on occasion of the First Republic Day, the RA
government’s press office reported.

The address says in part,

-Dear Compatriots,

I congratulate you all on Day of the First Republic.
On May 28, 1918, after a 600-year break, restoration
of the independent Armenian state system was the
result of heroic battles the Armenian people won in
Sardarapat, Aparan and Gharakilis. We must never
forget the May victories scored due to national unity
and freedom-loving spirit which underlay new
historical exploits in the struggle for Artaskh’s
independence. These victories fill is with will and
resoluteness to cement our state system, resist
challenges and build worthy future.

I wish you good health, peace and belief in the bright
future of the Republic of Armenia.-

Turkish historian performs publicity stunt in Armenian Genocide issue

Turkey’s state-funded Turkish Historical Society, said
that he had offered Armenians $20 million to open the
ARF archives in Boston which he says include "very
important documents" regarding the Armenian Genocide,
The California Courier reports with a reference to
Hurriyet Turkish daily (May 20, 2008 edition: "Turkey
offers $20 million aid to open Armenian archives.")

Halacoglu said that he made this financial offer after
Armenians allegedly told him that they do not have the
necessary funds to organize these archives. He claimed
that "Armenians do not want to have the archives
opened because such efforts will start a real debate
over the genocide claims." Halacoglu claims that he
had conveyed his offer of $20 million to "two Armenian
historians, Ara Sarafian and Hilmar Kaiser," and had
not received an answer.

-Betraying the depth of his ignorance, Halacoglu
cannot even tell that Hilmar Kaiser is a German and
not an Armenian!- writes Harout Sassunian, The
California Courier editor.

Tatul Sonentz-Papazian, who managed the ARF archives
in Boston until 2000, saying that, contrary to
Halacoglu’s claims, the cataloguing of the ARF
documents through 1925 were completed in 1995. Mr.
Sonentz-Papazian told that Hilmar Kaiser, whom he had
seen as recently as a month ago, did not convey such
an offer from Halacoglu. Ara Sarafian also
contradicted Halacoglu’s claims by telling that he had
not been asked to convey such an offer to the ARF.

"This is obviously a publicity stunt," Sarafian was
quoted as saying. "Halacoglu thrives on such
publicity."

The absence of the representatives from Karabakh in
the negotiations will not bring to the resolution of
the problem

Baku spoke so much of its intention to "return their
lands by any means and even by war", that the country
has become the hostage of its own rhetoric.

The Karabakh movement started 20 years ago. The first
stage of the national-liberation war of the people of
Artsakh for independence ended with the declaration of
the Nagorno-Karabakh Republic. At present a rather
complicated process of the legal recognition of NKR is
underway, which, for some unknown reasons, is referred
to as the process of regulation of the
Nagorno-Karabakh conflict between Armenia and
Azerbaijan.

/PanARMENIAN.Net/ In Karabakh from the very beginning
this conflict has been referred to as one between
Karabakh and Azerbaijan, and Armenia, quite fairly,
has been considered an interested party, who is the
guarantor of security and independence of NKR. It has
been said more than once, that the absence of the
representatives from Nagorno-Karabakh in the
egotiations within the frames of the OSCE Minsk Group
will not bring to the resolution of the problem.
Though, if thinking twice, there is no resolution: the
people of NKR with weapon in their hands stood up and
won its independence and the possible peace agreement
between NKR and Azerbaijan must simply fix a status
quo. Naturally, this kind of agreement will not be
handy for Azerbaijan. Baku spoke so much of its
intention to "return their lands by any means and even
by war", that the country has become the hostage of
its own rhetoric. "Azerbaijan is an advocate of
peaceful resolution of the Nagorno-Karabakh Conflict,
but if needed, it is ready to go for other ways of the
resolution of the problem," said the Deputy Minister
of Foreign Affairs of Azerbaijan Vagif Sadikhov, and
then added that Azerbaijan is not going to endure the
created situation for decades.

