WATERTOWN – On April 30, Ruslan Tsarni, the uncle of alleged terror
suspects, Tamerlan and Djokhar Tsarnaev, contacted
the Mirror-Spectator directly to issue an apology to the Armenian
community for his recent statements referencing Armenians in his
discussions of the Boston Marathon bombings.

“Armenia has a very strong culture, therefore, I want to stress that
his [Misha’s] ethnicity has nothing to do with it,” Tsarni said.

“I wish I had never said it.”

Tsarni added, “I felt for you [Armenians] and wish I had never done
it.”

He once again apologized for connecting the Armenian community “to
this evil event.”

In previous media statements, Tsarni had discussed  a recent convert
to Islam named “Misha” – now reported as Mikhail Allakhverdova –
 stressing that he was of “Armenian descent” while implicating the
man in the possible “brainwashing” of Tamerlan Tsarnev with notions
of violence against non-Muslims.

Tsarni spoke briefly on the matter via phone, but said he was unable
to comment further or answer additional questions.

General of Iran Gholam-Hossein Mohseni-Eje’i.

Armenia’s leader expressed hope that the memorandum the Armenian and
Iranian prosecutor generals during Gholam-Hossein Mohseni-Eje’i’s visit
to Armenia will impart a new quality to Armenian-Iranian relations
and promote bilateral cooperation and business ties.

President Serzh Sargsyan noted that Armenian and Iranian top officials’
visits are evidence of the leaders’ determination to consolidate the
bilateral relations.

Armenia attaches high importance to further development of political,
economic, cultural and judicial cooperation with Iran, the Armenian
president said.

YEREVAN. – Armenia’s Foreign Minister Edward Nalbandian on Tuesday
received a delegation of ECR group MPs of the European Parliament.

Minister Nalbandian welcomed the visit aimed at getting familiarized
with the situation in Armenia and the region.

During the meeting officials discussed Armenia-EU cooperation, talks
on the Association Agreement and free trade area.

Minister Nalbandian briefed the European delegates on the Karabakh
peace process and relations with the regional states. The sides
discussed a number of regional and international matters.

The Armenian National Congress (ANC) party has started its rally in
Yerevan’s Freedom Square.

ANC leader, Armenia’s first president Levon Ter-Petrosyan, Vahagn
Khachatryan (who tops the ANC list in the elections to Yerevan’s
Council of Elders) and other members are to speak at the rally.

Speaking at the rally, Vladimir Karapetyan, who is on the ANC list
in the upcoming elections to Yerevan’s Council of Elders, expressed
the confidence that the ruling Republican Party of Armenia (RPA)
will suffer defeat.

“A competent and politically conscious voter cannot vote for a greedy
person that cannot speak his native language. The RPA candidate is
known to be avoiding debates with his rivals. He is phobic about the
moment of explaining the sources of his fortune,” he said.

“Cannot any member of the ruling party explain the sources of an
official’s fortune? No, they cannot because they cannot imagine an
honestly paid official,” Karapetyan said.

“I feel Taron has won in the category ‘the cleverest RPA member with
the cleanest hands.’ He must be the ‘cleanest’ in the ruling party
because he tops its list in the May 5 elections,” Karapetyan said.

He is indignant that the RPA candidate is surrounded by the “Yerevan
crime kingpins.”

ANC Spokesman Arman Musinyan (3rd on the ANC list in the upcoming
elections to Yerevan’s Council of Elders), said that, despite
the population’s great disappointment at the Feb. 18 presidential
election, the ANC succeeded in explaining the importance of the
municipal elections to voters.

“Our election campaign showed the population’s utter contempt for
the ruling regime,” he said.

The misinformation the authorities are disseminating through some
media outlets shows they are afraid of the ANC’s potential and its
political team.

Victory in the upcoming elections is only possible due to “effective
opposition to the ruling party’s planned frauds.”

ANC leader Levon Ter-Petrosyan made a speech at the rally.

He spoke of the recent presidential election and of the upcoming
elections to Yerevan’s Council of Elders.

The ANC rejects anyone that is not ready for a consistent struggle.

The ANC is “accustomed to blows,” and no one can hope they can break
the ANC’s will and force it to give up.

Although the rally highlighted the upcoming municipal elections,
Ter-Petrosyan recalled his last public meeting ten months ago.

