According to US deputy State Secretary Daniel Fried, `The August
developments demonstrated how disastrous the wars can be. I believe
Azerbaijan is well conscious that Karabakh conflict can’t have military
solution. OSCE Minsk Group is working for the settlement of this
conflict. Peace and negotiation is the only solution to this conflict.
The principle of the territorial integrity is not the only. There are
other principles as well. One of them is the principle of the nations’
sovereignty. In my view my clarification will be of great help.’

community will support and vote in favor of Democratic candidate
Barrack O’bama, Arpi Vardanyan, Head of the ANCA Office for Armenia and
Nagorno Karabakh has said. According to her, the Democratic candidate
has always stood out with his pro-Armenian initiatives and is
well-familiar with the Armenian history. `He has promised to recognize
the Armenian Genocide in case of being elected, and we do believe in
the sincerity of his promise,’ A. Vardanyan said.

A decision has been made on appointing the attorneys who are going to
defend Alexander Arzoumanyan, Sassoun Mikayelyan, Myasnik Malkhasyan,
Hakob Hakobyan, Grigor Voskerchyan, Souren Sirounyan and Shant
Haroutynuan..

The interests of the group will be represented by Stepan Voskanyan,
Liparit Simonyan, Hovik Arsenyan, Melanya Aroustamyan and Varduhi
Elbakyan. By the way, activities are being carried out towards inviting
lawyers from abroad. There are going to be 4 such lawyers, most
probably, from some European country.

The meeting organized yesterday by the Armenian National Congress and
the protest march followed by the meeting was the last during this
year. And it is not yet clear whether or not, according to the
`strategy’ introduced by the leader yesterday from Matenadaran
`platform’, the revolutionaries will be able to start their struggle
from the starting point.

By the way we must underscore that during the liberation movement they
have never had such a short meeting, like the one that took place
yesterday. It lasted less than one hour and the number of the
participants was rather few, despite the efforts of the activists. The
fact that the movement has regressed and that the struggle of the
revolutionaries has met a deadlock is a reality. And no matter how much
the leader will try to pretend that it is not like that, anyway the
`indigestible decision’ taken by Ter-Petrosyan, which he introduced
yesterday during his meeting, was conditioned by the
non-prospectiveness of the movement’s struggle.

By analyzing the `unprecedented geopolitical situations’ Ter-Petrosyan
underscored at the beginning of his speech that `during the 17 years of
the independence our country has never been under such foreign
pressures as it has appeared at the moment.’

After wh
ich he announced that Serge Sargsyan has reviewed the doctrine
of Armenia’s foreign policy. That we allegedly ignore Russia and have
turned our faces towards the West, because we face the problem of the
recognition of `legitimacy’. And to please the latter we are ready even
to cede Karabakh, what he says `to sell Nagorno Karabakh’.

After which he `grounded’ his statement, to be more precise the
delirium, by the publication of his famous program regarding the
settlement of the problem, saying that it consists of 10 points, which
are:

The withdrawal of Armenian forces from the Azerbaijani regions
neighboring Nagorno Karabakh, the re-habitation of those regions by
Azerbaijani refugees, the return of Azerbaijani refugees to the main
territory of Nagorno Karabakh, to ensure land communication between
Nagorno Karabakh and Armenia via Lachin corridor, setting up
peace-keeping forces around Karabakh border, de-militarization of the
territories having been returned to Azerbaijan, raising the blockade of
Armenia’s foreign communication roads, the re-opening of Armenian –
Turkish border, the establishment of the intermediate status of the
Republic of Nagorno Karabakh and finally holding a referendum regarding
the final status of Karabakh in an indefinite future.

Who told him that the West demanded that Serge Sargsyan approves
similar program of the settlement of the conflict. He didn’t say
anyt
hing about it. He only said: `Does Serge Sargsyan comprehend the
danger of monopolizing the issue of the settlement of Karabakh conflict
and pleasing the West, which will lead to a national disaster.

Ter-Petrosyan generously suggested the remedy of averting the disaster,
announcing that `taking into consideration the fact that after the
recognition of the independence of Kosovo, Abkhazia, and South Osatia
Karabakh issue is stepping out of the general process of the settlement
of the frozen conflicts, probably it is high time for the National
Assembly to appear with the initiative of the recognition of NKR
independence.

Serge Sargsyan shouldn’t be obliged to respond to that initiative, but
on the one hand, by having the decision of the Parliament, on the other
hand by not ratifying the decision he will have big chances to confront
the foreign pressures during the coming negotiations.’ What `wisdom’.
During the previous 10 years Armenian Pan National movement used to
accuse R. Kocharyan of postponing the settlement of the issue, thus
maintaining the status quo. But in essence at the moment they are
proposing the same.

Anyhow the `near settlement of Karabakh conflict with all the dangers’
makes the leader of the movement take a decision about a temporary end
of their activity.

This of course doesn’t mean complete freezing of the movement’s
activity. ‘The=2
0break will not take a long time because the settlement
of Karabakh conflict is a matter of two-three months. And if due to the
international financial crises it is delayed we will always have
possibility to correct our strategy and start the massive events at the
right time,’ the leader convinced the disappointed participants of the
meeting.

The latter would hardly comprehend his next explanation. LTP `is
concerned about Serge Sargsyan, because the activeness of the movement
mitigates the position of the President thus strengthening foreign
pressures and the opportunities to extort concessions from him.’ So by
this `brave and responsible step the pan national movement proves its
seriousness.’

Wonderful! Finally the leader found a reason to refuse his
revolutionary struggle. Because it is evident that the slogan `struggle
struggle to the end’ won’t take anywhere.