According to his words, Azerbaijan which is developing
its economy very fast and is getting big profits by
realization of projects in the energy sphere and by
supplying its own energy recourses to the world market
has to spend a lot of money on the military
necessities. But is Azerbaijan indeed as successful as
the image-makers from Baku at the head of President
Ilham Aliyev say? According to the Head of the General
Board of the CIS countries and RIA "Novosti" Alan
Kasayev, Azerbaijan is now forming up an image of
investment appeal, trying to solve the problems with
Iran and etermine the status of the Caspian. "The
pre-election situation in Azerbaijan is becoming
complicated because of the instability in the country.
This is the basic reason of the anti-Armenian and
explicit militarist rhetoric, which is used by the
authorities to unite the nation. However, it should
not be forgotten that 60-70% of the population of
Azerbaijan is comprised by villagers, frequently
almost illiterate. On the whole, Azerbaijan is an
underdeveloped and a poorly educated country, living
on the expense of oil income, which sooner or later
will be exhausted. There is no rural economy in the
country, there is no industry, with the exception of a
couple of oil factories in Baku. One cannot fit the
entire population of the country in the capital. So,
the actively developing image of the enemy is one of
the elements of society consolidation," emphasized the
Russian expert.

According to the Russian diplomat Vladimir Kazimirov,
who is one of the best known experts on regulation
process, no country ever announces the stake on the
power like Baku. Perhaps, it is not by chance that
Azerbaijan is recognized one of the most aggressive
countries in the world.

At present the recognition of the independence of the
self-proclaimed republics became a more complicated
process because of the Kosovo precedent. "After the
recognition of Kosovo the international opinion is
against the right on self-determination. It was
announced everywhere that Kosovo must not become a
precedent, and these are not simply words, but the
disposition of the international community. This will
become a big prohibition on our way. Besides, the
intensification of the contradictions between the USA
and Russia will have a negative impact on our region.
However, I think that the document, which is now on
the desk for the negotiations, is the most optimal
one, I hope. Azerbaijan will not give it up," said the
former Minister of Foreign affairs of Armenia Vartan
Oskanyan, who has been holding the negotiations with
the Minister of Foreign Affairs of Azerbaijan within
the frames of the OSCE Minsk Group.

Meanwhile, the OSCE Minsk Group on the
Nagorno-Karabakh conflict regulation had serious fears
about the negotiations and the end of the peaceful
regulation of the conflict. "However, the fears of the
OSCE were scattered away after the meeting with the
heads of Azerbaijan and Armenia, as well as with the
official representatives of two conflicting parties.
At present negotiations on returning 5 regions,
including the Nagorno-Karabakh safe haven are being
held. After that the OSCE suggests determining the
status of the Nagorno-Karabakh. After returning the 5
regions, Karabakh is ready to
start the negotiations with Azerbaijan regarding the
status," said the French Co-chair.

tournament Armenian GM Tigran Petrosyan occupies 1-6
horizontals. Together with five other chess players he
has 4 scores from 5 ones.

Another Armenian GM Vladimir Hakobyan, who presents
USA in the tournament, occupies 7-13 horizontals.
Hakobyan follows the leaders of the tournament only by
0.5 scores.

Note that 53 chess players take part in the
tournament. It is organized by Swiss system and 7
rounds. The tournament is conducted in Illinois, USA.

Today the president of Union of National
Self-determination Paruyr Hayrikyan organized a
special meeting with the journalists. The press
conference organized by him was devoted to the Day of
Republic and was conducted in the Republic Square. He
commented on the idea gathering in the square as the
three symbols of our country are situated there: the
government, ministry of Foreign Affairs and historic
first national assembly is not far from that square.

-May 28 has two important signs for us – both May 28-s
of 1918 and 1988,- he said. According to him we should
celebrate the Day of Independence on 28 May and not on
21 September and that day could be signed as the day
of national self-determination.

-28 May is our day of independence. On 26 and 27
correspondently Georgia and Azerbaijan have celebrated
their Independence Days,- said Hayrikyan. According to
him due to arbitrary activities of our authorities of
90th we celebrate our Independence Day on 21 September
and prolong the historic facts of our 80 years of
independence. -Armenian rural inhabitants and
politicians living without state for 600 years were
thinking not about republic but freedom,- he said.

