Day.Az interview with famous political scientist and diplomacy Fikret
Sadikhov.

– How do you assess the result of presidential elections in Azerbaijan?

– One of Russian analysts have recently voiced an opinion according
to which "Azerbaijan is already not an eastern despotic government
but not yet a European democracy". I have always been surprised at
the inclination of some Russian political scientists to libel, use
of models and other demonstration of inability to judge reasonably,
based on existing facts and realities, inability or unwillingness to
demonstrate their personal but not repeatedly voiced, often mistaken
thesis of someone else.

Naturally, each country has its own individual way of development. But
Azerbaijan adheres to all standards of democracy. And the elections,
held in our country in conditions of openness, transparency, pluralism
of opinions is another proof of it. I am confident that elections
in Azerbaijan were held better than in neighbor Georgia and Armenia,
where opposite opinion was suppressed and bloodshed was committed by
the powers of these countries.

Elections in our country were held normally and by the level of their
democracy Azerbaijan was quite equal to the developed countries of
Europe, which has old traditions of democratic development.

– You have started the interview with recalling Russian political
scientists. Is the level of democracy higher in Azerbaijan or in
Russia?

– I would not draw parallels between Russia and Azerbaijan for the
level of democracy in Azerbaijan is quite high, the level of political
culture in the society is also high. Azerbaijan enjoys freedom of
speech, thought and expression of will. At the current presidential
elections in our country all components of the democratic development
of the country promoted conduction of open and transparent elections,
which were highly evaluated by all international observers.

In the result, most people of our country willfully voted for working
president of Azerbaijan Ilham Aliyev, who embodies the youth and
political maturity, political pragmatism and European traditions. The
choice of people, under preservation of all components for free
and open will expression by the people, is a proof of Azerbaijan’s
adherence to democracy.

– Georgia, which has no economic attractiveness, has gained great
profits from the use of an image of "an island of democracy in the
Caucasus". Do you think Azerbaijan will be able to outstrip Georgia
and become the most democratically developed country in the region
after the presidential elections, which were held democratically by
assessments of all international experts?

– First all, the political support of the United States and some
European states to the current leadership of Georgia is not connected
with the level of democracy in this country. We have all witnessed
that the current powers of Georgia can apply force against opposition,
send army to the Tbilisi streets in order to avert meetings of those,
who do not agree with the results of the elections in this country and
put pressure on freedom of speech. It all proves that today Georgia
is the US outpost in the South Caucasus region, just like Armenia,
which is considered Russia’s outpost.

In this connection, I think it is incorrect to speak of the democracy
level in Georgia. Moreover, it is incorrect to compare the level of
democracy in Georgia and Azerbaijan. Our country holds an absolutely
independent, multi-directional external policy and the presidential
elections here are transparent, democratic, witnessing no use of force
by powers against those, who think differently, like it was in Georgia.

– In this case, how do you see the next five years for Azerbaijan?

– I think in the coming five years Azerbaijan will strengthen its
leadership in the South Caucasus region. Our country will pay
a special attention to the non-oil sector, continuing to gain
more from the status of a supplier country and a transit state
for hydrocarbons. Measures will be taken to fortify the internal
political stability in Azerbaijan and multi-directional external
policy will continue.

As for the Nagorno Karabakh conflict, all men of sense understand that
the status, which Nagorno Karabakh had had before 1988, will never
be returned again. But I am sure that significant steps will be taken
soon for the resolution of the Karabakh conflict in Azerbaijan’s favor,
taking into account the territorial integrity of our country.

Lovers’ Park Yerevan Opens its Doors to the Public

Yerevan, October 16 2008: Hayastan All-Armenian Fund is proud to announce
the opening of Lovers’ Park Yerevan on October 17, at 1 pm. Starting
October 18, the park will welcome all the visitors.

Revitalization works of the 1,6 hectare park have been implemented according
to Swiss Landscape Architect (DPLG), Pierre Rambach’s design. He is the
author of many works on eastern gardens and has rich experience in designing
boulevards worldwide.

