Photo)(CNSNews.com) – The bitter dispute between Serbia and newly
independent Kosovo comes before the United Nations next week, and
both sides have been aiming their lobbying efforts at Islamic nations.

Serbia wants the General Assembly to back its request for the
International Court of Justice to give an "advisory opinion" on whether
its southern province’s unilateral declaration of independence is in
line with international law.

A U.N. committee earlier agreed to include the matter on the agenda,
and a debate and vote has now been set for October 8. A simple majority
in the 192-member assembly will be sufficient for the case to go to
the International Court of Justice. Based in The Hague, the ICJ rules
on disputes between states.

Kosovo declared independence from Serbia last February, nine years
after NATO went to war to end Serb aggression against the province’s
ethnic Albanian Muslim majority.

Pristina subsequently has won recognition from 47 mostly Western
countries. Ironically, despite the fact that around 90 percent of
Kosovo’s two million people are Muslims, only six members of the
57-state Organization of the Islamic Conference (OIC) have recognized
its independence.

The day after the independence declaration, OIC secretary-general
Ekmeleddin Ihsanoglu issued a statement declaring "our solidarity
with and support to our brothers and sisters there."

"There is no doubt that the independence of Kosovo will be an asset
to the Muslim world and will further enhance joint Islamic action,"
he said.

But at an OIC summit in Dakar, Senegal, less than a month later, OIC
heads of state resisted an initiative led by Turkey and merely voiced
"solidarity," leaving recognition up to individual member states.

The only six to have taken the step so far are Turkey, Albania,
Afghanistan, Burkino Faso, Sierra Leone and Senegal.

Analysts attribute the Islamic states’ unwillingness to support
Kosovo to a reluctance to anger Russia, Serbia’s historical ally,
which strongly opposed the independence move.

In mid-March, Foreign Minister Sergei Lavrov said before beginning a
Middle East visit that Moscow was urging Muslim states to withstand
pressure to recognize Kosovo, a state he said had been "illegally
formed."

"I would like to warn against the temptation to give in to calls
from non-Arab and non-Islamic states addressed to Islamic countries
to show Islamic solidarity and recognize Kosovo," he told the state
newspaper Rossiiskaya Gazeta.

Lavrov also pointed to unrest taking place in Tibet at the time,
suggesting that Kosovo’s breakaway had helped to trigger the "disorder"
in the Chinese-ruled region.

Some Kosovars have voiced dismay at the Islamic states’ hesitancy.

"We strongly believe that the support we got from the international
community to gain our freedom is the largest miracle of Allah and
the largest sign of his mercy towards his people in Kosovo," Blerim
Gashi, public information officer of the Kosovar-Arab friendship
and economic cooperation chamber, wrote in a recent article on the
al-Arabiya television channel’s Web site.

"We do hope that our brothers in faith will take their rightful place
on our side."

Separatist concerns

In the run-up to and during the U.N. General Assembly session now
underway in New York, Serbian and Kosovo politicians have been urging
Islamic and other governments to back their position.

En route to New York, Kosovo Foreign Minister Skender Hyseni visited
Saudi Arabia where he met with Ihsanoglu and "expressed the hope that
more OIC member states would recognize the independence of Kosovo,"
the Jeddah-based OIC said in a statement.

While the Kosovar was in Jeddah, his Serbian counterpart, Vuk Jeremic,
was in Cairo, visiting the seat of another organization, the Arab
League – all 22 of whose members are also in the OIC.

In New York, the lobbying has continued, led by the Serbian and
Kosovo presidents. Kosovo’s foreign ministry said in a statement that
Hyseni had met with ministers from Malaysia and Egypt, urging them
to recognize Kosovo and vote against the Serbian resolution.

Serbia’s delegation says it has held more than 50 bilateral meetings on
the sidelines of the General Assembly, and its ministers are voicing
optimism that the resolution will pass.

Belgrade’s Labor Minister Rasim Ljajic told Serbian media that some
OIC and Arab League members had indicated that they would not vote
against the measure, likely abstaining instead.