The other sign notified by Hayrikyan was that in 28
May 1988 National Self-determination together with
Movses Georgisyan and Mekhak Gabrielyan has risen
Armenian flag against -Karabakh Committee-.

TEGHUT EXPLOITATION RESULTS IN HEALTH DISEASES

Mining in Armenia is not accurately implemented as it
negatively influences on the environment and human
health, said Lilik Simonyan expert of -Armenian Women
for health and Protection of Environment-
organization.

-There is no doubt that Teghut mining will result in
creating working places but the problem worries not
only the environmentalists but the public also,- she
said. According to the expert every time a mining is
exploited large amount of hazardous and toxic elements
are wasted and they do harm to the human health and
environment.

The expert said that a question is rose in the
parliament to organize the mining activities in closed
atmosphere which will cost less harm to the
environment.

"Mosaic Institute Hosts Turkish Armenian Business Development Council in
Toronto"

Toronto, Ontario, May 27, 2008 – The Mosaic Institute
() invited to Toronto, Kaan Soyak, the Co-Chair of The
Turkish Armenian Business Development Council (TABDC) () to
address a group of Canadians of Turkish and Armenian origin at a dinner
reception on May 22. The Mosaic Institute, a Canadian NGO, seeks to address
conflict regions of the world by facilitating dialogue between their
respective diaspora communities in Canada. The TABDC is the international
leader in promoting improved Turkish-Armenian relations.

The mission of the TABDC is to seek normalization between Turkey and Armenia
by opening the border between the two countries, which has been closed for
more than a decade. In addition, the TABDC advocates establishing
diplomatic relations between Turkey and Armenia.

Kaan Soyak, the Turkish Co-Chair and Arsen Ghazarian, the Armenian Co-Chair,
established the TABDC in 1997, as a think tank NGO dedicated to improving
relations between Armenia and Turkey.

At the reception, Mr. Soyak discussed the activities of the TABDC, including
cultural and business roundtables between the two countries, as well as
"track II" diplomacy efforts.

The Embassies of both Turkey and Armenia in Ottawa sent senior
representatives to the Toronto meeting convened by the Mosaic Institute. In
addition, Foreign Affairs and International Trade Canada sent a senior
diplomat to be present at the Mosaic Institute event.

"There was a wonderful atmosphere of respect and willingness to listen" said
Vahan Kololian, Chairman of the Mosaic Institute. "Clearly the TABDC is
doing important work in the Caucuses region, and it is important for them to
know that many in the Turkish and Armenian diaspora support their efforts."

There appeared to be a collective recognition that the deep-seated issues of
genocide recognition and the territorial dispute between Armenia and
Azerbaijan over Nagorno Karabakh, have kept Turkey and Armenia apart.

In summarizing the event on May 22, Mr. Soyak said, "While we recognize
these two issues are divisive, it is the position of the TABDC that
diplomatic relations and open borders can be achieved, while the genocide
issue and the Nagorno Karabakh issue continue to be studied and discussed.
Many countries have disputes with their neighbours, but they still have
diplomatic relations and promote open borders."

Ambassador Tatoul Markarian’s Interview to the Armenian Reporter

The following interview with Ambassador Tatoul Markarian appeared in the May
24, 2008 issue of the Armenian Reporter.

Q. The White House has nominated a new Ambassador to Armenia, Marie
Yovanovitch. What is Armenia’s position on this nomination?

A. Armenia has already given its agreement to the official U.S. request on
the Ambassador’s candidacy. We hope that the nominee will be confirmed
successfully and arrive in Armenia shortly. The scope and substance of our
bilateral relations with the United States will continue to increase, and we
all look forward to having a full-time American Ambassador in Yerevan.

Q. For the last 10 years, Armenia’s foreign policy agenda has included
pursuing international recognition of the Armenian Genocide. How will the
new president address this issue? And more broadly, what are the prospects
for normalizing Armenian-Turkish relations?

A. In his first public remarks addressing Armenia’s foreign affairs,
President Sargsyan reiterated that the issues of international recognition
and condemnation of the Armenian Genocide would remain on Armenia’s foreign
policy agenda.

