Armenian operator Armentel is introducing ADSL2+ technology, offering
download speeds up to 24 Mbps. The operator announced the new service
alongside promotions on existing broadband services, valid until
year-end. The Hi Line Unlimited 1024 tariff is now available with a
free wireless modem, while subscribers taking the Hi Line Unilimited
512 tariff will pay ADM 4,800 for a modem and those on Hi Line
Unlimited 256 tariff wil get the device for ADM 7,200. Since early
this year, the ADSL services are available throughout the country.

ArmInfo. Japan supports the negotiation process on Nagorno Karabakh
being held under the aegis of OSCE Minsk Group, Foreign Minister of
Japan Katsuya Okada said during the meeting with Foreign Minister of
Armenia Edward Nalbandyan in Tokyo on November 25.

As Armenia’s Foreign Ministry press service reports, K. Okada said
his country supports the negotiation process within the frames of
OSCE MG and only peaceful solution of the issue in accordance with
the principles of the international law.

ArmInfo. Azerbaijan does not heed the calls of the mediators on the
Karabakh settlement to refrain from militaristic statements.

The regular example of strong stomach was demonstrated by Azerbaijan’s
Defense Minister Safar Abiyev on November 25. Defense Minister of
Poland Bogdan Klich visited Azerbaijan within the frames of a regional
visit. ‘The tearful-threatening statements to Armenia have become the
high spot at the meeting of the Polish minister with his Azerbaijani
counterpart. The Azerbaijani mass media present a list of claims,
which have already drawn the mouth. This is, surely, ‘occupation’,
as a result of which ‘over 1 million of people were expelled from
their native lands’. To note, Abiyev does not indicate the national
identity of refugees. Actually, about 700,000 refugees out of those
he indicated are Azerbaijanis, another half million are Armenians
expelled from Azerbaijan. Having complained of ineffectiveness of
negotiations held under mediation of OSCE MG, the minister came to the
conclusion that ‘use of a military way by Azerbaijan for liberation
of its lands will become inevitable in such a situation’.

By the way, as regards the Munich meeting of the Armenian and
Azerbaijani presidents, the parties expressed satisfaction, none the
less. Apparently, the defense minister of Azerbaijan receives the
latest news with some delay. In view of this, to recall, the regular
militaristic statement by Azerbaijani President Ilham Aliyev, which
preceded the two presidents’ meeting, caused a negative response,
by mediators as well, who called on the parties to refrain from
such statements.

"Hayastan" All-Armenian fund. Over 6 year’s collaboration, total
Ardshininvestbank donations to the fund comprised AMD 104 million.

"The cooperation with "Hayastan" All-Armenian fund is both pleasant and
responsible process. It is pleasant, because the bank has its share
in the plentiful patriotic actions. It is very responsible, as well,
because all the programs organized by the fund, are premeditated for
the future generation. I think that the cooperation with "Hayastan"
All-Armenian fund will continue to be efficient and nationally
oriented," Ardshininvestbank management board chairman, Nerses
Karamanukyan noted.

Ardshininvestbank was registered by the decision of the RA Central Bank
Board in December 2002. It cooperates with World Bank, International
Migration Organization, National Center for Small and Medium Business
Development in Armenia, the German-Armenian Fund and the International
fund for Agricultural Development.

HIGHLIGHT: ILKHAM ALIYEV THREATENS OPPONENTS WITH A NEW WAR FOR
NAGORNO-KARABAKH; A new meeting of the Minsk OSCE group for the
Nagorno-Karabakh problem took place in Munich. Negotiations of
presidents of Azerbaijan and Armenia Ilkham Aliyev and Serzh Sargsian
were conducted in the framework of the meeting. These were the sixth
negotiations this year dedicated to the Madrid principles of conflict
resolving.

A new meeting of the Minsk OSCE group for the Nagorno-Karabakh
problem took place in Munich. Negotiations of presidents of Azerbaijan
and Armenia Ilkham Aliyev and Serzh Sargsian were conducted in the
framework of the meeting. These were the sixth negotiations this year
dedicated to the Madrid principles of conflict resolving.

