"It is only four months bailiff service is established in the structure
of RA Court Department. Due to the service officers we managed to
creat such service which is ready to implement the problems," said
Hovhannes Manukyan, the president of RA Appeal Court after the oath
ceremony of the bailiffs, today.

To the question what was the mission to exchange police officers by
the bailiffs, he said that in the world it is not accepted to have
police officers in the courts. The police officers should act beyond
the court limits.

The president of the Appeal Court said that the bailiffs are not
allowed to wear weapons which make it more difficult to secure the
court process. According to him currently a project of a law is being
discussed to give the bailiffs this opportunity.

Temperature Lower Than Normal

In the next three days again the temperature in Armenia will be lower,
the weather will be rainy, windy and there will be thunder, reported
Natalia Bisharyan from "Armstatehydromet" service.

According to her on 11 May the weather in mountainous parts will be
-2-+3 at night and 9-14 in the daytime.

"In 12-13 May the temperature will be high by 2-3C in the mountainous
regions, in highlands and the capital," she said.

Tomorrow the temperature in Ararat lowlands will be 3-8 warm at night
and 17-22 in the daytime. In Yerevan the temperature will be 7-10
hot at night and 19-22 in the daytime.

"Eurovision 2009" In Armenia

According to the internet poll results Armenian singer Sirusho leads
the list of the participants in "Eurovision 2008". The official
web site of the competition reports that to the question "where
will Eurovision 2009 take place" the majority of voters answered in
Armenia. According to the poll results 39% voted for the Armenian
singer.

Russia is in the second place. Dima Bilan will present Russia in the
competition. 25% of voters voted for him. Azerbaijan follows Russia
by 24%. Ukraine got 4% and Ireland and Belarus gained 2% each.

According to the internet vote results Turkish and Azeri fans could
feel hopeless, irrespective of the fact that they announced their
representatives are the best. Note that last year Turkey gave the
highest mark – 12 scores to Armenia. According to the rules of the
competition the member countries are not allowed to vote one for
another. This approach has been widely spread in recent years. It
means that Turkey can’t vote for Azerbaijan and opposite, Slovak
nations can’t vote for each other and Balkans also.

Remind: It is the third year Armenia takes part in Eurovision. First
two singers presenting Armenia in the competition were Andre and
Hayko. They both gained eighth horizontal.

Azerbaijan Islamic Party (AIP) is planning to hold protest actions
against the Azerbaijan-Israel Friendship Alley to be inaugurated in
Baku on May 18.

Deputy Chairman of the party Vagif Abdullayev told APA that Israel
had been carrying on a policy of occupation and genocide in the
territories of Muslims since 1947.

Islamic Party and active Muslim population of Azerbaijan cannot be
indifferent to this event.

On the other hand, this date coincide with the date of occupation of
Lachin Region of Azerbaijan by Armenian invaders.

Islamic party is against Azerbaijan-Israel relations.

A meeting of the party members will be held in 2-3 days and they will
conducts discussions related to the protest actions.

Museum Night 2008 In May 17

On May 17 Museum Night 2008 will take place. According to the Ministry
of Culture all the museums will receive guests starting from 01.00
till morning. Note that Armenian museums take part in this initiative
from 2005. Like other European countries the museums of art, culture,
history and science will be open towards their visitors and give them
joy and happiness. Museum Night is organized by 1200 museums all
over the world to give chance to the visitors to join and discover
for themselves the unique masterpieces kept in the museums.

Nalbandian of Armenia and Elmar Mammadyarov of Azerbaijan discussed
the possibility of a presidential meeting, RA MFA acting spokesman
Tigran Balayan told a PanARMENIAN.Net reporter.

"Sargsyan-Aliyev meeting is quite possible during informal CIS summit
in Saint Petersburg," he said.

June 6-8, Saint Petersburg will host the 12th International Energy
Forum and informal CIS summit, during which a presidential meeting
may take place.

"However, I can’t say anything for sure," Mr Balayan said.

Chairman Ken Hachikian strongly criticized President George W. Bush’s
most recent April 24th statement as the final step of his betrayal
of his campaign promise to recognize the Armenian Genocide, and a
symbol of his Administration’s "morally bankrupt" eight-year policy
of complicity in Turkey’s lies and denials.

The letter also notes that the President, during his two terms in
office, has refused repeated requests by the leadership of the Armenian
American community to discuss the Armenian Genocide and other issues
of mutual concern. Earlier this year, on April 4th, Hachikian wrote
a separate letter to the Secretary of State outlining 13 specific
areas in which the Administration pursued policies at odds with the
views and values of America’s one and a half million citizens of
Armenian heritage.

YEREVAN, MAY 12, ARMENPRESS: A fire was reported to break out at
00.08 am today morning at a power substation supplying electricity
to Alexander Spendiarov Ballet and Opera Theater building in Yerevan.

According to the press office of the rescue service of the Armenian
Emergency Ministry, firemen rushed to the spot immediately after
receiving the call.

It said the fire was put out at 00.38. Power cables and transformer oil
of the sub-station located on the ground floor were said to burnt out.

Local Self-Governmental Elections In Syunik

LOCAL SELF-GOVERNMENTAL ELECTIONS IN SYUNIK

KAPAN, MAY 12, ARMENPRESS: Elections of the head of Khndzoresk village
of the Armenian province of Syunik were held on May 11.

An official from the electoral constituency N37 comprising Goris
and Sisian, told Armenpress that the only nominated candidate – the
acting head of the village, member of the Republican party Seryozha
Hayrapetian, has been re-elected. Around 1,036 voters participated
in the elections 1,016 of which voted for the candidate.

On the same day elections of the Board of Elders were held in Kuris
village. All the four nominated non-party candidates have been elected.

The secretary of the N38 electoral constituency (involving Kapan and
Megri regions) Ramela Hakobian said that on May 25 urgent elections
of the head of the community will be held in Artsvanik village of
Kapan region. She said one candidate has been nominated – non-party
Anushavan Harutyunian.

On June 1 in the same electoral constituency – in the village of
Vardavank – elections of the head of the village will be held. The
acting head of the village, non-party Garegin Kostandian is the only
nominated candidate.

DINNER TO NALBANDIAN

Yesterday the chairman of Senate of France Christian
Ponsele received Foreign Minister of Armenia Edvard
Nalbandyan who is in France for working visit in
Luxemburg Palace. According to the press service of
the MFA the chairman of Senate congratulated
Nalbandian for his appointment as a minister and
highly evaluated his efforts directed to strengthen
the relationship between Armenia and France.

E. Nalbandian said that it was an honor for him to
present Armenia in France. The minister thanked the
chairman for his efforts to improve and strengthen the
relations with Armenia, particularly the affairs
including Southern Caucasus cooperation and stability.

The Minister also presented the main directions and
projects points of the political coalition created in
Armenia. The same day Mgr. Fortunato Baldelli invited
the Minister to the dinner party devoted to the
minister.