The sponsor of the rehabilitation of the park is the Boghossian Foundation.
Since 1995 Hayastan All-Armenian Fund has implemented numerous projects
through the sponsorship of the Boghossian family, amongst which the
President of Republic of Armenia Award is particularly noteworthy.

"Implementation of construction works in this much-loved park was a great
responsibility. Together with the Boghossian Foundation we have spared no
efforts in order to restore the park, as well as have done our best to
provide a fresh touch and new quality. I hope that the park will continue to
be a favorite place for relaxation both for the residents of Yerevan and the
guests to the capital", says Ara Vardanyan, the acting executive director of
Hayastan All-Armenian Fund.

As you step in at the main entrance, you find yourself in a lovely cozy
setting, the paths of which encourage you to stroll and chat. The artificial
lake with its islets, the waterfalls, the stone compositions, the beautiful,
nursed lawns and the plentiful flowers promise wonderful moments of

Yogurt, the old way

Our daughter refers to my childhood as "the olden days," so when I
told her that the first time I tasted yogurt was in college, she acted
as though I had said I didn’t have shoes until I was 18 years old.
"No way!" she said.

Funny she should say that, because "no-whey" yogurt – the unflavored
version drained for a minimum of four hours – is a key component of
one of her favorite pasta dishes.

To millions of American children, yogurt is a fact of life – and
dessert. Rather than knowing it as an ingredient, they think it edible
only if it contains added sugar in the form of flavorings, fruit,
cereal, or even bits of candy.

In the olden days, before the American marketplace pumped it full of
such things, yogurt was a happy, healthy, calcium-rich union of
certain bacteria and milk that originated in the truly olden days of
the Neolithic period in Central Asia. It then was popular in ancient
Greece, Rome and Egypt – and still is. (Tzatziki, the
yogurt-garlic-dill dip, has a widespread modern following, for
example.)

In the United States, though, yogurt began to infiltrate the
refrigerators of everyday Americans only in the 1970s. Before that it
was identified with immigrants, then with hippies living off the grid
in California.

But even before yogurt was groovy, enterprising new Americans Sarkis
Colombosian and his wife, the former Rose Krikorian, saw that it could
be profitable.

In 1929, the couple began what is now our robust yogurt culture by
founding the nation’s first yogurt manufacturing plant, Colombo & Sons
Creamery, at their small farm in Andover, Mass.

Their product, full-fat and non-flavored, was based on Rose’s
traditional recipe from Turkish Armenia, the immigrants’ home
country. At first, it sold only to European transplants familiar with
its taste and virtues. But by 1940, according to the Massachusetts
Historical Society, it was selling well throughout New England.

Over the years the company grew, expanded its offerings, and soon had
to compete with the product of another immigrant, Daniel Carcasso from
Portugal, whose company, Danone (now Dannon), pioneered fruit-flavored
yogurt in 1947. (Dannon is the world’s top-selling brand. The
Colombosian family sold its company in 1993 to the General Mills
conglomerate.)

Now yogurt is as ubiquitous a refrigerator item as milk – be it plain,
laced with fruit jam and/or cereal and/or candy, frozen like ice
cream, packed into tubes, carbonated to attract more tweens, and, just
recently for baby boomers, marketed as a "probiotic" aid to digestion
and the immune system. There are pet snacks covered in it, skin
conditioners and make-up containing what purports to be yogurt; it’s
an ingredient in toothpaste and cereal.

All of which is why U.S yogurt sales doubled to $5 billion from 1998
to 2006, according to the market tracking company Euromonitor.

Shopping for yogurt requires a glossary: Swiss or custard style is
mixed with fruit; sundae-style has fruit on the bottom; probiotic
means it contains bacteria friendly to the digestive system.

But my favorite type of yogurt is the triple-strained, thick,
unflavored Greek style, which, happily, is also becoming more
available. (Look for the Chobani, Fage and Oikos brands.)

However, since purchasing a yogurt strainer, a strange-looking,
conical footed contraption made of white plastic and fine plastic
mesh, I discovered that supermarket brands (but not the type that
contain gelatin) can be drained to produce similar yogurt – sweet and
creamy with consistencies ranging from thicker to cheeselike.