An ICJ opinion will not be binding on governments, but Serbia hopes
that any ruling in its favor will make it less likely that more
nations will recognize Kosovo.

Critics of the Serbian move worry that it could drag on for years,
delaying a consolidation of diplomatic and economic support for the
new state.

Putting on a brave face, Kosovo Prime Minister Hashim Thaci told a
government meeting Friday he did not believe Serbia’s initiative
would have any impact on the process of recognitions of Kosovo’s
independence.

In its lobbying, the Serbs are appealing to countries with unresolved
territorial or separatist disputes that the "precedent" set by Kosovo
could also be taken up by secessionists elsewhere, with serious
implications for national and regional stability.

The argument has resonated in Islamic countries like Indonesia,
which has grappled with separatist conflicts in Aceh and Papua,
and Azerbaijan, home to the ethnic Armenian breakaway enclave of
Nagorno-Karabakh.

Separatist concerns also lie behind the reluctance of some European
Union countries to recognize Kosovo. Only 20 of the union’s 27 members
have done so, with those opposed to the move – including Spain, Cyprus
and Romania – mostly uneasy because they face their own separatist
or ethnic minority issues.

With a vote on Serbia’s resolution coming up, the E.U. may struggle
to come up with a unified position once again, although few
Western countries will want to be seen not supporting an appeal to
international law.

After meeting with Jeremic in New York, Italian Foreign Minister Franco
Frattini predicted that E.U. member states would probably abstain.

European diplomats have also warned, though, that Serbia is not doing
its bid to join the E.U. any good by pursuing the matter.

The ICJ initiative "does not contribute to Belgrade’s aspirations
to move closer to the E.U., since most E.U. members have recognized
Kosovo," the E.U.’s representative in Kosovo, Dutchman Pieter Feith,
said in a recent interview.

The leaders of a skinhead gang charged with hate crimes admitted
Wednesday to committing 20 racially motivated murders and attempting
12 more, Interfax reported.

Artur Ryno and Pavel Skachevsky went on trial with seven others
Wednesday at the Moscow City Court for purportedly carrying out a
series of racist murders and other crimes in Moscow, an unidentified
participant in the trial told Interfax.

The proceedings are closed to the public, but the source told Interfax
that Ryno and Skachevsky "fully admitted their guilt" in the crimes
they are charged with.

City prosecutors have accused Ryno, Skachevsky and seven other
defendants — aged 15 to 22 — of committing 20 racist murders and 12
other racially motivated attacks from August 2006 through October 2007.

Three other defendants admitted partial guilt, while two others —
Svetlana Avakumova, 22, and Denis Lavrinenkov, 17 — pled not guilty,
the source told Interfax.

It was unclear how the remaining two defendants pled.

Ryno, a student at an icon painting school, has told investigators that
he began his murder spree on Aug. 21, 2006, the same day a bomb killed
13 people at Cherkizovsky Market, according to national media reports.

Ryno and Skachevsky were arrested in April 2007 on suspicion of killing
Armenian businessman Karen Abramyan. Abramyan, 46, was stabbed 20
times in southwest Moscow and died in the hospital.

THE REPUBLIC was and remains a common acquisition of Greek and Turkish
Cypriots, President Demetris Christofias told the nation yesterday.

In a statement to mark Cyprus’ Independence Day following the annual
military parade, Christofias referred to efforts being made to solve
the Cyprus problem, but stressed that the National Guard would continue
to exist for as long as Cyprus was under occupation.

The President took the salute from members of the National Guard,
police and fire services, standing on the podium with Defence Minister
Costas Papacostas, the National Guard Chief Lieutenant General
Constantinos Bisbikas and the Greek Minister of National Defence,
Evangelos Meimarakis.

The parade was also attended by House President Marios Garoyian and
Archbishop Chrysostomos II.

In his statement, the President said he was awaiting a response from
Turkey on whether to cancel the two sides’ annual military exercises,
while he also referred to the positive international climate that
has been created surrounding Cyprus.

