Political scientist Alexander Iskandaryan assesses President Sargsyan’s
speech as "rigid in form, but mild in content." According to the
analyst, the President’s statements were messages addressed to the
Turkish side and the powers interested in the process.

According to Iskandaryan’s assessment, the procedure of ratification
of the Armenian-Turkish protocols has been suspended, but not stopped.

"Certainly this does not mean end of the process. A window of
opportunity has been left open. Turks were told once again that it was
impossible to continue that way. It was made clear that ratification
of the protocols by Armenia would become possible after concrete
steps of Turkey," Alexander Iskandaryan stated.