As many people of Middle Eastern descent know, it is delicious eaten
cold, perhaps with a drizzle of honey and figs in season, among other
ways.

It is also an excellent ingredient, but remember:

Bring it to room temperature before including it in a hot dish so that
it does not separate.

Don’t boil anything containing yogurt. Heat the mixture gently just
until it is warm or it will curdle nastily.

Don’t heat it to more than 120 degrees if you want to preserve its
beneficial bacteria. Stirring it in at the end of a cooking process is
best.

On October 15 another show of "Press Club" cycle went on air of "Yerkir
Media" TV company. It is produced by Yerevan Press Club with support of the
Open Society Institute Human Rights and Governance Grants Program. The
guests of the "Press Club" host, the President of Yerevan Press Club Boris
Navasardian, were Director of "Political Economy" Research Institute
Andranik Tevanian, founder of the Institute of Human Rights and Democracy
Armine Arakelian and Head of the Armenian Civil Servants Union Vache
Kalashian. The topic of discussion was the process of establishment and
perspectives of the Public Council that is being created by the initiative
of RA President.

The next program of "Press Club" cycle will be aired by "Yerkir Media" on
Wednesday, October 22, at 23.00.

On October 11 another show of "Press Club+" cycle went on air of "Yerkir
Media". It is produced by Yerevan Press Club with support of the Embassy of
Great Britain in Armenia. The "Press Club+" host, YPC President Boris
Navasardian, and the program guest, Chairman of Liberal Party of Armenia
Hovhannes Hovhannisian, discussed the role of political parties in the
elections to the local self-administration bodies. The audience composed of
representatives of civil society of Armavir and Vanadzor also participated
in the discussion. The talk show was aired in an incomplete format: it was
expected that the second guest will be a representative of one of the
leading coalition parties, but none of those addressed by the program
organizers responded to the invitation.

The next program of "Press Club+" cycle will be aired by "Yerkir Media" on
Saturday, October 18, at 17.40.

SUIT OF THE FREEDOM OF INFORMATION CENTER VERSUS HRAZDAN MUNICIPALITY

On October 14 RA Administrative Court started hearings on the suit of
Freedom of Information Center versus Hrazdan municipality (Kotayk region).
The public organization applied to the court demanding to oblige Hrazdan
municipality to provide the copies of decisions of the Council of Elderly
and the mayor of Hrazdan for the second quarter of 2007, as well as to
publicize the legal acts adopted by the community management, in the
procedure stipulated by law and in the form accessible for the public.
Besides, Freedom of Information Center demanded to oblige Hrazdan
municipality to pay a fine of 50,000 drams (approximately $ 170) for
violation of Article 189.7 of the RA Code of Administrative Violations
("Failure to comply with obligation to provide information").

On November 2, 2007 Freedom of Information Center inquired the copies of the
above-mentioned documents from Hrazdan municipality. On November 22, without
getting any reply, the organization asked the RA Human Rights Defender for
assistance. The both addresses of the ombudsman to Hrazdan municipal
administration on December 17, 2007 and on February 14, 2008 remained with
no result. Then Freedom of Information Center applied to the court.

In the session of October 14 the defendant provided the required documents,
and thus one of the demands of the plaintiff was satisfied. Nevertheless, as
President of Freedom of Information Center Shushan Doydoyan stressed, the
organization is going to insist on two other demands – publicizing the legal
acts and the fine on Hrazdan municipality.

FOUNDER OF "HAYKAKAN ZHAMANAK" LITIGATES THE DECISION OF KENTRON COMMUNITY
COUNCIL OF ELDERLY

On October 10 the RA Administrative Court started hearings on the suit of
LLC "Dareskizb", founder of "Haykakan Zhamanak" daily, versus Council of
Elderly of Kentron community of Yerevan. The plaintiff demands to annul the
resolution of the Kentron community Council of Elderly of March 28, 2008,
according to which the future renting of the premises occupied by "Haykakan
Zhamanak" (37 Israelian str.) should be annulled and handed over to another
organization.

