WB GROUP COMMITMENTS IN ECA GREW IN FISCAL YEAR 2009 BY 58%

/PanARMENIAN.Net/ During Fiscal Year 2009, a period marked by the
sudden onset of the global financial crisis, the World Bank Group
committed US$12.5 billion in support to its members and to private
business in the Europe and Central Asia (ECA) Region. The World Bank
Group commitments in ECA grew in fiscal year 2009 by 58 percent,
as financing was rapidly approved to help cushion the impact of the
global economic crisis on the poor and to position countries for
post-crisis recovery.

Many countries in Europe and Central Asia entered the crisis in
a vulnerable position. Relatively high current account deficits,
elevated external debt levels, very rapid credit growth, and a
consumption boom financed by foreign currency borrowing created
vulnerabilities in Central and Eastern Europe (CEE), the Baltics,
and some Commonwealth of Independent States (CIS), leaving several
of them particularly exposed to the crisis. On the other hand, sharp
drops in commodity prices brought growth in economic powerhouses of
the eastern part of the Region (Russia and Kazakhstan) to an abrupt
halt and hit the less well-off parts of the CIS very hard.

The World Bank Group consists of the International Bank for
Reconstruction and Development (IBRD), which provides financing,
risk management products, and other financial services to members
as well as analytical services, capacity building and technical
services; the International Development Association (IDA), which
provides interest-free loans and grants to the poorest countries;
the International Finance Corporation (IFC), which makes equity
investments and provides loans, guarantees and advisory services to
private-sector business in developing countries; and the Bank Group’s
political risk insurance agency, the Multilateral Investment Guarantee
Investment Agency (MIGA).

The IBRD/IDA recipients are using these funds for 53 projects
across all sectors, designed to overcome challenges of the crisis
and be better positioned for the post-crisis period by focusing on
productivity and innovation in the enterprise sector; establishing
a healthy business/investment climate; creating a qualified and
skilled workforce, through projects targeting health and education;
improving public administration; creating legal and judicial systems;
and implementing economic infrastructure programs, particularly
transboundary programs. IDA commitments in ECA were US$383 million,
and IBRD commitments totaled US$8.9 billion in fiscal 2009, more than
doubling the $4.2 billion of FY08. The top borrowers in ECA in FY09 by
volume were Poland (US$2,550 million); Kazakhstan (US$2,125 million);
and Turkey (US$2,075 million).

In a rapidly changing economic landscape, the World Bank continues
to be a vital development partner and responded to strong demand for
economic support across the poorest countries. To help create jobs,
the Bank financed labor-intensive infrastructure projects across
the Region, including a package of three projects for Armenia in the
amount of US$35 million designed under the Fast-Track Facility as an
immediate response to the global economic crisis, US$20 million to help
Tajikistan protect social spending and continue its development agenda
despite a shrinking budget, US$11 million to increase power and heat
generation in Kyrgyz power plants, and US$10 million to continue to
foster post-privatization growth in Moldova’s agricultural and rural
sectors. Immediately following the August 2008 conflict in the South
Caucasus, the Bank and the United Nations led a group of donors in
preparing a Joint Needs Assessment for Georgia that examined financing
needs for post-conflict recovery and reconstruction. The Bank and
the European Commission subsequently chaired a donor conference for
Georgia in October 2008 that raised $4.5 billion in assistance over
three years.

In middle-income countries, the Bank continued to provide a broad
range of product lines addressing the diverse needs of this group in
ECA. Among these were the US$800 million to support implementation of
Turkey’s updated national electricity strategy and its ongoing program
to reform the electricity sector, US$2.125 billion in Kazakhstan to
help upgrade a 1,062 km stretch of the international trade corridor
linking China to Russia and Western Europe, US$1.250 billion to
support reforms in public finance management in Poland, US$400 million
to improve the condition and quality of roads and increase traffic
safety along Ukraine’s main road network, US$200 million to enhance
social protection in Bulgaria, and USD$122.5 million to improve the
competitiveness of Croatia’s Rijeka port as a Pan-European transport
route. The Bank also supported a US$78 million Partial Risk Guarantee
for the privatization of Albania’s Energy Distribution System Operator.