On February 18, the gang rule managed to retain power by means
of election frauds and pressure. However, the people delivered a
powerful blow. According to official data, opposition candidates
received about 42% of votes.

In the context of the upcoming municipal elections, Ter-Petrosyan
called on all the opposition forces to reject recriminations and
combine their efforts to “free Armenia’s capital from captivity”
on May 5.

“I am sure that, just a couple of months after the presidential
election, when the people are still in a spirit of struggle, we can
take this chance. And the country’s opposition forces would commit
a gross blunder if they missed this chance,” Ter-Petrosyan said

PanARMENIAN.Net – Armenian National Congress (ANC) party held its
first rally in Yerevan’s Liberty Square on Tuesday, April 30, with ANC
leader Levon Ter-Petrossian and candidates running for Yerevan City
Council elections participating.

At the rally, an ANC candidate for Yerevan City Council Vladimir
Karapetyan expressed confidence that the ruling Republican Party of
Armenia won’t gain enough votes at the elections. He further slammed
RPA candidate Taron Margaryan for avoiding debates and interaction
with media.

Despite the rally being dedicated to the oncoming elections into
Yerevan City Council, Ter-Petrossian opened his speech by summing up
the results of recent events. ANC leader slammed the February 18
presidential poll as rigged, criticizing the international community
and observers for turning a blind eye to electoral violations.

Ter-Petrossian further characterized the City Council elections as the
‘most important political issue,’ however, noting that opposition
forces failed to unite ahead of polls.

As stressed, during electoral campaign, ANC will adhere to 3 main
principles: the party will only criticize RPA and Orinats Yerkir
coalition, it won’t promote negative propaganda of other opposition
forces and it won’t hinder formation of an opposition bloc inside the
City Council following the elections.

In conclusion, he urged opposition forces and social organizations to cooperate.

The Armenian National Congress (ANC) party has started its rally in
Yerevan’s Freedom Square.

Aram Manukyan, Secretary of the ANC parliamentary group, opened
the rally.

Elections to Yerevan’s Council of Elders scheduled for May 5 are not
“the only local elections nor do they concern to Yerevan residents
alone.”

“In Yerevan the issue of power is decided because the capital is the
center of all the governing bodies. If we strip the Republican Party
of Armenia of its monopoly during the upcoming elections, we will
prove to be a good political force and reliable partners,” he said.

All the opposition forces must combine their efforts to “set Yerevan
free.”

“This is a most important step, not just voting,” Manukyan said.

Armenia’s incumbent authorities lost the Feb. 18 presidential election
in Armenia’s capital. The people voted for Heritage party Chairman
Raffi Hovannisian.

“The ANC is laying claims to the votes. This is the most reliable
and predictable political force,” Manukyan said.

He stressed that the ANC is ready to assume responsibility for Yerevan.

"Help Your Brother" At Kilikia School For Syrian Armenian Children

“HELP YOUR BROTHER” AT KILIKIA SCHOOL FOR SYRIAN ARMENIAN CHILDREN

The “Help Your Brother” civic initiative hasn’t ceased its activities
for the relief of the Syrian Armenians. On the contrary, it continues
implementing projects for the Syrian Armenians that have settled in
Armenia and in Mountainous Karabakh.

On April 23, “Help Your Brother” co-ordinators, Vahan Hovhannesyan,
Lilit Galstian and Khachig Djozigyan visited the Kilikia school which
applies the Syrian educational program and accommodates almost 300
Syrian Armenian pupils. The purpose of the visit was dual:
familiarize with the implemented educational system and distribute the
previously promised gifts donated by “Metzn Nerses” charitable
Foundation; all the children received a pair of Toms sport shoes.

The “Help Your Brother” promised to continue with more joyful
surprises for the young Syrian Armenians and to always pay a special
attention to their needs.

Genocide: America Says ‘Never Again,’ But Keeps Turning A Blind Eye

If it’s April, it must be “Never Again” time once more. You hear this
solemn pledge a lot every April, since the month commemorates not only
Holocaust Remembrance Day but the official anniversaries of both the
Armenian and Rwandan genocides. Leaders at every level seem to love
hearing themselves declare “Never Again.” But those who mean it have no
power and those with power never mean it. The record speaks for itself.

