LEVON TER-PETROSYAN AND OSCE CIO MEET

ArmInfo. OSCE does not pay sufficient attention to democracy and human
rights problems in Armenia, Levon Zurabyan, the opposition Armenian
National Congress (ANC) representative said, after the meeting of
the first president of Armenia, ANC Leader Levon Ter-Petrosyan with
the OSCE CIO, Foreign Minister of Kazakhstan Kanat Saudabayev.

He said that the two parties discussed the Armenian-Turkish relations,
the Karabakh conflict and the OSCE approaches to democracy and human
rights in Armenia. "We expressed our concern over the negotiations on
the Karabakh conflict and the Armenian-Turkish relations laying the
emphasis to democracy and human rights problems in Armenia. Time will
show whether the OSCE will take our notifications into consideration
or not," Zurabyan said. For his part, Head of the OSCE Office in
Yerevan Sergey Kapinos said that the OSCE Office in Armenia pays
proper attention to democracy and human rights problems in Armenia.

"We believe that problems in this sphere require system settlement.

Without improvement of the judicial system and independence of courts
it is impossible to ensure human rights," Kapinos said. He emphasized
that the OSCE has a complex and system approach to the given problem
and it is impossible to settle it immediately.
