Tuesday with delegation of Business Executives for National Security
(BENS), the Minister’s spokesman, col. Seyran Shahsuvaryan told
PanARMENIAN.Net.

"In the context of Armenia’s complementary policy, our republic’s
cooperation with the U.S., NATO, EU and Russia is of key
importance. The Defense Ministry praises U.S. efforts for development
of bilateral cooperation in defense sector," Minister Ohanyan said.

"Besides, cooperation with the U.S. European Command will help Armenia
fulfill its obligations within the IPAP," he added.

Armenia and Baku resembles an attempt to take a train that has already
pulled out, a Georgian official said.

"Talks are already being held with the help of Turkey. And we can
tell our Armenian and Azeri friends: "God protect you from Russian
mediation," he said, Noviy Region reports.

When in Yerevan, Russian President Dmitry Medvedev said that leaders
of Armenia, Azerbaijan and Russia will meet soon to discuss way to
resolve the Nagorno Karabakh conflict.

election did not meet international standards received a diverse
feedback, for all other international organizations announced that
the election was well organized and democratic, an Azeri official said.

"The Azeri government protests the EU statement," said Novruz
Mammadov, head of international relations division at the Azeri
president’s administration. "This statement is disrespect for the
other international observation missions."

"1258 international observers from 59 countries watched the
election process and concluded that it was an advance toward
democratization. Although, the absence of opposition candidates was
marked as the main shortcoming, the EU statement caused surprise,"
Mammadov said, 1news.az reports.

Commenting on the presidential election in Azerbaijan, Chair of the
EP Delegation, Mrs. Marie Anne Isler Béguin, stated: "According to
our observations on Election Day, the election was well prepared and
largely carried out smoothly. However, we deplore the lack of genuine
competition, due to the boycott by major opposition parties and the
absence of a real campaign".

will damage Turkey and Turkey’s Caucasus and Central Asia policies
as much as it did Georgia. In addition to the economic problems,
Turkey’s political course of action/vision and infrastructure,
which have been developed over the last decade with huge effort and
occasionally ambiguously, are under threat of collapse, analyst Mitat
Celikpala wrote in an editorial in the Turkish Daily News.

"Turkey’s connection with Azerbaijan and Central Asia is weakening
and there is a possibility that its policy to form a secure line might
collapse. Georgia’s instability and civil war is more of a threat to
Turkey than a Georgia without territorial integrity. Georgia-centered
instability and disorder will force Turkey to choose between different
alternatives, though clearly there are few to choose from. The
possibility of diversifying relations with Iran is seriously limited
by the U.S., and to a certain extent by Iran’s policy choices and
attitudes.

The only alternative that remains is Armenia. The acceleration
of secret and indirect negotiations with Armenia to overcome the
problems and progress in the resolution of problems between Armenia and
Azerbaijan could be expected. The Armenian Diaspora and relations with
Russia will be the major roadblocks in this process. In this context,
the policies towards Azerbaijan will be another restriction. It must be
stressed that Georgian leader Saakashvili has led himself, his country,
Turkey and his allies onto a problematic path. The negotiations,
which will be the result of the interaction of multiple unknowns,
will result in a different Georgia and Caucasus. This process, in
which the EU and USA will have an influential role, is filled with
questions about the situation of Abkhazians and Ossetians, as well
as Georgians. Turkey certainly needs to find its place at the table;
Turkey’s regional interests are too important to be left to even
its closest allies to defend. Providing decision-makers with daily,
reliable and constructive alternatives is just as important as swift
and correct decision-making," the article says.

(ANCA) revealed that the Turkish Government has hired former Bush
Administration official, Noam Neusner, to harness Jewish American
support for a pro-Turkey agenda in Congress, with defeat of the
Armenian Genocide Resolution as his top priority, ANCA Communications
Director Elizabeth Chouljian told PanARMENIAN.Net.

"If Turkey had a credible case to make to the Jewish American community
– which has grown weary of Ankara’s pressure to deny the Armenian
Genocide – it wouldn’t need to be spending this kind of money in a
misguided attempt to manipulate Jewish American opinion," said ANCA
Executive Director Aram Hamparian. "Sadly, it seems that for $8,500
a month from a foreign government, Neusner Communications is putting
at risk the well-deserved reputation of the Jewish American community
as a powerful opponent of all genocides and a defender of universal
human rights."