"The Republic of Cyprus was and remains a common acquisition of
Greek Cypriots and Turkish Cypriots," said Christofias. "We aim with
peaceful means to reunite our country, to relieve it from occupation
and settlement, and to live free under the shelter of a bizonal,
bicommunal federation with our Turkish20Cypriot compatriots, without
foreign armies, without foreign military and other presences," he said.

The President said he would fight towards a Cyprus, which "will be
a democratic country with respect towards the human rights of each
citizen, independent of the language one speaks and the God in whom
one believes".

Christofias said the battle was being fought out in the international
arena on a daily basis, "and I believe we are succeeding in putting
Cyprus finally in the forefront. And it will come to the front,
if it isn’t already there".

He added that the government’s aim was not to corner Turkey. "Our
aim is to oblige the occupying forces into becoming reasonable and
understanding that it is also to their own benefit to withdraw the
military forces and to find a just and viable solution to the Cyprus
problem, if they want to move towards the European Union."

Christofias thanked the ministers and everyone who participated in
the parade, "in honour of our country’s independence".

"I wish and hope that we will soon no longer need an army," he
added. "But as long as we need it, we will maintain it and train
it so it can improve. All the best to everyone, Greek Cypriots and
Turkish Cypriots, Armenians, Maronites and Latins."

In a brief statement after the parade, Archbishop Chrysostomos
said that i t was imperative for everyone to protect Cyprus’ state
entity. He stressed that this needed to be done by everybody, from
the President of the Republic to the last member of the public.

Thousands line the street

THOUSANDS of Cypriots lined the streets in the capital’s Apostolos
Varnavas Lyceum area yesterday to see the military parade in
celebration of the 48th anniversary of Cyprus’ independence.

War wounded from 1974 were given an honorary position near the
officials’ stand.

The parade included the participation of members of the National
Guard and Greek contingent ELDYK, the police, Fire Services, Forestry
Department, Civil Aviation and military reserves.

There were also mechanised and infantry units, as well as an air
force and helicopter display, which was met with enthusiastic applause
and cheers.

The parade kicked off with the police philharmonic band.

the Raytheon office in Pasadena, CA to thank him for his continuous
support of the Armenian American Community, specifically regarding
House Resolution 106, the Armenian Genocide resolution introduced to
Congress in 2007.

"We realize the importance of communicating our concerns on
behalf of our community to our Congressional leadership, and we are
appreciative of the response," stated Razmik Khachikyan. "The efforts
for recognition of the Armenian Genocide continue in order to preserve
historical integrity and protect human rights issues worldwide,"
added Gegham Manukyan.

Robert Khachikyan spoke with the Congressman regarding the status of
H. Res. 106. The adoption of the resolution by the House Foreign
Affairs Committee on October 10, 2007 sparked a firestorm of
media coverage over the Turkish government’s threats to retaliate
against America if the measure were approved by the full House of
Representatives. Congressman Schiff reiterated his support for the
Armenian American community and reassured that he will once again
support the Armenian Genocide Resolution when it is introduced in
Congress.

Armen Donigian thanked the Congressman for his support and
participation during the Days of Advocacy earlier this year when

About 300 Armenians gathered yesterday, October 1, in front of
the French Senate to require that the socialist bill, envisaging a
one-year imprisonment and 45,000 euros fine for the denial of Armenian
genocide adopted by National Assembly (October 12, 2006), is approved
by Senators as soon as possible, independent French correspondent
Jean Eckian informed.

Indeed, over the past two years, France has been the scene of an
intense negationnism with several desecrations of memorials and
threats on the individuals.

It’s with the slogan "The denial is a crime. For punishing it I want a
Law!" uttered by the crowd, several speakers of Armenian organizations
of France and French deputies called on the Senators to understand
that civil security and public order are threatened on French soil
in the disrespect of the law of January 2001, which stipulates:
"France recognizes publicly the Armenian genocide of 1915."

Today, the Coordination Council of Armenian Organizations of France
(CCAF) which had joined film director Robert Guediguian and his wife,
actress Ariane Ascaride, request that Senators put the sanction of
the Armenian Genocide on their agenda.

