NO CONFIDENCE TO ROBERT KOCHARYAN AND PROSECUTOR GENERAL
Introducing the new head of the Special Investigative Service, Serzh
Sargsyan made unexpected statements. He stated that the ex-head
of SIS was dismissed for illicit action regarding a specific case,
nevertheless his dismissal was for thwarting his task of ensuring
the independence of the SIS.
This is the new style of the government. It publicly explains the
reason of scandalous dismissals. Earlier the high-ranking police
official Nerses Nazaryan was dismissed for coalescence with business.
Notably, the explanations on both cases were “ruthless”. The
purpose could be a campaign. Dismissals did not use to be followed by
explanations without a critical tone and stress towards the dismissed
official, and the government started not to feel their public effect.
In this case the public effect could be bigger, showing or producing
an impression that Serzh Sargsyan is angry. Although, the society
has seen other expressions of Serzh Sargsyan’s fury as well but did
not see any follow-up action.
It is not ruled out that Serzh Sargsyan is trying to show by way of
fashionable explanations that he has strengthened his foothold in
government and does not need a compromise with any of the wings of
the government on one dismissal or another.
The explanation on Andranik Mirzoyan’s dismissal is interesting
by itself. Serzh Sargsyan blames him for the lack of independence
of the Special Investigative Service. Most importantly, however,
he does not say on who the SIS depended.
The SIS was set up in 2008 when Robert Kocharyan was still president
and the head of SIS Andranik Mirzoyan reported to Prosecutor General
Aghvan Hovsepyan.
Most probably, Serzh Sargsyan blamed Andranik Mirzoyan of dependence
on his ex-head Aghvan Hovsepyan which would mean that Serzh Sargsyan
expresses no confidence to Prosecutor General Aghvan Hovsepyan by
Andranik Mirzoyan’s dismissal. It allows supposing that Serzh Sargsyan
hints his reluctance to prolong Aghvan Hovsepyan in his position.
It is possible, however, that Serzh Sargsyan doubts Andranik Mirzoyan
of keeping the SIS dependent on Robert Kocharyan who had appointed him.
Nevertheless, Serzh Sargsyan would hardly be upset if the SIS depended
on him. On the contrary, the reason for his dissatisfaction is that
the SIS does not depend on him, and by appointing the new head of
SIS Serzh Sargsyan makes it fully dependent on him. As always, one
wonders what for Sargsyan will use the SIS.
By the way, notably these changes are taking place along with the
mayoral election of Yerevan during which the petition of the Armenian
National Congress to check the legality of Taron Margaryan’s property
appeared in the SIS. Aghvan Hovsepyan passed the application to
the SIS.
