A dialogue is the most preferable way out of the current political
situation in Armenia.

As mentioned yesterday by DaVID CRAMMER, US Under-Secretary of State on
Democracy, Human Rights and Labor Issues, it is necessary to involve
civil society in the dialogue as well. Mr. Crammer expressed hope
that the Government is willing to initiate a dialogue; however, it is
necessary to undertake certain steps to demonstrate such willingness.

"It is very important for the ruling political parties to have a
dialogue with those parties which do not have levers of authority. I
hope they will undertake certain steps and pave the way for a
dialogue."

The Under-Secretary of State believes that, "criticism is effective
only in case it is accompanied by constructive proposals."
