Developments on the Madrid principals of the settlement of
Nagorno-Karabakh conflict show that Azerbaijan will never agree with
us. The director of the Armenian Centre of Strategic and National
Studies and a politician Manvel Sargsyan informed about this during
the interview given to the “Country’s Matter” TV program of “Yerkir
Media” television station. He made it clear that Azerbaijan has lost
a territory which it hopes to take back either by the international
community or by the military way. Due to the document of Madrid
Azerbaijan must recognize the right of identity of NK people by
voting, and Azerbaijan has nothing to do with the decision on a war,
as the war doesn’t refer only to the sides: such war puts interests
of many countries into danger. “Azerbaijan seems not to worry about
this situation”, said the politician reminding that important things
were said in the Deauville settlement of the co-chairs countries
of the OSCE Minsk Group. It was particularly mentioned there that
today’s situation is the result of force and the use of double force
can lead to a more complicated situation which may be condemned by
the international community. “Such declaration made by the co-chair
countries is not a joke,” mentioned Manvel Sargsyan.

The politician thinks that few people were sure that a document would
be signed in Kazan regardless of the noise made around the meeting of
Kazan.”The noise was also interesting. If there weren’t preliminary
agreements, if there was no such impression that a document may be
signed, then for what was that noise? However, everything we have
is the result of the noise”, said Manvel Sargsyan, noting that he
considers changes of some approaches, formats to be possible. On
that occasion Manvel Sargsyan finds it interesting that the American
and French co-chairs of the OSCE Minsk Group made rather interesting
declarations and quite interesting cards opened on the general process
and they announced that if there were no result in Kazan, they would
be able to suggest a new approach, a new conception.

According to Manvel Sargsyan such result from the meeting held in
Kazan let the powerful countries make another suggestion. “One thing is
evident, that the impact on the process by the sides has much reduced,
Kazan has given greater moral right to co-chair countries,” the
director of the Armenian Centre of Strategic and National Studies said.
