2008 has been declared Saroyan’s Year. The series of events held during
the year culminated in the opening of William Saroyan’s Monument at
the crossroads of the Mashtots Avenue and Moskovian Street in presence
of the President of Armenia, Serzh Sargsyan.

The sculptor of the monument is David Yerevantsi, who was personally
acquainted with William Saroyan. The bronze statue pictures 54-year-old
Saroyan. According to the Minister of Culture, Hasmik Poghosyan,
the place was not chosen accidentally.

"Saroyan’s monument stands next to a number of renowned figures
– Martiros Saryan, Aram Khachatryan, Komitas, Sayat-Nova, Yervand
Kochar and Alexander Tamanyan. No one appeared here accidentally. None
of them lived in this world in vain, as Saroyan would say. In this
regard, having Saroyan’s statute here is extremely important. With his
kindness he will open the day of every citizen of Yerevan. Saroyan’s
look will be important for every person who will pass by the monument,"
Hasmik Poghosyan said.

YEREVAN, December 12. /ARKA/. Armenian candidate, United Nations
Special Rapporteur on Contemporary Forms of Slavery, a consultant of
the AMKOR NGO on combating trafficking Gulnara Shahinian was elected
to the expert group, supervising the execution of the Council of Europe
Convention against Trafficking in Human Beings (Trafficking) (GRETA).

According to the RA Foreign Ministry press-service, the group must
assess the enforcement of CE Convention by joined countries and,
if necessary, make suggestions on improving fight against trafficking.

The group includes representatives of Bulgaria, Malta, Cyprus,
Croatia, Moldova, Norway, France, Slovakia, Denmark, Portugal,
Albania and Romania as well.

The Convention was signed by 19 states and took effect on February
1, 2008.

The Person in Charge of Armenian Cause and Political Issues of ARFD
Bureau Kiro Manoyan was the guest of "Pastark" club yesterday.

>From the events dedicated to the 60th anniversary of the Convention
on the "Prevention and Punishment of Genocides" he separated the
report made yesterday by the special working group formed by the US
authorities, where they demand to be more active in preventing and
punishing genocides.

His said certain activeness is noticed in Turkey as well: "According
to the available information the collection of signatures initiated
by the Turkish intellectuals will become more active in January. The
intellectuals express sorrow for what happened in 1915 (though
instead of genocide they call it "great massacre") they apologize
to Armenians. Anyway I don’t question the sincerity of these people,
though they seem to be a bit scared."

The open letter of the Armenian intellectuals addressed to the Turkish
President is another significant event: "They remind the Turkish
President that they have no other alternative to the recognition
of the Genocide. They must recognize the Genocide not only to have
progress in Armenian-Turkish relations but also Turkey will finally
release itself from the heavy load=2 0of the past. In my view this
letter was also important because it was Armenia’s initiative and
expresses the opinion of our society."

Kiro Manoyan says the world community has actually recognized the fact
of the genocide. "The states, the public organizations formulating
public opinion only enshrine the fact. For example not to allow
the publication of articles denying the Genocide, or to include the
Armenian Genocide in the textbooks.

As regards the recognition of the Genocide by the states, in my
view we have approached the refuge where the Turkish society finally
recognizes its history. The main goal of the process of recognizing
the Genocide is that Turkey itself must recognize it.

Though Turkey is far from recognizing the fact of the Genocide,
"Turkish society has already started to speak about recognizing their
history, though Turkey continues to create obstacles to the free
examination of their history. Lots of people are detained or even
convicted only because their approach differs from that of the state."

As regards the probability of the recognition of the Genocide by the
USA: "It is based on the promises made by the President-elect Barrack
Obama, his commitments and, why not, his political appointments. He
has already announced the name of the new US Ambassador to the UN
who is the champion of condemning not only Armenian but also all the
other genocides. Samantha Power is also in his surrounding, who is
one of the active supporters of reconfirming the Armenian Genocide.

Besides that Obama repeated in his promise when Turkey sent a
delegation to warn Obama not to recognize the Genocide. So all the
before mentioned gives grounds to think that Obama will use the word
"Genocide" in his speech delivered on April 24."

The process of re-estimating the values, which started after the
Russian-Georgian war, is accompanied by primitive manifestations
of chauvinism.

In this context the achievements of Georgian – Armenian relations is
becoming a matter of review. Because the recent events demonstrated
that it was due to those relations that the two countries maintained
their independence and security.

Due to the normal relations with Armenia during the previous years
Georgia managed to resist the powerful foreign influences. And when
the failures of the previous months became a matter of discussion
both for the political elite of Georgia and the intellectuals, the
moment of truth appeared for the two countries.

