ANDRE TABOURIAN: SON OF KAREKIN, SON OF LEBANON

Much will be written about Andre Tabourian,* and more will remain in
the good memory of people who knew him or benefited from his work or
philanthropy. My testimony highlights a story that must be told. Along
with his brother Gerard Tabourian, Tabourian honored his father by
establishing the Karekin Tabourian Dentofacial Clinic at the American
University of Beirut (AUB) Medical Center. Many of my AUB colleagues
and I met Andre Tabourian in these happy circumstances, and in him the
knowledgeable, good-hearted, witty, charming and truthful man. At the
time of the clinic dedication, the grateful children summed up their
late father’s interests in life and his legacy in two matters: his
family and his profession as dentist and AUB professor. Recalling the
ultimate sacrifice of Karekin’s parents and Armenian people who were
killed not because of what they did, but because of who they were,
the sons stated: "He taught us the opposite." Empowered with this
strength of character, Andre Tabourian built a successful and generous
legacy like his father. He was a proud, grateful, and honorable son
of Karekin.

In this story that builds on suffering to reach the summit of success,
lies a fertile ground of opportunity – Lebanon. Is it odd to think
of the cedars land as one of opportunity? Not to this Tabourian
family. Grateful to what this country offered, the Tabourians gave
back, by creating work opportunities; through charity; and in public
service, be it on Beirut’s municipal council (Karekin), the Lebanese
Parliament ( Andre) or government (Alain). Andre Tabourian was a good
citizen. He was a proud, grateful and honorable son of Lebanon.

When planning the opening of the Tabourian Clinic, Andre expressed his
and his brother’s desire: no propaganda. "Our giving is for a cause,
not self-satisfaction and praise." Though praise we may abundantly, in
your honor we simply say: thank you for the lessons your life has been.

Ankara: EU Report To Increase Pressure For Reforms

EU REPORT TO INCREASE PRESSURE FOR REFORMS

The European Union is set to warn Turkey to speed up its efforts on
reform for eventual membership in the 27-nation bloc, although the
tone of criticism is expected not to be particularly strong.

The annual progress report on Turkey’s reform efforts, due to
be released on Nov. 5, will not harshly criticize the Justice
and Development Party (AK Party) for lack of sufficient reforms,
considering last year’s turbulent presidential elections, a military
memorandum warning of intervention and more recently a closure
case against the party. Earlier this year, the Constitutional Court
narrowly rejected an application by the Supreme Court of Appeals’
chief public prosecutor on the grounds of anti-secular activities.

Despite the understanding that too much pressure on the government
just after so much domestic trouble would not be fair, European
Commission sources make clear that they are unhappy with inaction in
areas of reform over the past two years. In fact, sources say the AK
Party government will see less understanding and sympathy from the
EU and will be subject to more direct calls for reforms after the
Nov. 5 report.

The upcoming report is expected to call for a new constitution as
promised by the government and to express concern that Parliament
has not yet approved new legislation on political parties and the
creation of an ombudsman mechanism.

The European Commission is also expected to highlight the fact that
the AK Party was not closed down at the end of the closure case
against it. The progress report is expected to underline that the
non-closure of the AK Party was a major breakthrough and a step in
the right direction to strengthen Turkish democracy. The report will,
however, highlight concerns over an ongoing closure case against the
pro-Kurdish Democratic Society Party (DTP). The DTP faces closure on
charges of links with the outlawed Kurdistan Workers’ Party (PKK),
which is regarded as a terrorist group by Turkey, the US and the EU.

In statements prior to the conclusion of the closure case against the
AK Party, EU Enlargement Commissioner Olli Rehn warned that closure
might have affected Turkey’s accession talks with the bloc.

A third point the EU is expected to underline in the progress report is
Turkey’s growing strategic importance in its region. Eager to boost its
clout in regional and global politics, Ankara has launched indirect
talks between Syria and Israel and proposed a regional cooperation
platform for the Caucasus, where Russia and Georgia briefly fought
a war over the breakaway region of South Ossetia. That platform
is also envisaged to include Armenia, with which Turkey has no
formal ties. In a landmark move, President Abdullah Gul traveled to
Yerevan in September to watch a soccer game between national teams
of the two countries. The EU is expected to welcome the progress in
Turkish-Armenian ties.