The meeting in Munich like the previous meetings did not promise
a breakthrough: stances of the parties regarding the problem of
Nagorno-Karabakh remain opposite. Multi-move theoretical configurations
offered by the intermediaries finally encounter the status of
Nagorno-Karabakh Republic and fragile constructions fall apart.

Baku considers the self-declared republic an integral part of
Azerbaijan and is ready to give broad autonomy to it within the united
state. Return of the "security belt" in the form of seven districts
(Kelbadzharsky, Lachinsky, Gubadlinsky, Fizulinsky, Zangelansky,
Agdamsky and Dzhabrailsky) around Nagorno-Karabakh) is demanded as a
matter of fact. The Azerbaijani party proposes establishment of joint
control over the Lachinsky Corridor that connects Nagorno-Karabakh
Republic with Armenia. The following procedure is proposed: return
of the occupied seven districts, return of all Azerbaijani refuges,
organization of a referendum about the status of Nagorno-Karabakh
Republic in the future to determine the fate of Nagorno-Karabakh once
and for all.

There is a serious problem in the latter item. According to the
constitution of Azerbaijan, organization of a referendum is allowed
in the framework of the entire Azerbaijani state but not in its
separate part or district. The authorities are not going to revise
this paragraph of the constitution. That is why it is easy to forecast
results of the common voting about the problem of Nagorno-Karabakh
in Azerbaijan.

The Armenian party considers return of some districts from the
"security belt" to Azerbaijan at the present stage, as well as
return of refugees but in exchange for recognition of independence
of Nagorno-Karabakh Republic and firm guarantees of non-restarting
of hostilities. Along with this, the Armenian party reminded that
parts of Shaumyanovsky, Martakertsky and Martuninsky districts of
Nagorno-Karabakh Republic turned out to be under jurisdiction of Baku,
a referendum about the status was already organized in Nagorno-Karabakh
Republic and 99% of the population voted for independence.

These serious contradictions between Yerevan and Baku were aggravated
by hard statements of the Azerbaijani President at a meeting with
refugees at the end of the last week. Aliyev announced, "This meeting
should play the decisive role in the process of negotiations because
several meetings took place this year but they did not provide
any result. If this meeting has no result too, then our hopes for
negotiations will come to an end." Aliyev emphasized that only the
military way of restoration of territorial integrity of Azerbaijan
would remain after that. He said, "We spend billions, reinforce our
army and buy new armament and military hardware. We have a full right
to liberate our lands by the military way. If Armenia believes that
we will participate in these negotiations permanently, this is a
mistake." According to Aliyev, whereas 10-15 years ago there was a
balance both in the military and economic fields, this balance was
broken a long time ago.

Official Yerevan reacted to the verbal attack of Baku quietly. A
top-raking source said, "We have already got used to threats of
Azerbaijani politicians who ignore recommendations of international
institutions to avid aggressive rhetoric. Any conflict is resolved
by a way of compromises. In our case the Azerbaijani party does not
wish to make any concessions."

Having received rejection of the submitted bill "On recognition
of independence of Nagorno-Karabakh Republic" by the government,
opposition parliamentary faction Heritage is considering a possibility
of organization of a referendum dedicated to this issue. Deputy Foreign
Minister of Armenia Shavarsh Kocharyan announced, "Recognition of
independence of Nagorno-Karabakh Republic by Armenia at the current
stage is not expedient and passing of such bill is untimely."

second volume presentation.

Published in 2008, the first edition of Great School Encyclopedia
features information on natural and exact sciences. Second edition
includes extensive data on history, languages, literature, art and
architecture," Editor-in-Chief for encyclopedia series, Hovhannes
Ayvazyan told a news conference in Yerevan.

The Great School Encyclopedia will be published in 5 volumes, with
the last one exclusively dedicated to Armenia.

High demand for the first volume, published in a run of 3000 copies
caused a necessity for republishing. According to Hovhannes Ayvazyan,
the government allocated AMD 20 million for encyclopedias’ publication.