Whereas the primitive chauvinism of the Georgians, even in such
circumstances creates problems in their complex interethnic life,
and in the regional issues, including Armenia.

After the Russian-Georgian war Georgia should have appreciated the
neutrality of the Armenians, which undoubtedly required time and
efforts from our authorities to overcome the misunderstanding that
have appeared in our relations with our ally Russia. But at that
period they wrote anything that came to their minds about Armenia,
the Armenians living in Georgia, the Russian "bombers" which have never
existed in our country, and spread provocative news regarding Javakhk.

The wave of the slander regarding Armenia and the Armenians continued
even after the last visit of the Armenian President to Georgia. The
Georgian chauvinism over again hindered the realization of the
arrangements achieved during this visit. This time the conversation
is about the reconstruction of Yerevan-Batum road, the project that
is quite beneficial for the both countries, which promised to connect
the Iranian port of the Persian Gulf with the Georgian port of the
Black Sea, by a short and secure road.

This time as well the Georgian sickly chauvinism "noticed" Russian
tanks on Yerevan-Batum road. Time was required to refute this regular
ignorance and before that the problem linked with the Armenian Church
Norashen St. Astvatsatsin appeared. This new manifestation of the
complex of inferiority characteristic to the Georgian clergymen
raised the wave of protest in Armenia because it is not possible to
hide the manifestation of primitive burglary under shallow words.

A question arises here: how long are these people going to create
problems in Armenian-Georgian relations which are based on the
primitive calculation of annihilating Armenian factor in Georgia
based on the advantage of the fact of Armenian blockade. Because if
we look at the problems faced by the both countries, it is evident
that at the moment they need each other’s help more than ever.

A fter the Russian-Georgian war and the events following it, Armenia
is the only neighbor for Georgia, which is facing various problems,
because Armenia is really interested in Georgia’s stability and
development.

In such circumstances the attempts to create on-going problems
between the two countries, no matter how much they are hidden under
the initiative of the Georgian political scientists, Mass Media or
the clergymen of the Georgian apostolic Church, they can’t veil their
real authors.

By such behavior official Tbilisy breaks the balance based on which
our neighbor maintains its independence.

So the 7th session of the Intergovernmental Committee of Armenian –
Georgian economic cooperation, which started in Tbilisy yesterday,
and the visit of the delegation of representatives headed by the
Armenian Prime Minister to Georgia on this occasion are aimed at
averting the attempts of creating problems in the relations between
the two countries.

The same way as Armenia depends on Georgian communications, Georgia
depends on the balancing role of Armenia in the South Caucasus. So
the breaching of this delicate calculation will be dangerous for the
both countries and the people.

Responding to the invitation of one of the discussion clubs of
Yerevan at the end of November, Vahram Atanesyan, Head of the Foreign
Affairs Committee of the NKR National Assembly, categorically refuted
the false stereotype disseminated by the Armenian Pan-National
Movement. The radical activists persisted in its statements that
before 1998, Karabakh participated in the Minsk Group process as a
"full party", but then Robert Kocharyan came to power and coarsely
ruled out Karabakh’s participation in the process. And he immediately
appeared in the focus of the "criticism" of the propaganda machine.

At our request, VAHRAM ATANESYAN touches upon the issue under
discussion.

"Frankly speaking, the news release of ‘A1+’ agency led me to the
belief that Mr. Manvel Sargsyan was just trying to remind about his
existence after quitting politics. But judging by the comments of
lragir.am Web site, I think that he was the author of everything and
is probably trying to solve some other problem.

Yes, I did conduct a press conference in Yerevan on the 21st
of November, and in response to the question concerning ‘Nagorno
Karabakh’s non-participation’, I said that in 1994-98, Karabakh hadn’t
been a full party to the talks; therefore, nobody could have ruled out"
its participation in the process.

In 1992, the OSCE Minsk Group started its mission, and Nagorno
Karabakh’s participation in the settlement process was determined by
the following formulation: ‘NKR-approved and other representatives’. As
to the subsequent consultations, discussions and negotiations, they
were necessarily participated by the so-called Head of the Azerbaijani
community of Nagorno Karabakh. That person was Nizami Bahmanov who
is already dead.

Therefore, if Mr. M. Sargsyan desires to see the representatives of the
Azerbaijani community sitting next to the NKR-approved representative
around the table once again, that’s just impossible. He has to wait
for a long time, until Azerbaijan decides who will represent the
‘Azerbaijani community of Karabakh’. This question has become a
trouble for Azerbaijan, and they are unable to find a way out.