Rehn said last month that developments in the energy-rich Caucasus
have shown that Turkey’s strategic importance for the EU has grown.

Political processes in Georgia have acquired quite dangerous trends
that can be somewhat difficult to forecast. Russian aggression has
given rise to a new geopolitical benchmark not only on the regional,
but also on the global level. The establishment of a new world order
has been initiated, in which the US hegemony is going downward and may
even be experiencing a total collapse. This is not only in military
and political terms, but also because of the onset of a very deep
financial crisis and possible collapse.

The biggest geostrategic failure of the current Bush administration
is indicative of the deterioration of the USA military and political
status in Iraq, and most notably in Afghanistan. There, NATO is
relinquishing control over the situation, and very soon we may witness
the entry of traditional Taliban movements in this country. This
is accompanied by the fact that Karzai, Afghanistan’s president,
has made an official address to Mula Omar, leader of the Taliban
Movement, and called on the initiation of strategic cooperation and
the participation of Mula Omar in the Afghan government.

Against this background, in a geopolitical context signs of
tri-polarism are emerging – the players being the USA, the Russian
Federation and the EU. The most interesting aspect is that the new
tri-polarism has started from the Caucasus region and will be developed
within this region. Such factors have been identified as well, even in
terms of the distribution of a new balance of powers at the regional
level. This can be seen in the initiation of the "Caucasus political
platform" and the introduction of new regional leaders.

Geostrategic positions of the Russian Federation in the Caucasus region
have obviously increased; Russia’s is allied with Iran and indirectly
with Turkey. Apparently, in the context of geopolitical redistribution,
a new trend of management of conflict spots can be observed. This
was demonstrated in the resolution of the Karabagh conflict, when
Turkey decided to take on a more active mediator role and initiate the
process of tightening ties with Armenia. The processes, of course,
will have a negative effect on Georgia, which can lose its unique
geopolitical status and become just a certain geopolitical "adjunct."

If the "Gordiev knot" of Turkey-Armenia and Armenia-Azerbaijan opens,
which will be followed by the modification of relations between Russia
and Turkey, Turkey and Iran, and Azerbaijan and Iran, the general
political background of the region will change entirely. In which
case, the Georgian-American strategic modality may become secondary
and serve as a major opposing factor to new geopolitical coalitions.

Such a complicated geopolitical modality for Georgia is already
becoming a reality. The development following the August 7 events
indicates the possibility that such a scenario may emerge. By
approximation, geopolitical transformation of the Caucasus region may
become very similar to the model of the Near East region, which was
identified at the end of 70’s and early 80’s. In such a case, however
disappointing, Georgia may be destined to repeat the experiences of
Lebanon, which had the most acute problems of territorial integrity,
domestic policy disorder, a difficult regional political situation
and direct involvement of the International Community at the national
and regional levels, e.g. NATO, EU, USA, USSR and the UN.

Exactly during this most complex geopolitical background, Georgia tries
to balance relations with all regional powers, of course, excluding
Russia (due to objective reasons) and identify a new geopolitical niche
in the processes being developed around the country. "Mechanical moves"
of Georgian diplomacy that are not supported by specific analytical
approaches (such a negative trend has become especially visible today)
further aggravates the issue of successfully resolving of the country’s
foreign policy issues. (Not only is there the absence of a relatively
decent-functioning strategic research center, but even the state
structures do not take due efforts in this direction.) But this is a
tactical weakness, and can be fixed relatively easily. The strategic
level geopolitical stance is characterized by the trend of being out of
Georgia’s control, since is determined by the power centers which have
global and regional influence, and are duly represented at present –
the EU, USA, Russian Federation, UN, OSCE, Turkey and now Iran.

Therefore, when we talk about Georgia’s possible role in regional
and trans-regional levels in such circumstances, many researchers
compare it to the model of "Cyprusizaton," which is identical only
from the viewpoint of legal clichés (since the North Cyprus republic
has been recognized by only Turkey, Abkhazia and so-called South
Ossetia are in the same condition in Georgia’s case, which have
been recognized only by the Russian Federation). If we talk in the
context of geopolitical modality, Georgia can be better compared with
"Lebanonization." Specific examples to clarify this can be seen in
the table below:

Complementing Western European colonial policies that date back to
the 16th century, the US intervention in Mesopotamia (falsely called
Iraq) against the tyrannical Pan-Arabist regime of Saddam Hussein
ended up as total disaster for the massively emigrating Aramaeans,
whose historicity in the area goes back to the last centuries of the
2nd millennium BCE.

