YEREVAN, MAY 2, NOYAN TAPAN. The Armenian national team of under
19-year-olds on May 1 left for Italy to play 3 test matches will local
teams. The team is accompanied by chief coach Armen Gyulbudaghian.

The aim is to prepare for the elite stage competition of under
19-year-olds to be held in Yerevan on May 22-27. The teams of Spain,
Turkey and Ukraine are included in the same subgroup.

National Movement To Be Renamed "Armenian National Congress"

NATIONAL MOVEMENT TO BE RENAMED "ARMENIAN NATIONAL CONGRESS"

YEREVAN, MAY 2, NOYAN TAPAN. In the words of the first Armenian
president Levon Ter-Petrosian, the only way of easing the current
dangerous tension between Armenian society and the ruling regime is to
hold early presidential and parliamenatry elections. However, as he
stated at the 2nd cogress of the National Movement on May 2, being
aware that the current authorities of Armenia and the European
organizations are not yet ready for such an outcome, and this idea will
take some time to mature, the movement’s representatives must work out
their further steps and present an action plan.

First of all, according to L. Ter-Petrosian, it is necessary to give a
new form and name to the national movement. In his opinion, it should
be called "Armenian National Congress". The first president explained
that creation of such a congress does not mean that the parties –
movement participants should dissovle themselves. At the same time, the
newly founded congress cannot be a motley organization so it is not
ruled out that Armenian National Congress will become one party in the
future.

"Unlike the current regime, we have alsways acted and will act within
the law," L. Ter-Petrosian said. In his words, while not accepting the
legitimacy of this regime, the movement leaders are ready to engage in
dialog with it but only after all points of April 17 resolution of the
PACE have been fulfilled and the imprisoned political figures and
azatamartiks (freedom fighters) released.

"We should refrain from any internal political shocks," L.
Ter-Petrosian added, underlining that Azerbaijan would benefit from an
unstable situation in Armenia. In his words, Azerbaijan should realize
that in case of resumption of hostilities, it will meet resistance of
the Armenian people. L. Ter-Petrosian assured those present that in
case of resumption of war, he will urge the movement members to give up
their political struggle and devote themselves to defence of homeland.

In Case The Turk Expresses Desire

RA Foreign Minister Edward Sargsyan is ready to meet with his Turkish
counterpart, in case the latter expresses desire.

`In recent times there are certain positive tendencies from Armenia and
Turkey, for the improvement of the relations between the two
countries,’ Edward Nalbandyan says.

The Minister hoped it would be possible to translate words into deeds
and make this dialogue productive: `In my view we can’t act as we used
to act before, because we didn’t record success. We must find new
approaches, new forms. If my Turkish counterpart expresses desire to
meet and discuss all the issues of concern, we will manage to find
solutions,’ he said

Ready for a second bluff

The congress of the pro-opposition factions which is to be convened
today, as well as the speech to be made by Levon Ter-Petrosyan should
provide an answer to the question when the ex-President is going to
proceed with speculating the difficulties currently faced by the
country and thus resort to the tactics of `bluff’ periodically.

After all, it was not the task of overcoming the situation that
underlay Ter-Petrosyan’s tactics of sponsoring the pre-electoral
developments, but rather, the goal of generating dissatisfaction, as
this might at least ensure the rehabilitation of his own image. And
Ter-Petrosyan was unable to do more than that, since a skillful
speculation of the existing dissatisfaction could have disoriented only
some part of society, but it wasn’t enough for being elected a
president.

So, although the first stage of the skillful bluff did not ensure L.
Ter-Petrosyan’s victory on February 19, the candidate did manage to
develop the image of an uncompromising pro-opposition figure in the
eyes of a significant part of society.

Thereafter, there began the second stage of generating bluffs, when the
candidate, having 21 percent of votes was using the skillfulness of a
juggler to insist that he had received 65 percent, as a matter of fact.

And this resulted in the well-known events of March 1-2, which secured
the `internationalization’ of the speculated bluff which, on the one
hand, was advantageous to the author and on the other hand, contained a
serious hazard for L. Ter-Petrosyan.