Mourad Papazian, chairman of ARF Dashnaktsutyun Europe annouced another
gathering in front of the French Senate on November 22 where nearly
10,000 people are expected=2 0to participate.

Edward Nalbandian, the Foreign Minister of the Russian Federation
Sergey Lavrov will visit Armenia October 2-3.

In the framework of the visit the Foreign Ministers of the two
countries will have a meeting, following which they will give a joint
press conference.

Russian Foreign Minister Sergey Lavrov will be received by the
President of Armenian Serzh Sargsyan.

During the negotiations it is expected to discuss the dynamically
developing relations between Armenia and Russia and the strategic
partnership, including a broad framework of issues related to the
coordination of the foreign policy.

Within the framework of the high level political dialogue, the
Foreign Ministers of Armenia and Russia will refer to the process of
accomplishment of the agreements reached during the meeting of the
Presidents of the two countries Serzh Sargsyan and Dmitry Medvedev
in Sochi.

During the meetings in Yerevan special attention will be paid to the
process of settlement of the Karabakh issue, as well as the recent

According to the decree, during October-December 2008 those male
citizens who turn 18 before the draft day, as well as those who lost
the draft deferment right will be called up for compulsory military
and alternative service.

During October-December 2008 those who completed the compulsory

Legendary Argentinean Armenian tennis player David Nalbandian arrived
in Yerevan last night.

This is David Nalbandian’s first visit to historic Motherland. He
arrived in Armenia at the invitation of the President of the Tennis
Federation of Armenia, MP Harutyun Pambukyan and famous Argentinean
Armenian businessman Eduardo Ernekian. He will spend three days
in Armenia.

On September 29 a reception in honor of world-known Argentinean
Armenian tennis player David Nalbandian was organized in Buenos
Ayres on the occasion of granting him a passport of special status
of residence in the Republic of Armenia.

The reception was attended by the Deputy Minister of Sport of Buenos
Ayres Francisca Irarasaval, Chairman of the Economic Development
Commission of the Parliament of Buenos Ayres Andrea Makhyan, member
of the Chamber of Deputies of the Parliament of the State of Buenos
Ayres Sergio Nahapetyan, Former Minister of Security of the State
of Buenos Ayres Leon Carlos Arslanyan, national benefactors Eduardo
Seferyan and Armen Metsaturyan, famous doctor Daniel Stambulyan,
known politician and economist Carlos Melkonyan, other celebrated
figures of the Argentinean Armenian community.

Armenian Ambassador Vladimir Karmirshalyan came forth with a speech,
congratulating David Nalbandian on behalf of the authorities and
thousands of his fans in Armenia and handed him the passport of s
pecial residence status. The Armenian Ambassador wished success to
the sportsman, who currently ranks 7th in the world rating list.

Greatly inspires and excited, David Nalbandian expressed gratitude to
the Armenian authorities and informed that during his visit to Armenia
he would hold a special "master class" for Armenian tennis players.

The next day, on September 30, the event at the Armenian Embassy was

President of Armenia Serzh Sargsyan completed his two-day visit
to Georgia.

On the second day of the visit President Sargsyan laid a wreath at
the memorial to those who fell for the sake of Georgia. Later the
President of Armenia had a meeting with the faculty and students of
the Tbilisi State University. In his speech President Sargsyan turned
to the Armenian-Georgian relations, a number of regional issues, the
perspectives of scientific-educational cooperation between the two
countries. Rector of the Tbilisi State University granted the title
of the Honorary Doctor of the Tbilisi State University to President
Serzh Sargsyan.

At the end of his visit to Georgia, President Sargsyan met with more
than 200 representatives of the Georgian Armenian community. In his
speech the President of Armenia stressed the importance of the Armenian
community in the development of the Armenian-Georgian friendship and
expressed willingness to work with Georgian authorities to help the
Armenian community of Georgia to have a firm perspective of future. "In
Tbilisi I visited flourishing Armenian culture centers and it’s my
wish that we manage to preserve and develop the traditions of Armenian
culture, Armenian national identity and national mentality. It’s
possible to achieve all this due to our unity, through combination
of work and strength, " President Sargsyan stated.
