`Hraparak’ writes that the date of Russian President Vladimir Putin’s
visit to Armenia was specified. According to the daily’s sources, the
visit will take place in late October.

`In all likelihood, by means of that visit, Russia tries to prevent
Armenia from participating in the Vilnius summit where the Association
Agreement with the EU will not be initialed, but an agreement was
already reached to sign a symbolic document with Europe at the summit
– a document that will ensure the continuation of Armenia-EU
relations,’ the daily says.

YEREVAN, SEPTEMBER 28, ARMENPRESSÖ? In the result of the implementation
of the amendments to the Legislation of Poland, the citizens of the
Republic of Armenia will be provided with the opportunity to use the
facilitated mechanism to get involved into the employment market.
Armenpress was reported about it by the Head of the State Migration
Service of the Ministry of Territorial Administration of the Republic
of Armenia Gagik Yeganyan. `Poland has a problem mainly with the
agricultural workers. After the EU integration their labor forces move
to the countries with higher salaries and a demand for the local
workers appears. Thus they facilitate the recruitment procedure for
the migrants providing the citizens of other countries with the
opportunity to get jobs in their country without a special permission.
Soon the citizens of the Republic of Armenia as well will be provided
with the opportunity to get jobs in Poland using that mechanism’, –
said Gagik Yeganyan.

The citizens of Belarus, Moldova, Georgia, Russia and Ukraine can work
for six months without a special permission in Poland within a year.
The working permission is a document, which provides the foreigners
with the right to work legally in the territory of Poland. The work of
a foreigner is considered to be legal, only in the case, when he
implements the work described in the mentioned document.

Despite the expectations and hopes that President Serzh Sargsyan would
declare amnesty on the September 21 independence day, the longing of
many prisoners and their families did not apparently come true.

Sources close to the ruling Republican Party of Armenia (RPA) have
reportedly told the paper that the long-awaited plan will, in all
likelihood, be realized in mid-October.

`The day is kept secret, but the presidential proposal on declaring an
amnesty will very probably be brought to parliament at the next
session. Under Article 81 of the Constitution, the National Assembly
declares amnesty upon the president’s recommendation,’ says the paper.

YEREVAN, September 28. / ARKA /. VTB Bank (Armenia) said today it has
joined the MasterCard international payment system as an Acquirer and
Issuer, which will allow it to issue MasterCard cards and service them
via its ATM network and also carry out merchant acquiring.

The Bank offers the following multi-currency cards – Cirrus / Maestro,
MasterCard Standard and Gold. These cards are accepted by all branches
of the bank, its ATMs, retail and POS- terminals of VTB Bank (Armenia)
and other banks both in Armenia and abroad.

A MasterCard holder, like holders of other banking cards issued by VTB
Bank (Armenia) may have four accounts in Armenian drams, US Dollars,
Russian rubles and euros. Money can be added to the accounts through
900 TelCell payment terminals in Yerevan and the regions of Armenia.
Cards can be obtained from the 28th of September in all branches of
the Bank.

VTB Bank (Armenia) CEO Yuri Gusev was quoted as saying in a press
release that joining the international payment system MasterCard
reflects the bank’s commitment to promote the development of the
internal system of cashless payments in order to increase their share
in the total amount of payments for goods and services. MasterCard
unites 22,000 financial institutions in 210 countries and has a
uniform discount system.

VTB Bank (Armenia) is also a full member of the international payment
system VISA International. It has 280,000 Visa card holders, more than
any other local bank. VTB Bank (Armenia) is also a serving member of
the local Armenian ArCa payment system.

VTB Bank (Armenia) is owned fully by Russian financial group VTB.
The Bank runs 67 branches, more than any other local bank inArmenia.

PanARMENIAN.Net – Armenia will start exporting honey to Europe in
2012, with preparatory works currently in their final stage.

As of the EU resolution 2013/422, Armenia was included in the list of
countries allowed to export honey, with the move to promote
development of apiculture.

In 2012, honey production in Armenia dropped by 10 times, to total 100
tons, the situation prompted by climatic conditions.

The National Beekeepers’ Association chair Telman Nazaryan is
confident that Armenia and Artsakh have territories to be used for
apiculture development with a relevant program in progress.

As he noted, a number of medicines based on apiculture products are
being manufactured in Armenia, further warning against fake honey and
honey-based products.

YEREVAN, SEPTEMBER 28, ARMENPRESS: The volumes of the animal food
imported to the Republic of Armenia have decreased by 15% during the
first six months of 2013 in comparison with the same period of the
previous year and made 6,119 tons. As reported by Armenpress,
according to the data provided by the State Revenue Committee of the
Government of the Republic of Armenia, the total customs value of the
Armenia-imported animal food during the first six months of 2013
exceeded $10 million.