The Bank also played a crucial role in stabilizing the financial
sector by providing budget support for reforms in almost half the
Region’s countries, conducting diagnostic work on the banking sector,
and helping client countries restructure and recapitalize their banking
sector. In a joint initiative, the European Bank for Reconstruction
and Development (EBRD), the European Investment Bank (EIB), and the
World Bank Group pledged to provide up to $31 billion to support the
banking sectors in the region and to fund assistance to businesses
hit by the global economic crisis. Support included equity and debt
finance, credit lines, and political risk insurance.

/PanARMENIAN.Net/ Turkish Foreign Minister Ahmet Davutoglu has arrived
in Lebanon on a on a 2-day visit.

Mr. Davutoglu is scheduled to meet with Lebanese President Michel
Suleiman, Parliament Speaker Nabih Berri and Prime Minister Fuad
Siniora to discuss bilateral relations and regional issues. He will
also attend the opening ceremony of a Turkish-Armenian medical center,
editor-in-chief of Beirut-based Azdak newspaper Shahan Kandaharian
told PanAREMANIAN.Net.

"Actually, Turkey is intensifying relations with Lebanon. Attempts to
win the sympathy of the Arab world have been successful so far. The
question is how the Turkish-Israeli partnership can affect the
process," Kandaharian said.

He said the Turkish government is searching for the Lebanese of Turkish
descent with a purpose to form a Turkish community in the country.

state of health of Arman Babajanyan, editor of Zhamanak Yerevan
newspaper.

Human Rights Watch sent Wednesday an open letter to the Minister of
Justice Gevorg Danielyan encouraging for his immediate intervention
in urging the responsible authorities to provide Arman Babajanyan
with the highest possible standard of treatment.

YEREVAN, JULY 30, ARMENPRESS: The Armenian-Chinese rubber factory
being constructed in China on nearly 100 hectares of territory is
intended to be exploited at the end of this year.

Vice Director of "Nairit-2" factory Albert Sukiasian told Armenpress
that the crisis made no changes in the projects. There will also be
no issues in realization of the factory product.

At present local testing and checking is being held in the factory,
technical and other issues are revealed. The checking is followed
by already finished construction works. After the entire testing the
factory will be exploited.

According to A. Sukiasian, the total cost of the construction of the
Armenian-Chinese factory reaches more than $140 million. Armenia
is 40% shareholder of the factory, China – 60%. The main Armenian
investment in this project is the mental property in respect of the
new technologies of the rubber production which ensure high production
security and few wastes.

A. Sukiasian stressed the importance of the implementation of rich
Chinese experience during the production. The Armenian technologies
of rubber production have been inputted and implemented in Armenia
yet in 1993-1994.

The factory is expected to produce nearly 30,000 tons of rubber
annually. A. Sukiasian said that there are also prospects of increase
of the output volumes depending upon the demand. The product of
the factory must entirely be consumed in China, where there is a
limitless market.

YEREVAN, JULY 30, ARMENPRESS: The Zangezour copper-molybdenum factory
continues its uninterrupted activity as well as the projects directed
towards the development preserving the positions of the leader no
matter the world financial economic crisis.

An official from the factory told Armenpress that all these became
possible thanks to the business and investment policy, financial
support of the shareholders as well as the realization policy of the
German "Chronimet" mother concern in the world market.

All the works of the factory are today entirely preserved and the
salaries paid on time. The continuative assistance of the Armenian
Government also greatly contributed to the sustainable development
of the factory, supported the implementation of social projects and
preservation of the job places.

Already reached successes, increase of the productivity as a result of
technical rearmament as well as the increase of the prices for metal
in the world market created an opportunity to design and implement
the further investments.

Particularly the construction of the biggest grind of the mine stone in
the region due to which the volumes of the re-procession of the factory
will reach 14 million tons annually is intended to be finished in 2010.

These projects will enable the company to fortify its leading stance
in the world market.

In 2004 the factory shareholders approved the investment project of
more than $200 million towards the modernization of the factory,
increase of the productivity, and enhancement of the volumes of
re-procession of the minerals up to 12.5 million tons annually.