The thing is that neither the Constitutional Court appeals against the
results of the February 19 elections nor the speeches of L.
Ter-Petrosyan’s proponents from the tribunals of PACE and the United
States convinced the international community that the opposition leader
had held a victory in the February 19 elections. The incontrovertible
evidence of the fact is the international observers’ well-known
assessments which have recently been included in the resolution adopted
by the Parliamentary Assembly of the Council of Europe.

According to those assessments, the international community proposed a
resolution to the Armenian authorities and opposition, based on two
clear-cut theses.

The first is the package of requirements addressed to the authorities.
They include an independent inquiry into the March 1-2 events, release
of the individuals who didn’t use violence, the elimination of the
temporary restrictions on the freedom of marches and demonstrations etc.

The second package concerns the opposition. It contains a requirement
to recognize the results of the February 19 elections or else, to apply
to the European Court of Human Rights.

It should be noted that when the pro-Ter-Petrosyan camp came to know
that the new authorities of Armenia intended to follow the letter and
spirit of the PACE Resolution, i.e. to comply with the proposals within
the period of 3 months, and demand that the opposition do the same,
they began showing serious signs of concern.

First, they started voicing complaints in the address of the
international community which demanded that the legitimacy of the new
Armenian authorities be recognized. Then they passed on to the next
step, i.e. declared of the intention of Ter-Petrosyan’s proponents to
apply to the European Court. By this, the international community
received a false confirmation of the fact that the Armenian opposition
was ready to dispute not only the figures published by the Central
Election Commission, but also the conclusion of an observation group
representing such a rigorous body as the Organization for Security and
Cooperation in Europe.

A question arises as to what this step could have meant in the context
of the further development of Armenia’s internal political situation.
The answer is obvious. By way of using such trick, Ter-Petrosyan and
his proponents `froze’ the process of complying with the resolution and
as a matter of fact, gained time not only for applying to the European
Court but also making the next step on the political arena.

This testifies to the fact that the congress of the pro-opposition
factions promises to become the third stage of the political bluff
raffled by Ter-Petrosyan.

If the opposition had really been convinced of the invulnerability of
the facts available to it and the arguments deriving thereof, it would
have applied to the European Court right after the Constitutional Court
passed its decision on March 8. As a matter of fact, it was with the
purpose of not complying with the PACE requirement that the belated
intention of applying to the European Court was publicized a month’s
later. So, L. Ter-Petrosyan intends to continue his bluff and bring it
to an end. And this means that the political juggler has already done
certain calculations and is sure that he will manage to cheat the local
and foreign `spectator’ this time as well. What is such certainty
accounted for?

First: In case of agreeing to a dialogue on any condition,
Ter-Petrosyan will be deprived of the only serious political tool, i.e.
the people’s dissatisfaction, without which he will be unable to
continue the bluff he started several months ago. Furthermore, the
absence of a dialogue and the trials of the participants of the March
1-2 events still allow him to maintain the `aureole’ of a persecuted
creature.

Second: The changing international-economic situation, which will
inevitably lead to the increase of prices in the course of the coming
months, will certainly arouse discontent among the socially vulnerable.

Third: After the presidential elections of Armenia, the international
community has been making new efforts towards achieving the signature
of a document on the basic principles of the settlement of the Karabakh
conflict, and after the presidential elections of Azerbaijan, this will
bring our country and its leadership face-to-face with serious external
challenges.

CHARLES AZNAVOUR TO HAVE CONCERTS IN SOUTH AMERICA

MONTEVIDEO, APRIL 30, ARMENIANS TODAY – NOYAN TAPAN. World-famous
chansonier Charles Aznavour is in South America and will have concerts
in big cities of Argentina, Brazil, Chile, and Uruguay, including
Buenos Aires and Sao Paulo.

In his interview to "El Clarin" newspaper the singer said that he
will continue his services to Armenia and the Armenian Cause.

According to Radio Liberty, in response to a question of why he does
not sing in Armenian, Aznavour said: "That language is the language
of my emotions, and not of my occupation. It is on the stage that I am
Aznavour, then I am nothing. I don’t want to speak about Aznavour. The
Armenian language belongs to that field."