Attorney of "Dareskizb" LLC Tigran Atanesian informed YPC that, in
accordance to the contract, "Haykakan Zhamanak" editors’ office has been
renting the premises free of charge since 2003, and in August 2007 the
contract was extended for an indefinite period. The lawyer considers that
the resolution of the Council of Elderly was adopted with violations of
legislation, in particular, some provisions of the RA Law "On Local
Self-Administration Bodies", "On Principles of Administration and
Administrative Proceedings". The decision also contradicts a number of
principles of the European Charter on Local Self-Administration and Article
1 Protocol No.1 of the European Convention for the Protection of Human
Rights and Fundamental Freedoms.

Court decision on this case is scheduled to be announced on October 17.

"ARMAUTHOR" DEMANDS RECOVERY OF LEGAL SERVICE EXPENSES BY "YERKIR MEDIA"

On October 9 court of general jurisdiction of Kentron and Nork-Marash
communities of Yerevan started hearings on the suit of "Hayheghinak"
("Armauthor") versus "Yerkir Media" TV company. Public organization,
defending copyright, demands to oblige the TV company to pay the expenses on
lawyer services in the amount of 600,000 drams (approximately $ 1950),
sustained by it during the previous litigation between the two parties in
July 2008.

On July 4 Civil Court of Yerevan secured the suit of "Armauthor" demanding
to oblige "Yerkir Media" to conclude a licensed contract on using copyright
objects. "Yerkir Media" Director David Hakobian told YPC that the TV company
is ready to sign a contract with "Armauthor", but, as the court decision
came into force, NGO representatives did not address them with this
question and applied to the court with a new suit – about recovering lawyer
service expenses. David Hakobian thinks that the sum required by "Armauthor"
is too huge. In his turn, the head of "Armauthor" Susanna Nersisian told YPC
that in order to defend the interests of its clients the organization
engages well-reputed lawyers on contract basis, including foreign advisers,
whose services are very expensive, and a need of a court suit would not have
appeared if "Yerkir Media" timely signed the contract.

The October 9 session was suspended due to the Court’s demand from the
plaintiff of the original documents proving the expenses on lawyer services.

Next session is scheduled for October 27.

JUA ANNOUNCED THE AWARDEES OF "AZDARAR"- 2008

On October 16, at the Journalists Union of Armenia "Azdarar"-2008 award
ceremony was held. Dedicated to the Day of Armenian Press, the award was
established in 2004 by the Journalists Union of Armenia and the members of
the Club of JUA "Gold Pen" Awardees.

"Azdarar" awardees for 2008 were: Arpik Misakian, Chief Editor of Armenian
newspaper "Araj" published in France; Ida Martirosian, Chief Editor of
"Yerevan" magazine; "Urvagits" program cycle of "Kentron" TV company;
"Yerevan" program of Public Radio of Armenia; Hamlet Khachatrian, Chief
Editor of "Talin Ashkharh" newspaper, and photojournalist Ruben Mangasarian.

ASSOCIATION OF PRINT MEDIA DISTRIBUTORS CREATED

On October 8 Association of Print Media Distributors was registered in the
RA Ministry of Justice. President of the Association Armen Davtian informed
YPC that this public organization was founded by the representatives of
seven agencies of periodicals distribution. The goals of the Association are
the following: defense of professional interests of the distributors and
editors of the print media, shaping of a new civilized press market and a
system of press dissemination in the country.

Governor Schwarzenegger Announces Appointments

Governor Arnold Schwarzenegger today announced the following
appointments:

Maria Mehranian, 50, of La Cañada, has been appointed to the Los
Angeles Regional Water Quality Control Board. She has served at the
Cordoba Corporation as managing partner since 1992 and previously served
as vice president of urban and transportation planning from 1986 to
1992. Mehranian is a member of the American Planning Association,
California Hospital Medical Center Foundation Board of Directors and is
chairperson for Armenia Fund. This position requires Senate confirmation
and the compensation is $100 per diem. Mehranian is a Democrat.

