/PanARMENIAN.Net/ The National Neoconservative Movement has sent an
open letter to Armenian and Nagorno Karabakh Republic Presidents Serzh
Sargsyan and Bako Sahakyan, as well as Foreign Ministers Edward
Nalbandyan and George Petrosyan.

In their letter, the authors particularly state, `The recent
developments in Armenian-Azerbaijani talks over the settlement of
Karabakh conflict have given rise to serious concerns in Armenian
society. The Azerbaijani side is evidently trying to link the issue
with the normalization of Armenian-Turkish ties, whereas the Turkish
authorities which seem to be more persistent than Azeris have adopted
a blackmail policy towards international community, causing the
leaders of the world’s superpowers to concede to Turkish-Azerbaijani
demands.

Considering the circumstances above, we have submitted the following
document to student unions of public-political organizations:

– realizing the undesirable and perilous process of Armenian-Turkish
`negotiations’;

– mindful that the resumption of hostilities will sooner or later
become inevitable;

– highly appreciating the importance of liberated territories in terms
of ensuring the political, economic and military security of NKR
people (as enshrined in the country’s constitution);

We demand that the authorities of Armenia and Nagorno Karabakh
Republic take the following steps:

Carry out active work towards populating the liberated territories of
Artsakh, by creating infra-structures, economic development potentials
and tax subsidies for local residents;

Conclude interstate agreements in military, political, economic and
social spheres;

Contribute to the recognition of Artakh statehood and current borders,
creating required preconditions for the further recognition of NKR
independence by Armenian National Assembly and President.

The letter was undersigned by the student unions of National
Neoconservative Movement, ARF Dashnaktsutyun (Nikol Aghbalyan) and
Heritage (Hayq) parties.