Armenia’s position on the Armenian-Turkish relations is open and
transparent. We set no preconditions for the normalization of the bilateral
relations and are ready to establish diplomatic relations with Turkey, just
as we have offered consistently since 1991. Our readiness has been
reiterated not only by the newly-elected President, but also by the
newly-appointed Prime Minister and Minister of Foreign Affairs.

While the Turkish leadership offers positive rhetoric, we also note that the
Turkish diplomats continue to make statements that the Karabakh issue and
Genocide recognition are obstacles to normalization of Turkish-Armenian
relations, just as the Turkish Ambassador to Azerbaijan stated on May 7,
2008. In this regard, I would like to stress that we are interested in
concrete steps and results, never in a vague bilateral process for the sake
of process.

Q. The Foreign Ministers of Armenia and Azerbaijan have just met to discuss
the peaceful settlement of the Nagorno Karabakh conflict. Where do we stand
in this process?

A. Armenia’s position on the Nagorno-Karabakh conflict remains unchanged
under the new Armenian leadership. As stated by President Serzh Sargsyan and
Minister Nalbandian, the fact and the right of self-determination of the
people of Nagorno Karabakh must be affirmed and recognized internationally.
Armenia remains committed to a peaceful negotiated settlement of the Nagorno
Karabakh conflict within the OSCE Minsk Group. Following the May 6 meeting,
the Armenian Foreign Minister and his Azeri counterpart expressed optimism
about the Minsk Group process.

While the final settlement is still being negotiated, some realities are
already irreversible. The Nagorno Karabakh Republic has existed since 1991
and conforms to all definitions of an independent state. It has held several
presidential and parliamentary elections democratically. Furthermore, it is
clear that the Sumgait pogrom and the subsequent massacres and expulsion of
the Armenians living in Soviet Azerbaijan, as well as the armed hostilities
against Nagorno Karabakh and continuing anti-Armenian hate rhetoric in
Azerbaijan have created a situation where Azerbaijan can never claim to
govern Nagorno Karabakh. Many in the international community recognize this.
And the package on the table mediated by the Minsk Group Co-Chairs
recognizes the right of self-determination of Nagorno Karabakh.

Q. How do the new President and government see the future of the
Homeland-Diaspora relations?

A. Homeland-Diaspora relations were an important focus in President Sargsyan’s
election platform and strengthening these ties will thus remain a priority
for the new government. Underlying this goal is our mutual belief that in
order to pursue our national goals in the international arena effectively,
we should work together to further strengthen the Armenian statehood and
continue Armenia’s successful democratic transition. And this requires us to
be even stronger and unified as ever. The national unity is undoubtedly the
best guarantee for success in achieving our national goals, such as building
a strong and prosperous Armenia, defending the freedom of Artsakh, and the
international recognition of the Armenian Genocide.

Q. One of the issues of great interest to the Diaspora Armenians is the dual
citizenship. Now that the Constitution has been amended and appropriate
legislation has been passed, what is the procedure for acquiring Armenian
citizenship?

A. Dual citizenship has been an important priority for the Armenian
government, and following the passage of the Constitutional amendments and
the enabling legislation, the path for acquiring Armenian citizenship has
now been cleared. In fact, almost 1000 persons have already filed for the
Armenian citizenship. Under this legislation, persons of Armenian descent
who live in foreign countries can file for the Armenian citizenship, and the
procedure takes no more than a year. The detailed description of the legal
procedure and the application forms are available in the Consular Affairs
section of the Embassy’s website,

Dual citizenship is one of the mechanisms further bringing together the
Homeland and the Diaspora, and I encourage all Armenian-Americans who are
interested in acquiring the Armenian citizenship to apply at the Armenian
Embassy in Washington or the Consulate General in Los Angeles. We will
facilitate all applications, and will help everyone who wants to enjoy the
rights and responsibilities of the Armenian citizenship.