Assemblymember Krekorian Named Keynote Speaker at

Canadian Strategic Innovation Summit

Glendale, CA – Assemblymember Paul Krekorian will be the keynote
luncheon speaker at the Canada-California Strategic Innovation
Partnership (CCSIP) Summit in Montreal, Canada. Assemblymember
Krekorian will discuss his ongoing work as the leader of the Assembly’s
bipartisan working group that is crafting legislation to expand
California’s renewable portfolio standard. Krekorian’s working group
has been tasked by Assembly Speaker Karen Bass with developing policies
that will maintain California’s global leadership in promoting reliance
on renewable energy and combating climate change.

The CCSIP summit will bring together leading decision makers,
researchers and developers from academia, industry, government and the
investment community from California and Canada. The summit will
include discussions of policy development and potential strategic
alliances in areas such as carbon capture and sequestration, "Green IT"
(zero carbon cyber-infrastructure), stem-cell research, advanced
infectious diseases diagnostics, next-generation digital media, and
sustainable biofuels. The principal goal of the summit is to stimulate
new research, development and delivery of projects that offer economic
and social benefits to both jurisdictions.

"Under the leadership of Speaker Bass, the Assembly is moving forward
aggressively to liberate California’s energy future from our dependency
on fossil fuels by generating at least 33% of our electricity from
renewable sources by 2025," said Assemblymember Krekorian. "I’m looking
forward to sharing our experience with the CCSIP participants and
exploring ways that we can strengthen the partnership between California
and Canada in this and other areas of innovation that are vital to our
collective future."

Yeni Azerbaijan Party won the October 15 presidential election with
89,04 per cent of votes.

Igbal Agazade received 2,40 per cent of votes. Hafiz Hajiyev came
up with 0,61 per cent; Gudrat Hasanguliyev with 2,22 per cent; Fuad
Aliyev with 0,74 per cent and Gulamhuseyn Alibayli with 2,18 per cent.

/PanARMENIAN.Net/ The OSCE, UN and EU co-chaired discussions on Georgia
in Geneva and it was agreed the parties would meet again next month.

"Today, we have started the process of international discussions,"
said Ambassador Heikki Talvitie, the Special Envoy of the OSCE
Chairman-in-Office. "All participants came to Geneva and showed their
willingness to engage. They all expressed their views."

He noted that the other two co-chairs – Ambassador Johan Verbeke of
the UN and Ambassador Pierre Morel of the EU – and he had decided
to adjourn the day’s afternoon discussions. The next session was set
for 18 November.

"Our three organizations are fully committed to take this process
forward," Talvitie said. "Our aim is very practical; to strengthen
stability in the region and improve the humanitarian situation ,"
he added, the OSCE communications unit reported.

Georgian and Russian officials gathered in Geneva on October 15 for
key talks on the recent conflict over Georgia’s breakaway region of
South Ossetia. The talks – which were mediated by the UN, the EU and
the OSCE – aimed at encouraging stability and security in the Caucasus.

On Tuesday, UN Secretary General Ban Ki-moon said in Geneva,
"The international discussion that shall take place tomorrow is a
beginning. This should not be seen as the end. "It may take time,
so we need to have some patience," he added.

The U.S. did not object participation of the breakaway republics
in talks.

with U.S. Secretary of State Condoleezza Rice, the RA government’s
press office reported.

Voicing opinion that Nagorno Karabakh talks should be continued in
the framework of the OSCE Minsk Group, Dr Rice said that attempts to
change the format should be disregarded.

For his part, PM Sargsyan emphasized that one-sided support to the
principle of territorial integrity and neglect of other norms of the
international law are jeopardizing the peace process.

Touching on the Armenian-Turkish reconciliation, he reiterated
Armenia’s willingness to establish diplomatic relations with Turkey
without preconditions.

NATO SPECIAL REPRESENTATIVE TO ARRIVE IN ARMENIA OCT. 19

/PanARMENIAN.Net/ Robert Simmons, NATO’s Special Representative for
the Caucasus and Central Asia, will arrive in Armenia on a 3-day
visit on October 19.

As a PanARMENIAN.Net reporter came to know from the RA MFA media
relations division, Mr. Simmons will meet with the republic’s
leadership and students of Yerevan State Linguistic University.
