EX-RA FM CONCERNED OVER "SELF-GOVERNMENT" PHRASING PRESENT IN MADRID PRINCIPLES

/PanARMENIAN.Net/ According to ex-RA Foreign Minister Alexander
Arzumanyan , Madrid principles are unacceptable to either Armenia
or NKR. Ex-RA Foreign Minister was most alerted by the withdrawal
of Armenian forces from the so-called "occupied territories" and the
ambiguity as to who they will be replaced by. "By withdrawing forces
we agree to pass territories under Azerbaijan’s control," Arzumanyan
said at today’s news conference in Yerevan.

The second point Arzumanyan is concerned about is NKR status. "For many
years Armenia has been speaking of the importance of self-determination
right, and I’m concerned about the way "self-governance" term was
used. "Despite the importance of this principle, the issue of self
determination was given the lowest status in Madrid document,"
Arzumanyan noted.

He emphasized the necessity of NKR’s involvement in negotiation
process. Arzumanyan noted that it’s not only NKR which does not
participate in negotiation process but also Armenia, which has taken
a passive position on the issue.

Armunayn noted it’s to late to abandon Madrid principles. "You cant’
go back on your own suggestion," he said.

Ex-RA Foreign Minister commented on the statement of MG OSCE CO-Chair
Bernard Fassier, where he expressed a hope for NKR conflict to be
resolved without a war. "It’s bad enough Fassier had said the "war"
word," Arzumanyan emphasized.
