NKR: Communities Will Be Staffed

COMMUNITIES WILL BE STAFFED

On May 21, the regular session of the NKR Government chaired by the
Prime Minister Ara Haroutyunyan took place.

Before passing to the agenda issues the Prime Minister announced the
decree on cadre change according to which Deputy Mayor of Stepanakert
Georgi Hayriyan is appointed head of Shoushi regional administration in
place of Vardan Gabrielyan. On behalf of the Government A.Haroutyunyan
congratulated the newly appointed head of the regional administration
and wished him productive work.

At the session the Executive approved a number of law drafts which will
be submitted to the discussion of the Parliament. One of them refers to
the peculiarities of the process of drafting the NKR State Budget 2010.

Presenting the document Vice-Premier, Minister of Finance S. Tevosyan
clarified that because of the financial and economic crisis being
in progress at present no previsions are possible to be made and no
programme on state middle-term expenses of 2010-2012 will be developed
by the law liable to be adopted. The mentioned law project was decided
to be an urgent one.

The Government will also submit to the judgement of the NKR NA
three new law drafts "On Social Support", "On State Registration of
Population" and "On Control over Land Use and Preservation". Changes
were proposed to be introduced in the laws "On Medical Aid and Service
of Population", "On State Due" and "On Local Self-Government".

At the session the Executive approved the conception on the development
of information technologies. The necessity of development of the
information technology sphere is stipulated by the choice of such a
form of country’s promotion where the existent facts are considered,
among such facts being the comparably high level of scientific and
educational potential of the population, traditional efficiency of
creative and applied activities, as well as restrictions of territorial
and natural resources and transport ways. According to the Minister
of Economic Development B. Babayan, at present the NKR yields the RA
in the indices of the information technology sphere. Inhabitants’
procurement of computer aids forms 10% and the accessibility of
the Internet makes up 8% in Artsakh. Prime Minister A.Haroutyunyan
touched upon the main problem of today which consists in securing
qualitative connection on the whole territory of the NKR through the
only functioning operator within short time limits and to make it
accessible for the population.

The Executive adopted decrees concerning the social sphere.

Particularly, the order of teaching the system of "Arev" to the people
with eyesight problems and that of rendering computer facilities
to them was affirmed. Invalids of the 1st group of this section
and children suffering loss of eyesight will make use of this. By
another decree the order of providing financial support to the
doctors sent on an assignment to another place was affirmed. In case
of departing to the NKR from the RA one-off financial support equal
to 100 thousand drams is anticipated to be paid. In case of departing
from Stepanakert to the NKR regions and other residential areas as
well as from a region to another 30 thousand drams assistance will be
rendered. Each month the doctor sent on an assignment to another place
will be paid financial aid amounting the 30-50 percent of his salary
calculated for that month, higher financial assistance is defined
by the decree of the NKR Prime Minister. Other means of support are
anticipated as well. Emphasizing the urgency of the problem the head
of the Government noted that at present many villages are deprived
of doctor specialists and new purposeful steps are to be taken to
provide the residential areas of the Republic not only with medical
staff but with other deficient specialists.

"Doctors and other specialists sent to villages and working there
must be distinguished from other employees with their earnings and
living conditions",- A.Haroutyunyan underlined.

At the session the Executive affirmed separate orders as well,
particularly, those on aborting, circulation of ammunition in the
NKR state militarized organizations, fining for infringing traffic
regulations at spot.

By the decree of the Government a number of cultural centres being
under the competence of communities were taken out and placed under
the authority of the regional administrations. This administrative
change was justified by the circumstance that these units being in
the status of by now functioning cultural institutions do not fully
implement their programmes, no proper control and support is displayed.

The Executive affirmed the lists of diseases and physical defects
hindering the appointment of state employees of judicial and
prosecutor’s systems in posts, approved the distinguishing badge of
the State Tax Service.

One of the Government decrees refers to the transport sphere: terms of
the contract concluded between the body organizing the route list of
regular bus transportations and the organization realizing passangers’
transportation were affirmed.

Changes were made in the membership of the NKR professional commission
on geographical renamings: henceforth it will be headed by Vilen
Safaryan candidate of geographical sciences ,Chief Executive of the
"Center of Geodesic Mapping, Land Construction and Immovable Property"
SNCO.

Net cadastral revenues of agricultural importance lands within the
NKR administrative boarders were affirmed, previously adopted two
decrees were considered to lose validity. Changes were made in land
categories of separate village communities.

The Government resolved to assign the Territorial Administration
and Local Self-Governing Department of the NKR Government Staff the
authority of supreme body on legal supervision anticipated by the
NKR law "On Local Self-Governing".

At the session resolutions on foundation of two CJSCs were
passed. A building company "Khutavank" adjunct to the Shahoumyan
regional administration will be founded. And for implementation of
programmes of the Tourism Department adjunct to the Government a
company "Scientific Restorative Studio" will function, which will be
occupied with restoration works of Artsakh monuments. The necessity
of such structure is considered an issue of the day by the responsible
officials of the sphere. By one another Executive’s resolution a SNCO
"Reserve of Tigranakert" will be founded, which will be engaged in
protecting and popularization of historical and cultural values.

At the session other resolutions were adopted as well.

On concluding the agenda issues, the Prime Minister A.Haroutyunyan
once again reverted to the matter of economic and purposeful budgetary
means’ spending. Supervisions, conducted in state departments reveal
numerous violations and not purposeful expenditures of funds, the head
of the Government noted. As the last warning, he announced, that it
is necessary to use state finances in the most purposeful principles,
"leaders will account for derelictions."

On the completion of the session the Prime Minister A.Haroutyunyan
conducted a conference with heads of regional administrations of
the Republic, and discussed the proceeding of spring sowing and
field pests combating. The Head of the Government noted that though
several measures were undertaken the results of pests’ combating
are unsatisfactory.

Discontent was expressed both in concern with harvest expectancy from
autumn sowing of the previous years. By the Prime Minister’s estimation
in comparison with the previous year no progress is recorded, the
existent land cultivation level is low. A.Haroutyunyan charged the
heads of regional administrations with concrete tasks and strongly
recommended to prepare for the forthcoming harvesting in the best way.
