OSCE MONITORING TO TAKE PLACE ON MARCH 31 IN ARMENIAN-AZERBAIJANI CONTACT LINE

YEREVAN, MARCH 30, ARMENPRESS: The regular monitoring of the OSCE will
take place on March 31 in the sector of Ijevan’s Berkaber village of
Tavush province of the Armenian-Azerbaijani contact line.

An official from the Armenian Defense Ministry told Armenpress that it
is not specified yet whether Andrzej Kasprzyk, personal representative
of the OSCE chairman in office or his field assistants will take part
in the monitoring from the Armenian party.

This is this year’s first monitoring of the contact line of Armenia
and Azerbaijan. This year several monitoring have been conducted in
the contact line of the NKR and Azerbaijan as well.

>From the very beginning the Armenian party has expressed a wish to
implement the monitoring in the part of the contact line, where an
Azerbaijani diversion group was rendered harmless on March 3. But
a decision has been adopted to implement the monitoring in the part
of Berkaber.

YEREVAN, MARCH 30, ARMENPRESS: About the 33 % of the 277 reforms
intended in 190 directions within the frameworks of the cooperation
with the European Union is fully implemented or is in a stage of
accomplishment. Secretary of the National Security Council Arthur
Baghdasaryan noted at today’s session of the inter-department
commission coordinating the cooperation of Armenian state bodies with
European institutions that as a result of the implemented works,
40 inter-department working teams have been set up, 10 concepts,
1 strategy and 4 national programs have been worked out.

"We have applied to the heads of the Armenian relevant departments and
expect that the members of our commission will be more attentive and
we will manage in 2010, too, to accomplish our works as scheduled." A.

Baghdasaryan added.

The activity of the EU consulting group in Armenia was summed up as
well; a positive progress was registered in 2009 here, too. "It is
pleasant for me to register the fact that there is a high cooperation
level both by the party of Armenia and European Union and in this
stage we positively assess the reforms, which have been implemented in
Armenia. The speech is about the extensive reforms." A. Baghdasaryan
said. He reminded that 23 institutions participate in those reforms –
the National Assembly, the Central Bank, Public Services Regulatory
Commission, Ombudsman’s Office, etc.

A relevant report on the work implemented in 2009 within Armenia-EU
cooperation will be prepared and presented to the Armenian president
and European institutions. A number of documents prepared by the
working teams were presented to the inter-department commission.

A. Baghdasaryan noted that the start of the process of preparing
and signing an agreement on the integration to the EU is among the
most important issues. According to Armenian Deputy Foreign Minister
Karine Ghazinyan, association agreements are proposed to sign with
the EU within the frameworks of the Eastern Partnership. They will
be distinguished according to the requirements and issues of separate
states.

The visit of the Commissioner on European extension and on neighborhood
issues to Armenia is intended, with who the issue of receiving a
mandate for negotiating over the agreement on integration will be
discussed. According to her, in all appearances, it will be provided
to Armenia by the end of April. The guidelines of the economic
integration, shift, and energy will be reflected in the association
agreement.

K. Ghazinyan said that for enhancing the country’s readiness and
capabilities in the negotiation process of signing the agreement
on integration, the EU has proposed to implement a comprehensive
development program of state administrative bodies for 2011-2013 years.

"The first delegation on this issue has already been to Armenia. The
program suggests considerable reforms in the institutions, which will
be responsible for fulfillment of the commitments stemming from the
agreement," K. Ghazinyan said. According to her, the program is of
great significance because among its priorities it will include a
support to the systemic development of relevant state institutions
in the negotiation process of agreements on Armenia-EU integration
and on deep and comprehensive free trade.

Ambassadors Yuri Merzlyakov of Russia, Bernard Fassier of France,
and Robert Bradtke of the United States, released statement today on
the results of their March 26-29 visit to Armenia and Nagorno Karabakh.

Press service of the OSCE informed Armenpress that the statement runs
as follows:

"The Minsk Group Co-Chairs visited Yerevan and Nagorno-Karabakh March
26-29. They updated the de facto authorities March 27 on the current
state of negotiations. In Yerevan March 28, the Co-Chairs met President
Serzh Sargsyan and Foreign Minister Edward Nalbandyan to further
discuss Armenian comments on the Basic Principles for the peaceful
settlement of the Nagorno-Karabakh conflict. While in Armenia, the
Co-Chairs also had a number of other separate bilateral meetings. After
the recent meetings between the Co-Chairs and the parties in Paris and
in the region, the Co-Chairs note with satisfaction the commitment
of the parties to reach a peaceful settlement within the framework
of the Madrid Principles."

have started in the British parliament. The discussions on the theme
of "Events in Armenia in 1915-1917 years" have been involved on the
agenda with the proposal of Baroness Caroline Cox.

