EDWARD NALBANDIAN AND GEORGIAN MINISTER FOR EURO-ATLANTIC INTEGRATION HELD A MEETING

YEREVAN, SEPTEMBER 12, ARMENPRESS: Foreign affairs minister of
the Republic of Armenia Edward Nalbandian on September 12 held a
meeting with Georgian minister for Euro-Atlantic integration Alexi
Petriashvili.

“Armenpress” was informed Press, information and public relations
department Armenian foreign ministry that the ministers reverberated to
Eastern Partnership summit which will be held in Vilnius on November
29-30 and its preparation works, cooperation in Eastern Partnership
format.

Edward Nalbandian and Alexi Petriashvili reverberated to several issues
of Armenian-Georgian agenda, process of realization of arrangements
made between presidents of two states. It was highlighted with
satisfaction that relations between two countries in political,
economic and humanitarian spheres are of high level. The sides
reconfirmed mutual commitment to continue efforts directed to further
expansion and strengthening of cooperation in various spheres.

The newly appointed U.S. co-chair of the OSCE Minsk Group, in Yerevan
since September 10, told the press on Thursday that during this
regional visit he has not made any new suggestions to the negotiating
parties on the Karabakh settlement issue.

“This time I’m here to listen to all the sides, to learn and understand
the situation better and have not brought any new proposals with
me. The United States, however, is ready to continue its efforts within
the Minsk Group format to reach settlement through negotiations,”
said James Warlick.

Prior to his visit to Yerevan, Warlick went to Baku and handed U.S.

President Barack Obama’s letter to Azeri president Ilham Aliyev. “Now
it is time when it is necessary to make new efforts to restore peace
in the region within a compromise determined in the negotiations,”
the U.S. president said in his letter.

On Wednesday, Warlick met Armenian president Serzh Sargsyan and passed
over Obama’s message to him as well, however the presidential service
has not yet made it public.

Warlick, once again, talked about the need for compromise.

“All the parties have to make concessions, if we want to succeed. I
am here without the other co-chairs chiefly because I want to hear
out the parties by myself, get to know their positions and then return
with my colleagues,” he said stressing that the Minsk Group continues
to be guided by the principles of the Helsinki Final Act: non-use of
force, right to self-determination and territorial integrity.

The American co-chair also stressed the need for the “second way”
in reaching peaceful settlement.

“I would like to stress the importance of trust and safety forming
means, or the so-called second way initiatives, projects carried
out among the peoples, which would help shape the trust required
for lasting peace. I believe we can take new efforts in terms of all
possible initiatives of the second way,” said Warlick.

The U.S. co-chair continued his regional visit to Nagorno Karabakh,
where he will hold more meetings and will see firsthand the situation
on the line of contact, as reported by the U.S. Embassy press service
in Armenia.

YEREVAN. – Responding to the query as to how he evaluates Armenia’s
recent decision to join the Customs Union (CU), European Parliament
member, British politician Charles Tannock specifically said the
following to Zhamanak daily:

“I am disappointed. The decision that Armenia will join the Eurasian
Economic Union by becoming a CU member, in my view, rules out Armenia’s
initialing the Deep and Comprehensive Free Trade Area [DCFTA] agreement
in Vilnius in November.

“In this way, Armenia is making a strategic move by developing closer
economic and political relations with Moscow, making Armenia’s joining
the DCFTA with EU impossible.

“This is Armenia’s decision, and I know that Armenia has been subjected
to unprecedented pressures by Russia for this because Moscow has
decided that they should serve as an obstacle to Eastern Partnership
and the eastern region of the European Neighbourhood Policy.

“I can see that Armenia had no choice under these circumstances and it
had to do what Moscow wants because of the Nagorno-Karabakh conflict.

But I believe this is a disgrace for Armenia and those efforts that
were aimed at Armenia’s western orientation,” Zhamanak quotes.

To note, as a result of the talks that were held on September 3 in
Moscow between Armenian and Russian Presidents Serzh Sargsyan and
Vladimir Putin, Sargsyan announced that Armenia plans to join the
Customs Union and subsequently engage in the formation of the Eurasian
Economic Union.