"Great School Encyclopedia’s publication is an important event. Both
children and adults will find it very informative," head of Armenian
studies and social sciences department at RA NAS, Vladimir Barkhudaryan
noted.

Telethon is right at our door and will air on Shant, Armenia and H1-
Armenian Public Television on November 26, 8 pm – 8am.

Airing live from Los Angeles, Telethon 2009 will reach every continent,
entering Armenian homes through satellite, cable and internet
means. The telethon will be web- cast on

More than 20,000 residents of Armenia have already made their
contributions to Hayastan All Armenian Fund. The post offices of
HayPost have already received more than 13 000 cash donations. More
than 500 organizations and individuals have made bank transfers. Some
people prefer to make their donations in the Fund’s Executive Board
office. More than 7 thousand subscribers of VivaCell-MTS used the new
donation tool – one of the innovations of this year’s fundraising
effort, and donated funds via their mobile phones. Only for the
subscribers of VivaCell-MTS, three short numbers are introduced
from the beginning of October till the end of November. Interested
individuals can have their input in the all Armenian fundraising effort
by sending a blank SMS message to the following numbers: 5555 (which
stands for 200 AMD donation), 5556 (600 AMD donation) and 5557 (1000
AMD donation, all including VAT). Even at this point, it can be stated
that never before, in its more than 17 year history, has the Fund
registered such massive grassroots participation throughout Armenia.

The motto of this year’s fundraising effort is Our Shishi. The logo
of the Telethon is the Angel of Artsakh. Mr. Edik Balaian, the artist
of the 2009 Telethon logo offered his brief remarks regarding the
concept of the logo and the choice of colors. He mentioned that the
idea of the logo is distinctly from the prominent symbol depicted on
the bell tower of the St. Savior Ghazanchetsots Cathedral in Shushi.

"Hayastan All Armenian Fund is not a political organization, our
mission is to serve as a uniting bridge between Armenians around the
world and combine their efforts to reconstruct and strengthen Armenia
and Artsakh. If you think about it, this is the most practical way of
fulfilling our "azgayin tourk" – national giving, a concept that is
at the heart of "Hayastan" All-Armenian Fund. According to my modest
calculations, there are currently around 10 million Armenians living
around the world. If every single person gives a dollar a month, that
makes it close to $120 million a year. Think about it when you watch
the Telethon this Thanksgiving Day, November 26", said Ara Vardanyan,

The Telethon will feature an impressive line up of Armenian music and
dance, as well as video segments telling about the Fund’s projects and

head the Turkish delegation that will attend the 17th Organization
for Security and Co-operation in Europe (OSCE) Ministerial Council
meeting in Athens, Greece on December 1 and 2, AA reported.

The OSCE Ministerial Council is the Organization’s central
decision-making and governing body.The Foreign Ministers of the 56
participating states meet towards the end of the year to review and
assess the OSCE’s activities. The Ministerial Council is hosted by the
country holding the annually rotating Chairmanship of the Organization.

MIDDLE EAST POWER SHIFTING TO TURKEY AND IRAN

While the United States and Europe have been struggling to find a path
forward in the Israeli-Palestinian conflict, Afghanistan, and Iran,
the strategic ground upon which their assumptions about the region
rest has begun to shift dramatically.

Most significantly, Turkey has finally shrugged off the straitjacket
of a tight American alliance, grown virtually indifferent to beckoning
European Union (EU) membership, and turned its focus toward its former
Ottoman neighbors in Asia and the Middle East.

Though not primarily meant as a snub to the West, this shift does
nonetheless reflect growing discomfort and frustration with US and
EU policy, from the support of Israel’s action in Gaza to Iran and
the frustrated impasse of the European accession process. It also
resonates more closely with the Islamic renaissance that has been
taking place within Turkey.

If Turkey continues successfully down this path, it will be as
strategically significant for the balance of power in the region as
the emergence of Iran as a preeminent power thanks to the collapse
of the Soviet Union and the later destruction of Sunni dominance in
Iraq by the US invasion.

