/PanARMENIAN.Net/ Prelacy of Iranian Armenians in the northwestern
province of East Azerbaijan, Archbishop Neshan Topozian, said
on Tuesday that Armenians are living peacefully with their Muslim
brothers in Iran.

He made the remarks in a meeting with Governor General of East
Azerbaijan province, Ahmad Alireza-Beigi.

He voiced readiness of Iran’s Armenian community to help develop
their Islamic country.

Referring to registration of nine Armenian historical sites as the
World Cultural Heritage, he appreciated efforts made by the provincial
governor to that end.

The provincial official, for his part, praised active participation
of the Armenian community in Iran’s social affairs.

He added that contrary to the enemies’ propaganda campaign, the
Armenian community enjoys full freedom in observing their religious
rituals, IRNA reports.

/PanARMENIAN.Net/ Armenian President Serzh Sargsyan met Wednesday
with participants of the session of the CIS council of security bodies
and intelligence services.

The President assessed the meeting positively and stressed the
importance of data exchange and implementation of joint programs.

"The world is changing rapidly, bringing forth new challenges. So,
the tasks the security bodies are charged with are changing as
well. Regular contacts between security bodies will help combat new
challenges," he said. "The council of security bodies and intelligence
services is one of the CIS most efficient structures," he added.

For his part, chairman of the CIS council of security bodies and
intelligence services, general Alexander Bortnikov briefed on the
issues discussed during the council’s 25th session.

RUSSIAN PRESIDENT ARRIVED IN ARMENIA – WHAT HAS CHANGED IN THE REGION AFTER THE CAUCASIAN WAR?

We can write about Armenian-Russian relations long, as they have a
history of centuries and even thousand years. Today it is evident
that Armenians had trade relations with then Kiev Russia. Times
are different but bilateral close economic, political and cultural
relations have always been on high level. Though as sovereign states,
real relations were established only after the collapse of the Soviet
Union and independence of Armenia. That period may be considered as
difficult, especially the first years of 1990s. Today the difficulties
are overcome and bilateral relations are at the highest level during
the all history of relations between the two countries and peoples.

Last year was the 10th anniversary of establishment of military and
friendly relations between the two states.

Consequently, we might count the two-day visit of the Russian President
to Armenia as recurrent one, if not the five-day war in the South
Ossetia that substantially changed the geopolitical balance in the
region. We can unequivocally assert that the Russian President arrives
in a region of a new geopolitical status.

The South Caucasus is no longer the region that was two months ago;
today, new developments take place in the region. Russia tries to
restore its previous influence, and the West, especially the USA
fight against it.

Besides, for Russia the South Caucasus consists of five republics, as
recently Russia recognized Abkhazia and South Ossetia as independent
states. Consequently, Russia deals with the region in the context
of the mentioned developments. Therefore, President Medvedev’s visit
to Armenia aims at not only strengthening of bilateral relations but
also strengthening of the official Moscow’s position in the regional
struggle.

We have already mentioned in our recent issues that after the last
war in the Caucasus, weakening of Georgia’s position has definitely
contributed to strengthening of Armenian position in the region that
in its turn has led to aggravation of struggle between Russia and
the USA for the influences in Armenia. During the last two months,
two big military exercises were held in Armenia. It is explained
by the geopolitical position of our country; for the West Armenia
is an alternative to export the Caspian power-bearing substances,
and for Russia – a strategic ally to keep up its own influence.

Though the South Ossetian war strengthened the Russian position, at the
same time it weakened Russian influence over Georgia. Consequently,
Russia should compensate for it with strengthening of its positions
in Armenia. In this sense, Russia takes a serious step substituting
the political factor of influence with an economic one. During the
last years, Armenian-Russian trade turnover has increased to about
1 billion US dollars. Besides, the presence of the Russian capital
increased here. The volumes of the Russian companies’ investments
increase at high speed leading to deepening and development of
Armenian-Russian bilateral economic relations.

Russia is important to Armenia not only from the aspect of economic
development but also from the aspect of security. Being surrounded
by Turkey and Azerbaijan that are full of enmity, the presence of the
Russian military base in Armenia has a serious role in our country’s
security system.

Anyhow, Russian President’s visit will certainly be a serious stimulus
to subsequent development of Armenian-Russian relations. We welcome
it and hope that it will be a sign of strengthening of bilateral
strategic relations.

It is already a month citizens of Noyemberian get drinking water once
a week. The city gets water from a 58-km-long water-pipe drifting
from Mount Gidzsar. Since it hasn’t rained for months the amount of
water has considerably lessened.

The problem became so urgent that it was even shifted to the
political domain and gave rise to heated debates on the eve of local
elections. The two main candidates running for the mayor had promised
to tackle the issue though it was beyond a mayor’s jurisdiction.

Economist Bagrat Asatryan, ex President of the Central Bank, doesn’t
think the recent rise in prices is only determined by the rise in
prices at the international market.

"Even an ordinary consumer can notice this marked characteristic: the
prices regularly go up in Armenia. Surely, it is somehow resulted by
prices at the international market but we never react to the slumps at
the international market. Nothing changes in our country when prices
go down at the international market," Bagrat Asatryan said to A1+.

The economist notes that prices mainly shoot up after elections,
especially presidential ones. "It is notable that authorities usually
hold down prices during election campaigns to curb people’s wrath. They
imitate to care for people. But they show their true colours at
post-election periods when prices skyrocket all of a sudden," notes
Mr. Asatryan. "This oligarchic and monopolistic system pursues only
one goal – to double incomes under the auspices of authorities."

The CB ex president says the authorities had better act and find a
way to surmount the economic crisis.

