/PanARMENIAN.Net/ Georgia will stop its CIS membership from August
2009.

"A technical decision was taken to discontinue Georgia’s membership
of the CIS in conformity with its address," Russian Foreign Minister
Sergei Lavrov said on Thursday.

"This will take place in August 2009," he specified, adding that
"an instruction was issued to carry out stock-taking of agreements,
under which Georgia has obligations."

"A decision was taken on stopping the operation of the Collective
Peacekeeping Force in Abkhazia, since it was made within the CIS,"
the minister also noted.

Speaking of Georgia’s secession from the CIS, Lavrov said, "This is
a sovereign decision. However, it is regrettable, since all benefit
by cooperation within the CIS.

The Russian Minister noted at the same time that he sees "no negative
consequences from discontinuation of Georgia’s membership of the CIS,
since Georgia’s participation over the past years was aimed likely
at erosion of the CIS rather than at its consolidation.

"There were no statements from Ukraine on secession from the CIS. I
believe that Ukraine intends to step up its participation in the
Commonwealth," Lavrov said, Itar-Tass reports.

AGMA Gifted Exceptional Collection Of Genocide Documentation

AGMA GIFTED EXCEPTIONAL COLLECTION OF GENOCIDE DOCUMENTATION

/PanARMENIAN.Net/ Two donors, who presently wish to remain anonymous,
have gifted the Armenian Genocide Museum of America (AGMA) with an
exceptional collection of books and other printed material focused on
the Armenian Genocide and its documentation, AGMA told PanARMENIAN.Net.

The collection of several thousand rare and out-of-print books and
other documents is slated for transfer to the AGMA in time for the
opening of the museum in 2010. AGMA will include a complete facility
to support ongoing research at the museum.

The remarkable collection contains many valuable items including maps,
photographs, and other historical evidence reflecting acquisitions,
research, and exploration across numerous archives.

In making their gift to AGMA, the two donors stated: "Indeed, the
very raison d’etre of this collection is that everyone needs to know
that there is a massive amount of documentation on what happened
to the Armenians. At the same time, there is also ample testimony
that they were able to overcome the attempt to annihilate them and
to recover from such unprecedented adversity. And, all this with a
great deal of help from the U.S.A. What better place to show this
than in Washington, DC?"

The donors hope that the gift will serve as an incentive for others
to contribute relevant works as well. Collection development is
a major objective of the AGMA library. Accepting the donation,
AGMA Trustee and Building and Operations Committee Chairman Van
Krikorian, said: "We are thrilled to receive this astounding gift of
an entire library of specialized publications concentrating on the
Armenian Genocide. The donors’ monumental achievement in creating
this collection and tremendous generosity in choosing the AGMA as
the home for the collection represent a true match made in heaven."

Krikorian went on to say: "This collection of works ranging in their
coverage from the mid-1800s to the present has personal meaning
for a variety of reasons. First, this specialized Armenian Genocide
collection is destined to constitute the foundation of the museum
library. Second, the donation of this entire pre-existing collection,
along with our own Assembly and ANI materials, and in light of the
help we are getting from the Near East Foundation and the Armenian
Genocide Museum in Yerevan, and others, immediately puts AGMA out
front in Washington for running the type of research center that we
plan and need to support the museum, its exhibits and activities. Our
donors have established a standard of sharing with this extraordinary
donation in the same community-minded spirit of Anoush Mathevosian,
Hirair Hovnanian, and the Kechejian family, which we hope others
will emulate."

The library donors are scientists with advanced degrees, one with
Armenian roots and the other with no such roots but with a fervent
interest in human rights, peace, and social justice. The gift is being
made in memory of the parents of one of the scientists. They were from
the same small mountain village in the Kharpert region of Armenia. One
was a Genocide survivor; the other was a "gamavor" or volunteer from
America who served in the Armenian Legion or Legion d’Orient.

This special collection will significantly expand the holdings of
the Armenian National Institute (ANI), which has been serving as
the research facility of the AGMA. ANI is already the beneficiary
of the oral history project conducted by the Armenian Assembly of
America in the 1980s, which also sponsored in the 1990s, the first
comprehensive collection of 37,000 pages of U.S. documents from the
National Archives issued on microfiche with a 476-page guide to the
documents, both published by Chadwyck-Healey, Inc. Over the years, ANI
has also acquired important archival holdings from around the world.

on the basis of Azerbaijan’s territorial integrity, the OSCE Minsk
Group U.S. Co-chair said.

"We believe that the settlement should begin with the principle of
territorial integrity and then include additional principles up to
a compromise and framework agreement," Matt Bryza told BBC.

"We all should accept that according to the international law, Nagorno
Karabakh is a part of Azerbaijan. Armenia should agree to it. We know
that Armenia has a different stance to the issue and we should use
creative and constructive approaches to help Azerbaijan and Armenia
come to understanding," Bryza said.

/PanARMENIAN.Net/ The United States is pushing NATO to put Georgia
on a formal track to alliance membership in December, U.S. Defense
Secretary Robert Gates said on Thursday, despite concerns about the
country’s security after its war with Russia.

NATO has promised to grant both Georgia and Ukraine membership
eventually but declined in April to give either a formal membership
action plan, known as MAP.

"I urge our allies to support MAP for Georgia in December and to
support Georgia’s efforts in accomplishing needed reforms," Gates
told reporters on the sidelines of a NATO defense ministers’ meeting
in Budapest.