YEREVAN. – Head of Armenian parliament’s standing committee on
European integration Naira Zohrabyan said she understands Sweden’s
disappointment over Armenia’s decision to join Russia-led Customs
Union.

At the same time Naira Zohrabyan, as a citizen of Armenia, is
interested in continuation of the European integration, she told
Armenian News-NEWS.am.

“I understand position of Swedish FM Carl Bildt and disappointment of
our European partners. However, we must seek opportunities to ensure
Armenia’s presence at Vilnius summit in any possible format. I do
not think we must consider our talks ruined,” she noted.

However, MP Zohrabyan expressed hope that the sides will reach
consensus to continue important work carried out with the EU.

Earlier this week Swedish FM Carl Bildt tweeted that Association
Agreement with Armenia is now off the table.

Following the talks that were held on September 3 in Moscow between
Armenian and Russian Presidents Serzh Sargsyan and Vladimir Putin,
Sargsyan had announced that Armenia plans to join the Customs Union and
subsequently engage in the formation of the Eurasian Economic Union.

YEREVAN, September 12. / ARKA /. Armenia’s readiness to join the
Customs Union meets its national interests, and will open up prospects
for its development, will increase its prosperity and strengthen
its position and prestige in the region and around the world, former
Russian ambassador to Armenia Vyacheslav Kovalenko said today during
a Moscow-Yerevan video conference.

“It is elementary, and it is unclear on what Armenia’s aspiration to
sign association agreement with the EU was based, which would block,
in my opinion, the only possible option for Yerevan to consolidate
its allied relations with Russia through the Eurasian process ,”
said Kovalenko.

The diplomat said he never doubted that Armenia would eventually
choose the Eurasian integration, noting that the allied relations
between Armenia and Russia are based not only on military-technical ,
trade and economic, but also on humanitarian cooperation.

“Humanitarian cooperation implies development of close human
relationships: it is the Russian language, mutual enrichment between
the two cultures, it is the planned opening of the branch of Moscow
State University in Armenia,” said Kovalenko.

According to him , the creation of the Armenian branch of the
University will allow young people from the southern regions of
Russia to pursue higher education not in Moscow but in Armenia and
in the future , to stay at homeland and serve it. He also stressed
the importance of around 100 centers of Russian language in Armenia.

Director of the Caucasus Institute, Alexander Iskandaryan, said
Armenia and Russia are interconnected by many threads, and neither
side wants to cut them. “Russia is important for Armenia in terms of
its security. Armenia in turn has strategic significance for Russia
which wants to be present in the South Caucasus as a significant
force,’ Iskandaryan said.

Director of the Armenian branch of the CIS Institute, Alexander
Makarov, added that the military- political cooperation has always
been a priority in relations between the two countries. “If we talk
about economic cooperation, Russian investors are the main investors
in Armenia, the Russian capital is present in almost all areas of

Speaking at a debate on Armenia’s accession to the Customs Union,
organized by the Konrad Adenauer Foundation, Tevan Poghosyan, a
Heritage parliamentary group member, said that Russia made that step
to prove it still has influence in the region.

“The decision on Armenia’s accession to the Customs Union is not
what meets Armenia’s national interests. What are our long-term
benefits from joining the Customs Union – adopting Kazakh- Belarussian
traditions?”

Poghosyan is well aware of Armenia’s security problems. On the other
hand, it is Armenia that is maintaining the balance of forces in
the region.

“We must stick to the complementary policy so strong that we should
not be afraid of a war for weeks or even months and, at the same time,
develop our science,” he said.

“As regards economy, we should preserve our old ties. But we are
interested in improving the quality of Armenian products, aren’t we?

Are we to be content with the sale of Armenian wines in the Russian
market?”

Armenia has no analytic centers to estimate the merits and demerits
of agreements with the Customs Union and European Union (EU).

“We do not know if Armenia’s initialing the Association Agreement
will produce negative results. Just a few European experts presented
their analyses. We only say, ‘Russia has said this, and Europe has
said that.’ But Armenia has nothing to say. When we say that Europe
has closed the door, it means a defeatist position. We must have
diplomats that will find the way out of the situation,” Poghosyan said.

