PARTICIPANTS IN WORKING CONFERENCE AT RA PRESIDENT DISCUSS COURSE OF FULFILLMENT OF PACE RESOLUTION

Participants in the working conference held by RA President Serzh
Sargsyan discussed the course of fulfillment of PACE Resolution N1609
‘On Functioning of Democratic Institutes in Armenia’.

As the presidential press service told ArmInfo today, S. Sargsyan
said during the conference that irrespective of the post-election
processes in Armenia, ‘we have to fulfill the provisions of our
pre-election programmes just now. From this point of view, we need no
short-term solutions, formal approaches, and I am sure that none of
the participants may say that the process of implementation of advices
and proposals of the European partners has been completed’. He said
it is important to have the grounds being laid for implementation of
the requirements of PACE Resolution for the decisions made to be aimed
at future. For his part, Chairman of the Armenian Parliament Tigran
Torosyan told the president about the steps made by the parliament and
added that 25 out of 27 requirements of PACE Resolution regarding the
parliamentary opposition have been already fulfilled. ‘We offered the
chairman’s post of one of three new parliamentary commissions to the
opposition. The coalition showed a good will having offered this,
though our proposal was not accepted. However, the post remains
vacant and we shall see the development of events in autumn’, RA
president said.

As for reformation of RA Election Code, Chairman of the parliamentary
commission for state-legal affairs David Harutyunyan said that all
the disputable issues have been settled, ad fundamental issues – from
the process of formation of parliamentary commissions to the issues
of count and recount of votes during elections are under discussion.

RA president emphasized that implementation of laws is of special
importance in this context, and it would be more correct to attract
experts who will make constructive proposals.
