IF THEY WASH AWAY THEIR HANDS

Europe’s reaction to Serzh Sargsyan’s statement on joining the Customs
Union indicates that Brussels is uncertain and is trying to orient.

First, several diplomats announced that Armenia has actually blocked
the perspective of the association process. Then the European
Commission stated that the Association Agreement and DCFTA are
compatible with integration with the CIS and Europe is awaiting
explanations from Armenia. In other words, a window is left open
for Yerevan.

Of course, it will be strange that Europe does not know what to
do. It is even hard to believe it. Was the Brussels so ingenuous to
cooperate with Serzh Sargsyan without keeping in mind the possibility
of a U-turn and accordingly a scenario of further actions? Didn’t it
occur to them that Serzh Sargsyan may deceive or let them down?

Although, they would hardly have thought about it. Withholding
significant funding and postponing the donor conference is evidence
to lack of confidence.

So why doesn’t Europe speak clearly? What explanations does it await
from Armenia? The impression is that Europe wants to forgive Armenia
and is therefore demanding explanation. Like a teacher who wants
to give a satisfactory mark to a student but asks him to utter at
least something.

As of now, it is hard to imagine what Armenia is going to explain.

Another question is which part of this explanation is going to be
public. It is noticed, however, that Europe needs to evaluate the
situation for itself, either it puts up with Armenia’s capitulation
or continues to work towards liberating Armenia from Russian dominate.

A more global and important issue has come up beyond more petty
relations with the Armenian government – the issue of methodology and
tools of working with Armenia. Inefficiency of the former ones has
come out or they have been exhausted, and Europe needs new approaches
and partners.

>From this point of view, it is equal with Russia. In other words,
the Russian methodology and toolkit in dealing with Armenia, Russia’s
partners are not any more effective and successful. Moreover, Europe,
the West, has an advantage.

The problem is that Moscow’s huge starting advantage play down the
West’s technological advantages. Russia defeated the West in Armenia
not due to technology used presently but starting advantages.

This is the key problem for Europe. In Armenia Europe or the West
was let down not only by the government or opposition individuals
on who they bet. As a partner, most public groups failed because
the produced public effect of efforts for a wider awareness of the
Euro-Atlantic values in Armenia was weak vis-a-vis the used resources.

In this regard, the clarification of the Armenian government is a
secondary issue for Europe or it is not the most important one. The
West may need it for tactical issues but the West needs its own
clarifications from the point of view of strategy.

Why is it so important for Armenia?

If the West gives up the race for Armenia, it will further aggravate
the consequences of September 3. In this case, Russia will achieve
dominance and may allow annual or quarterly change of government
in Armenia just for fun but will never allow a change of system and
thinking. It will be helped by about two dozens of forces who will
be ready to stand in line in the Kremlin corridors for hours for the
sake of help.

In case the West continues the race, notwithstanding September 3, be it
in economy, sports or politics, it may ensure positive developments. At
the same time, competition implies challenge, risk and danger. However,
the lack of competition does not imply risk but lack of options.

EPP Condemns Russian Pressure

EPP CONDEMNS RUSSIAN PRESSURE

On Thursday an urgent draft resolution was adopted during the
EPP’s political summit condemning Russia’s pressure on Armenia and
expressing regret on the decision made by the Armenian president
under such circumstances that endangers Armenia’s achievements towards
EU integration.

The chair of the NA Standing Committee of Foreign Affairs Artak
Zakaryan and the minister of education and science, deputy leader of
the Republican Party representing the RPA had to explain to their
EPP counterparts how come Armenia negotiated with the EU for years
and decided to join the Customs Union over a night.

Armen Ashotyan told Radio Liberty the reaction of the European
community to such a decision could not be equivocal, meaning the
different reactions like Armenia underwent pressure, or the issue is
not limited to Armenia but is a general geopolitical issue.

After the first day of the EPP summit the representatives of the RPA
said most Europeans understood the decision.

“It is primarily determined by security issues, which is more than
understandable in the political circles,” Artak Zakaryan said.

UN TORTURE PREVENTION BODY CONCLUDES ARMENIA VISIT; SET TO PUBLISH FINDINGS

The United Nations Subcommittee on Prevention of Torture concluded
its first visit to the Republic of Armenia today.

The purpose of the visit, which took place from September 3-6, was
to provide advice and technical assistance to the Armenian National
Preventive Mechanism (NPM).

The NPM is the mechanism for the prevention of torture, in conformity
with article 11 of the Optional Protocol to the Convention against
Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

The Subcommittee devoted most part of its visit to a capacity building
exercise of the Armenian NPM, through substantive meetings with the
Torture and Violence Prevention Division of the Human Rights Defenders
Office and the Torture Prevention Expert Council, as well as a number
of joint visits to places of deprivation of liberty. UN experts had
the opportunity to assess first-hand the needs and current challenges
of this Armenian organ for the prevention of torture and ill-treatment.