"The other day I saw Serzh Sargsyan meet with the CB President
and give assignments. I am sorry to say that his behaviour
is inadmissible today. Maybe in the 60s it would work but not
nowadays. It also suggests that the given bodies have no notion of
their responsibilities. The Central Bank is an independent body,
meanwhile the President gives them assignments. I think in this case
we have nothing to be proud of."

With regard to the dollar-dram fluctuations the economist said :
"Unlike the previous years the exchange rate remained the same in
2008. Even the dram has devaluated a little."

"The balance of payments will be frustrated this year. The deficit
will mount to 3 milliards. Decrease of currency flow will result in
fluctuations of exchange rate, while the ongoing rise in prices will
bring about devaluation."

6mln Invested In Development Of Production At Armenian Armenal Facto

6MLN INVESTED IN DEVELOPMENT OF PRODUCTION AT ARMENIAN ARMENAL FACTORY IN 2007-2008

YEREVAN, October 22. /ARKA/. Investments in development of production
at Armenian ARMENAL factory totaled about $6mln in 2007-2008, the
Press Service of RUSAL told ARKA Agency Tuesday.

According to the report, these investments were used mainly to launch
production of thin foil that is most demanded on the international
market.

RUSAL reported that serial production of 9-micrometer thin foil was
launched at ARMENAL foil-rolling factory. The share of thin foil in
overall output is to constitute over 70% when all production capacities
are operated in the factory. The products are to be exported to the
USA, Europe and Middle East, the press release says.

The company invested a total of over $70mln in a complex modernization
program in ARMENAL that enabled expanding the thin foil production
facilities.

Thin foil is used for household purposes and is widely utilized in
food industry in combination with other materials.

The quality of ARMENAl’s products is certified by Rosstandard and
the German ISEGA firm in line with the requirements for packaging
of foodstuffs, medicines and drugs. Currently the production of foil
thinner than 9 micrometers is being launched at the factory.

ARMENAL established in Yerevan in May 2000 based on Kanaker Aluminum
Factory (KanAZ) is currently one of the biggest industrial enterprises
in Armenia and the only producer of aluminum foil in the Caucasus
and the Central Asia.

The factory’s staff is over 700 people. The enterprise joined RUSAL
in 2000 and, together with "Sayanskaya folga", SAYANAL and "Uralskaya
folga", is the packaging division of the company.

OK RUSAL is the leader in world’s aluminum industry with its products
exported to 70 countries. OK RUSAL’share is about 12% in world’s
aluminum market and 15% in alumina market. The company has its offices
in 19 countries all over the world. The company was founded in March
2007 as a result of a merger of RUSAL, SUAL and Glencore alumina
assets. The company’s staff is 100,000 employees.

On October 22 Serzh Sargsyan received the delegation of participants
of the Council of heads of security and special service bodies of
CIS countries.

Assessing such meetings as extremely useful and fruitful, Mr. Sargsyan
emphasised their importance from the perspective of exchange of
information and experience, elaboration and implementation of joint
actions against menaces. In his words, the world is rapidly changing,
new realities and challenges come forth, which simultaneously
lead to the change of the requirements posed to special service
bodies. According to Serzh Sargsyan, the regular contacts of security
bodies contribute to the elaboration and implementation of measures
corresponding to existing challenges. President of the CIS Council
of heads of security and special service bodies, Head of the Federal
Security Service of Russia, General Alexander Bortnikov presented
the issues discussed during the 25th sitting of the Council. It was
noted that most issues referred to the combat against terrorism and
aimed at ensuring coordinated actions and a high level of cooperation.

Serzh Sargsyan said the Council of heads of security and special
service bodies is one of the most active and effective bodies of the
Commonwealth of Independent States.

ArmInfo. A Swiss district court of Winterthur town has found three
Turkish defendants guilty of denying the Armenian holocaust during
the Ottoman Empire 90 years ago, Swiss info reports.

According to the source, they were ordered to pay up to $5,630 during
3 years. The defence lawyer said he would appeal the verdict, although
it is milder than the sentence demanded by the prosecutor.

The source recalls that last year the leader of Turkish Workers’ Party,
Dogu Perincek was found guilty on a similar case. During a visit to
western Switzerland he publicly denied that the killing of hundreds
of thousands of ethnic Armenians amounted to genocide. ‘The case
caused diplomatic tensions between Switzerland and Turkey. However,
both countries recently decided to forge closer ties following a
visit by the Turkish foreign minister to Switzerland’, the source says.

Presidents will convey an impulse to Karabakh talks, a Russian Duma
member said.

"I am confident that a trilateral meeting will help improvement of
the situation," Viktor Zavarzin said.

"The OSCE Minsk Group Co-chairs paid 5 visits to the region during
2008. They decided to brisk up shuttle diplomacy to finally coordinate
the basic principles and maintain the progress fixed in the negotiation
process earlier," he said.

"The resolution of the conflict is possible only with observation
of international norms and should satisfy all parties to conflict,"
he added, United Russia Party’s website reports.

When in Yerevan, Russian President Dmitry Medvedev said that the
Presidents of Armenia, Russia and Azerbaijan will meet in Moscow in
the near future to discuss the Karabakh issue.

Soon Turkey Should Provide Way Out To Sea

SOON TURKEY SHOULD PROVIDE WAY OUT TO SEA

According to the international convention on the countries which do
not have way out to sea, such countries have rights to get way out
to sea from their neighbor countries, announced Vahan Hovhannisyan,
the head of ARF fraction and added that countries which are bordered
by seas are to provide such opportunities to the other countries
without any additional tariffs.

V. Hovhannisyan said that both Turkey and Georgia have signed under
that convention, but unfortunately Armenia is not a part to that
convention. But the ARF deputy said that when the National Assembly
of Armenia applies for joining that convention Turkey and Georgia
will have to implement their rights.
