The Speaker of the National Assembly of the Republic of Armenia, Tigran
Torossian,issued a congratulating message on the Day of Knowledge.

"September 1 is of great importance for each of us as a way taking to
the infinite world of knowledge. September 1 is especially significant
for thousands of first-formers who get in touch with the mysterious
world of books and freshmen who step into the wonderful world of
knowledge.

The day is also important for our pedagogues who educate new
generations as erudite, honest and honourable citizens to build the
Armenia we long for," runs the message.

His Holiness Garegin II, Supreme Patriarch and Catholicos of All
Armenians, also issued a congratulatory address on the Day of
Knowledge. The message says, in part:

"On the occasion of the Knowledge Day, from the Mother See of Holy
Etchmiadzin we bring our pontifical blessing and good wishes to the
workers of the sphere of education, devoted lecturers and teachers,
pupils and students.

The meaning of the Knowledge Day is bright and joyous, full of hope
for progress. The doors of hundreds of educational establishments
are opening today with this aspiration and optimism to educate our
children, to whom the future of our people, our country and Motherland
should be entrusted.

We wish a productive academic year, robust health and vigor to
the teachers and organizers of the educational process, as well as
educative spirit, bright mind and diligence to the students.

Turkish Delegation To Arrive In Yerevan First

A Turkish Foreign Ministry delegation will arrive inYerevan this week
to make preparations for the visit President Abdullah Gul is expected
to make to Yerevan at the invitation of his Armenian counterpart,
Serzh Sarksyan, to watch a World Cup qualifying game between the
national teams of the two countries on Saturday.

According to Turkish mass media, the delegation is to arrange not
only the problems of security, but also to prepare the issues to be
discussed during their president’s visit in Yerevan.

Note that Armenian and Turkish diplomats have been holding secret
talks in third countries: their last meeting took place in Bern,
Turkish newspapers say.

A Turkish Foreign Ministry delegation will visit Yerevan this week
to discuss a proposed platform for the troubled Caucasus, Turkish
Foreign Minister Ali Babacan announced yesterday.

Turkish "Zaman" reports that Babacan, speaking at a joint press
conference with his Georgian counterpart, Eka Tkeshelashvili in
İstanbul, said the delegation will present Turkish ideas concerning
the Caucasus Stability and Cooperation Platform, proposed by Turkey as
a mechanism to develop conflict resolution methods among the Caucasus
ountries. The proposed platform is planned to be made up of Turkey,
Russia, Georgia, Azerbaijan and Armenia.

"We will present our views concerning the Caucasus platform to our
counterparts in Yerevan," Babacan said.

The question of how to establish contact between the estranged
neighbors Turkey and Armenia is just one of the obstacles that the
proposed Caucasus platform faces.

According to Turkish media, Azerbaijan is unlikely to warm to any
sort of cooperation or contact with Armenia due to the continued
occupation of Nagorno-Karabakh. Georgia, for its part, refuses any
contact with Russia unless Russian forces withdraw from Georgia.

Tkeshelashvili reiterated in İstanbul that what Russia must do now is
to withdraw from Georgian territory and fully implement a cease-fire
agreement. After that Georgia can begin assessing proposals for
contacts with Russia in a multilateral setting, she said. Russia,
she said, should see that it cannot act the way it used to in the past.

Turkish analysts warn that contacts with Armenia could offend
Azerbaijan, Turkey’s regional ally which also shares close ethnic
and linguistic ties. Babacan assured his Azerbaijani counterpart,
Elmar Mammadyarov, on Friday that Turkey was a strategic partner of
Azerbaijan in all areas but signs of tension were visible during the
one-day visit. The two ministers gave a very brief press statement
after their talks and Mammadyarov said before meeting Babacan that his
country would consider "profitability" concerning a Russian proposal to
buy Azerbaijani oil, a move that would undermine a US-backed pipeline
to transfer Caspian oil to Europe via Turkey.

Turkish government’s apparent plans to initiate dialogue with
Armenia are receiving criticism at home as well. Main opposition
Republican People’s Party (CHP) leader Deniz Baykal told reporters
yesterday that the government was trying to reverse the official
policy without Armenia meeting any of the conditions requested by
Turkey for normalization of ties.

He warned against alienating Azerbaijan, saying this country is of
vital importance for Turkey in many respects. "I want the government
to refrain from taking any step that would harm Azerbaijan," he said
and added that he would rather go to Baku than to Yerevan to watch
the World Cup game.

