Mr.Karapetyan, what were the real goals of the Armenian president’s
visit to Moscow?
I disagree with the opinion that the two countries’ leaders discussed
only the process of normalization of the Armenian-Turkish relations
and the Karabakh peace process. For that purpose Serzh Sargsyan
wouldn’t have gone to Moscow, as Dmitry Medvedev also attended the
Nuclear Security Summit in Washington. Taking this into account,
it would be naïve to suppose that the range of issues was restricted
to the Armenian-Turkish normalization process and the Karabakh peace
process. I think Sargsyan was seriously concerned about the Kyrghyz
events. This is why he went to Moscow to assure the Russian leader
of Armenia’s loyalty to the spirit of strategic partnership. And
the fact that Sargsyan expressed his gratitude for the 500 mln USD
loan allocated in 2009 completely meets this logic. Medvedev has
recently said in Brazil that the Kyrghyz scenario may occur in any
country. And after he had expressed this thought, Serzh Sargsyan
apparently understood that Armenia may also be "any country".
At the same time, I’d like to stress that close relations between the
states are grounded on certain ideology, which does not exist between
Armenia and Russia at present, though it is strange. For instance,
motivation of Americans is more or less clear, it is based on
pragmatism – money, influence. Any alliance is based on some ideology.
There are no ally relations without ideology. Russia may open even
50 innovation centres in Armenia, but without the ideological basis
in the bilateral relations it may finally lose its influence here.
Head of the Armenian Police Alik Sargsyan has recently said that the
Kyrghyz scenario does not threaten our country. What do you think
of this?
I think that Alik Sargsyan’s statements are the result of his
insufficient awareness. It would be better for our officials to read
newspapers or Internet now and then. The "Kyrghyz syndrome" exists
in any state in the post-Soviet area, even in Russia, since there are
clan systems, corruption, sponsorship, squandering of state funds and
oligarchic systems in all these countries. It is noteworthy that the
leaders of these countries are not at all against establishment of
democracy. They simply understand democracy their own way. I should
say that Young Turks also came to power under democratic slogans.
Naturally, they could not state that having come to power, they would
slaughter all Armenians in the Ottoman Empire.
I understand that the head of the Armenian Police wanted to say
that Armenia is a more civilized country. But I’d like to be back on
history. Wasn’t France a civilized country when Marie Antoinette was
beheaded over the Great French Revolution? Can one say that Russia was
an uncivilized country when the czarist troops cruelly suppressed the
Decembrists’ rebellion at the Senate Square in Petersburg in 1825? One
can bring a certain number of similar examples. In addition, I’d like
to ask Alik Sargsyan what internal enemies he defeated.
So, whom did he mean?
He meant us. All those people who disagree with the Armenian
authorities’ actions and want to live in a normal democratic state.
Actually, I do not think that Sargsyan really considers us enemies.
His head is just filled with thoughts that there are external and
internal enemies, who must be defeated. And when Sargsyan says that
the Kyrgyz scenario is not ruled out in Armenia, I do not understand
why he is so confident of that. Nobody wonders why the demonstrators
beat Kyrghyz Interior Minister Moldomus Kongantiyev black and blue.
Just imagine how furious people were to tear the state official to
shreds. Actually, I know from reliable sources that over the "tulip
revolution" and the following disorders in 2005 Kongantiyev and his
supporters were robbing banks and marauding. And now, a criminal case
has been instituted against him.
You have recently pointed out that the Iranian trace may be noticed
in the events in Kirghizia. Could you specify your statement?
Iranian intelligence agencies have recently sent a secret report on
the political situation in the neighboring states to the parliament
of the country. There was an interesting outflow there, according
to which Iranian intelligence agencies suspect the Israeli MOSSAD
of activation of its activity in Armenia and Azerbaijan. The report
also says that Chinese intelligence agencies and MOSSAD have a great
effect in Central Asia countries.
If to compare all these details, one can make certain conclusions
that Iranian intelligence agency may be art and part in the events
in Kirghizia. The point is that Teheran would like the American base
to be withdrawn from Manas. Moreover, I know that over the first four
days of the protest actions in Bishkek they were accompanied with the
anti-Semitic slogans, such as . I don’t think that all these facts
are incidental.
There is nothing incidental in the global policy. All the facts and
events are closely inter-connected with each other.