The singer also said that the series of concerts is not a farewell
to the stage but "a way of saying goodbye." "We, the artists, are
like criminals, who always commit new crimes," he joked.

There is a certain discontent among the local Armenians concerning
Aznavour’s concerts, because a very limited number of people have a
possibility to be present at the concerts.

HOVNANIAN SCHOOL’S SECRET: TO LEARN WITH LOVE AND NOT UNDER COMPULSION

YEREVAN, APRIL 30, NOYAN TAPAN. It is several years benefactor
Vahagn Hovnanian, the Chairman of the Hovnanian International and
some other companies, organizes a visit to Armenia for pupils and
latter-day leavers of Hovnanian College founded by him in U.S. city
of New Milford, New Jersey state, in 1976. As V. Hovnanian said in
his interview to Noyan Tapan correspondent, this year also the school
pupils were in Armenia from April 19 to May 1. This visit was a unique
present by the parents of school leavers to their children.

This year’s travel plan of American Armenian children was also large:
Amberd church, Byurakan Observatory, Oshakan, where Mesrop Mashtots,
the inventor of the Armenian alphabet, is buried, Tsakhkadzor, Lake
Sevan, Dilijan orphanage, Etchmiadzin, Sardarapat, Matenadaran,
on April 24 to the Memorial of victims of Armenian Genocide
(Tsitsernakaberd), Khor Virap, Noravank, Artsakh, Lori (House-Museum of
Hovhannes Tumanian, Haghpat, Sanahin), Garni, Geghard, House-Museum of
S. Parajanov. The children were impressed, they asked many questions,
which, according to Hovnanian College teacher Azat Kalajian, mainly
regarded history and culture of Armenia.

The children were accompanied by school teachers. Armenian
language teacher Silva Mesropian has been working at the college
for 23 years. She and her children have also attended Hovnanian
College. According to her, but for this college, "many generations
would be lost, as every minute they struggle against waves of
a huge sea, for the children living in the Diaspora to remain
Armenian." According to S. Mesropian, study is free in American
schools, but Armenians strive for taking their children to Armenian
colleges. Any parent wishes his child to receive Armenian upbringing,
and in America, according to the teacher, one has to struggle every
minute for his child to remain Armenian. Such visits to the homeland
are organized for the very purpose.

S. Mesropian said that 220 children attend the college at present. This
year the college will have 16 leavers.

H. Hovnanian said that the U.S. Education Department has given a
conclusion that Hovnanian School works at the highest level. In
his words, once every ten years the above mentioned department’s
commission studies correspondence of schools to education and
management standards. In 1997 the commission had given many tasks
to the school and gave a positive conclusion about their fulfilment
already during the 2007 visit. Besides, the commission has proposed
school administration sharing the secrets of successful management
to spread that experience throughout the United States. While,
according to V. Hovnanian, "the secret is learning with love and not
under compulsion."

Many of Hovnanian School leavers after studying at authoritative
universities return to the school already as teachers, many teach
at universities, take high posts, and are successfully engaged in
business.

"The First Genocide of the 20th Century" is being held from April 21
to May 11 in the library of Tartu University. The exhibition is timed
for April 24, the memory day of victims of the 1915 Armenian Genocide.

The exposition includes photocopies of archives documents, memories
of eye-witnesses and photographs about mass murders and persecutions
of Armenians in Ottoman Turkey. Statistic data about the number of
Armenians, parishes, schools in 1914 and 1922 are also presented.

hearing of the murder case of Hrant Dink, the former editor-in-chief
of the weekly Agos, finished in the court of Istanbul on April 26.

As the Turkish press reports, the next court hearing of the murder case
will take place on July 7, 2008, which, in all probability, will not
pass behind closed doors as Ogun Samasti, who has killed Hrant Dink,
will become 18 in June. Up to today all the court hearings passed
behind closed doors on account of Samasti’s being a teenager.

editor-in-chief of the weekly Agos, in their hands.

According to received information, the march participants moved from
the St. Yeghishe Armenian church towards the territory in the vicinity
of the Turkish Embassy in London.

It is also mentioned that Armenian clergymen also took part in
the march.