I just regret that a politician and political scientist like Manvel
Sargsyan does not realize that what is being done currently is just
an attempt to bring closer the ‘representatives of the Armenian and
Azerbaijani communities’ of Nagorno Karabakh, so as they can discuss
certain problems. And Nagorno Karabakh, as an accomplished state,
finds this unacceptable. Nagorno Karabakh can and must participate in
the talks based on the principles of equality of rights and mutual
recognition of competences. That’s a long way which, we hope, will
not be insurmountable for us.

If Mr. M. Margaryan has forgotten that in 1994-97, the principal
talks were conducted abroad, on the level of Zhirayr Liparityan,
Chief Advisor to the RA President and Vafa Guluzade, Advisor to the
Azeri President on Foreign Policy issues, that’s his problem. That
time too, negotiations were held between L. Ter-Petrosyan and late
Azeri President H. Aliev. They periodically met within the frameworks
of both CIS summits and other international forums.

If the NKR had participated in the negotiation process as a full
party, it would have categorically opposed the settlement option
L. Ter-Petrosyan wanted to push forward in 1997. By the way, during
the years when ‘NKR’s participation in the talks was ruled out’,
M. Sargsyan was the Advisor to the President on Foreign Policy
Issues. If anything of the kind really happened, then he also has
his share of guilt."

"Did M. Sargsyan ever express his view during his tenure? Did he ever
protest against the ‘awkward’ policy of the Armenian party?"

"In general, the fact that the Foreign Policy Advisor of any country’s
President may have a permanent residence in the capital city of some
other country is something nonsensicall. Manvel Sargsyan officiated
in Yerevan; he visited Stepanakert for a day or a day and a half but
he never complained that the Nagorno Karabakh was being pushed away
from the negotiation process. Today, I am simply unable to understand
which of my statements diminishes the role of the Nagorno Karabakh
Republic as an independent subject, something M. Sargsyan and his
yes-men are trying to claim.

On the contrary, the NKR can and must participate in the talks based on
the principle of equal rights and mutual recognition of competences. I
emphasize the fact of the NKR’s being a legal subject. Our objective
is this and not the task of conducting talks with the representative of
the "Azerbaijani community of Nagorno Karabakh". We can have a dialogue
with the Azeri authorities based on the principle of equal rights;
but this certainly doesn’t mean that Azerbaijan has to immediately
recognize the independence of the Nagorno Karabakh Republic.

No, we are conflicting parties on equal bases and should negotiate
with each other based on the principles of equal rights. As to the
outcome of the talks, nobody can predetermine it. But no divergence of
opinions is possible with regard to the fact that those negotiations
should have no precondition.

And today, the principal factor impeding the negotiation process is
that Azerbaijan does not recognize Karabakh as a legal subject.

And if it seems to some people that Azerbaijan has ever recognized NKR
as a legal subject, I will say that this does not correspond to the
reality; otherwise, th e conflict would have been settled long ago."

"Don’t your opponents play into the hands of Azerbaijan by constantly
repeating false statements that it is Armenia that impedes Karabakh’s
participation in the negotiation process?"

"That’s a very dangerous tendency. Especially in a situation when an
attempt is being made to conduct the talks on the ‘inter-community
level’. That’s to say, we are speaking about an accomplished state,
and they are trying to push us to enter into a debate with the Azeri
community with which we have nothing to negotiate. After all, the
plans to return the settlement process to the course which failed in
1998 after L. Ter-Petrosyan’s resignation is already in the past. That
page is closed, and there’s no need to re-open it any more. This is
what poses threat.

To admit the fact that we had recognized Karabakh as a full party to
the talks before that would mean that we bear responsibility for the
phase settlement which is no longer effective. Because, a negotiating
party is not just a claimant; it also assumes responsibility; whereas
we do not bear any responsibility for a process which existed before
1997. Neither do we bear any responsibility for the current stage of
the talks because we do not participate in the negotiation process
at present.

However, there is a vast difference between what was proposed
in 19 97 and what we have on the table at present. These are
completely different starting points. Today, the discussions go
around the possibilities of exercising the NKR people’s right to
self-determination, a principle that didn’t exist in 1997. Not seeing
or pretending not to see this means not to be interested in the
settlement methodology which implies the possibility of exercising
the right to self-determination."

"No declarative document can determine the course and outcome of the
negotiations as claimed by some people. Both the Moscow Declaration
and the joint statement of the Co-Chairs only reiterate the desire
to bring nearer the settlement of the conflict within the scope of
principles and norms of international law.