The investment project has been successfully implemented and finished
in October 2008.

18 People Applied To The Migration Agency During The First Half Of T

YEREVAN, JULY 30, ARMENPRESS: During the first half of this year 18
people applied to the Migration Agency of RA Territorial Administration
Ministry for getting a temporary shelter in Armenia.

Head of the department of the shelter applicants of the Agency Ruzanna
Petrosyan told Armenpress that all of them are from Iraq. All of them
are provided with temporary certificates of stay for three months,
after which according to the order the application is studied and
decision made on giving a right for temporary shelter in Armenia. The
study of the cases of 18 Iraqi citizens is at present in process.

During the first half of the running year 4 people applied to the
Migration Agency for getting a status of a refugee, two of which are
from Iran, one – from Uzbekistan, one – from Ethiopia.

According to R. Petrosyan connected with the inter-political situation
in Iran after the presidential elections no flow of applications to
the Migration Agency has been noted.

the high-voltage electricity post as a result of heavy rain on the
2km of Spitak-Gyumri highway which on its part fell on the railroad.

Press department of the Rescue Service of the Armenian Emergency
Situations Ministry told Armenpress that at 02.35 am Batumi-Yerevan
train crashed to the fallen post. Another train moved the wagons of
the train to "Gyumri" railway station. No passengers were injured
as a result of the accident. The traffic of trains was restored at
about 08.00 a.m.

soldiers passed the Armenian side, 6 of which with the mediation of the
International Committee of the Red Cross and UNHCR were transported to
the third countries and the rest two are still in Armenia, refusing
to return back to Azerbaijan, the statement of the Armenian National
Security Service says, noting that Armenia has never speculated or
politicized these facts.

The statement provided to Armenpress says that the fact about the
Armenian soldier who fall into caption in Azerbaijan July 15 gave an
occasion to Azerbaijani certain media raise a new wave of anti-Armenian
propaganda. "An Azerbaijani military expert expressed an opinion that
the soldier made this step because of "hunger and prospect of moving
to Europe". The expert ascribed himself a right to advice Armenian
soldiers "to pass to the Azerbaijani side by battalions and regiments
as by this way it will be easier for them to move to Europe"".

The statement also says that the application published by the
"1news.az" agency directed to the Armenian Armed Forces is above all
the limits of imagination. The Azerbaijani publications says that
"the blossoming" Azerbaijan advices "starving" Armenian soldiers how
to pass the mine-strewn places, how to fall into caption with the
prospect of moving to Europe and USA in future.

The statement of the Armenian National Security Service says that it
witnesses that certain Azerbaijani establishments are successively
exerting efforts to utmost tense the relations between the conflicting
parties, create a tensed moral-psychological atmosphere which directly
endangers the efforts of international mediators directed towards
peaceful regulation of the Karabakh conflict.

Turkish Foreign Minister Ahmet Davutoglu said Wednesday that Turkish
government was still resolute to normalize relations with neighboring
Armenia, Turkish media report.

"But at the same time, it is important for us to see the same
determination from the international community and especially from
Armenia on the conflict between Armenia and Azerbaijan," Davutoglu
told a press conference after his meeting with Bosnian Foreign Minister
Sven Alkalaj.

Davutoglu said Turkish government was hopeful over the normalization
process with Armenia.

"We believe that the most extensive normalization would be seen in
our region in the coming period," Davutoglu said.

The Office of the Personal Representative of the OSCE
Chairman-in-Office appealed to the NKR authorities for their support in
holding the scheduled-for-August 4 monitoring of the NKR and AR armed
forces’ contact-line near Talish settlement of Martakert region, NKR.

>From the NKR Defense Army positions, the monitoring will be held by
Coordinator of the OSCE Office, Lieutenant-Colonel Imre Palatinus
(Hungary) and Field Assistant of the Personal Representative of the
OSCE Chairman-in-Office Vladimir Chuntulov (Bulgaria).

>From the opposite side, the monitoring group will be headed by Personal
Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk.

>From the Karabagh party, the monitoring mission will be accompanied
by representatives of the NKR Ministry of Foreign Affairs and Ministry
of Defense.
