NKR PRESIDENTS MEETS ARMENIA’S PROSECUTOR GENERAL AND PRESIDENT OF THE CONSTITUTIONAL COURT

NKR President Bako Sahakyan received the President of the
Constitutional Court of the Republic of Armenia, Gagik Haroutyunyan,
Central Information Department of the Office of the NKR President
reported.

Issue related to enlarging cooperation between the Constitutional
Court of the Republic of Armenia and the Supreme Court of the Nagorno
Karabagh Republic, increasing effectiveness of the work of judicial
bodies as well as the course of legal were discussed at the meeting.

Head of the Office of the NKR President, secretary of the Security
Council Marat Mousayelyan and chairman of the NKR Supreme Court Ararat
Danielyan partook at the meeting.

NKR President Bako Sahakyan received also the Prosecutor General of
the Republic of Armenia, Aghvan Hovsepyan.

A wide range of issue related to cooperation between the two Armenian
states in legal sphere as well as to the reforms being carried out
in the appropriate sphere of the republic.

The Head of the State considered important signing of a cooperation
agreement between the offices of public prosecutor of the Republic
of Armenia and the Nagorno Karabagh Republic calling it a solid basis
for further development of interrelations between the two structures.

Head of the Office of the NKR President, secretary of the Security
Council Marat Mousa yelyan, NKR attorney general Arshavir Gharamyan
and other partook at the meeting.

Head of the General Department of the Criminal Investigation Department
of the Police of the Republic of Armenia, Hovhannes Tamamyan, told
a press conference today that the number of crimes committed during
11 months of the current year registered a 7.4% raise as compared to
the same period of the past year. According to him, this is connected
with the fact of registering the crimes.

Along with growing number of crimes, the number of solved cases has
decreased. Hovhannes Tamamyan also gave clarifications on the cases
of March 1st.

"Javakhk" and "Akhaltskha" are the recurrent volumes published thanks
to the efforts of the "Organization for Studying Armenian Architecture"
non-governmental organization, which, according to the President of
the Organization Samvel Karapetyan, are the result of decades-long
activity.

"Javakhk" volume presents the detailed history of about 100 settlements
of the region. The book is rich in photos, maps and sketches.

"Akhaltskha" volume presents the history and historic monuments of the
settlements in Akhaltskha (Samtskhe) region at the Armenian-Georgian
line of contact. In this volume the authors told the history of
27 villages, which have been settled by Armenians at different
periods. Today the number of such villages is 15.

On December 13 a monument to William Saroyan will be unveiled at the
crossroads of the Mashtots Avenue and Moskovian Street.

According to the Head of the Information and Public Relations
Department of the Ministry of Culture, Gyane Durganyan, the
Pan-Armenian Geographical Association has made a donation for the
monument. The author of the monument is David Yerevantsi.

The initiative is realized within the framework of the jubilee
arrangements dedicated to William Saroyan’s 100th birthday.

YEREVAN, December 11. /ARKA/. Armenia is planning to bring the Georgian
gas supplies up to 15mln cubic meters per day in wintertime, Armenian
Premier Tigran Sargsyan said.

To achieve this, intense work was carried out with the Georgian
colleagues on reconstruction of the network on the Georgian territory
this year, the Premier told journalists in Tbilisi in summarizing
the results of the 7th sitting of Armenian-Georgian intergovernmental
commission on economic cooperation. The work was successfully completed
and "we expressed gratitude to our Georgian colleagues for prompt
work", Armenian Premier said.

Sargsyan said that an extra run of the pipeline will be required
only if additional agreements are made about increasing the gas
supply volume.

"ArmRosgasprom" holds the monopoly for supply and distribution of
the Russian natural gas on the domestic market in Armenia. The gas
is supplied to Armenia via Georgia.

"ArmRosgasprom" was founded in 1997. After implementation of two out
of three planned investment stages of the project (after purchase
of additional shares of ArmRosgasprom in 2006 and 2008) the share of
"Gasprom" company in the authorized stock has increased to 75.55%.

The share of the Armenian Government is 20% and that of "Itera"
4.44%. (1$=308.41Drams).

YEREVAN, December 11. /ARKA/. Joint Armenian-Russian company producing
paving and build bitumen is to start its full-scale operation in the
first half of 2009, Russian trade representative in Armenia Alexander
Zaytsev said.

It is an advanced and promising enterprise with technologies that
are hardly seen even in Russia, he said at "Novosti" International
Press Center. No doubt, this project will be profitable, Zaytsev added.

Earlier, President of "MIKA Limited" company Mikhail Baghdasarov said
that investments in "Abit" ("Armenian Bitumen") factory near Surenavan
(Ararat region of Armenia) total about $20mln. The total share of the
Russian stockholders (three companies) is 55% with the remaining 45%
belonging to "MIKA Limited" corporation.