The Aramaeans defended Nestorian Christianity (fallaciously considered
as heretic by the Constantinopolitan and the Roman patriarchs) against
the Sassanid Persian oppression and the Eastern Roman persecution.

Due to the fact that for more than 300 years the Eastern Aramaeans had
been persecuted by the then world´s two main power,s which succeeded
one another in these territories of today´s SE Turkey, Eastern Syria
and Northern Iraq, the acceptance of the Islam was easy at all levels,
religious, linguistic, economic and political.

Arabic is a close Semitic relative of the Aramaic; the taxes that
the Aramaeans had to pay to the Islamic Caliphate´s authorities were
lower than the heavy tributes leveraged by the Eastern Romans and the
Sassanid Persians; the Islamic Caliphate was an oasis for the Eastern
Aramaeans, and the Nestorians – rejecting the theory that Jesus was
God – were very close to basic concepts of Islam that presents wide
affinities with the Nestorian Christianity – which was a matter that
the Western Christian churches and Freemasonic academia did their
ingenious best to hide from the average Western people.

Thus, many Aramaeans became progressively Muslims, contributed to the
rise of the Islamic Enlightenment, Arts and Sciences, and gradually
forgot Aramaic; however, the Nestorian Aramaeans were still numerous
at the Ottoman times, representing more than a third of the local
Mesopotamian populations.

Targeted by the cruel colonial policies of France and England,
they have been decimated over the past centuries due to the
colonial practices of ´divide et impera´. For the evil plans of
the Freemasonic colonial elites of Europe, the Nestorian Aramaeans
have to disappear totally, and if this is not possible, to emigrate
from their homeland and get dispersed.

In forthcoming articles I will focus on aspects of the Anti-Christian,
Freemasonic policies of the colonial powers France and England,
but here I reproduce two recent features from IRIN and one report
from AFP that make state of the calamitous situation to which the US
paranoia in Iraq constrained the last remnants of a most illustrious –
and most envied by the French and the English – Nation – the History
of which has been monstrously falsified in the supposedly trustful
universities and academic centers of the West.

Iraq: Attacks Drive Thousands of Christians out of Mosul

Baghdad, 12 October 2008 (IRIN) – Nearly 750 Christian families, about
3,750 individuals, have fled their homes in Mosul, a city about 400km
north of Baghdad, as Sunni Muslim extremists have increased attacks
against this religious minority since 4 October, a local official
said on 11 October.

"We have registered so far 744 Christian families who left their
houses in Mosul due to the recent attacks. Most have ended up either
in relatives´ houses or churches or monasteries in nearby towns
and villages where there are many Christians," said Jawdat Ismaiel,
provincial director of the Ministry of Displacement and Migration.

Ismaiel said these new internally displaced persons (IDPs) are
distributed in seven towns and villages to the north and east of Mosul,
the provincial capital of Ninevah province. He said there were about
200 families in Qaraqoush, 187 families in Tal Skouf, 145 families
in Bartila, 96 families in Baashiqa, 47 families in Karam Less,
37 families in Tilkaif and 32 families in Alqoush.

Ismaiel added that his teams are visiting all the towns and villages
that have offered safe haven to Christian families in order to track
their number, which is "increasing dramatically hour after hour".

Aid deliveries

He went on to say that 150 food and aid packages have been distributed
so far to these families and at least 50 more were expected to be
distributed later on 11 October. Each package includes four bed
rolls, four blankets, four pillows, hygiene and kitchen materials,
cans of food, lanterns, tomato paste, clothing for adults and children
and toothpaste.

In addition, Ismaiel said the displacement ministry is planning to
build a makeshift tent camp in Bartila if needed.

An accurate estimation of the Christian population in Iraq is not
available but hundreds of thousands of Christians are known to have
fled the country since the US-led invasion of the country in 2003
for fear of attacks by both Sunni and Shia religious extremists.

A local police officer in Mosul said that since 4 October police
had found seven dead Christians who appeared to have been kidnapped
by gunmen and killed execution-style. The latest was a construction
worker killed on 8 October.

The officer spoke on condition of anonymity as he was not authorised
to speak to media.

