the RF treats
even with smaller countries, who are talking with the RF with brave and
dignified way. For example, a year ago, Azerbaijan abruptly refused to
join the Customs Union, and terminated any process in the framework
of the Eurasian Union, it was announced. After that, the RF’s steps:
immediately economic co-operation, contracts on exchange of energy,
selling of weapons, including weapons of mass destruction, and so on.

I understand the opportunities of Armenia and Azerbaijan, but let’s
take the example of the Ukraine. The pressure on Ukraine is clearly
observed by economic outcomes by violating even the WTO obligations.

But Ukraine announced about its being an observer to the Eurasian
Union, and stated that it will be connected to the Customs Union
so far as it is not contrary to its obligations to join the WTO
and Deep and Comprehensive Free Trade Area. The complementarity is
apparent here. Serzh Sargsyan, with his actions, lost even this small
and short-term flexibility. Here, I do not see any opportunity to be
seriously going in the direction of European integration. In any case,
I think that what Serzh Sargsyan did was related to the situation and
his weakness. The situation is changing, people are changing. A man,
who can change its intention overnight by 180 degrees, there is no
guarantee that during another night or the daytime Serzh Sargsyan will
not change his mind, and Armenia will continue its process towards the
establishment of a Deep and Comprehensive Free Trade Area. In any case,
I and many other politicians, consider our duty to inform the public,
why not the authorities, to present the benefits and opportunities
that the European integration will give to us. Nelly GRIGORYAN

HERMAN VAN ROMPUY: ARMENIA, MOLDOVA AND UKRAINE WILL HOPEFULLY SIGN THE ASSOCIATION AGREEMENTS WITH EU

13:43 06.09.2013

Armenia, EU

“Armenia, Moldova, and, if possible, Ukraine will hopefully sign the
Association Agreement at the Vilnius Summit in November, 2013. This
is a political agreement,” President of the European Council Herman
Van Rompuy said at a meeting with students of the European University
at St. Petersburg on the sidelines of the G20 summit.

“The Agreement would allow Armenia to go through comprehensive change
both politically and economically. Therefore, after getting the news
about Armenia’s plans of joining the Custom’s Union the EU expects
to hear from Armenia what her further plans are,” he said.

Herman Van Rompuy added that “we don’t think this is a zero sum game
and the same refers to Ukraine. Some benchmarks will be necessary to
meet. There are some outstanding issues but we hope to see results
in Vilnius we are still engaged with these countries and still expect
to sign the Association Agreements.”

BAGHDASARYAN: ENTRY INTO CUSTOMS UNION DOES NOT HINDER SIGNING ASSOCIATION AGREEMENT WITH EU

13:21 06/09/2013 ” POLITICS

Armenia’s entry into the Customs Union does not hinder signing the
Association Agreement with the European Union because we have done a
big work with the European Union in the past years, Armenian National
Security Council (NSC) Secretary Arthur Baghdasaryan told reporters
in Yerevan.

The NSC Secretary reminded that Armenia and Russia have an important
agreement which includes 3 key points: extension of Russian military
base deployment in Armenia, Russia assumes to ensure security of
Armenia alongside Armenia, and Russia defends Armenia-Iran and
Armenia-Turkey borders.

“One of the peculiarities of the declaration signed in Moscow is
that Russia will intensify its involvement in the development and
diversification of Armenian economy. As a proof of this, we will soon
see new programs and projects,” Baghdasaryan said.