HERITAGE PARTY SEC CRITICAL OF OFFICIAL YEREVAN’S ‘OVERNIGHT DECISIONS’, UNPREDICTABLE STEPS

In an interview with Tert.am., Political Secretary of the Heritage
party Styopa Safaryan commented on Armenia’s decisions on accession
to the Shanghai Declaration with observer status, initialing of the
Association Agreement with the European Union (EU). He believes that
Armenia’s authorities have made “hasty decisions.”

Mr Safaryan, a decision on Armenia’s accession to the Shanghai
Declaration with observer status has unexpectedly been announced.

Armenia’s authorities are making such unexpected steps that the
idea of Armenia’s possible membership as a reliable partner should
be completely rejected by Europe. When I had meetings with numerous
EU officials in Brussels, they pointed out their inability to view
Armenia as a reliable partner any longer as a major problem. The
Armenian president’s unexpected decision is evidence thereof. And
even the Armenia authorities’ commitments to Europe have been called
into question. And this behavior – visiting the capitals of different
great powers and giving different promises – is not serious in itself.

Few Armenian political analysts have an idea of the Shanghai
Cooperation Organization (SCO) and all of them withhold comments. The
reason may be its being an unclear direction.

This is an economic cooperation organization co-sponsored by Russia,
China and, so to say, Eurasian states. Nothing prevents Armenia from
getting observer status at different organizations. Moreover, Armenia
maintains relations with Russia, Kazakhstan, China and other states.

But Armenia’s authorities go on making “overnight decisions” thereby
shocking both Armenia’s population and international experts. Simply
speaking, Armenia’s policy has become unpredictable, which does not
promise anything good. The authorities may have decided to expose
the country, endangering Armenia’s international reputation.

Still, do you think it is something forced or what is known as
initiative?

God alone knows where the last decision was discussed. But is has
nothing in common with Armenia’s population or political forces.

If anyone says that Armenia has lately seen debates on which of
the unions the country should join, the Association Agreement with
the European Union is the only exception. No other agreements have
ever been discussed in Armenia. It is unacceptable. I say again,
Armenia’s authorities are not making independent decisions. Rather,
they are unexpectedly told where to go and what to promise. And
“overnight decisions” are made under Russian pressure.

Mr Safaryan, you say Europe is expecting cooperation in discussing the
legal incompatibility. However, European Commissioner for Enlargement
and European Neighborhood Policy Å tefan Fule said that Armenia can
initial the Association Agreement with the EU if it has only observer
status at the Customs Union. It is clear that even a modified version
of the Association Agreement is out of the question.

However, willingness has been declared to discuss the initialing of
the Association Agreement and of the Deep and Comprehensive Free Trade
Areas Agreement (DCFTA) and resume negotiations if Armenia states its
intention to join the Customs Union as an observer. I mean Europe is
affording Armenia an opportunity. However, instead of following the
way to resolve its problems Armenia is making unpredictable steps.

Armenia’s president never mentioned such unpredictable steps during
his election campaign.

That is, you share Alexander Arzumanyan’s opinion. Yesterday he told
Armenian Foreign Minister Edward Nalbandyan that that the government
program did not contain a single word about the Customs Union or the
Shanghai agreement. The government must either present a new program
or resign. On his part, the FM stated that new developments rather
than a revision of the program are on the agenda.

The country’s foreign policy has undergone serious changes. But it is
not only the emphases that the authorities never mentioned during the
election campaign. Nothing like this is incorporated in the government
program either. Yes, they must either amend their program or resign.

The authorities have no right to speak on behalf of the people if
they have not discussed such significant issues with the people or
have been given the right to make such momentous decisions.

Å tefan Fule will arrive in Armenia. But as far as we know he does
not plan meetings with political forces in the previous format. Has
the Heritage party received an invitation?

I am not informed of such an invitation. But I think we need a meeting
because each side has something to say. But if he decides against
meeting with political forces, I think such a step should be viewed
as a wish to avoid criticism. Besides, I think their work is focused
on Armenia’s authorities.

