According to the information spread by the ministry of defense of the
NKR, on May 31, at about 14:10, the Armenian soldiers Ohan Harutunyan
and Gevorg Tovmasyan, who were called up on May 19 of the current year,
left the military unit and appeared in the Azerbaijani territory. An
examination is being carried out in this connection.

The member of the Transparency International organization Amalya
Kostanyan and the head of the Vanadzor branch of the Helsinki
Association Artur Sakunts expressed their opinions in connection with
the election on May 31.

Artur Sakunts stated that it was merely an outrageous election. Unknown
people tried to bribe him saying, "let’s go to eat something", stated
Sakunts with anger.

The electoral commissions were formed to rig the election. In one of
the polling stations the head of the commission was making notes in
front of the names of the voters, which is not allowed by the law,
noted Sakunts.

The trustees, the observers and the members of the commissions were
working as a team trying to direct the voters. People were afraid
to complain that someone else had already voted instead of them. As
to the international observers, Sakunts noted that either they have
been bribed or they consider Armenia the enclave of Russia.

Amalya Kostanyan demanded to declare invalid the results of the
election at the 8 electoral district. There was created some atmosphere
of fear, terror. Kostanyan is sure that no normal mechanism may work
here, the only way out is not to bear it and to rebel.

The Armenian society, of course, hears with true anger the conclusions
that the European observers make in connection with the Yerevan Mayor
Election. Many people will be filled with the same anger when they
learn that the European observers assessed positively the election
on May 31 even though they stressed that the final conclusion will be
made in October. It is a little surprising to learn that the Europeans
need five months to make a final conclusion. This means that they are
going to continue being engaged in politics during these five months,
in other words the final result will be determined by their political
interest by not by what they saw in Yerevan on May 31. This is not
news: the Armenian society does not have to get surprised at seeing
such manifestations but it has to realize one thing that Europe,
while observing elections in Armenia, settles only its problems. If
the Armenian society wants to solve some problem through elections,
so it has to settle it like the Europeans do. It is comprehensible
that it will be much more difficult for the Armenian society because
unlike the European observers, the Armenian citizen appears in front
of the criminal authors of electoral breaches.

It is time to perceive the European officials and observers as
tourists. If they want to have any relation with the Armenian society,
let them come and express their ideas clearly, their expectations,
their wishes and goals, and the society will decide what to do with
them, whether to have relations or not with the Europeans. It is
time to stop complaining of the Europeans when they do not notice
the electoral breaches and asses positively the elections. All this
of course contradicts the European measurements. But this is not our
problem. It is their problem and let them solve it themselves. The
less we make the Europeans solve our questions, the better they will
be solved.

If there are people, who think that the government stands firm
in Armenia thanks to the double standards of Europe, so they are
wrong. The government stands firm thanks to the opposite because it set
hopes only on its own resources while solving questions. The terrible
is not to accept that the government turned out to be stronger than the
opposition and society. The terrible thing is when we try to make the
Europeans bear responsibility for it too. If we do not waste our energy
in this connection, the potential of the society could enhance. Who
knows maybe this energy lacks for the success in the government –
society struggle. This does not mean that as soon as we stop involving
the Europeans in the settlement of our issues they will find their
solutions at once. But if we count, how much superfluous energy we
wasted in the previous years, the lost energy will form a huge scale.

ArmInfo. The Armenian National Congress (ANC) withdraws from its
mandates in the Yerevan Council of Elders, the first president of
Armenia, ANC Leader Levon Ter-Petrosyan said at the all-republican
rally of his supporters in Yerevan, Monday.

According to him, the Congress has stated for several times that it is
ready to hold a dialogue with the authorities only in case of releasing
the political prisoners and holding normal fair elections. "However,
the Armenian authorities, in the person of Serzh Sargsyan, have ignored
both conditions, failed to release the political prisoners and held
the most awful election that had ever been held. They lost another
chance to improve psychological atmosphere in the country and burnt
all possible bridges for dialogue and consolidation of nation>, –
Levon Ter-Petrosyan said and added that from now on the ANC will not
hold dialogue with the authorities at any conditions. ‘Any document
signed by Serzh Sargsyan has no legal force for us especially it
is regarding Karabakh or the Armenian-Turkish relations’, – Levon

He also added yesterday’s election were the battle the rime and

ArmInfo. From now on the main goal of the Armenian National Congress
will be to make Serzh Sargsyan leave the power and the country, David
Shahnazaryan, a representative of the rmenian National Congress (ANC)
said at the opposition’s rally in Yerevan, Monday.

