Interview with the member of the "Club of strategical policy" Artur
Avtandilyan

What moves in the Armenian political life did you register in 2009?

Were they positive of negative?

To tell the truth it is a little difficult for me to make a division
between good or bad. For me the revelation of the negative is already
a positive move. The year 2009 was a year of diagnosis. The illness
about which we learnt in 2008 became completely clear in 2009,
we understood in what type of a country we live, what system we
have. It is not essential whether it is connected with the foreign
or home policies. The year 2009 finally registered that the Armenian
political life works in a non-adequate and incompetent total regime.

The description of the Armenian political life by Tigran Hayrapetyan
seems to be right when he says that we are in a situation where
we act in conditions of permanently giving victims. In addition,
this situation is bilateral because both the government and the
opposition understand that the situation reached a deadlock. This is
not a tactical thinking but an instant one. And 2009 somehow shows the
way of solution in theory, I am saying in theory because it is not so
easy to come out of crisis, especially such a crisis that swallowed
everything and everyone within us. And it is something very difficult
and very easy: we need to start everything just from the beginning.

Many have the opinion that it is wrong to go back and to start from
the beginning.

But we do not have anything. Those who have such opinions suppose we
have a heritage somewhere which is very valuable and we must not refuse
it. This is an illusion. The third Armenian republic is to be archived.

Once back, what are we going to do? What are our practical steps?

We have to create statehood and that is all. I have not seen anything
valuable that we got during these twenty years which we have to regret
to lose.

Who are those who have to take us back and push again forward?

A revolution (I consider the term "revolution" as a change of quality)
which starts in people’s brains and occurs through changing people’s
thinking. In addition, each one is to change the rails of their
thinking by themselves. Each person is to understand what they want
to change. This is very easy but very hard at the same time. It is
easy because no one can dispute it, but it is difficult because it
needs much more efforts and work than demagogic debates.

How is the situation going to be changed? It may turn out to be
expedient for many people.

We do not deal with such people. Ideal situations are natural not to
exist. But if one of us thinks we need changes, they need to try to
find the bearers of these changes. People who think this way have to
find each other. First of all real thought is needed.

In your opinion, what changes are going to happen in 2010? Will new
thoughts be born?

2010 will be an exceptional year in addition exceptional from all
the points because everyone will try to get use of the situation of
the country which de jure exists but does not exist de facto. Serious
changes may take place from this point of view. In 2010, there will be
an "Armageddon" in Armenia. Stakes are too high. I am not exaggerating,
our future is on the stake and in case of defeat, new possibilities
are not seen.

Does the society have to chose whom to follow?

First of all, the society has to want to chose and not to be a
spectator.

The society seems to have expressed such a wish in 2008.

Starting from ’96, an interesting regularity happens here from time to
time every 4-5 years. The impression is that much protesting energy is
gathered from people (which in case of being used in a right way may
have great potential) which is being concentrated and then eliminated.

1996, 2003, 2008…it became a sorrowful regularity. It is a crime
for me, regardless there is an article in the Crime Code or not.

Committed by the opposition?

By the force which is projected as opposition at that moment. Being
opposition is proved by work.

“I should like to see any power of the world destroy this race, this small tribe of unimportant people, whose wars have all been fought and lost, whose structures have crumbled, literature is unread, music is unheard, and prayers are no more answered. Go ahead, destroy Armenia . See if you can do it. Send them into the desert without bread or water. Burn their homes and churches. Then see if they will not laugh, sing and pray again. For when two of them meet anywhere in the world, see if they will not create a New Armenia.” - WS