At the conclusion of the visit, the head of the delegation stated:

“The SPT held working meetings with State authorities, civil society
and, particularly, the Armenian NPM, and joined the latter in its
visits to several places of detention. The SPT recognizes the steps
Armenia has made regarding the prevention of torture, and will advise
on measures necessary to further this task. In the adoption of these,
the SPT remains available to provide the Republic of Armenia and its
National Preventive Mechanism all relevant support and advice”.

The Subcommittee will submit separate, confidential, reports to
the Government of the Republic of Armenia and to the Armenian NPM,
containing its observations and recommendations arising from the visit.

The SPT delegation to the Republic of Armenia consisted of the
following members: Ms. Mari Amos (head of the delegation), Mr. Miguel
Sarre Iguiniz, and Mr. Víctor Madrigal-Borloz.

Armenian Foreign Ministry officials conducting negotiations did not
present any information about the processes relating to the Customs
Union and the European Union so no one can say what will happen in the
National Assembly when a document about Armenia’s joining the Customs
Union is submitted there. Secretary of Prosperous Armenia Party (BHK)
parliamentary faction Ms. Naira Zohrabian expressed such an opinion
during a talk with the correspondent of Aysor.am.

“Only when the political forces receive information, comments can
be made about how parties, in particular BHK, will vote in the
parliament. When officials provide us with clear information (and
not assumptions, forecasts or good wishes) about those processes,
then we will state about our position,” Naira Zohrabian said.

She noted that when a political decision is made, when the Russian
president declares that Armenia made a political decision, the
parliamentary majority of the National Assembly will vote unanimously
for whatever is submitted to the NA.

“In this case, it was important that the matter be discussed with
political forces before adoption of the political decision,” N.

Zohrabian said.

As regards the statements made by BHK leader Gagik Tsarukian about
Armenian-Russian relations, Naira Zohrabian said that Tsarukian has
always spoken warmly about relations with Russia, regardless of the
decision taken in Moscow on September 3.

Zhamanak’ daily says Yerevan Mayor Taron Margarian-initiated commission
for examining transport fare increase problems has not been set
up. NGOs and civic activists have not yet submitted applications for
participation in the commission’s work.

The commission shall examine problems of social groups prior to the
increase in public transport fares. By the way, the transport problem
is not on the agenda of the first sitting of the Yerevan Council of
Elder on September 10. The reconstruction of Yerevan’s Closed Market
is not on the sitting’s agenda either.

YEREVAN, SEPTEMBER 6, ARMENPRESS: Armenia’s accession to the Customs
Union would be quite a logical step toward integration, Professor
Galina Shmarlovskaya, PhD in Economics, Dean of the International
Economic Relations Department of the Belarusian State Economic
University, as reports Armenpress citing to BelTA, said as she
commented on Armenian President Serzh Sargsyan’s statement concerning
the country’s intention to accede to the Customs Union and take part
in further formation of the Eurasian Economic Union.

According to Galina Shmarlovskaya, the dissolution of the USSR led
to the disruption of ties between the former USSR republics and
triggered many economic and social problems. This necessitated the
adjustment of the countries’ specialization and the search for their
place in global economy. In recent years Armenia has been seeking to
expand international cooperation. The country has recently signed
a memorandum on the cooperation model with the Customs Union and
discussed cooperation within the Eurasian Economic Commission. To
materialize its plans Armenia needs to join the CIS free trade
zone, which was created in line with the agreement signed in 2011
and approved by eight CIS countries out of eleven: Belarus, Russia,
Ukraine, Kazakhstan, Armenia, Kyrgyzstan, Tajikistan and Moldova. “So,
Armenia’s accession to the Customs Union is quite a logical step toward
further integration. This will entail more intensive interregional
cooperation in the form of trade, international industrial ties,
investments and cooperation in R&D,” Galina Shmarlovskaya said.

The professor also commented on the information in the media about
Armenia’s intention to sign a free trade zone agreement with the
European Union. After Serzh Sargsyan made a statement concerning
the country’s intention to join the Customs Union, the EU made it
clear that Armenia would not be able to accede to the EU free trade
zone. “In this case we can refer to international experience. In
today’s world there are large-scale projects where free trade zones
are established not only between particular states but between entire
international integration groups. In the future the free trade zone
may be established between the Customs Union and the EU, so if Armenia
joins the Customs Union it will in any event become part of the free
trade zone,” Galina Shmarlovskaya said.

According to Galina Shmarlovskaya, the accession of new states to the
Customs Union will be a positive factor: the Single Economic Space
is being formed, its member countries will get the opportunity to
penetrate bigger markets, while manufacturers will be able to sell
products taking into account consumer demand in these countries, which
will, of course, open additional opportunities for the development
of joint entrepreneurship and will encourage investments, including
the FDI.

“In the future all CIS counties will get closer to the Customs Union,”
Galina Shmarlovskaya is convinced.

Italian Musica Riva International Festival was a great success for
the State Youth Orchestra of the Republic of Armenia. As reports
“Armenpress” the Extraordinary and Plenipotentiary Ambassador of Italy
to the Republic of Armenia Bruno Scapini stated this at the course
of the press conference held on September 6. In addition the Italian
Ambassador underscored that he is very glad that such a significant
cultural event takes place in Italy and that the Armenian orchestra
participates in it.