Following these recent attacks, Ni´ma Noail, a 50-year-old Christian
civil servant, decided to leave his house in Mosul and has ended up
in a room in a church in Bartila.

"We left everything behind us. We only took our souls," Noail,
a father-of-three, said. "Relatives in other cities and friends in
Mosul, including Muslims, advised me to leave after recent events."

He called on the government and US-led forces to "honour their word
to offer protection to Christians".

Iraq: More Food Aid Needed for Displaced Christians – official

Baghdad, 13 October 2008 (IRIN) – Calls for more humanitarian aid have
been made as an increasing number of Christians flee their homes in and
around the northern city of Mosul due to attacks by Sunni extremists.

"As of today [October 12], the number of Christian families who
have fled their homes in Mosul has reached 1,094 [about 5,470
individuals]. They are still fleeing to nearby Christian towns and
villages fearing attack by gunmen," said Jawdat Ismaiel, provincial
director of the office of the Ministry of Displacement and Migration.

Ismaiel told IRIN he had appealed to the ministry, the Iraqi Red
Crescent Society (IRCS), and the International Organization for
Migration to help with more food and other aid for these families.

"The most needed items are food, blankets and bed rolls… We have
distributed 350 items so far and we will distribute at least 200 more
tomorrow," Ismaiel said.

Falah Hilal, head of the IRCS office in nearby Ninevah Province,
said his teams had supplied 525 families with aid in two towns.

"These families are going through hard times, with panic, sadness and
misery obvious in their faces," Falah Hilal told IRIN. "They have left
their properties and their children are out of school… displacement
is still under way."

Each aid package includes four bed rolls, four blankets, four pillows,
sanitary and cooking materials, canned food, a lantern, tomato paste,
and clothing for adults and children.

Investigation

Iraqi Prime Minister Nouri al-Maliki has ordered an investigation
"to adopt immediate and necessary measures to enable the Christian
families displaced over the past few days to go back home," a
government statement said.

Ali al-Dabagh, a spokesman for the Iraqi government, on 12 October
condemned "criminal groups trying to harm the coexistence and
forgiveness principles among Iraqis".

Al-Dabagh accused extremist groups of targeting "an essential segment
of Iraqis, Christians with whom we have a long history of brotherhood
and coexistence."

In Mosul, an Iraqi army officer who preferred anonymity said: "We will
protect Christians and their properties, and hunt down the terrorists
behind these criminal acts, so as to help those who have fled their
homes to return."

Whilst there is no accurate data on the size of the Christian
community, hundreds of thousands are believed to have fled the country
since the US-led 2003 invasion. There were around 800,000 Christians
in Iraq in 2003, according to Chaldean Archbishop Louis Sako.

Iraq Pours in Police to Protect Christians

Mosul, Iraq (AFP) — Iraq deployed around 1,000 police in Christian
areas of Mosul on Sunday as thousands of members of the minority
group fled the worst violence against them in five years.

"Two (national police) brigades were sent to Christian areas in Mosul
and churches were surrounded and put under tight security," interior
ministry spokesman Abdul-Karim Khalaf told AFP.

He said the reinforcements had been deployed from midnight in the
restive northern city, considered by US and Iraqi commanders as the
last urban stronghold of Al-Qaeda in Iraq.

Khalaf added that two investigation teams, one security and the
other criminal, had also been deployed to probe a spate of attacks on
Christians in Mosul since September 28, in which at least 11 people
have been killed.

An AFP correspondent said police had set up checkpoints at churches
in the city’s four heavily Christian areas and were patrolling the
streets on foot.

Nearly 1,000 Christian families have fled their homes in the city
since Friday, taking shelter on the northern and eastern fringes of
Nineveh province, according to provincial governor Duraid Kashmula.

He said the violence was the worst against Christians in five years.

"(It) is the fiercest campaign against Christians since 2003,"
Kashmula told AFP on Saturday. "Among those killed over the past 11
days were a doctor, an engineer and a handicapped person."

At least three homes of Christians were blown up by unidentified
attackers on Saturday, security officials said.

Mosul military command spokesman Khalid Abdul-Satar said he did not
know who was behind the violence but pledged to protect the Christian
community.

"We told the Christians through their churches and priests that we
are ready to provide security to any house or individual that needs
our protection. We have enough forces to do that," Satar said.