However, analysts say with so many issues of dispute among the five
countries, the idea to bring them around the same table to discuss
disputes could be mere wishful thinking. But contacts have been
intense since Prime Minister Recep Tayyip Erdogan announced the
proposal. Erdogan has visited Moscow, Tbilisi and Baku to discuss
the proposal. The Azerbaijani foreign minister had talks in Ankara
on Friday and Russian Foreign Minister Sergey Lavrov is expected to
arrive in İstanbul today for talks on Tuesday.

ArmInfo. Railway traffic to Armenia via Georgia has been fully
restored, Armenian Transport and Communication Minister Press
secretary Susanna Tonoyan told ArmInfo. She said the timetable of
cargo traffic was because of the explosion of the railway bridge on
Gori-Tbilisi section. The bridge has not been repaired so far. However,
cargo traffic to Armenia was fully restored on 26 August due to an
alternative route. S. Tonoyan outlined that 40 carriages including 3
carriages with petrol, 14 carriages with various commodities and 23
carriages with grain were delivered to Armenia on 1 September. 82
carriages were delivered to the country on 31 August including 2
carriages with petrol, 44 carriages with different commodities and
36 carriages with grain. 108 carriages are on the way to Armenia,
she said.

"Five Stars" youth music festival ended yesterday in Sochi, where
Razmik Amyan, representing Armenia got first prize sharing it with
Russian "Quadro" group. In the result of sms-voting Amyan obtained
199 points, and the grand-pris was given to the representative of
Tajikistan.

The results of the competition were announced yesterday in Sochi
celebration concert, where 11 participants were awarded 15 dufferent
prizes.

Note that "Five Stars" festiaval is being held since 2005 and 15
representatives of former USSR countries took part in it this year.

ArmInfo. GeoProMining company has assured Armenian ecologists that
construction of a new enrichment plant near the Sotk gold deposit is
"economically necessary".

Director of GeoProMinisg Dmitriy Kalandadze said the company is ready
to transfer a part of production process to the Sevan bassin region. He
may probably forgot that such kind of activity is forbidden by the
law "On Sevan". Construction of such a plant may seriously damage
the lake and only financial benefit is his only goal. Kalandadze said
that at present the company loses $500 thsd monthly and added when GPM
bought the deposit in Armenia it had a plan to build a new plant. ‘Our
company has no future without it’, – Kalandadze said. He also said
he cannot build a plant in Ararat as it will be difficult to ship
gold-bearing ore since traffic capacity of the railway does not give
them an opportunity of getting 1000 tonnes of ore daily. ‘It turns
out that except $300 mln for construction of a new tailings storage
facility and a new plant in Ararat the GPM should invest $140 mln for
repairing of this sector of the railway. Thus, it is not profitable
for us to invest construction of the plant in Ararat and Gagarino>,
– Kalandadze said.

He also added that GPM bought deposits in Armenia not "to deal with
humanitarian activity, only protecting nature and paying salary>. ‘The
company should earn money!’, – he said. Kalandadze nevertheless
assured ecologists that the plant in Sotk will not be built without
their permission. He also said that the company is ready to invest
tens of millions dollars in nature protection actions and to build
a new tailings storage facility in Ararat in which the world known
company Fraser Alexander will take part.

‘economic’ arguments of D. Kalanadze may be fair, however, environment
aspects may be in the focus of attention. ‘A compromise should be

Turkish president says no decision on Armenian visit yet

Ankara, 31 August: Turkey’s Prime Minister Recep Tayyip Erdogan, who
attended the 30 August victory reception hosted at the Gazi officer’s
club in Ankara, signalled Saturday that President Abdullah Gul might
travel to Armenia.

Commenting on the possibility of President Abdullah Gul’s travelling
to Armenia for a national soccer match after decades of no diplomatic
exchange with this country, Erdogan said he wished it would bring
positive results, hinting that the president might have actually
decided to accept invitation of Armenian President Serzh Sargsian.

Erdogan also said Turkey’s Foreign Minister Ali Babacan would
accompany Gul during the trip to discuss relations with Armenia.

However, Gul, who also attended the reception, told reporters that
they did not reach a decision on the matter yet saying that they were
still contemplating.