Among other things the Extraordinary and Plenipotentiary Ambassador
of Italy to the Republic of Armenia Bruno Scapini underscored: “This
festival is a significant cultural event, which takes place each year
and a number of various internationally recognized artist take part
in it. The participation of the SYOA may serve as a good beginning for
the further development of the Armenian-Italian cultural cooperation.”

On July 20, the 30th Musica Riva International Festival launched by
the performance of the State Youth Orchestra of Armenia (SYOA).

The concert was headed by Brazilian conductor Isaac Karabtchevsky,
the soloist was Natalia Gutman (cello). Youth Orchestra has been
invited by the organizers of the festival as the official orchestra
of Musica Riva.

Isaac Karabtchevsky, who is the principal conductor of the Brazilian
Symphony Orchestra and has huge experience as a conductor in Vienna
State Opera, praised the performance of the State Youth Orchestra
of Armenia and noted, that he is very pleased that this Armenian
orchestra was invited to participate in Musica Riva.

Peoples Artist of the USSR, laureate of the State Prize of Russia,
cellist Natalia Gutman mentioned that she had been to Armenia many
times, but did not know about the existence of youth orchestra. After
the first rehearsal with the Orchestra, Gutman noted the high
performing school in Armenia

Armenian St. Cross Church Ready To Host Armenian Guests

YEREVAN, SEPTEMBER 6, ARMENPRESS: The Mayor of the Gevash city of
Van Nazmi Sezer stated about their readiness to host the Armenians
coming to the Armenian Saint Cross Church on the Akhtamar Island of
Van. This was reported by Armenpress, quoting the Turkish Haberler.com.

The Mayor noted that they make all the efforts so that the Armenian
guests would feel comfortable there. “We are expecting that about
6,000 people will attend the liturgy ceremony. All the preliminary
works have been completed. In the framework of the program, we are
ready to host the foreign guests at our homes”, – said Nazmi Sezer,
telling that during the previous year they hosted about 700 guests.

4 years after the reopening of the Armenian Saint Cross Church on
the Akhtamar Island of Van, a liturgy ceremony will be held at
the Church. It will be carried out on September 8. The Armenian
Patriarchal Vicar General, the Archbishop of Constantinople Aram
Ateshyan reported that during the liturgy they will pray for peace
in the Middle East. According to him, the preliminary works of the
liturgy are being held in normal way.

Earlier the Head of the Van Provincial Department of Culture and
Tourism Muzaffer Aktug stated that the preliminary works have been
carried out to meet the guests properly, on the occasion of which
the specialists from the Ministry of Culture of Turkey arrived in
Van to conduct corresponding one-week courses for the Van’s hotel
representatives. Muzaffer Aktug stated that the representatives of the
Armenian community informed him that they are intending to organize
a baptism ceremony at the Armenian Saint Cross Church on the Akhtamar
Island of Van this year.

Previously it was reported that the works of the second stage of
the restoration of the Armenian Saint Cross Church on the Akhtamar
Island of Van will be launched. The restoration works will include
the chapel of the Church and the parts of the nearby walls. A group
of 50 builders will work in the area of about 5,000 square meters
to complete the restoration works in 6 months. 1 million and 200,000
Turkish Liras will be spent for the restoration works of the Armenian
Saint Cross Church on the Akhtamar Island of Van.

The Armenian Saint Cross Church on the Akhtamar Island was renovated
and opened for the visitors as a museum in 2007. The Armenian
Patriarchate of Constantinople applied to the Turkish Government
to permit holding a liturgy at the Armenian Church once a year. The
Turkish Government announced permission for a liturgy to be said on
September 19, 2010 and the service took place as planned. On September
30 2010 a cross was placed on the top of the Church, anointed by
the leader of the spiritual council of the Armenian Patriarchate of
Constantinople Archimandrite Tatul Anushyan.

YEREVAN. – We must not expect that Russia will recognize
Nagorno-Karabakh in the near future, Secretary of the Armenian National
Security Council said.

Arthur Baghdasaryan noted that the documents signed by Russian and
Armenian leaders in Moscow condemn threats of use of force in Karabakh.

“Our relations with Russia are reaching a new stage. But, it is too
early to assume that Russia will soon recognize Nagorno-Karabakh. The
talks will show everything,” Baghdasaryan told reporters on Friday.

He stressed that negotiations will help define Karabakh’s participation
in the single customs union.

“I think the conditions offered to Armenia will be applied to
Nagorno-Karabakh, too. Such practice was in force in all the reforms
that Armenia pursued with Russia or the European Union, for example,
the reform of the judicial system with the support of the EU.

Everything that was confirmed in Armenia was proposed and confirmed in
the NKR. So, Armenia and Karabakh have been and will remain a single
economic space. A single customs union is not posing a threat to this,”
he said.

The newspapers are writing about expected starting line. They believe
Levon Hayrapetyan will play in the left wing.

The Czech reporters said “a knife is put to our throat”, assuming
this game will decide the national’s fate.
