ArmInfo. Development of direct bilateral contacts between Armenia and
Turkey will contribute to stabilization of the region in general,
Special Representative of NATO Secretary General for the Caucasus
and Central Asia Robert Simmons said at the Yerevan State Linguistic
University after V.Brusov, Monday.

He welcomed the initiative of the Armenian president who invited his
Turkish counterpart to Yerevan and stressed that normalization of the
relations between Armenia and Turkey, one of NATO member countries
is very important.

Simmons thinks that opening of the Armenian-Turkish border will
contribute to the soonest settlement of conflicts and improvement
of the relations in the region. This meets the interests of NATO,
Armenia and Turkey, he said and expressed hope that the latter will
continue the tendency to normalization of relations.

of any states, as one of the principles of the international law. The
right of nations to self-determination is an equipollent principle,
the U.S. Assistant Secretary of State for European and Eurasian
Affairs stated, PanARMENIAN.Net reports.

In the course of a press conference held in Yerevan Daniel Fried
stated, in part, "The most difficult task is to combine these two
principles for resolution of the Nagorno Karabakh conflict". "It’s
clear that each party should compromise. And it’s the wish of
the Unites States to see Azerbaijan, Armenia and Nagorno Karabakh
developing in peace", he added.

According to the U.S. Assistant Secretary of State for European and
Eurasian Affairs, "Baku knows that resolution of the conflict by use
of force is inadmissible. The OSCE Minsk Group format is efficient
and some progress has already been fixed".

Azerbaijan Cuts Defense And Security Spending Outlook

AZERBAIJAN CUTS DEFENSE AND SECURITY SPENDING OUTLOOK

ArmInfo. Azerbaijan has cut defense and security spending outlook by
10.3% in the 2009 state budget blueprint, compared to the approved
forecast for 2008, APA reports. Zahid Oruj, member of a parliamentary
commission for defense and security, told APA-ECONOMICS that AZN 1
205.520 million is earmarked for next year.

"Of this, AZN 1 115.948 million will go to defense forces, AZN 84.561
million to national security, AZN 2.633 million to applied research and
AZN 2.379 million to other expenses. The reason for a year-over-year
decline in defense spending is that fixed capital investment was made
in previous years. However, the defense sector will be in the focus of
attention and social security of service men will be further improved,"
he added.

In the category of Defense Expenditures, the year-over-year decline
was 19% for defense forces, 12% for national security, 31% for other
subcategories and 2% for applied research.

The draft budget has been submitted to the parliament for approval
last week.

He also added it is more important for them to support the process

ArmInfo. The relations between Armenia and Russia enter news stage
of development, Armenian Prime Minister Tigran Sarkisyan said in
Yerevan today after ending of the work of the Russian-Armenian
Inter-governmental Commission on Economic Cooperation.

He also added they signed the protocol of the session which made
conclusions on the implemented work and pointed at the directions and
tasks of the economic cooperation between Armenia and Russia for the
near future.

Armenian premier said that at present they have managed to extend
cooperation frames up to humanitarian problems. They have managed
to set a dialogue in the sphere of TV programmes at the present
session. He also said it is very much important that representatives
of business sphere are present at the sessions of inter-governmental
commissions. "Our main task is to create favourable atmosphere for
business development", – Tigran Sarkisyan said.

For his part, co-chair of the inter-governmental commission, Russian
Transport Minister Igor Levitin said the commission has become an
effective instrument for business development and supporting. He
also added that almost all the task put against the commission were
fulfilled over a year, and one of the most successful is the project
on functioning of the ferry service between Armenia and Russia. "The
ferry service has a stable regular regime – once in a week and this is
evidence of the reliable transport corridor", – Levitin said. He also
added general volume of the accumulated Russian investments in the
Armenian economy is about $1,7 bln and is still growing year by year.

ArmInfo. OJSC "Comstar – United TeleSystems" and its branch in Armenia
"Cornet- AM" are launching wireless wideband internet communication
of WiMAX standard in Armenia, Comstar’s PR department told ArmInfo.

To recall, Comstar-UTS and Cornet-AM have already launched 802.16e
standard WiMAX commercial network in the frequency range of 3,6- 3,8
GHz. The network consists of 24 baser stations connected with own and
rented lines of optical and radiorelay communication, and covers 18
towns of the republic. In the future the network will be expanded to
40 stations. Investment in the project in 2007-2008 was 4.6 mln USD.

Tigran Kirakosyan as a hungry wolf in "The Stupid Man".

What happens when a theater takes a handful of traditional Armenian
fables and dramatizes them with a modern, irreverent sensibility? If
the fables are by Hovhannes Toumanyan and the staging is at Luna
Playhouse, a delightful production emerges. To be sure, the pastiche
billed as "From Toumanyan’s World" is rather rough around the edges,
but it is altogether astute (thanks to healthy doses of surreal humor)
and brims with energy (thanks to a spirited cast). The novel show,
which had a too-short run earlier this month, has fortunately added
matinee performances (at 11:00 a.m.) on Sundays, October 26 and
November 2.

Toumanyan, who composed his narrative poems and short stories in
the late 19th and early 20th centuries, was among the writers who
made Tiflis (the now-troubled Georgian capital, Tbilisi) a center
of Armenian intellectual life at the time. Toumanyan’s work is
remarkably simple but never simplistic, especially when it serves
as satire of human foibles. For instance, one of his masterworks,
"A Drop of Honey," describes how an utterly benign incident leads to
unbridled bloodshed. Although it is a comic composition, it doubles as
allegory in its condemnation of senseless killing and war. (In Sojourn
at Ararat, the poem takes on unexpected potency as the lead-in to a
segment on the Genocide).