At the Vatican, Pope Benedict XVI on Sunday condemned the violence
against Christians in both Iraq and India.

"I invite you to pray for peace and reconciliation as situations
cause concern and great suffering…. I think of violence against
Christians in Iraq and India," he said.

Yunadem Kanna, one of only two Christians in the national parliament,
said he had held urgent talks with Prime Minister Nuri al-Maliki on
the violence.

"I just met with Maliki and he promised to deliver," he said, adding
that the army and not just police had to move into the area in force
if the law was to be upheld.

The flight of Christians from Mosul came as Chaldean Archbishop Louis
Sako last week called on the US military as well as Prime Minister
Maliki’s government to protect Christians and other minorities in
the face of a rash of deadly attacks.

In an interview with AFP, Sako called on US forces to do more to
protect Christians and other minorities.

"We are the target of a campaign of liquidation, a campaign of
violence. The objective is political," Sako said.

Since the US-led invasion of 2003 more than 200 Christians had
been killed and a string of churches attacked, with the violence
intensifying in recent weeks, particularly in the north, he added.

There were around 800,000 Christians in Iraq at the time of the US-led
invasion, a number that has since shrunk by around a third as the
faithful have fled the country, the archbishop said.

In March, the body of the Chaldean archbishop of Mosul, Paul Faraj
Rahho, 65, was found in a shallow grave in the city two weeks after
he was kidnapped as he returned home from celebrating mass.

Iraq’s Christian community includes various denominations, including
Syrian Orthodox and Catholic, Armenian Orthodox and Roman Catholic
congregations.

The Holy Apostolic Catholic Assyrian Church of the East, current
presided over by Mar Dinkha IV is an Aramaean Christian church, and one
of the earliest churches to separate from mainstream Christianity. It
that traces its origins to the See of Seleucia – Ctesiphon, said
to be founded by Saint Thomas the Apostle as well as Saint Mari and
Addai as evidenced in the Doctrine of Addai. This church is sometimes
referred to as the "Nestorian Church", the "Syrian Church" or the
"Persian Church."

It has also been referred to, inaccurately, by a number of other
names. These include Assyrian Orthodox Church, which has led some
to mistakenly believe that it is a body of the Oriental Orthodox
community. The church itself does not use the word "Orthodox" in any of
its service books or in any of its official correspondence, nor does it
use any word which can be translated as "correct faith" or "correct
doctrine", the rough translation of the word Orthodox. In India,
it is known as the Chaldean Syrian Church. In the West it is often
known as the Nestorian Church although the Church itself considers the
term pejorative. The church declares that no other church has suffered
as many martyrdoms as the Assyrian Church of the East, which was the
traditional name of the Christian Church of the Eastern Aramaeans.

Another store owner is killed. Pope’s words are echoed in Arab
newspapers as the city’s archbishop, Mgr Louis Sako, slams the
attacks. Some claim that Iraqi Christians are no more in danger than
the average Iraqis. Others insist that all Iraqis have a duty to
protect Christians.

Beirut (AsiaNews) – Mosul’s Christian community experienced another
attack yesterday. A store owner in this northern Iraqi city was
targeted in what seems to be a strategy to drive out the entire
community. Oarkis Alton, a records seller, was killed at work. His
cousin was also wounded in the attack which took place despite
an increased police presence around churches and in Christian
neighbourhoods. A corollary of all this is the increasing attention
paid by Arab media both within and without Iraq to the problem.

Today Arab media have in fact zeroed in on what is happening to
Christians in Mosul. Many newspapers have also reported the "alarm
and great suffering" expressed yesterday by Benedict XVI for the
persecution endured by Christians in the country.

"Attacks in the Iraqi city of Mosul have forced hundreds of Christian
families from their homes in just the past week," al-Jazeera reported,
quoting Duraid Mohammed Kashmoula, governor of the northern Ninawa
province.

The flight, the TV network noted, comes as Chaldean Archbishop Louis
Sako said Iraq’s Christians were facing a campaign of "liquidation"
like that in Baghdad, with its lot of abductions and murders.

A wave of religiously targeted killings has left at least 12 Christians
dead over the past two weeks.

Many other media outlets like the Middle East Times focused on the
commitment by Iraqi Prime Minister, who ordered an additional thousand
agents to the city, to "take immediate action to resolve the problems
and difficulties faced by Christians in Mosul."