This revelation came as part of a September 30, 2008, mandatory
U.S. Department of Justice (U.S. DOJ) Foreign Agent Registration
Act filings by Neusner Communications, LLC, a Washington, DC public
relations firm that has been on the Turkish Government payroll since
September, 2007. The initial registration document submitted by the
firm cites "policy goals" including "U.S. Jewish efforts to promote
a pro-Turkey agenda in the U.S. Congress." Neusner Communications LLC
is tasked to ensure "regular emails and phone calls to Jewish leaders
highlighting Turkey’s relationship with Israel" and facilitating the
"creation of working relationships between U.S.-based Jewish and
Turkish community groups."

Neusner Communications, Inc. is one of four public relations firms
currently representing the Government of Turkey, including DLA Piper,
Fleishman Hilliard, and the Gephardt Group, who together receive
over $3 million a year for their services. Neusner Communications
is currently paid $8,500 a month by the Embassy of the Republic of
Turkey. Leading the campaign to clean up Turkey’s image in the United
States are former House Minority Leader Dick Gephardt and House
Majority Leader Dick Armey. Former House Appropriations Committee
Chairman Bob Livingston ended his eight-year, $13 million lobbying
stint with Turkey earlier this year, after which he picked up a
lucrative $2.4 million contract with Lybia.

conversation with his Azerbaijani counterpart Ilham Aiyev to discuss
a possibility of a presidential meeting on the Karabakh issue with
participation of the Russian President, the Kremlin’s press office
reported.

When in Yerevan, Dmitry Medvedev said, "I am hopeful that the sides
in the Karabakh conflict are ready to fix progress in the negotiation
process. The Presidents of Armenia, Russia and Azerbaijan will meet in
Moscow in the near future to discuss the issue. Russia will continue
search for mutually acceptable decision on Karabakh."

half of 2008 due to the instability in the region during and after the
elections in Armenia and Georgia. The Caucasus dominated the world’s
attention in the second half of 2008 with its elections issues,
their potential impact on Azerbaijan, and solution initiatives for
the frozen conflicts, analyst Mitat Celikpala wrote in an editorial
in the Turkish Daily News.

"Taking into account Russia’s desire to be more active in the political
arena, and the expansion of the NATO/transatlantic security zone to the
Caucasus alongside these developments, it is clearly evident that the
rivalry has acquired a global dimension. The Caucasus – particularly
Georgia – has become an active war zone with the constant potential
as a hot conflict within the framework of the global quest for power.

The whole world is closely following the developments in the Caucasus,
and common solutions are being sought for the regional problems. The
connection between the interests of parties and the solutions to
problems has given the struggle for a balance of power a new global
dimension.

Since their independence, the Caucasian republics have tried to
form reliable and sustainable state structures that prioritize the
protection of this independence. While Georgia, from the beginning,
perceived Russia as a threat to its national existence and sought to
become part of the Western world and its institutions, Armenia forged
a full alliance with Russia to protect its security and territorial
integrity. Meanwhile, Azerbaijan has preferred to pursue a more
balanced policy, reflecting its wealth of natural resources and the
diversity of its problems.

In this context, the main factor determining regional countries’
positions and policies is essentially global processes. It is evident
that fundamental change has occurred in the perception and policies of
the transatlantic world – primarily the EU and NATO – of and towards
the region. The new target of these organizations, which are about
to complete the process of political integration with Eastern Europe
and the Western Balkans, is the Caucasus," the article says.

"The US is to blame for everything". Nicolas Sarkozy and Russian
President Dmitri Medvedev regularly voice this accusation in their
recent statements.

In the face of the global financial crisis ex-allies are even more
loudly declaring about their right to independently solve their
problems, which arouse as a result of the myopic US policy in the
field of mortgage lending and spread over the other spheres of banking
operations. Still at the beginning of the current year the biggest
US banks raised alarm declaring that granted mortgage loans were not
reimbursed. However, no one listened to them and the result for it
was the crisis that we now face. The EU decided to immediately hold
a world summit for saving the financial and banking structure in the
format of extended G-8 with participation of such emerging economies
as India, China, Brazil and others.

preferably be held in New York, "where everything started". In fact,
the European Union is going over the Bretton Woods agreements of
1944, which laid out the present monetary system and founded IMF
(International Monetary Fund) as American instruments of exerting
pressure on weak and poor countries.