Armenian President Sargsian, who publicly declared that he would
shortly take steps to revive relations with Turkey, has recently
invited his Turkish counterpart Gul to Armenia to watch together the
2010 World Cup qualifying round game between the two countries on 6
September.

Yerivan based Mediamax news agency quoted Sargsian as having said this
game "would contribute to normalisation of relations between the two
countries," during a visit to Moscow in June.

On 24 July, Babacan expressed Turkey’s willingness to normalize
relations with Armenia at a press conference in New York, saying that
Turkey also wanted to create an atmosphere of dialogue with Armenia.

Referring to letters Turkish president, prime minister and other high
level officials sent to their Armenian counterparts shortly after the
recent elections in this country, Babacan had announced that these
letters aimed at opening a new door of dialogue with the new
(Armenian) administration.

Babacan said it was natural for Turkey – whose aim was to have zero
problems with its neighbours – to expect concrete steps from Armenia
and expressed his belief that Turkey’s problems could be solved
through dialogue, and underlined importance of setting up a joint
committee of historians to deal with the incidents of 1915.

Later in July, Armenian Foreign Minister Eduard Nalbandian told
Mediamax that they wanted to normalise relations with
Turkey. Nalbandian said to this end they wished Gul would accept
Sargsian’s invitation to watch the qualifier in Yerevan, adding that
it would create an opportunity to discuss bilateral relations.

Nalbandian said Armenia took a step by inviting Gul. "This initiative
received positive response in the international arena. Now it is
Turkey’s turn."

Moscow has already unofficially confirmed that Russian military bases
will be stationed in ‘independent’ Abkhazia and South Ossetia

A Russian military-diplomatic source told Interfax [news agency] that
Russia is likely to station military bases in Ochamchire, Gudauta
[Abkhazia] and Java [South Ossetia], the places where the military
bases were stationed during the Soviet period. According to the same
source, it is possible that paratroopers, aviation and air defence
systems will be stationed in Gudauta, ships of the Black Sea fleet in
the port of Ochamchire and a mountain rifle brigade in Java.

It is geopolitically important to Russia to station military bases in
Georgia. It will dock its ships in Abkhazia and will be in a better
position to put pressure on Tbilisi from Tskhinvali. Furthermore, it
cannot be ruled out that military settlements will be established in
the vicinity of the bases, which is likely to be especially painful
for Abkhazia.

Are these plans devised by Moscow feasible and what are the possible
consequences? Irakli Sesiashvili, expert in military issues, talked
about it in conversation with Rezonansi.

Russian bases: negative repercussions

Irakli Sesiashvili: "Russia is already seizing the territories where
it will station its military bases. It will try its best to have the
first military checkpoint [to confront] NATO placed far from the North
Caucasus. Russia is doing all of this because it has no intention of
ceding Abkhazia and South Ossetia to Georgia, it makes every effort to
resist this.

"From political viewpoint, we should not expect it to relinquish these
regions. Currently, the final stage is under way when it is making its
intentions official.

"There is another negative aspect to the stationing of the military
bases. When there were military bases in this region during the Soviet
period, there were so-called ‘military towns’ on their territories
where officers’ families lived. When the new bases are set up,
contractor soldiers will serve there and their wives and children are
likely to move there as well.

"The Russian colonization has never brought about anything positive
for anyone. Soon, there will be no local population left in these
regions. They will be completely russianized. The gene pool, culture
and language of these nations will be seriously harmed. The time will
come when the Abkhaz and Ossetians will rebel against russianization
(the latter are less likely to do so).

"As for Russia’s interests in this region, it does not care about
either [South] Ossetia or Abkhazia. Russia has its own plan. [Abkhaz
separatist leader Sergey] Bagapsh and [South Ossetian separatist
leader Eduard] Kokoyty effectively mean nothing to it. Russia is
employing a systemic approach towards these regions and is trying to
use them according to its needs. It definitely needs the Black
Sea. After leaving Ukraine’s area of water, it does not have a place
to dock its military ships and Abkhazia is a suitable region [to this
end].

"As for Tskhinvali [South Ossetia], Tbilisi is close to it and it is a
good means of putting pressure [on Georgia]. Tskhinvali is in effect
the second frontline.

"These bases are likely to be staffed with Russia’s elite armed units
since it is possible that they will be used for engaging in combat
operations here. Furthermore, we are talking about Russia’s open
border with NATO. I cannot rule out that strategic missiles will be
stationed at these military bases.