"Maliki beefs up security in Mosul to protect Christians," was
TheDaily Star’s title, whereas al-Bawaba referred to "an upswing in
attacks against Christians in Mosul [that] has forced 500 families
to flee in the last week and seek shelter at churches, monasteries
and relatives’ homes."

Lebanese French-language daily L’Orient Le Jour reported that some
5,000 Christians have been forced to abandon their homes, noting
that an estimated 250,000 (out of 800,000) have already fled Iraq
altogether.

Under the pen of its chief editorial writer Tariq Alhomayed, pan-Arab
daily Asharq Alawsatt told its readers that "We Must Protect Iraq’s
Christians." For him "there seems to be an organized campaign targeting
the Christian population of Iraq". What is more, whilst "al-Qaeda
continues to torture Christians it is important to note that a Shiite
collation of MPs has already rejected a draft law which protects
the Christian minority," i.e. Article 50 which deals with minority
representation in provincial councils. "The new law," he wrote,
"was incomplete and disruptive giving only the minimum of political
rights to the Iraqi minorities, like the Chaldean Christians."

Ultimately he said that it "is the duty of all Iraqis and not just its
government, to protect Iraqi Christians from murder and displacement,
and all forms of oppression, particularly when taking into account
that they have always been patriots and have never been apart of any
alliance against their nation; moreover they have suffered more then
any other Christian group in the Middle East."

Armenian Has Not Yet Agreed With Iran On Terms Of Supply Of Iranian

ARMENIAN HAS NOT YET AGREED WITH IRAN ON TERMS OF SUPPLY OF IRANIAN GAS FROM LAST SUNDAY

ArmInfo. Armenia has not yet agreed with Iran on the terms of supply of
the Iranian gas from the last Sunday, spokeswoman of Armenia’s Ministry
of Energy and Natural Resources Lusine Harutyunyan told ArmInfo.

She said the Iranian party intended to start gas supplies to Armenia
last Sunday, however, it did not happen. "At present, Armenia does
not need the Iranian gas, it receives gas from Russia in a sufficient
volume", the spokeswoman said. She added that Armenia will receive gas
from Iran in case of need, however, she indicated no specific terms of
supplies. Moreover, she said, the building work at the second section
of Iran- Armenia gas pipeline (from Kajaran to Yerevan) is underway
and this section has not been yet commissioned. The information about
start of gas supplies from Iran to Armenia last Sunday was given by
Director of the National Iranian Gas Company (NIGC) Rasul Salmani.

Earlier, Armenia’s Minister of Energy and Natural Resources Armen
Movsisyan told journalists that Armenia will be technically able
to receive to 2,5 cub m of natural gas from Iran started November,
2008, due to increase of the flow efficiency of the pipeline at
Kajaran-Yerevan section. A. Movsisyan added that the Iranian gas
will be used by Armenia in case of need, which may occur under
force-majeure circumstances because of stoppage or reduction of the
Russian gas supplies to Armenia for any reasons. The minister also
said the Iran-Armenia gas pipeline was built as an alternative to
the northern main pipeline, by which Armenia presently receives gas
from Russia through Georgia’s territory. He added that the Iranian
gas will be used mainly for commercial purposes and for supply to
the Armenian TPPs to exchange for electric energy.

In compliance with the agreement, Iran will supply 1,1 bln cub m
of gas started 2009, and to 2,3 bln cub m of gas per year started
2019. Armenia will pay for gas by electric energy based on 3 kWh per
1 cub m.

ArmInfo. Armenian Defence Minister Seyran Ohanyan has met
representatives of the Alliance civil initiative at Congress Hotel

The Alliance was set up in May 2007. Its purpose is to spread
democratic values and to protect human rights by the efforts of
young people and students. The Alliance consists of several public
organizations.

As one of the representatives of the Alliance said, Defence Minister
Seyran Ohanyan is in the three of the most popular and open for
the society ministers. For his part, Ohanyan said regular meeting
with population make it possible to disclose the shortcomings and
remove them later. He also presented shortly the three stages of the
Armenian army establishment, the army reforms and the role of young
people and added that young generation is becoming more literate.

But immediately after his speech journalists were asked to leave. For
this reason, it is not clear what shortcomings they were speaking
about. The meeting passed in the closed regime despite its announced
openness for the society. Though it is not ruled out that the
organizers of the meeting meant only representatives of the Alliance
like the society.

