VANCOUVER, BRITISH COLUMBIA — (Marketwire) — 10/17/08 — T-Ray
Science, Inc., ("T-Ray", the "Company") an emerging leader in the
field of TeraHertz ("THz") research, announced today that it has filed
for provisional patent protection with the U.S. Patent and Trade Mark
Office on a Whispering Gallery Mode ("WGM") Resonator.

T-Ray’s WGM Resonator is a sensor system used in analyzing samples
for classification, quantification, monitoring and sensing of health
care products, biologics, and tissue samples.

Academy of Sciences. He was recently awarded a $240,000 grant from the

GORIS, OCTOBER 17, ARMENPRESS: N37 Electoral constituency, which
includes the regions of Goris and Sisian of the Armenian province of
Syunik, recognized the October 12 elections of heads of community in
Tegh and Khoznavar invalid.

An official from N37 Electoral constituency told Armenpress that in
village Tegh there was three votes’ difference between the candidates
and the number of inaccuracies – 4, which served as a basis for
recognizing the elections invalid. In case of Khoznavar community there
were pen signs on the majority of polling bulletins. Re-election of
the same nominated candidates will be held in two mentioned communities
on November 2.

N37 Electoral constituency re-calculated the polling bulletins of the
elections of head of Sisian community. The re-calculation lasted for
two days with the participation of the head of the Armenian Central
Electoral Commission Garegin Azarian.

In Sisian there was 61 votes’ difference between the two
candidates. The majority of votes got Aghasi Hakobjanian from
Prosperous Armenia Party – 2,002 votes, and Tigran Petrosian from
Armenian Revolutionary Federation got 1,941 votes. The number of
inaccuracies in the elections reached 188.

According to the Aghasi Hakobjanian’s application, the Electoral
constituency re-calculated the polling bulletins and the number
of inaccuracies reduced to 57, and based on this the Electoral
constituency recognized the elections of mayor of Sisian valid.

Thus, according to primary results, Aghasi Hakobjanian has been
elected mayor of Sisian.

conducted today a working meeting with the chairman of the Central
Bank Arthur Javadian.

Presidential press service told Armenpress that during the meeting
the sides discussed issues connected with the global financial crisis
and preventive measures for confronting it.

A. Javadian presented to the president three variants of preventive
measures the Central Bank has developed. He assured that there
exists trust over the banking system in Armenia and it is quite
capitalized. In the running year the profitability of banks amounted
19.2 percent.

During September of the running year 203 million USD entered Armenia
as transfers. The chairman of the Central Bank assured that Armenia
has enough potential for confronting crises and preventing them.

Serzh Sargsyan tasked the chairman of the Central Bank to have under

The interlocutors spoke about Armenian-American partnership, prospects
and opportunities for its development, exchanged thoughts over regional

the OSCE Minsk Group as the most effective format and agreed that

Telecom" which has won in the announced tender, got today initial
license before getting the final one after the four-week established
time by the law.

The head of "FTA Telecom" Kristian Bueno said that by January 1,
2010 the services of the company will be provided in Armenia.

The head of the Public Services Regulatory Commission’s
telecommunication department Gevorg Gevorgian congratulated the
company on getting the initial license, expressing hope that this
process will reach its logical end.

Armenian Genocide

Those who want to shield today’s Turkey from responsibility for the
Armenian Genocide have sought to blame the Young Turk government of
the Ottoman Empire rather than the Republic of Turkey which was not
established until 1923.

One wonders then why Turkish officials, who have tried every trick
to deny the facts of the Armenian Genocide, have not taken the easy
way out by shifting the blame for the Genocide to the long defunct
Ottoman Empire.

A frequently advanced explanation is that Turks, as a proud people,
cannot accept that their ancestors committed the heinous crime of
seeking to eliminate an entire nation. Others have argued that should
the Republic of Turkey blame the Ottomans for the Armenian Genocide,
it could be held legally liable as the successor state to the Ottoman
Empire.

In recent years, however, it has become clear, particularly through the
painstaking research conducted by Turkish scholar Taner Akcam, that a
key reason why today’s Turkish officials are not prepared to face their
history honestly and blame their Ottoman ancestors is that the Republic
of Turkey is actually the continuation of the Ottoman state. Indeed,
many of the early leaders of the Turkish Republic had been high-ranking
Ottoman officials personally involved in the implementation of the
Armenian Genocide. Such an unbroken transition in leadership assured
the continuity of the Ottomans’ anti-Armenian policies.

In retrospect, it has become apparent that these genocidal policies
stretched over a half century, starting with Sultan Abdul Hamid’s
massacre of 300,000 Armenians in 1894-96, followed by the killings
of 30,000 Armenians in Adana by the Young Turk regime in 1909,
culminating in the Genocide of 1.5 million Armenians in 1915-23,
and the subsequent policies of forced Turkification and deportation
of tens of thousands of Armenians by the Republic of Turkey.

An important document from the U.S. archives, known until now to
a handful of scholars, was recently posted on an Armenian/Turkish
website. It provides incontestable evidence that Armenians continued
to be uprooted from their native lands and deported by the Republic
of Turkey well into the 1930’s for purely racial reasons.

The document in question is a "Strictly Confidential" cable dated
March 2, 1934, sent by U.S. Ambassador Robert P. Skinner from Ankara
to the Secretary of State in Washington, reporting the deportation
of 600 Armenians from "the interior of Anatolia to Istanbul."