Matchmaking, the Ultimate Government Service

NEXT month, Justin Mei, 20, will be on his way to the Love Boat.
That’s the nickname for a monthlong cultural tour of Taiwan sponsored and
partly subsidized by the Taiwanese government. The program – officially
called the Expatriate Youth Summer Formosa Study Tour to Taiwan – has
nothing to do with boats and it isn’t supposed to be about love. It is
designed to expose young people with Taiwanese roots like Mr. Mei to the
motherland through courses in Mandarin, sightseeing and traditional arts.
-I want to reconnect with my heritage,- said Mr. Mei, who was born in Dallas
and attends the University of Texas there. -I’ve been disconnected.-
But the trip has long had a reputation for flirtations, flings and wedding
proposals. Hence the nickname.

Michelle Hsieh, 23, who grew up in Anaheim Hills, Calif., and now lives in
New York, fantasized about the program since she first heard about it in
junior high school. She went on the study tour in 2004 and found a boyfriend
the first week. Of the roughly 500 men and 500 women on her tour, she
believes most found romance immediately.

-With no parent supervision, it’s bound to happen,- she said.
Kerry Liou, section chief of expatriate youth programs for the Taiwan
government Overseas Compatriot Affairs Commission, said in an e-mail message
from Taipei: -Given that the age of most program participants is only 20
years old, we don’t encourage any romance on the trip. However, we would
like to see the participants continue to keep in touch after they return to
their country of residence.-

The commission, according to its Web site, aims -to unite the strength of
all our people in Taiwan and abroad to help the government maintain its
national security and pursue sustainable development.- Those sturdy ideals
did not seem to be on the minds of many Love Boat participants.

-My parents didn’t know it was a big hookup fest,- Ms. Hsieh said. -They
thought it was about culture and heritage. I don’t think it would ever cross
their mind that people would go on the trip to find their soul mates.-

But perhaps Ms. Hsieh and other Love Boaters underestimate their parents.
According to a study using the latest Census Bureau figures, the percentage
of Asian women born in the United States who marry Asian men has declined to
37 percent from 59 percent since 1994. The proportion of American-born Asian
men who marry Asian women has also dropped, to 52 percent from 65 percent.
-Foreign-born parents are distraught over the assimilation process for their
kids,- said Daniel T. Lichter, a professor of policy analysis and management
at Cornell who has long studied marital assimilation and was the lead author
of the study. -They want their kids to be closely tied to the religion, the
race, the language.-

Ms. Hsieh said that her parents -always said they want me to keep within the
race or ethnicity – ideally, they want me to marry someone who is
Taiwanese.-

-The Love Boat definitely made me want to marry within my ethnicity,- she
added. -It made me realize how important it was to have that background of
being from a Taiwanese family.-

She is now dating a Taiwanese-American.

Mr. Mei, whose mother encouraged him to go on the trip, said that if his
parents were aware of the Love Boat’s reputation, which he doubts, -then I
guess they’re trying to suggest something to me.-
He insists that his focus is on Taiwan, not women. -I’m young,- he said.
-I’m not that obsessed with love. I’d like a girlfriend, but I’m not that
interested.-

Taglit-Birthright Israel, a program that sends young American Jews on 10-day
trips to Israel, is less guarded about its romantic record. In fact, one of
the program’s founders, the financier Michael Steinhardt, treats couples who
meet on the trip and then marry to a honeymoon at his Caribbean villa. The
eight-year-old program does not keep track of participants’ weddings, but at
least 30 couples have taken Mr. Steinhardt up on his offer.

-In Birthright there have been many successful matches, and that is the
unintended but happy outcome of the trip,- Mr. Steinhardt said. The program,
designed to strengthen Jewish identity and ties to Israel, will send 23,000
Americans to Israel this summer.

-We are demographically challenged,- Mr. Steinhardt added. -In the
non-Orthodox world, intermarriage rates have soared, and generally the
intermarried are less likely to have Jewish kids.-
A survey conducted in 2000 and 2001 by United Jewish Communities found that
American Jews who married since 1996 had an intermarriage rate of 47
percent.

The Israeli government partly sponsors Taglit (Hebrew for -discovery-), and
Jacob Dayan, the Israeli consul general in Los Angeles, said that when
marriages came out of the trip, -that’s fantastic.- But he said his
government was most interested in the program’s potential to address
misconceptions about Israel.