"As regards Russia’s real reason for stationing military bases on
Abkhaz territory, this territory is of geostrategic importance to
it. Especially given its direct contact with NATO’s border. This is
why arming these regions and creating maximum security zones there
represent a priority to Russia. Abkhazia and South Ossetia will be
large ‘nests’ with weapons where 80 per cent of the population will be
in military service."

A risky step

Giorgi Tavdgiridze, expert in military issues, gave a different
assessment to the opening of the Russian military bases. He said that
this is a political argument in response to NATO’s attack. He rules
out the extermination of the local population’s gene pool on the
territory of Abkhazia and South Ossetia and believes that the presence
of the Russian bases on these territories will cause poverty and
intensify looting.

[Khmaladze] How would you assess Russia’s plans on stationing military
bases in the separatist regions?

[Tavdgiridze] Russia is trying to "boost" economic development in
these regions with this step. These bases will have no military value
whatsoever because they are stationed quite far from each
other. Should they restore the railway in Abkhazia, this region might
acquire military value but the Georgian side will eventually get hold
of a military base in Java.

One thing is clear: we have lost the war and have to prepare for a
future war. All steps that Russia has taken so far indicate that it
has blocked all routes of peace talks to our country. It is not
interested in diplomatic relations with Georgia and wants not only to
incorporate Abkhazia and South Ossetia de facto but to swallow them
completely. The construction of the military bases is one of the steps
taken to this end. I have to note, however, that this is quite a risky
step on Russia’s part as this effectively means leaving hostages on
these territories. Nevertheless, at the same time, it is a step
forward on the military front for Russia.

It is unfortunate that any kind of diplomatic negotiations with Russia
are pointless and the restoration of the territorial integrity will be
protracted for as long as Russia maintains military bases on Abkhaz
and South Ossetian territories.

We effectively have to start everything from scratch. We have to
observe Russia’s and Abkhazia’s reaction. To tell you the truth, I
have not noticed the Caucasian pride in Ossetians. The Abkhaz,
however, are the ethnic group which has proved several times with its
actions that it wants to be independent and sides with Russia because
it helps it in achieving this goal. Abkhazia will now be an
independent nation where four Russian bases will be stationed. I have
to remind you that, in reality, a military base still remains on the
territory of Gudauta. It would be interesting to see if freedom-loving
Abkhaz will tolerate the Russian boot.

[Khmaladze] What will change for the local population once the bases
are stationed?

[Tavdgiridze] One cannot surprise Tskhinvali with a crime
situation. In effect, this entity has failed to become established,
they did not have an internal structure. The South Ossetian leadership
was engaged in criminal score-settling. Thus, the situation here will
remain unchanged with its poverty and lack of education.

As for Abkhazia, it has to be said that even dreams about business and
development of tourism are now over. Impoverished looters whom we have
seen on Georgian territory before will settle there.

US, German military bases are commercially profitable. They facilitate
the development of infrastructure. Their high salaries are spent in
nearby areas. The impoverished Russian officers cannot trigger
economic development. Several dozens of people could find employment.

We have to strengthen our economy and army now. We have to change the
strategy of state building. We have to know that Russians are our
enemies. Also, we have disloyal and ungrateful citizens – Ossetians
and Abkhaz – who will not become our friends unless something changes
in them, and it is up to us to manage and achieve this as well.

We have to respond to an enemy appropriately. There will be gangs made
up of Ossetians, Abkhaz and Cossacks. It is now time for reasonable,
purposeful actions. The story continues. The society must devise a
well-calculated strategy rather than slogans.

Response to NATO

[Khmaladze] Do you think that the stationing of these bases will
affect demographics in Abkhazia in reality?

[Tavdgiridze] We have to save Abkhazia from russianization. This is a
Caucasian nation and Georgia lays claims on being a defender of
Caucasian ethnic groups – it has always fought for this. We should not
let more than 10 years pass before we regain these regions. I do not
think that the number of Russian soldiers stationed in these regions
will be large enough to cause elimination of ethnic groups
there. Should Armenians be employed as soldiers there, conflicts might
occur.

Assimilation takes years and if we give them so much time, we will not
even be able to have any claims afterwards.

[Khmaladze] What does Russia really want to achieve by stationing
these bases?