He said that numerous violations and crimes were fixed during May 31
election, and by their number the Armenian authorities may be listed
in the Guinness Book of World Records. Shahnazaryan stressed that
ANC goals remain the same: establishing legitimacy and constitutional
order, conducting independent investigation of March 1, 2008 events,
releasing political prisoners, however the common goal unifying the
enumerated ones is making Serzh Sargsyan leave the power. "We have
nothing to talk about with Serzh Sargsyan. We can only speak of the
term of his leaving the politics",- Shahnazaryan said.

ArmInfo. Very often incidents happen in the Armed Forces of Armenia
because of soldiers, Armenian Defence Minister Seyran Ohanyan said
today when visiting Armenian Central Recruiting Station.

‘The shortcoming which we have in the army today must not be connected
only with commanders. Very often soldiers themselves break safety
norms, avoid service and this is very bad. We are trying to equalize
representatives of young generation against the law. At present Defence
Ministry is seriously working in this direction to hold recruiting
at the needed level’, – Ohanyan said.

about endorsement of Public Council structure.

As press-service of the president reported, here are the members of
Public Council – Robert Atoyan, Stepan Gishyan, Karine Danielyan,
Hovanes Tadevosyan, Babaken Harutyunyan, Genrikh Havannisyan,
Markos Hovannisyan, Ara Minasyan, Hovik Musaelyan, Hayk Sargsyan,
Sos Sargsyan and Armen Ter-Tachatyan.

By another order of the president, signed on 30 May, Vazgen Manukyan
was appointed chairman of the Public Council.

ArmInfo. Introduction of the system of drawing of cash-register
coupons has fully justified itself, Prime Minister Tigran Sargsyan
said at the opening of the children’s art exhibition ‘I am a citizen
of a legal state’ on Monday.

T. Sargsyan said that the fight against shady commodity turnover in
the country has been intensified thanks to this system. The premier
said that in the background of economic decline observed in the
country since the beginning of the year and reduction of transfers
from Russia and the USA, retail trade has grown for the first 4
month of 2009. T. Sargsyan welcomed the exhibition of children’
paintings wherein children expressed their own imagination of the
system of cash-register coupon drawings. Some of the paintings were so
interesting that the premier offered the State Revenue Committee to use
them in ads. The premier thanked all the children for participation
in the contest-exhibition. ‘It is the very case when participation
is more important than victory’, T. Sargyan said.

The initiator of the contest ‘I am a citizen of a legal state’ is the
Armenian State Revenue Committee with support of the Armenian Ministry
of Education and Science. Nearly 300 paintings by pupils of 5-11 forms
were submitted to the contest. The juries selected 90 pictures. The
best one was by Karine Yeghiazaryan (8th form, Getashen). The Best
School award was given to Getashen School No.2. All the winners were
given prizes and certificates.

ACCORDING TO YEREVAN COUNCIL OF ELDERS ELECTIONS PRELIMINARY RESULTS, RPA, BH AND ANC OVERCOME MINIMUM BARRIER

YEREVAN, JUNE 1, NOYAN TAPAN. The RA Central Electoral Commission,
on June 1, summed up the preliminary results of Yerevan Council of
Elders elections held the day before taking as a basis the voting
results at polling stations. 7 out of 8 CEC members signed the
protocol. Zoya Tadevosian representing Zharangutiun refused to sign it.

According to the protocol, 412 464 voters took part in voting at all
439 polling stations. The total number of valid ballot papers is 401
310, 10 493 ballot papers were invalidated. The number of inaccuracies
is 2 104.

The Republican Party of Armenia received 190 171 votes, the Bargavach
Hayastan party 91 141 votes, the Armenian National Congress bloc 69
871 votes, the Orinats Yerkir 20 959 votes, the ARFD 18 648 votes,
the People’s Party 8 569 votes, the Labor Socialist Party of Armenia
1 951 votes.

CEC will finally sum up the May 31 elections by June 7.

The mandates of 65 elders will be distributed among electoral rolls
of political forces overcoming the minimum barrier established by
the Electoral Code, according to the number of ballot papers voted
for each of them. The parties, the ballot papers voted for each will
make at least 7% of the sum of the total number of valid ballot papers
and number of inaccuracies will receive a mandate, and if a bloc ran
for the elections, the minimum barrier for it makes 9%.

According to the preliminary election results, RPA, BH and ANC overcome
the minimum barrier. RPA received 47.3%, BH 22.7%, ANC 17.4%, OYP 5.2%,
ARFD 4.7%, PP 2.2%, LSPA 0.5% votes.