Lance Sager, 27, of Fort Lauderdale, Fla., and Natalie Kline, 26, of
Potomac, Md., met on a Birthright Israel trip in 2006. They began talking as
they hiked down from the ruined fortress of Masada just after sunrise on the
second day.

Their first kiss was six days later, Ms. Kline remembers: -We were at a
kibbutz, it was late at night, the sprinklers were going, the moon was up,
the stars were out. It was like a movie.-

Mr. Sager said: -You’re with everyone who has the same faith. You have a
strong connection with someone off the bat. You’re seeing something you’ve
never seen before. You see things from the tops of mountains.-
Mr. Sager proposed to Ms. Kline in February, and they plan to marry in
November. Honeymoon location? Israel.

Sheila Sager, Mr. Sager’s mother, said she was thrilled that her son planned
to marry a Jewish woman, though if he had chosen someone of a different
faith, she -wouldn’t have disowned him.-

Having taken 160,000 people to Israel so far, Birthright may well be the
largest free cultural tour program. But it is not the oldest. The Expatriate
Youth Summer Formosa Study Tour has been running for more than 40 years; the
Irish Way and the Voyage of Discovery of the National Italian American
Foundation were both founded in the mid-1970s.

Birthright Armenia, a relative newcomer to summer cultural programs, was
established in 2003 and has sent 300 young people to Armenia. At least five
couples who met on the trip have married.

Marriage -was never in the short- or long-term vision for the program,- said
Edele Hovnanian of Middletown, N.J., the founder of Birthright Armenia. -But
it’s icing on the cake. All the better.-

The program focuses on community service, the Armenian churches and bringing
people of Armenian descent on visits to the motherland.

-Every single person is important when the population is so small,- Ms.
Hovnanian said. Of the 7 million Armenians worldwide, 3 million live in
Armenia and 1.5 million live in the United States, according to the Armenian
National Institute.

Birthright Armenia encourages those with any amount of Armenian blood to
participate and helps pay for the trips. -It’s like gaining an extra player
on the team when you get an Armenian who is a quarter Armenian,- said Ms.
Hovnanian, an executive with a family real estate development firm.

Talar Topjian said -it was love at first sight- when she spotted Raffi
Sarafian during a Birthright Armenia volunteer meeting in Yerevan, the
Armenian capital, in July 2005.

-I saw this girl coming down the stairs,- Mr. Sarafian said. -She was late.
She walked like a movie star.-

-There’s no way we would’ve met without the program,- Ms. Topjian said.
-Right after the meeting we went to a party and we were Armenian-dancing and
laughing, and that’s where it all started.-

24. They said that looking for a mate was not on their minds, but they
formed a bond over things Armenian – church, music, dance and country.
They will marry in France on Aug. 2. -We joke,- Ms. Topjian said, -but we
have to marry to multiply the race and make a stronger Armenia.-

One can argue whether any of these programs really strengthen cultural and
political ties. But the romantic angle is undeniably clear.

-I have another daughter going to Israel in August,- Mrs. Sager said. -Maybe
lightning will strike twice.-

Spain ended UEFA European Under-19 Championship
qualifying with a perfect record after a comeback
victory against Elite round Group 7 hosts Armenia
today.

Armenia ahead
Having already won all three of their qualifying round
matches in the autumn, Spain defeated Ukraine 3-1 and
Turkey 3-0 in Armenia to confirm their place in July’s
finals in the Czech Republic as they seek to become
the first nation to win the title for a third year in
succession. Armenia, without a point, already knew
they would finish bottom but seemed on course for a
shock win today when Voskanyan put them ahead on 20
minutes and Norayr Gyozalyan doubled the lead just
before the first half entered injury time.

Comeback
But two minutes into that additional period Iván
Bolado pulled one back and Artak Antonyan put through
an own goal early in the second half to equalise. Then
in the last six minutes Arsenal FC playmaker Fran
Mérida struck twice to seal Spain’s win and keep them
three points ahead of Ukraine, who beat Turkey 3-0 for
second place. Spain go into the draw on Sunday along
with the hosts, Hungary, Bulgaria, Germany and three
teams to be decided, while the tournament runs from
14-26 July.