The major part of the volume of the animal food imported to the
Republic of Armenia during the first six months of 2013 is from Italy
(1730,5 tons) and Germany (1366,6 tons). Animal food was imported also
from the Netherlands (862,5 tons), Poland (579,8 tons), as well as
France, Chile, Portugal, the Russian Federation and other countries.

Armenian Prime Minister Tigran Sargsyan visited on Friday the premises
of the Mentor Graphic Armenia company at the TUMO Center for Creative
Technologies.

He got acquainted with the company’s activities and working conditions
at the premises.

Armenia’s premier welcomed the staff and congratulated them on the
progress in Armenia’s IT sector over the last five years.

Premier Tigran Sargsyan noted that the IT sector is one of the
Armenian government’s priorities.

`The world-famous companies efficiently operating in Armenia are
obviously contributing to the qualitative changes. We have gathered
here to record one of the Mentor Graphic company’s achievements.
Specifically, during its five-year activities, the company has
increased its output several times and recruited highly-skilled
staff,’ the premier said.

`The company has contributed to the development of Armenia’s IT
sector, and Armenia now has a comparative advantage in information
technologies. Of course, we should not stop at this and we still have
a lot to do,’ Tigran Sargsyan added.

Armenia needs to attract the leading companies, which will bring new
culture and afford opportunities for new contacts.

`On the one hand, this is an opportunity for us to establish contacts
that will enable us to play a role in the world economy On the other
hand, it will enable us to implement reforms at a higher rate. Mentor
Graphics is one of such companies and its progress is an inspiration
for us. We must continue our strategy to create a favorable business
environment for such companies,’ Armenia’s premier said.

Armenian civic initiative forms alternative commission on public
transport fare issue

YEREVAN. – The first discussion of the public commission, which will
be formed by the civic initiative – and which will examine the public
transport problems – will be held on Friday, October 4.

Ani Kaghinyan, who is one of the persons behind the aforesaid
initiative, stated abovementioned during a press conference on
Saturday.

She informed that independent experts, and representatives from
Armenia’s state-run institutions, international institutions, and
embassies in Armenia will be invited to take part in the activities of
this commission.

`The commission, which [capital city Yerevan Mayor] Taron Margaryan
had formed yesterday [i.e., Friday], included Henrik Navasardyan. My
friends are staging a sit-in for sixty consecutive days so that he
would be dismissed, but Taron Margaryan allows himself to include
criminal Henrik Navasardyan in the commission. It is unlawful from the
very beginning. The civic initiative finds that this commission is not
a normal commission,’ Kaghinyan said.

The civic initiative boycotts the aforementioned commission and
stresses that a large cross-section of the society is not represented
in it.

To note, a group of activists – who had started a sit-in on July 26 – have
several demands, which include the dismissals of Municipality
Transport Department Chief Henrik Navasardyan and Yerevan Trans
Company Director Misak Hambardzumyan.

As Armenian News-NEWS.am informed earlier, the Yerevan Municipality
recent decision to increase the public transport fares in the city had
brought about outbursts, several groups were formed in the social
networks, and the initiatives were staging protests and distributing
pamphlets against this decision. In addition, the Free Car initiative
was launched, along the lines of which Armenia’s numerous well-known
personalities, MPs, and ordinary residents were providing – with their
own vehicles – free transportation to the people.

And on July 25, Mayor Taron Margaryan suspended the decision on the
fare hike; but the wave of the aforesaid movement is still alive. The
activists demand that the persons, who made the decision on raising
the transport fares, be brought to account, and those officials, who
used violence against and cursed at the activists, be punished.

Just a few days ago, some good news hit regarding the environment of
our homeland. Sen. Dick Durbin (D-IL) introduced a bill titled `Haiti
and Armenia Reforestation Act’. But as with everything in life, it is
not unalloyed good news. Also, in a somewhat atypical development, the
bill was initiated by the senator, not the Armenian community, though
he did reach out to our groups regarding the legislation.

The first thing to pop into anyone’s mind that sees this is, `Haiti
and Armenia together? Huh? What’s the connection?’ There’s history and
there’s politics. Both countries used to be extensively forested. Over
time, each through its own series of abuses, the trees have been
largely lost.