Experts believe that there will be no second Bretton Woods. Firstly
because the preparations of the Â"originalÂ" Bretton Woods took
rather long and it was held for about a month (from 1 July to
22 July 1944), whereas participants of the summit are short of
time. Secondly, the Bretton Woods conference was held in the frames
of the UN and was formally called the United Nations Monetary and
Financial Conference, while the summit will be held outside the
UN framework. Thirdly, Bretton Woods conference was a gathering of
delegates from 44 nations, whose decisions were not then compulsory
for their governments. However, the major difference between 1944
and 2008 is the position of the United States. In 1944 the US was an
indisputable leader of the West, while today it has lost its label of
a leader. Under current circumstances the USA will struggle against
France and Great Britain, if not against the whole European Union. And
it is difficult to say who will win the fight.

Calling of the summit was suggested by the US President, while
the initiative is still on the side of Europe. According to Fred
Bergsten, Director of the Peterson Institute for International
Economics, unlike the USA Europe has a great experience of industry
nationalization. English laborists, French socialists and German
social-democrats all take up to this when coming to power. However,
under the pressure of the current financial crisis the other side of
the Atlantic has to follow their European counterparts. Professor
of the Princeton University Andrew Moravcsik considers that "The
experience of following the European example, for once, could have
domestic political implications for the United States. Americans,
especially conservatives have a particular view of Europe as
overregulated, therefore suffering from weak growth and Euro-sclerosis
that delays rapid economic growth in Europe. The current crisis
may change that view, and create more respect for the European view
of regulation".

With his suggestion to extend the limits of G-8 meeting with the help
of the "emerging countries", particularly China and India, Bush first
of all removed the UN from the process. By replacing the G-8 meeting,
where the US is a minority, by a wider forum, Bush in fact tried to
seize the joystick from the hands of Europeans who have taken refuge
in the global character of the crisis. "Since the world has never
been so interdependent before, it is essential that we work together
because we’re in this crisis together. For the summit to be a success
we must welcome good ides from all over the world," the US President
said. In his turn, Sarkozy said: "Now we have a great opportunity to
put an end to the odious practice of the past, a practice that led to
the current crisis. We cannot go on the same way otherwise we shall
face the same problems that provoke the same catastrophe."

Meanwhile with the opening of European markets, stocks of French
banks and oil have increased in price. Moscow markets opened with a
rise of basic indices reaching no more than 3%.

The common rise in European markets is connected with the optimism of
American and Asian markets, which, despite the reserved conclusion
of the session are disposed positively. The reason for it is the
statement of Chairman of the US Federal Reserve Ben Bernanke, who spoke
on Monday of a "new economic stimulus package to help cash-strapped
Americans". However, Sarkozy believes that the European Union should
consistently speak with one voice only, if it wants to play an active
role in the solution of political and economic crises.

I think we shall come over the present situation," Medvedev noted.

President Serzh Sargsyan today received Cheick Sidi Diarra,
Under-Secretary-General and High Representative for the Least Developed
Countries, Landlocked Developing Countries and Small Island Developing
States. The Under-Secretary-General has arrived in Yerevan to
participate in the global innovation conference on educational issues.

The president appreciated the assistance the UN structures provide
to Armenia. Noting that ever since joining the UN Armenia has been
actively participating in the organisation’s activity, Serzh Sargsyan
said without the direct assistance of corresponding UN bodies it would
be extremely difficult to work out and implement effective programmes
in a number of spheres.

"Our objective is to create a stably developing society," the leader of
the country said, noting that the Government has declared information
technologies as a priority direction. On the way of creation of an
information society, the state especially encourages the activeness
and involvement of youth.

Welcoming Armenia’s resoluteness to develop information technologies
and telecommunication, the high UN official said it will allow
investing the knowledge in the potential of the country’s development,
which is especially important for landlocked countries like Armenia.

The parties agreed that the economy based on knowledge provides an
opportunity to the country to be much more competitive.

The interlocutors spoke about the alternative routes of communication
and emphasised their necessity.

According to Sargsyan, the growth of communication opportunities can
considerably facilitate the development of information technologies.