Last April, in a speech at the United States Holocaust Memorial Museum,
President Barack Obama proudly announced his establishment of the
Atrocities Prevention Board. “Last year, in the first-ever presidential
directive on this challenge, I made it clear that ‘preventing mass
atrocities and genocide is a core national security interest and a
core moral responsibility of the United States of America….’ Now
we’re doing something more. We’re making sure that the United States
government has the structures, the mechanisms to better prevent and
respond to mass atrocities.”

Alas, we’ve heard these noble promises before from his predecessors.

In 1979, having spent the previous three years doing nothing to stop
the Cambodian genocide, Jimmy Carter swore that “never again will the
world stand silent… fail to act in time to prevent this terrible act
of genocide.” And then Ronald Reagan: “I say in a forthright voice,
Never Again!” Yet he was an enthusiastic backer of Guatemalan president
Rios Montt, now on trial for genocide against his own people, while
renewing the U.S. alliance with Iraq’s Saddam Hussein even while
Saddam was gassing the people of Halabja – the precise genocidal
crime for which he was to be tried, had he lived.

George H. W. Bush told the world that his visit to Auschwitz left him
“with the determination not just to remember but also to act.” Yet
his silence as Serbia attempted to ethnically cleanse Bosnia was
so thunderous that his rival in the 1992 campaign declared, “If the
horrors of the Holocaust taught us anything, it is the high cost of
remaining silent and paralyzed in the face of genocide.”

That same Bill Clinton went even further. Opening the Holocaust
Memorial Museum in Washington, Mr. Clinton proclaimed that the U.S.

had done too little to stop the Holocaust. “We must not permit that
to happen again.” That was April, 1993. Precisely one year later,
for the crassest of partisan political reasons, his administration
chose to allow perhaps a million Rwandan Tutsi to be slaughtered in
one of the purest genocides on record.

As for George W. Bush, he declared the Sudanese government guilty
of committing genocide against the people of Darfur while working
closely with that same government on his “War on Terror.” And so to
Barack Obama, for whom so many held out so much hope.

Following these precedents, Mr. Obama’s Atrocities Prevention Board
seems to have accomplished little to nothing over the past twelve
months. A completely secretive organism, it has not even issued any
pronouncements in regard to the world’s ongoing humanitarian crises,
not least the Government of Sudan’s daily bombings for the past year
and a half against its own people in the Nuba mountains and in Blue
Nile State.

This silence is doubly confounding given that the chair of the APB was
Samantha Power, whose bestselling book A Problem from Hell: America
in the Age of Genocide was instrumental in documenting America’s
repeated failures to pay more than lip service to “Never Again.”

Members of the APB have even refused to respond to the pleas of
more than 50 scholars of genocide studies and human rights activists
(including us) in regard to the ongoing crisis in the Nuba Mountains.

In a letter to Ms. Power in December 2012, they conveyed their deep
concern that the people of the Nuba Mountains and Blue Nile were not
only being targeted daily by the Sudan government’s Antonov bombers
but were also starving, having been forced off their farms and into
the hinterland and caves of nearby mountains. The letter called on
the APB to urge President Obama and the United Nations to support
the establishment of a humanitarian corridor to allow aid workers
to deliver food to those Nuban civilians suffering from hunger and,
in some cases, outright starvation. We received no reply; the Nubans
received no assistance.

The story of the American record of failure is also the world’s
failure, as demonstrated most flagrantly over the years by the
Permanent Five members of the United Nations Security Council. What
was learned through the tragedies of Rwanda and Srebrenica and
Darfur was that the national interests of China, Russia, France,
the United States and the United Kingdom trumped any humanitarian
obligations set down in the 1948 Convention on the Prevention and
Punishment of Genocide. So genocide prevention activists pushed for
more declarations, more structures, more early-warning systems. The
General Assembly’s Responsibility To Protect was one result, the
American APB another, the UN Office of the Special Adviser on the
Prevention of genocide yet a third. Non-governmental organizations
dedicated to genocide prevention and academics refining the tools of
early warning have proliferated.

Yet in the end, all the formalities in the world are moot unless
those with the power to stop atrocities also have the will to do
so. As the sad case of the Nubans attest, the will remains as elusive
now as it did 19 years ago in Rwanda. That’s the reality this April,
as it has been for so many Aprils past.