At Luna, director Aramazd Stepanian’s eager cast acts out the poem as a
choral piece, with Stepanian himself providing vigorous narration. The
staging delivers laughs by punching up the poem’s farcical elements
while downplaying any tragic undercurrent. In this vein, it maintains
a steady pace and tone, even though the ever-escalating conflict in
the poem demands a corresponding build-up in the performance.

The comedy takes on an absurdist quality in "The Stupid Man," which
recounts the titular character’s journey to see God and express his
grievances. When he finally reaches heaven, he encounters a God who
bears a strange resemblance to the Godfather (thanks to Stepanian
channeling Brando). God promises the stupid man good fortune and
actually hands it to him on a flash drive. True to his name, however,
the stupid man fails to realize the bounty he has been given and
proceeds to meet an entirely unfortunate demise, ending up as a meal
for a hungry wolf.

Tigran Kirakosyan gleefully devours his role as the wolf and goes on
to exhibit superior talent as a funnyman in his portrayal of myriad
characters, including Ousta Piso in "The Dog and the Cat." There,
he puts on an impressive display of physicalized movement as he
teams up with Ashot Tadevosian to perform Toumanyan’s rhymes as rap
rhythms. Tadevosian proves particularly adept at pulling off this
inspired bit of bravura.

By the time the show gets to "The Death of Kikos," the hysterics are
in full swing. In that story, a young woman sitting underneath a tree
conceives the thought that Kikos, the son she imagines having in the
future, will climb up the tree and fall to his death. In ridiculous
fashion, she begins mourning the death of this nonexistent child,
and is soon joined by her entire family (including her iPod-addicted
sister) in planning his funeral. The piece is performed in fittingly
exaggerated style, and when Lyudmila Grigoryan, grandmother to the
"dead" Kikos, begins wailing, the lunacy turns downright sidesplitting.

Props go to a cast that tackles the show’s challenges with gusto. While
several members of the ensemble are obviously inexperienced, they
acquit themselves by reveling in the material. A few of the vignettes
themselves would benefit from some tweaking, including "Paregentanuh,"
which falls relatively flat, as do the stories that are simply read
(sans staging) at the outset of each act. Overall, however, "From
Toumanyan’s World" enlivens our literary tradition in a way that is
essential to its survival.

Ensuring that survival will be the appreciable number of children
– the most honest of critics – who were in the audience for this
family-friendly show the night I saw it. They were neither fidgety nor
restless. They sat, smiling and rapt, relishing Toumanyan’s magical
words within a context to which they could relate.

Gas Supply To Armenia To Be Temporarily Stopped Due To Repairs On Ga

YEREVAN, October 20. /ARKA/. Russian gas supplies to Armenia will be
stopped for two-three days due to scheduled repairs on the gas main,
ArmRosgasprom reports.

Gas supplies to Armenia were suspended on October 19 at 01:00.

"The temporary cut in gas supplies will not affect domestic market,
as the underground gas storage in Abovyan city will help meet the gas
demand," the press service of ArmRosGasProm said, adding preventive
repairs are necessary for undisturbed operation of the gas main
in winter.

Monopolist in Armenia’s gas supply market, the ArmRosgasprom CJSC was
established in 1997. The company’s capital amounts $253.8 bln. Its
shareholders are the Gasprom OJCS (67.94%), the RA Ministry of Energy
(26.23%) and the Itera Oil and Gas Company (5.82%).

Dmitry Medvedev Arrived In Yerevan

Yerevan on October 20 evening. After the welcome ceremony the heads
of state will head for the residence of the Armenian President for
a formal dinner.

The Presidents are scheduled to hold a tête-a-tête presidential to
be followed by expanded talks during which a number of documents on
cooperation will be signed.

On October 21, the Presidents of Armenia and Russia will take part in
opening ceremony of Square of Russia in front of the House of Moscow
in Yerevan.

Mr. Medvedev will also lay a wreath to the Armenian Genocide Memorial.

YEREVAN, October 20. /ARKA/. Armenia must decide on prospective
markets before constructing an oil refinery, said Igor Levitin,
co-chairman of the Armenian-Russian Intergovernmental Commission on
Economic Cooperation.

"Armenia must understand the markets that will buy its products. If the
markets are shaped, the issue on the oil refinery and crude oil will
be considered as well," Levitin told ARKA at today’s press conference
in Yerevan.

Citing experts, he said it would be ineffective for Armenia to build
a refinery with a capacity more than 5mln tons. However, the issue
remains on today’s agenda and will be considered taking into account
exports.

Armenia’s Minister of Energy and Natural Resources Armen Movsisyan
formerly stated the Armenian-Russian-Iranian working group dealing
with the construction of the oil refinery intends to build an oil
terminal and Iran-Armenia oil pipeline.

To construct the oil refinery, Armenia needs some $3bln. The
feasibility analysis of the project is under way and the
Russian-Armenian-Iranian working group is trying to settle the existing
technical problems.

According to rough calculations, the annual output of the refinery
will be 7mln tons. Armenia, Russia and Iran will finance construction
of the refinery.