The only new thing in the Helsinki statement was that the mediators
decided to introduce certain technical elements, exhorting the parties
to withdraw the snipers from the contact line. Tomorrow they may
propose us to create another demilitarized zone and the day after
tomorrow, they may offer us to introduce other technical details.

This means that the atmosphere of the talks was all in all positive,"

Armenia Fund Constructs New School In Spitakashen Village, Nagorno-K

Spitakashen School is in early stage of construction works launched
by the Hayastan All Armenian Fund and sponsored through its Toronto
local committee.

The local school was constructed in 1935. With years, learning process
at school has been getting less and less attractive for the students
in a run-down building which is also being used for community events
and gatherings as well.

"I believe the new school will open a new page in the history of the
community and be a starting point for improving life in the village",
said, the Acting Executive Director of the Hayastan Fund Ara Vardanyan
during his working visit to the site.

The new school will have all necessary facilities including a ceremony
hall, boiler-house and a playground. Basement is already covered with
concrete and support walls have been erected. Around 181 million AMD
worth project is scheduled to complete in August 2009. Designed for
130 students, the school will be ready to open its doors to students
in the new academic year in 2009.

"It is very important that a community of 471 people and some 110
families have a proper school; its how we can raise and educate our
children appropriately, "says Shiraz Hayrapetyan, the school director.

Journalism is considered a risky profession in Iran, and the journalist
with a time record of twenty years receives a pension, simultaneously
keeping right to continue the professional activity. Another important
fact is that in Iran the government insures journalists.

Armenian journalists who participated in an international festival
in Tehran attach importance to the above-mentioned facts and consider
that Armenia should follow Iran’s example.

Participants of the festival say the Armenian pavilion was the most
crowded, yielding only to the United States and Indonesia.

Political commentator of "Hayastani Hanrapetutyun" newspaper Emma
Begijanyan considers that this was a good opportunity for Armenia to
present itself to the neighbor states. The representatives of Armenia
had an opportunity to get acquainted with the press of the neighbor
country and communicate with foreign journalists.

According to Armenian delegates, the only shortcoming was that Armenia
was not fully prepared for the festival and the reason was the lack
of government support.

Citizens Of Armenia Can Enter Switzerland With A Valid Schengen Visa

Starting 12th December 2008, the Swiss-EU Schengen cooperation becomes
operational. This means that Switzerland will start issuing Schengen
visas, the Embassy of Switzerland in Georgia and Armenia informs.

The Swiss Schengen visa will not only allow travelling to Switzerland
but also in the whole Schengen area. Conversely, Armenian passport
holders with a valid Schengen visa issued by other Schengen States will
also be able to enter Switzerland without an additional Swiss visa.

This is the result of the bilateral Schengen-agreement signed in
October 2004 between Switzerland and the European Union. This new
development will facilitate travel in Europe for Armenian passport
holders.

YEREVAN, DECEMBER 11, NOYAN TAPAN. In order to overcome the home
political crisis the Armenian authorities should disclose the
real organizers and executors of the March 1 events, announce an
amnesty, and get rid of the heritage remaining from the power of
Robert Kocharian responsible for those events. RA NA independent
deputy Viktor Dallakian gave assurance at the December 11 press
conference. According to him, the authorities have no alternative
and have to take such steps proceeding from Armenia’s interests.

At the same time the deputy said that the authorities should show a
political will for that.

According to V. Dallakian, the authorities-opposition relations’
civilized model has not been formed in Armenia yet, political forces
being at these two poles strive for exterminating each other, which
happened during the March 1 events.

V. Dallakian expressed an apprehension that Armenia will suffer
seriously from the world crisis, to which the authorities are not
completely ready. He did not exclude the possibility of social
discontent, either. The deputy said that Armenia’s import volumes
exceed export volumes by 3bn USD, thus the country depends on the
outer world. Besides, private transfers of more than 2bn dollars
received from Armenians living abroad can be reduced as a result of
further growth of unemployment due to the crisis.

As V. Dallakian predicted it, no essential shift is expected in the
Nagorno Karabakh settlement process in 2009. According to him, the
newly elected U.S. President will have to solve problems regarding
Iraq, Iran, Afghanistan during his tenure and he will hardly have time
for the Nagorno Karabakh problem. And the West will have to first
of all solve the problems caused by the economic crisis. Besides,
world power centers, among which are the U.S., Europe, and Russia,
will hardly come to an agreement over the Nagorno Karabakh settlement
principles.

Touching upon his personal political plans, V. Dallakian said that
he is going to remain an independent deputy until 2012, is not going
to join any party and to create a new party. Meanwhile he did not
exclude the possibility of his founding a new NGO.
