"The encroachments upon the civilians, the murders of innocent people
and in general, all the steps of Azerbaijan aiming to exacerbate the
situation have become quite frequent recently. The incident in the NK
region of Martakert, the refusal to return the four Armenian citizens,
the killings of the Armenian soldiers in the marz of Tavoush and the
murders of the two inhabitants of the village of Chinari on April
18 are steps endangering the negotiation process," Foreign Minister
Edward Nalbandyan said, commenting upon the June 18 incidents on the
Armenian-Azerbaijani border.
"A question arises as to whether the Azerbaijani party aims to create
new obstacles in the negotiation process. Another evidence of that
is the demand of the Azerbaijani public organizations to discontinue
the negotiations," the Minister mentioned.