[Tavdgiridze] Russia cannot build its bases and cannot provide its
officers with accommodation. If it were so easy to construct bases, it
would not have ceded its positions in Vietnam. This is PR and we are
used to it. That is to say, in reality, these bases will not be what
they say they will be. Russia will start something – there will be
shacks and obsolete tanks there. It is unrealistic that they will set
up new air bases. Russia has acquired two additional freeloaders,
Abkhazia and South Ossetia, which will burden the Russian budget.

This is a Soviet and post-Soviet policy, that is to say,
muscle-flexing. The argument cited by Russian politicians is that the
United States is surrounding Russia and Russia has to respond to
it. The stationing of bases in Abkhazia and South Ossetia will be
Russia’s foreign policy argument.

I think that we should not give an additional trump card to
Russia. Georgia is the only responsibility for the United States and
Europe. Our politicians have turned it into a responsibility and they
have shouldered it. However, if we make this responsibility heavier,
the West will not last long.

Our society must elaborate a realistic action plan and we have to act
promptly without waiting for some hero who will save us. If we fail to
do so, there will be 10 bases in Georgia, not three.

Abkhazia, South Ossetia seeking membership of military alliance

It was reported yesterday that Abkhazia is planning to join the
Russia-Belarus union. Abkhazia is effectively prepared to become a
Russian province. Russia, meanwhile, it taking some steps to safeguard
the security of the separatist republics: along with preparing to
establish military bases there, Moscow is also working to make them
part of the "collective security system".

If countries like Armenia, Belarus, Tajikistan, Kazakhstan, Kyrgyzstan
and Uzbekistan follow Russia’s example and recognize the independence
of Abkhazia and the so-called South Ossetia, they will have to send
their troops to the two provinces in the event of an armed
conflict. Political analyst Mamuka Areshidze has suggested, however,
that this is mere PR since these republics are actually under Russia’s
protection.

Following Russia’s decision to recognize the independence of Abkhazia
and the so-called South Ossetia on 26 August, the two provinces are
expected to from a military alliance with Moscow. Russia’s Interfax
news agency has reported that Abkhazia and the so-called South Ossetia
could become members of the Collective Security Treaty Organization
[CSTO]. According to the same source, the member-states of the
organization will discuss the possible accession of Abkhazia and the
so-called South Ossetia on 5 September.

Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and
Uzbekistan are the current members of the CSTO. If these countries
recognize the independence of Abkhazia and South Ossetia, their
accession to the organization will only be a matter of time.

What is CSTO and how important is it for Abkhazia and the so-called
South Ossetia to join it? Rezonansi spoke to political analyst Mamuka
Areshidze about these questions.

Armenia, Belarus likely to recognize separatist republics

[Rezonansi] Are Belarus, Tajikistan, Kazakhstan, Kyrgyzstan and
Uzbekistan to follow Russia’s example and recognize the independence
of Abkhazia and the so-called South Ossetia?

[Areshidze] Most of the residents of these countries are
pro-Russian. It is possible that such a precedent (the accession of
Abkhazia and South Ossetia to the organization) will create another
precedent. At any rate, Russia has been working for a long time now to
make this happen. Since Kazakhstan has been Russia’s ally, Moscow has
worked intensively in that country. However, Kazakhstan also has
certain ties with Georgia, which is the reason why Nazarbayev has
refrained from supporting Russia’s move.

Tajikistan has a puppet government that has only been able to retain
power through the support of the Russian armed forces. Kyrgyzstan is
under dual influence. As you know, there is a US military base
there. Russia will therefore find it quite difficult to obtain the
country’s consent. As for Uzbekistan, its leader always acts according
to the situation and hence it is possible that he will take certain
steps on Abkhazia and South Ossetia.

I am convinced that Armenia and Belarus are the two countries that are
set to support the recognition of Abkhazia’s and South Ossetia’s
independence.

[Rezonansi] What kind of an organization is the CSTO and how valuable
would its membership be for Abkhazia and the so-called South Ossetia?

[Areshidze] If these countries recognize the independence of Abkhazia
and South Ossetia, they will have a duty to ensure their
security. This means that they will have to send their troops and
armaments to Abkhazia and South Ossetia in the event of a war.

[Rezonansi] Does this mean that the membership is important?

[Areshidze] I would not say that it is important as it is more of a PR
move. Should a conflict arise, the Russian army would once again have
to be the "saviour" of the Abkhaz and the Ossetians. This is PR as
they want to show that an international organization has backed
Abkhazia and South Ossetia. They do not have the resources to aid the