"Abit" is to produce air-refined asphalt, paving and build bitumen;
the raw material – mazout – is to be imported from Russia, Iran
and Georgia.

A total of $3-5mln of investments to be made in the factory the near
future are expected to pay during 3-7 years depending on prices for
the products and the market situation.

Conversebank Total Capital Reaches 13bln AMD In Ten Months

CONVERSEBANK TOTAL CAPITAL REACHES 13BLN AMD IN TEN MONTHS

YEREVAN, December 11. /ARKA/. The total capital of Armenian
Conversebank reached 13bln AMD on November 30, the bank’s deputy
executive director Tigran Davtyan told reporters on Thursday.

He said on that day the bank’s assets amounted to some 64.7bln AMD,
with liabilities being 51.7bln AMD and net profit 2.368bln AMD.

He noted the bank has some 100,000 customers with 35,000 of them
having accounts in the bank.

"Conversebank records a dynamic growth since 2003, specifically
the bank’s capital and assets tripled since then, total credits and
deposits increased 2-3 times and the credit portfolio quadrupled,"
said Davtyan.

The Conversebank CJSC was incorporated in Armenia on December 20, 1993.

Eduardo Ernekyan, an Argentina-based Armenian businessman purchased
the bank’s 95% shares last February. The other 5% is held by the
Armenian Apostolic Church.

The bank’s assets reached 63.9bln AMD this October 31, total capital
13bln AMD, liabilities 50.9bln AMD.

According to ARKA News Agency this Q3 Conversebank is the sixth in
terms of assets, crediting, liabilities, capital, the third in terms
of total deposits from individuals and legal entities and the fifth
in terms of profits in Jan-Oct.

Conversebank currently provides money transfer services by means of
Migom, Contact, Blizko, InterExpress, Leader, Allure and Zolotaya
Koro na payment systems.

Conversebank has 25 branches with eight of them being in Yerevan. ($1 –
308.50AMD).

Shevket Shaydulin Appointed As General Director Of South Caucasus Ra

SHEVKET SHAYDULIN APPOINTED AS GENERAL DIRECTOR OF SOUTH CAUCASUS RAILROAD

YEREVAN, December 12. /ARKA/. Shevket Shaydulin has been appointed as
General Director of the South Caucasus Railroad company, the company’s
press service reported.

The decision to dismiss Alexander Kuznetsov from the general director
post and appoint Shaydulin was adopted at the sitting of Board of
Director of Russian Railways open joint stock company in Moscow on
December 9.

Shaydulin was Director of Sverdlov Railroad in 2004-2007 and Advisor
to President of the Russian Railways in 2007-2008.

South Caucasus Railroad fully owned by the Russian Railways is the
operator of the Armenian Railways under a 30-year concession agreement
signed on February 13 2008.

The Armenian Railways Company is in charge of 805 km of Armenia’s
1,125-km-long railways. Since 2001, the company has been operating at
a profit. 3mln tons of cargoes were transported through the Armenian
Railways in 2007 against 2.7mln tons in 2006.

STEPANAKERT, 12.12.08. DE FACTO. The Nagorno-Karabakh Republic Minister
of Social Security Narine Azatian stated that governmental policy
in social sphere was being built, in part, taking into consideration
the improvement of demographic situation in Nagorno-Karabakh. Narine
Azatian stated it in the course of discussion of NKR state budget
for 2009 held at the Parliament.

According to DE FACTO own correspondent in Stepanakert, the Minister
said that, within the frames of a governmental program on stimulating
birth-rate, in case of the birth of a first and a second child
allowance in the amount of 100, 000 AMD would be paid instead of 70,
000 AMD in 2008. In case of the third child’s birth the amount of the
allowance will make 500, 000, in case of a fourth and the following
child – 700, 000 AMD.

Besides, the process of payment of lump-sum allowances on pregnancy
and delivery to non-working women will be continued. The amount of
the allowance will increase by 20% as compared with 2008 and make 138,
000 AMD.

Narine Azatian stated that, as a whole, expenditure by the state
allowances program would increase by 872, 5 million AMD as compared
with 2008.

the President said the following: "Dear participants of the conference,
I welcome holding in Stepanakert the authoritative conference in
connection with the 60th anniversary of the Universal Declaration of
Human Rights and the Day of the NKR Constitution. It is very important
that the event is organized on a very high representative level and
is academic in its nature.

The people of Nagorno Karabagh have been always dedicated to the
principles of liberty and democracy as well as to creating such a
jural state where the dignity and freedom of the human being and the
citizen are of utmost value.

The adoption of the NKR Constitution has confirmed once again the
irreversibility of this process, the will and aspirations of our
people to realize the right to live in free and just society that
secures equal development opportunities for everybody.

NKR in protecting human and citizen rights and freedoms as well
as in forming democratic and civil society. The state as the most
