6,1BN DRAMS TO BE ALLOTTED TO SPHERE OF CHILDBIRTH AID FROM RA STATE BUDGET IN 2009

YEREVAN, AUGUST 4, NOYAN TAPAN. In 2009 6,1bn drams (about ,03m) will
be allotted to the sphere of childbirth aid as compared with 3,9bn
drams in 2008. As in the August 1 press conference chief of the RA
Ministry of Health department of Mother and child’s health protection
Karine Saribekian noted, year by year an increase of child-delivery is
recorded. Thus, if in the first half of 2006 5718 child-deliveries were
recorded, in the same period of 2007 6035 deliveries were recorded,
then in 2008 6217 deliveries were recorded.

Summing up the results of the one month of investment of state
certificates’ system in childbirth aid sphere, she noted that during
the month of July 1604 children were born (in 2007 this record was
1509). 330 of confined mothers gave birth to children by Caesarean
section. Most of the child-deliveries were recorded in the Institute
of Perinthology, Obstetrics and Gynaecology: 299, and least of the
child deliveries were recorded in the Centre of Family Planning
and Sexual Health: 63. In the same period 422 women having regional
registration received childbirth aid in the medical institutions of
the capital. 28 women had foreign citizenship.

It was also mentioned that the most part of the calls received by the
hot line of the Ministry connected with the certificates were made
for the purpose of receiving information. The Ministry is undertaking
measures in the direction of correcting the complaints. For example,
the Minister of Health has issued instructions that if there are no
free of charge wards in the maternity hospital women in labour should
be placed in fee-paying wards for free.

chess tournament in Sochi, Levon Aronian (Armenia) has earned 2 points
and with another 10 chess players shares 3rd-12th places. The leader
is Ivan Cheparinov from Bulgaria (3 points).

Games of 5th rounds are scheduled for August 4.

FREIGHT TRAFFIC IN ARMENIA REDUCES 4.2% OVER SIX MONTHS OF 2008

YEREVAN, August 4. /ARKA/. Freight traffic in Armenia reduced 4.2%
over six months of 2008, compared with the same period of the previous
year, to 4,234,300 tons by late June, National Statistical Service
of Armenia reports.

According to the statistical report, 50.7% of these cargoes were
transported by motor vehicles, 0.1% by aircrafts and 18.1% through
pipes.

The report says the freight traffic totaled 1472.5 million ton/km
at the first half of 2008 after growing 3.9%, compared with the same
period a year earlier.

issue of its financial-economic bulletin – "Loan Organizations of
Armenia" on the second quarter 2008.

The bulletin is published quarterly and is developed based on the
official financial reports published in the press. The 35-page bulletin
is composed of 12 major chapters.

ARMENIAN PROSECUTOR OFFICE TO CONTINUE CRACKDOWN ON ELECTION IRREGULARITIES

YEREVAN, August 4. /ARKA/. On Saturday, Armenian Prosecutor General
Aghvan Hovsepyan, speaking at Yeghegnadzor Prosecutor Office’s meeting
focused on crackdown on corruption, said that struggle against election
illegalities will be continued.

He said that the number of election-related crimes has grown over
the past two years.

Hovsepyan said that elections to self-governing bodies will be held
soon, and everybody must know that election illegalities carry terms
in jail.

FOUR CITIZENS OF REPUBLIC OF ARMENIA HANDED OVER TO ARMENIAN SIDE

YEREVAN, AUGUST 4, NOYAN TAPAN. The Azeri side handed over 4 citizens
of the Republic of Armenia: Vanik Zmboyan (Gavar), Artyom Zohrabian
(Noraduz), Karen Torosian (Noraduz) and Aghas Yenokian (Noraduz)
to representatives of Armenia at Yeraskhavan-Sadarak section of the
Armenian-Azeri border at noon of August 4.

To recap, the above mentioned persons were among 12 persons who started
a scuffle in April in the military district located in the village
of Khachik in order to strengthen the position of their friend,
a serviceman, in his military unit. After the battalion commander
fired a warning shot to calm them down, they took to flight in panic
and found themselves in the territory of Nakhichevan. A criminal case
was opened in connection with this event on the same day.

NT was informed by the RA ministry of defence that the indicated men
were handed over to the Armenian side thanks to efforts of the working
group of the RA Commission on Issues of Captives, Hostages and Missing
Persons, and with the assistance of the Personal Representative of
the OSCE Chairman-in-Office, Ambassador Andrzei Kasprzyk.

POWER SHIFT IN ARMENIA IS INEVITABLE, SDHP CHAIRWOMAN SAYS

is inevitable in Armenia, the Social-Democratic Hunchak Party (SDHP)
calls on all citizens of the country to join the Armenian National
Congress (ANC) and take an active part in its work.

"After surviving under conditions of the absence of legal authorities
for more than 10 years, the Armenian people is finally shaking off
the handcuffs of the robber-state regime and establishes – in the
form of the Armenian National Congress – a legitimate power which
will become a democratic system of self-government of the society,"
is said in the statement of the SDHP chairwoman Lyudmila Sargsian.

MARIE YOVANOVITCH NEW U.S. AMBASSADOR TO ARMENIA

YEREVAN, AUGUST 4, NOYAN TAPAN. At the end of last week the
U.S. Senate approved the candidacy of Marie Yovanovitch for the
post of U.S. ambassador to Armenia, Radio Liberty reported, citing
Associated Press. The Bush administration nominated M. Yovanovitch
for this post in March.

A hearing to confirm her candidacy was held at the U.S. Senate Foreign
Relations Committee on June 19. In response to questions on the 1915
events asked by a number of senators, including Democratic presidential
candidate Sen. Barack Obama and Sen. Robert Menendez, M. Yovanovitch
avoided using the word "Armenian Genocide". Nevertherless, last week
the Committee confirmed her candidacy.

The duties of U.S. ambassador to Armenia were carried out by charges
d’affaires since the U.S. Ambassador John Evans was recalled in
2006. In the opinion of Armenian Americans and a number of American
political figures, J. Evans was relieved of his post for publicly
recognizing the Armenian Genocide.

PPA TO PUT FORWARD CANDIDACY OF ASHOT MNATSAKANIAN IN ELECTIONS OF ARABKIR COMMUNITY HEAD

YEREVAN, AUGUST 4, NOYAN TAPAN. At the August 2 special sitting, the
Board of the Progressive Party of Armenia (PPA) made a decision to
put forward the candidacy of PPA deputy chairman Ashot Mnatsakanian
in the elections of the head of Yerevan’s Arabkir community to be
held on September 7.

By a press release of the PPA press service, the members of the party
are convinced that in conditions of the struggle among candidates
of the authorities and the radical opposition, the population will
clearly outline the obvious advantage of this honest, experienced
and hard-working candidate of the centrist party.

163 AUDITORS HAVE QUALIFICATION CERTIFICATES IN ARMENIA

YEREVAN, AUGUST 4, NOYAN TAPAN. The results of the auditor
qualification examination were finalized at the RA ministry of
finance on August 4. Out of 13 persons who filed an application,
11 took examination, 6 of whom receved qualification certificates.

3 qualification examinations for auditors were conducted in 2008. 43
persons filed applications, 32 took exams, 8 of whom received
qualification certificates.

According a report of the press service of the RA ministry of finance,
163 auditors currently have qualification certificates in Armenia.