Following the Georgia-Russia conflict in August, some allies want
to delay extending NATO membership to either Georgia or Ukraine,
according to U.S. officials.

But Washington has been at pains to show that Russian actions will
not change U.S. policy and U.S. officials say it should not affect
NATO policy either.

"We are unwavering in our support for Georgia’s sovereignty, its
independence and its territorial integrity," Gates said.

"We have sought a constructive relationship with Russia, but
unfortunately their behavior has undermined security in the region
and raised real concerns about their intentions. Russia’s invasion of
Georgia in my view has achieved, will achieve no strategic objective."

U.S. and Georgian officials will meet in late October to talk about how
Washington can help rebuild the Georgian military. Gates and Georgian
Defense Minister David Kezerashvili met in Budapest but did not discuss
specific weapons systems that Georgia might need, Reuters reports.

unreal in the near future, said Alexander Karavayev, head of political
forecast service at Moscow information and analytical center for post
soviet studies.

Resolution is possible with combination of three major factors,
according to him.

"First, change of format of talks and acceptance of Turkey’s Caucasus
Platform. With strengthening of bilateral relations, some progress will
be possible in 2010-2011. The second factor depends on development
of economic situation in Azerbaijan. If this country works out a new
model of successful development, Armenia might move toward resolution
of the conflict. The third factor is conditioned by Armenia’s domestic
affairs," Karavayev said.

of their party identification, the Armenian Parliament speaker
Hovik Abrahamyan said during the meeting with newly appointed
US Ambassador to Armenia Marie Yovanovitch in Yerevan. As the
parliamentary press-service told ArmInfo, H. Abrahamyan congratulated
M. Yovanovitch with appointment and expressed confidence that the new
ambassador will contribute to rapprochement of the two countries. The
parliament speaker expressed gratitude for the USA assistance to
Armenia. He emphasized importance of the ‘Millennium Challenge’
programme which will have positive significance in solution of
Armenia’s problems. The speaker expressed a request to contribute
to its continuation. H. Abrahamyan also touched on the internal
political situation and said no one should be persecuted for his
political views. He added that 7 criminal cases have already been
prepared and submitted to advocates. In view of this, H. Abrahamyan
expressed gratitude for assistance of the experts arrived from the USA.

M. Yovanovitch congratulated the Armenian parliament speaker with
appointment and wished her success. She also said that H. Abrahamyan
took a speaker’s duty in a period of numerous tasks and opportunities
both in the internal and foreign arena. M. Yovano vitch expressed
condolences to the relatives Ð~J of the died during March 1-2 events
and said the circumstances of their death must be disclosed.

Being acquainted with the activity of the Interim Parliamentary
Commission on investigation of March 1 – 2 events, the ambassador said
that experts of the Commission, created in the USA on investigation of
September 11 terrorist act, will assist in the Commission’s work. She
emphasized importance of establishment of a constructive dialogue in
the Armenian Parliament and added that Armenia has settled down to
the course of democracy and is guided by international standards in
the processes being carried out.

Talking of the ‘Millennium Challenge’ programme, M. Yovanovitch said
that discussions on its continuation are underway in Armenia’s Economy
Ministry, as a result of which this issue will be solved.

According to her, official Washington appreciated the circumstance that
Armenia allocated $16 mln for implementation of the programme. The
ambassador marked importance of fulfillment of both this and other
programmes of cooperation and said that improvement of interrelations
in all directions is her greatest desire as an ambassador.

At the end of the meeting, the parties touched on the regional
problems, the ways of Nagorno Karabakh conflict settlement and
other issues.

ArmInfo. President of Armenia Serzh Sargsyan is participating in the
closed meeting of the Heads of State of CIS in Bishkek, the capital
of Kyrgyzstan.

Russian media report that Kyrgyz President Kurmanbek Bakiyev opened
the session. The participants of the session are President of Russia
Dmitry Medvedev, President of Belarus Aleksander Lukashenko, president
of Armenia Serzh Sargsyan, President of Turkmenistan Gurbangulli
Berdiuhamedov, President of Kazakhstan Nursultan Nazarbayev, President
of Moldavia Vladimir Voronin, President of Tajikistan Emomali Rakhmon,
President of Uzbekistan Islam Karimov, Prime Minister of Azerbaijan
Artur Rasizade, Secretary of the Narional Security and Defense Council
of the Ukraine Raisa Bogatireva.

Russian media report hat the session is held behind the closed doors.

The closed meeting will preliminarily discuss the agenda of the
enlarged CIS Summit. In particular, the CIS Council of the Heads of
State is expected to discuss 20 draft documents.

The key issue of the agenda of the Council is the draft CIS Strategy
of Economic Development for 2020. A specially formed Working Group of
deputy heads of economic departments drafted the Strategy. Chairman
of the Working Group was elected Deputy Minister of Economy of the
Ukraine Valery Muntiyan.

The draft Strategy is in compliance with the vital interests of
every CIS signatory-state and does not contradict the development of
relations with third countries.

The strategy is to be fulfilled in three stages through elaboration
and fulfillment of plans of specific actions. The fulfillment of the
Strategy will allow ensuring development of integration processes
in the economic sphere, using the social and economic potential of
each state and the Commonwealth in general more effectively, creating
conditions for the confident entry of CIS signatories in the world
economy, and constantly improving the living conditions of citizens.

The package of documents drafted in conformity with the Conception
of development of CIS has a special part in the agenda. The document
implies fulfillment of the Point 9.5 of the Action Plan for its
implementation dated October 5 2007.