On 17 October President of the Nagorno Karabagh Republic Bako Sahakyan
met famous armenian actor, artistic director of «Hamazgain» theatre Sos
Sarkissyan, cinema director, co-author of «Matenadaran» film Hovik
Hakhverdyan, chief editor of «Norq» magazine, prosaist Ruben Hovsepyan
and pro-rector of Yerevan theatre and cinema institute Hovik Minasyan.
A wide range of issues related to enlarging and strengthening of
contacts between Armenia and Artsakh, state and national problems,
developing of armenian culture were discussed at the meeting. Famous
writer and public figure Zori Balayan partook at the meeting.

MOSCOW, October 19 (RIA Novosti) – Russian President Dmitry Medvedev
will discuss trade, energy and the South Caucasus situation with his
Armenian counterpart during a visit to Armenia October 20-21, a Kremlin
source said on Sunday.

Medvedev will pay an official visit to Armenia on the invitation of
Armenian President Serzh Sargsyan. The visit aims to strengthen the
relations of strategic partnership between Russia and Armenia, the
Kremlin source said.

Bilateral trade and economic cooperation will top the agenda of talks
between the Russian and Armenian leaders, the Kremlin source said.

"Bilateral trade grew 13%, year-on-year, in the first eight months of
2008 to $536.5 million. Russia is a leading trade partner of Armenia
and holds leading positions in terms of investment in the Armenian
economy, with accrued investment from Russia topping $1.6 billion from
1991 to July 1, 2008," the Kremlin source said.

The parties will also focus on joint energy projects and the industrial
development of uranium deposits in Armenia, the source said.

At their talks in Yerevan, the Russian and Armenian leaders will also
discuss the situation in South Caucasus following Georgia’s recent
attack on breakaway South Ossetia, and other topical international
issues, the Kremlin source said.

Russia recognized South Ossetia along with Abkhazia as independent
states on August 26, two weeks after it forced out Georgian troops that
had tried to retake control of South Ossetia. Tensions remain high in
the region, and Georgia continues to demand that Russia withdraw its
troops from the two republics.

TOURS, France – A 60-year-old French woman died on Sunday after setting
herself on fire to protest a decision to deport her partner back to
Armenia, hospital staff said.

Josiane Nardi suffered third-degree burns to almost her entire body
after dousing herself with flammable liquid and setting herself alight
in front of a detention centre in the western city of Le Mans on
Saturday.

She was rushed to the burn victims’ unit at Tours hospital where she
died on Sunday, hospital staff said.

Mayor Jean-Claude Boulard ordered an investigation to be opened and
said it must provide answers on "how a woman was led to make the
ultimate sacrifice to save her companion".

An illegal immigrant, Nardi’s 31-year-old partner Henrik Orujyan had
been serving a two-year jail sentence for various crimes before being
transferred to a pre-deportation centre.

He was released late on Saturday due to medical reasons and placed
under house arrest, according to a rights group.

Nardi had arranged to meet local media to draw attention to the plight
of her companion.

But journalists said they were unaware of her intention to set herself
alight and unable to prevent her from doing so.

"She took out a bottle of alcohol, and when we approached her, it was
too late," said a witness.

Political scientists evaluate societies with quantitative methods.
Literary figures prefer a more telling, qualitative criterion: freedom
of expression.

The 2006 Turkish Nobel laureate for literature, Orhan Pamuk, delivered
a devastating critique of the power elite in his own country last week
when he lamented the oppression of Turkish writers in a speech at the
Frankfurt Book Fair.

Pamuk’s description of the situation of Turkish writers was courageous,
and not only because he gave it in the presence of Turkey’s President
Abdullah Gul.

The novelist’s denunciation of attempts to silence writers was striking
because in 2005 he himself had been charged, under the infamous Article
301 of the Turkish penal code, with "public denigration of Turkish
identity." His offense was to have told a Swiss newspaper that "30,000
Kurds and a million Armenians were killed in these lands and nobody but
me dares to talk about it."

The article has since been amended. But as Pamuk said in Frankfurt,
"The state’s habit of penalizing writers and their books is still very
much alive; Article 301 of the Turkish penal code continues to be used
to silence and suppress many other writers, in the same way it was used
against me." He said there are hundreds of writers and journalists
being prosecuted and found guilty under the code.

Pamuk was not only protesting the folly of repressing writers in the
name of protecting Turkish identity. He also made a plea for Turkey’s
writers to "value the richness of our cultural traditions and our own
uniqueness."

Turkish political elites should heed this plea. Turkey wants to be both
true to itself and truly European. That can happen only when it allows
writers to express themselves freely.

ANC To Participate in Fact-Finding Group if it Has Enough Powers

ANC TO PARTICIPATE IN WORK OF FACT-FINDING GROUP IF IT HAS ENOUGH POWERS

YEREVAN, OCTOBER 16, NOYAN TAPAN. The Armenian National Congress (ANC)
will participate in the work of the fact-finding group on March 1
events, if this group has the respective powers, Arman Musinian,
spokesman for the first Armenian president Levon Ter-Petrosian, said on
October 16. According to him, in particular, the group should be given
an opportunity to question some high-ranking officials.

A. Musinian reminded that from the very start the opposition proposed
setting up a commission on inquiry into the March 1 events which is
composed of an equal number of representatives of the authorities and
the opposition but the authorities rejected that proposal. As for the
current fact-finding group, A. Musinian said that it was the West’s
pressure that made the authorities give consent for its creation.

A. Musinian expressed an opinion that the fact-finding group should
have enough powers in order not to disappoint the society which was
actually done by the parliamentary ad hoc committee into inquiry of the
March 1-2 events. He said that in the past few months the indicated
committee did nothing, except for covering up the facts.