In recent months, a spate of new agreements have been signed by
Turkey with Iraq, Iran, and Syria that suggest a nascent commonality
of political vision. A new treaty with Armenia further signals how
seriously Ankara means its "zero problem" good-neighbor policy.

More important, however, the agreements with Iraq, Iran, and Syria
reflect a joint economic interest. The "northern tier" of Middle
Eastern states are poised to become the principal supplier of natural
gas to central Europe once the Nabucco pipeline is completed – thus not
only displacing Russia in that role but gradually eclipsing the primacy
of Saudi Arabia as a geostrategic kingpin due to its oil reserves.

Taken together with the economic stagnation and succession crisis
that has incapacitated Egypt, it is clear that the so-called moderate
"southern tier" Middle Eastern states that have been so central to
American policies in the region are becoming a weak and unreliable
link indeed.

Political players in the region can’t but notice the drift of power
from erstwhile US allies Egypt and Saudi Arabia toward the northern
tier states, and, as is the way in the Middle East, are starting to
readjust to the new power reality. This can be most clearly seen
in Lebanon today, where a growing procession of former US allies
and critics of the Syrian government, including Prime Minister Saad
Hariri, Walid Jumblat, and, reportedly, some of the March 14 movement’s
Christian leaders, are making their pilgrimage to Damascus.

That message is not lost on others in the region.

If the Obama administration is not fully cognizant of these
developments, its awareness will surely be raised as it attempts to
mobilize the world for a new round of punitive sanctions against Iran.

These sanctions are likely to fail not only because Russia and China
won’t go along in any serious way, but precisely because the much
touted "alliance of moderate pro-Western Arab states" is turning out
to be a paper tiger.

Given the shifting balance of power I’ve discussed, the "moderates"
are in no position to seriously confront Iran and its allies. Hopes
that the recent Saudi bombing of the Houthi rebels in Yemen would
incite sectarian Sunni hostility toward Shiite Iran have not been
realized. On the contrary, the Saudis’ action has been clearly seen
in the region as a partisan and tribal intervention in another state’s
internal conflict.

In Turkey, Prime Minister Recep Tayyip Erdogan has not only embraced
the legitimacy of Mahmoud Ahmadinejad’s election, but has insisted
as well on the right of Iran as a sovereign nation to enrich uranium.

Unlike Western leaders, he doesn’t at all seem inordinately worried
about Iran’s course.

The US and Europe are going to have to grapple with the pending
replacement of its southern tier allies in the Middle East by the
rising clout of the northern tier states. It would be best to make
this adjustment sooner rather than later. None of the issues that
matter to the West – the nuclearization of Iran, Israel’s security,
the future of energy supplies – can be solved by ignoring the emergent
reality of a new Middle East.

YEREVAN, NOVEMBER 26, NOYAN TAPAN. The Armenian authorities have no
idea of what is primary in the Armenian-Turkish normalization.

Declaring this at the November 24 discussion, the member of the ARF
Bureau Vahan Hovhannisian said that the opening of the border should
be a means of reaching a goal, whereas for Armenian authorities it has
become a goal in itself. According to him, the authorities say that
the border’s opening would help solve many domestic problems, but
in reality this is not the case. In his words, the authorities fail
to deal with domestic problems such as the fight against corruption
and bridling the oligarchy, and under such conditions the opening
of the border becomes a goal, which is fraught with serious dangers
for Armenia.

For that reason, according to V. Hovhannisian, reservations are very
important in case of ratification of the Armenia-Turkey protocols.

"However, we do not understand what reservations the Armenian
authorities can have," V. Hovhannisian said, adding that the most
correct thing is not to ratify the protocols, which would allow
Armenia to avoid the existing dangers.

He expressed an opinion that the link between the normalization of
Armenian-Turkish relations and the Karabakh conflict settlement still
remains. Assessing the role of Russia in the processes of normalization
of Armenian-Turkish relations and the Karabakh conflict settlement,
he said that Russia’s role is dangerous for Armenia.