Session Of National Security Council Under President Of Armenia Held

ArmInfo. Session of the National Security Council under the president
of Armenia was held. The session was conducted by Head of the Council –
President of Armenia Serzh Sargsyan.

As the presidential press service told ArmInfo today, S. Sargsyan
required to assure high efficiency of judicial-legal reforms. Her
said there is a serious discontent with the courts in the country,
and the legislative reforms, towards which essential steps have
already been done, are insufficient for enhancement of the courts’
role. ‘I have marked already that fight against legal corruption and
bribery is of special importance’, the president said. Henceforth,
the public trust to the system and not the length of the list of
the specific steps done will be an indicator for him to assess the
course of the judicial-legal reforms, S. Sargsyan said. ‘I claim that
the president’s administration will periodically order the relevant
specialized polls that will allow us to understand not only the level
of the public trust to the judicial system at present, but also the
dynamics of this indicator changes’, Armenia’s president said.

He also said that conclusions on the efficiency of the laws and
normative documents being adopted, the staff policy, the steps aimed at
corruption-fight, system solutions, increase of the judges’ salaries
should be drawn just based on this dynamic. ‘We should bring the
judicial-legal reforms to the logical end, that supposes formation of
such a system which will facilitate fulfillment of the persons’ rights
for judicial recourse’, the president said. Guarantee of the judges’
independence will enhance the role and importance of the institute
of legal protection, consequently, the efficiency of fulfillment of
rights for such a protection, S. Sargsyan said.

He added that the judicial system and its structure should meet
the interests of the society and justice, as well as balance
them. According to S. Sargsyan, it is necessary to achieve for every
man, when applying to the court or appealing against a judicial
act, to be initially enabled to realize the possible result and the
consequences within reason. ‘That is, the structure and the system
should be such as to balance the society’s requirements with the
interests of the justice’, the president said. He emphasized that a
great volume of work is expected and added that this is the system
which does not admit tardiness or unserious attitude. ‘I have already
talked of the relevant will, now it is the time for actions and I
expect specific results’, Armenia’s president emphasized and added
that this problem will be in the center of attention of the National
Security Council.

S. Sargsyan instructed the participants in the session to initiate
wide professional and public discussions on judicial-legal reforms.

Serious Tendency Of Real Estate Prices Correction In Armenia

ArmInfo. Real estate prices have started falling at the end of summer
in Yerevan. According to the monthly report of Cadastre Real Estate
Committee, the average price for 1 sq/m of an apartment in Yerevan
has fallen by 1,8% in August. The number of the real estate bargains
also reduced in August by 15% if compared with July and by 22% if
compared with August 2007.

As Director of Armenian Real Estate Market Artem Pribylsky said,
prices falling tendency has been preserved, and they fell by
1-3% in September and at the beginning of October. He also added
that the world economic crisis has affected the situation at the
Armenian real estate market. ‘Armenians of the Diaspora and the local
residents, which receive transfers, are the main buyers of the primary
accommodation. For this reason because of worsening of the economic
situation in the transfer-donor states (Russia and the USA) inflow
of cash reduces as a result of which buying ability is also reducing.

Pribilsky also said no rush sale of real estate has been noticed at the
market because of real estate proces falling. But this does not rule
out rush at the mortgage market, where the real estate prices will fall
much but the mortgage bank rate will grow because of liquidity falling.

According to the data of ArmInfo analysts, Armenian banks have made
the conditions of the mortgage credits giving more severe of the
last months.

The world liquidity crisis has not yet touched on the banking system of
the country since there are no big volumes of the sums attracted from
abroad in the liabilities, but the danger of its possible affecting
Armenia make the banks to increase ‘liquidity pillow’. Thus, certain
reduction of the mortgage crediting volumes in the country is reducing
real estate demand level in some sense and is no more able to keep
prices. Moreover, one should take into account that the real estate
sector, the ‘locomative’ of the Armenian economy, which almost fully
depends on foreign money inflow, still remains the weakest and the most
affected by foreign crisis tendencies. The domino effect may work in
other sectors of economy as well, in case of stagnation. Nevertheless,
as analysts say, today the long-awaited correction of prices has
been notices of the real estate market, which have risen up to the
inadequate level thanks to foreign money inflow over the last years.