Baroness C. Cox called in her March 23 open letter addressed to the
British government to recognize as genocide the massacres of Armenians
committed in the Ottoman Empire.

The fact of recognizing the Armenian Genocide by Burgas municipality
has evoked the confrontation of Turkey. Ankara annulled the cooperation
agreement with Burgas. Burgas authorities called the National Assembly
of Bulgaria to set the bill on the genocide going and to proclaim
April 24 in Bulgaria as the day of the memory of the victims of the
Armenian Genocide.

Minister Edward Nalbandyan, Russian Co-chair of the OSCE Minsk Group
Yuri Merzlyakov speaking of Madrid Principles noted that what is made
are not supplementations, but proposals connected with the not-agreed
points, just in new formulations. There have always been similar
working proposals. According to him, currently the negotiations are
in an important stage.

"We have already received the proposals of the Armenian party and
discussed with the Armenian foreign minister only some days ago in
Moscow and Paris. Taking this opportunity we discussed this and a
number of other issues with Bako Sahakyan," the Russian co-chair of
the OSCE Minsk Group noted after the meeting with the NKR president.

French Co-chair Bernard Fassier in his turn noted that the war is
not a variant of solution of the issue. "We are inclined to think
that issue is not impossible to solve through a war," he stressed.

‘The Role of Armenians in the Economy of Arab World’ was held March
29-30 in the Armenian Research Center of Cairo University under the
auspices of Prof. Hossam Kamel, President of Cairo University. An
official from the press and information department of RA Foreign
Affairs Ministry told Armenpress that Armen Melkonyan, RA ambassador
to Egypt, Zeynab Abu-Sinna, director of the Armenian Research Center
welcomed the participants of the conference and addressed speeches
in which they emphasized the importance of actions of the center in
the Armenian-Arabic scientific-educational and cultural cooperation.

Addresses of RA Education and Science Minister Armen Ashotyan and
Industry Minister of Lebanon Abraham Dedeyan were read at the opening
ceremony of the conference.

Over 20 scientists from Armenia, Syria, Lebanon and the USA took
part in the conference and presented reports on the Armenian-Arabic
relations and economic cooperation during various periods of history.

The speakers endeavored to emphasize the importance of the role of
the Armenians in developing the trade and economy of the Middle East.

The center decided to publish the materials of the conference in a
separate issue. After the conference RA embassy to Egypt organized a
reception at which presidency of Cairo University and Mohamed Gaber,
assistant Minister for Higher Education, were present.

will be conducted on April 8 in the Armenian Development Agency
(ADA), organized by the ADA collaboratively with the Swedish "Open
Trade Gate" company.

An official from the agency told Armenpress that during the workshop
the two organizations will present their services to Armenian
companies. The Swedish experts will provide information on the Swedish
market, as well as will present the main trade contracts and general
trade procedures for the exports to the European Union.

"Open Trade Gate Sweden" is a Swedish governmental organization, the
goal of which is to support the export of products to Sweden and EU
countries. It operates as an information center of one station by
providing free information on the rules and requirements to those
who implement exports to Sweden and EU countries.

the Federation of Dutch-Armenian Organizations and the Armenian Cause
Office of Holland will conduct a rally on the occasion of the 95th
anniversary of Armenian Genocide in Het Plein Square of Hague.

An official from "April 24" committee told Armenpress that the
Dutch-Armenian organizations, joining their efforts, will reconfirm
the call to Turkey to recognize the Armenian Genocide and to the
government of the Netherlands to bring to life the decision adopted
unanimously by the Dutch parliament in 2004.

The Dutch-Armenians will unanimously condemn the cynic rejection of
the Armenian Genocide by Turkey after 95 years; even speaking of it
is considered a crime in Turkey.

"Though the Armenian Genocide has found a wide recognition, the
international community has not managed to indubitably tell Turkey
that the behavior of denial and humiliation is not acceptable.

This position of the international community created a solid ground
for the genocide of 1915 in front of the open eyes of the world. For
that very reason it is of great importance that we come forward
united on the occasion of the 95th anniversary of the genocide. We
call everybody to participate in the upcoming joint demonstration
in Hague, international town of law," the statement of "April 24"
committee and Armenian Cause of Holland runs.

The goal of the rally is also to demand that a monument perpetuating
the memory of the victims of the Armenian Genocide is put up in Hague,
in order the humanity no more displays an ignorant attitude toward
similar disastrous events.