ARMENIAN DEMOCRATS HAILING AUTHORITIES’ INTENTION TO MERGE ARMENIA INTO CUSTOMS UNION

YEREVAN, September 12. /ARKA/. The Democratic Party of Armenia issued a
statement today welcoming the country authorities’ decision to merge
Armenia into the Customs Union.

Armenian and Russian presidents, Serzh Sargsyan and Vladimir Putin,
made a joint statement after they met in Moscow one week ago. It has
become known from the statement that Armenia has decided to join the
Customs Union and it intends to take part in formation of Eurasian
Economic Union in the future.

The announcement came as Armenia was poised to sign the Association
Agreement with the European Union.

The party says that cooperation within the union is in tune with our
country’s economic and social interests.

Armenian Democrats think that the country’s authorities, while
negotiating with the Custom Union member countries, should present
mechanisms of mutually beneficial cooperation, taking into account
that there are no common borders. They should never omit Nagorno
Karabakh’s interests, since the republic’s economic structures function
in Armenia’s customs space.

“We think that membership in the Customs Union absolutely doesn’t
bar Armenia from cooperating with other countries and unions,” the
statement says. “If the European Union’s representatives are frank
in their statements, then Armenia can continue its cooperation under
the Association Agreement and can become a peculiar bridge between
the European Union, the Customs Union and members of the future
Eurasian Union.”

The Democratic Party of Armenia was founded in 1991 by Aram Sargsyan,
the first secretary of the Central Committee of the Communist Party

Armenian POW’s Relatives Send Another Letter To Him

ARMENIAN POW’S RELATIVES SEND ANOTHER LETTER TO HIM

YEREVAN. – The relatives of Hakob Injighulyan, the Armenian prisoner
of war (POW) who is held captive in Azerbaijan, have sent another
letter to him days ago.

Hakob’s relative, Norik Injighulyan, told the aforesaid to Armenian
News-NEWS.am. He also noted that they have not yet received a reply
to the letter.

“They said we have to wait for four weeks. They say the talks on
this matter will resume in four weeks. The parents are waiting,
looking forward to the return of their son,” Norik Injighulyan said.

He added that the previous letter from Hakob, in which it was noted
that he is fine, is a letter sent by fax.

To note, representatives of the International Committee of the Red
Cross (ICRC) in Azerbaijan have met with Armenian captive Hakob
Injighulyan. The latter had handed a letter to his family. Hakob’s
brother, Arman Injighulyan, had informed that in the letter Hakob had
written that he feels fine and he had undergone a medical examination.

As Armenian News-NEWS.am informed earlier, Armenian soldier Hakob
Injighulyan (born in 1991) found himself in the territory under
the control of the adversary. According to preliminary information,
Injighulyan turned up there on August 8 at around 3am, while carrying
out his military service, by crossing the Nagorno-Karabakh Republic
(NKR)-Azerbaijan border, and as a result of losing his orientation in
the area. He was taken to Azerbaijani capital city Baku the next day.

The ICRC was able to meet with the Armenian prisoners of war on
August 20.

Meeting with the Members of Armenia-Germany Friendship Group

On September 11 the Head of Armenia-Germany Friendship Group Artak
Davtyan met with the member of the FRG Bundestag Jurgen Klimke and
the Editor of the political section of Hamburger Abendblatt Christian
Unger. Member of the Friendship Group Vahan Hovhannisyan also attended
the meeting.

Welcoming the guests Artak Davtyan thanked them for accepting his
invitation and visting Armenia and expressed hope that they would
leave Armenia with positive impressions.

Highly appreciating the Armenian-German friendship and cooperation
the member of the FRG Bundestag Jurgan Klimke highlighted the mutual
visits, the contacts of friendship groups and close cooperation of
the MPs of the two countries.

At the guests’ request the RA NA deputy Vahan Hovhannisyan introduced
the inner-political developments and regional problems of Armenia. The
deputy talked about the European integration process and external
political developments.

The members of the Friendship Group discussed a number of issues
relating to bilateral cooperation, highlighting the further development
of the Armenian-German relations in the political, economic and
educational spheres.