When in French hands some three centuries ago, Haiti was described as
the richest colony anywhere in the world. But it was also a slave
based economy. Then, Haiti became independent, but was saddled with
the antipathy of its former overlord and has struggled economically.
That impoverishment coupled with ignorance of the economic importance
of forests, as happens everywhere, led to consumption of trees at
unsustainable rates, creating an island almost devoid of trees. Now,
when tropical storms strike the (Caribbean) isle, massive mudslides
destroy homes and kill people. When earthquakes strike, landslides
take another huge toll. With no forests to do the job, fresh water for
drinking is scarce. Armenia’s history is similar, though spanning a
longer period of time. Centuries of invaders, desperation, and
ignorance have rendered Armenia almost desert like. No doubt you’ve
seen pictures of the Western Armenian landscape and noticed the
desolation. The Republic of Armenia (RoA) is not quite as badly off,
but given the extractive rapaciousness that is driving the
government’s resource management policy (or lack thereof), the
moon-scaping of the RoA may not be far off.

So there is some logic to the juxtaposition of Armenia and Haiti. But
the fact that Sen. Durbin has tried to pass a Haiti reforestation bill
unsuccessfully probably played a larger role in this `joining’ of
countries. Plus, he visited Armenia last year, and while there, may
have observed or been informed of the dangers Armenian woodlands (what
little remains) are facing. He’s probably thinking, `With both Haiti
and Armenia in my bill, I can get the lobbying support of both
constituencies,’ and he’s probably right.

Next you’re probably wondering how this will be implemented if the
bill becomes law. Will the U.S. buy a bunch of trees and have them
planted in Armenia? Will it just give the money for this to be done?
It turns out that the RoA would be required to set aside tracts of
land, both currently forested and subsequently planted, that would be
protected from the axe. In exchange, the RoA would receive two things:
technical assistance, support, and capacity-building expertise to
accomplish the reforestation and debt forgiveness/reduction from
international creditors. This arrangement, referred to as a
debt-for-nature swap, would be mediated by a nongovernmental
conservation group.

So we have a situation where, based on first principles, there is a
good proposal on the table. But, it needs refinement. Given the
irresponsible approach demonstrated by the RoA’s government on the
environmental front (questionable mining practices unchecked, illegal
lumbering ignored, the near irrelevancy of very good laws that are on
the books, and the ever-present corruption that taints everything in
the country), strong compliance and enforcement measures must be
included in the legislation.

A very important, though hidden, political calculus may also be
driving Durbin. Despite his strong support on issues revolving about
Artzakh and the Genocide (he used to be an author of resolutions), in
recent years, he has backed off. In part, he has used the foolhardy
Protocols as an excuse. It is our job to make clear to him that we
appreciate environmental initiatives such as this proposal, but it
cannot replace, only supplement, his support on our core issues, the
ones he has been cool to since the lying President Obama commenced his
love-fest with Turkey.

Let’s all support this bill. Let’s make sure it is strengthened before
it is passed. Let’s communicate our concerns to Sen. Durbin. Let’s get
our compatriots, friends, and relatives in his state of Illinois to
convey the same concerns. It’s good to see how much more integrated in
world politics and economics our concerns have become. But, let’s make
sure we achieve a comprehensive, meaningful, and practicable law as
the outcome.

HALO Trust deminers clear cluster munitions around Gandzasar
Monastery, in Artsakh

GLENDALE – More than 20 years after they were first planted in Artsakh,
landmines still remain and continue to maim, mutilate and kill the
people of the land. In an effort to bring awareness to the problem and
solicit help to clear the landmines, the Western Diocese is hosting a
special `Landmine Free Artsakh’ evening on October 13, at the Zorayan
Museum Hall, 3325 N. Glenoaks Blvd., Burbank, CA 91504.

This evening is organized under the auspices of Western Primate
Archbishop Hovnan Derderian, Primate, and will feature attorney Mark
Geragos and musical entertainer Gor Mkhitarian who bring their talents
to benefit the cause.

The featured speaker is Galina Danilova from the HALO Trust, the
world’s oldest and largest humanitarian landmine clearance
organization. Danilova heads the HALO Trust in Artsakh and for the
past 11 years has been working in landmine clearing.

`Every year Armenians get hurt,’ says Danilova, `some with significant
injuries. Although war ended 19 years ago, the land still carries the
seeds of war. Farmers cannot grow crops to feed their families.
Prairie fertile land is surrounded with `danger’ signs.’

During the evening, Danilova will show pictures and explain exactly
how people can put an end to the suffering by participating in the
landmine clean-up efforts.

`Our mission is to generate awareness about landmine problems in
Artsakh and to help fundraise to completely de-mine all villages!
These villages are in the Latchin, Hadrut and Martuni regions, where
no international grants and funds can be secured. Without private
funding, these minefields will never be cleared.’