The Ambassador wrote: "It is assumed by most of the deportees
that their expulsion from their homes in Anatolia is a part of the
Government’s program of making Anatolia a pure Turkish district. They
relate that the Turkish police, in towns and villages where Armenians
lived, attempted to instigate local Moslem people to drive the
Armenians away. … The Armenians were told that they had to leave
at once for Istanbul. They sold their possessions receiving for them
ruinous prices. I have been told that cattle worth several hundred
liras a head had been sold for as little as five liras a head. My
informant stated that the Armenians were permitted to sell their
property in order that no one of them could say that they were forced
to abandon it. However, the sale under these conditions amounted to
a practical abandonment." Sass

The Ambassador further reported: "The Armenians were obliged to
walk from their villages to the railways and then they were shipped
by train to Istanbul. … The real reason for the deportations is
unknown…. It is likely, though, that their removal is simply one step
in the government’s avowed policy of making Anatolia purely Turkish."

Top be sure, in the 1920’s and 30’s thousands of Armenian survivors
of the Genocide were forced out from their homes in Anatolia to other
locations in Turkey or neighboring countries. These racist policies
were followed in the 1940’s by Varlik Vergisi, the imposition of
exorbitant wealth taxes on Armenians, Greeks and Jews, and the 1955
Istanbul pogroms during which many Greeks and some Armenians and Jews
were killed and their properties destroyed.

This barbaric continuum of massacre, genocide and deportation
highlights the existence of a long-term stratagem implemented by
successive Turkish regimes from the 1890’s to recent times in order
to solve the Armenian Question with finality.

Consequently, the Republic of Turkey is legally responsible for its
own crimes as well as those committed by its Ottoman predecessors.

Armenia – Global Financial Crisis

The deepening global financial crisis poses no immediate threat to
Armenia’s banking sector but could potentially hold back its economic
growth, Prime Minister Tigran Sarkisian said on Thursday, according to
"Azatutyun" radio-station. Sarkisian argued that Armenian banks and
other finance institutions have sufficient liquidity to weather the
storm sending shockwaves through the world markets. "In that sense,
the reliability of our financial sector is extremely high and gives us
no reason to worry," he told a news conference. Sarkisian cautioned
at the same time that the crisis could ultimately hurt the Armenian
economy if it continues to deepen in the European Union and especially
Russia, Armenia’s main trading partners. A recession in Russia "could
immediately affect us" by slashing multimillion-dollar remittances
sent home by hundreds of thousands of Armenians working there, said
the former longtime governor of the Armenian Central Bank. According
to Sarkisian, the Armenian government believes the best way to reduce
the country’s dependence on the cash transfers is to "drastically
increase" lending to small and medium-sized businesses. "We have
a relevant understanding with the World Bank and need to attract
additional resources to neutralize possible negative effects," he
said without going into details.

An event dedicated to the well-known weight-lifter, Olympic, World and
Europe champion Yuri Vardanian was held recently in Stepanakert. As
NKR President’s staff information department informed Armenpress, at
the event NKR President Bako Sahakian awarded Yuri Vardanian "Mesrop
Mashtots" medal for his big contribution to development of sports.

NKR President welcomed the Master of Sports mentioning that he always
presented the Armenian people with dignity on the international
scene. He underlined that Yuri Vardanian continues to make a
contribution to the development and spreading of the Armenian sport.

The national movement called for a two month time-out. After stating
his decision, Levon Ter-Petrosian called on the authorities to not
get too excited and not perceive that short-term stop as an end to
the movement.

"The short-term end of the rallies and marches doesn’t mean that
the movement is backing down from the political struggle and its
demands, which include the immediate release of political prisoners,
establishment of democracy and legitimacy in the country, as well as
the extraordinary parliamentary and presidential elections. On the
contrary, we are certain that this time-out is going to speed up the
implementation of the abovementioned objectives."

Levon Ter-Petrosian also said that after a couple of months everybody
will be convinced that the decision was fair and substantiated. He
explained the decision for a time-out:

"The opposition may become a tool for foreign powers. On the one
hand, those powers are putting up with the Armenian authorities’
persecutions; while on the other hand, they are trying to serve the
existence of the opposition for their own benefit. We should see this
coming and not fall into the trap. Being in favor of the quick solution
to the Turkish-Armenian relations and the Karabakh peace process,
we are going to step back and let the authorities solve those issues."

Levon Ter-Petrosian also informed that in the upcoming months, the
movement will focus mainly on issues concerning organization and the
formation of Armenian National Congress structures to prepare for
the main caucus, which will become an important event in Armenia’s
politics and create the bases for holding more events. Ter-Petrosian
remarked that the coming months are going to be crucial for the
Karabakh peace process and the fate of the Armenian statehood. "We
are going to follow-up on the development of the events and give our
evaluations on the steps taken by the Armenian authorities."

Defining clear editorial lines, improving mechanisms to
measure audience needs, ceasing aggressive commercial policies
and strengthening current affairs programming are some of the
recommendations for Armenian public television in a report by the
BBC World Service Trust presented today in Yerevan.

The report, which was commissioned by the OSCE Office in Yerevan
with the aim of supporting further development of Armenia’s public
service broadcaster (PTV), is the result of a five-day needs assessment
conducted by the BBC World Service Trust in July.

"Public television should raise its ambitions in providing programming
of a broadly educational nature that would serve to the interests
of different groups of the community. It should end the practice
of airing programmes made by the government," said Michael Randall,
Projects Manager for Europe and CIS at the BBC World Service Trust.

"We believe there is vast potential for making PTV a leader in
its field and establish a blueprint for public service broadcasting
which could be replicated in countries across the region. However, we
also acknowledge that PTV’s ability to strengthen its public service
ethos relies heavily on political will and change in attitude at the
government level."

The report recommended a long-term consultancy programme, whereby
consultants will work with producers to support the development
of new programmes and with senior managers to reorganize working
methods. The BBC experts also emphasized the importance of identifying
clear objectives and measurable outcomes, with local civil society
organizations monitoring the impact of the training programme, based
upon agreed performance indicators
