Right after the liberation of Shushi the national-liberation war of
the people of Karabakh became more motivation and in a year Mardakert
and Martuni were liberated and the ancient Armenian Monastery of
Gandzasar was saved.

16 years in a row on May 8-9 the Azeri press is filled with articles
about "the occupied Shushi". Every year officials and "simple citizens"
announce, that "the day when the occupied Azeri city will be regained
back is not far." The strange thing is though nobody says how and
who is going to "liberate" Shushi. Most probably it will be realized
by the very Afghan mojakheds with their leader Shamil Basaev who
disgracefully escaped the Armenian Army. As for "the native Azeri
city", our neighbors should finally read the historical chronicles.

/PanARMENIAN.Net/ They insist that the ancient Armenian fortress Shushi
was given to the murderer of the peaceful Armenian population Persian
khan Panakh, in 1752 by the help of the traitor Varanda Shakhnazar.

Melik Shahnazar was later executed for the betrayal; however the
fortress remained with the Persians.

Having won the status of a city in 1857, Shushi increasingly developed
and by 60’s of XIX century became one of the spiritual centers of
the Caucasus.

Later on socio-political thought and scientific-cultural elite of
the Armenians in the Caucasus developed here. The increasing number
of the population of the city is a proof of the tangible growth of
the socio-economic and cultural aspect of life. In 1850 12724 people
lived in Shushi, in the 90’s of the XIX century already 34.000 people
dwelled in the city, in 1916 the number of the inhabitants of Shushi
became 43.000, and in 1920 there were 60.000 people residing in the
city of Shushi. The absolute majority of the population; i.e. 47.000,
were Armenians (the numbers are taken from the respective numbers
given by the "Caucasian Calendar").

Till 1920 150 books were published in Shushi. Since 70’s of the XIX
century till 1921 22 magazines and journals were published in Shushi,
2 of which were in the Russian Language, and the other 22 were in
Armenian. In the second half of the XIX century in the city of Shushi
a number of Islamic religious and other buildings were built. Among
these buildings are particularly the Upper and Lower Mosques which
have survived up to present day. The Mosques stand for the memory
of the Persian architecture, yet the present Azeri authorities say
that they belong to them, exactly like the entire inheritance of the
Persian Empire, which has remained after its breakdown.

In March of 1920 the Turkish-Azeri troops burnt and robbed the Armenian
part of Shushi, which occupied more than the half of the territory
of the city. In three days the number of the population of the city
decreased. 30.000 out of 47.000 Armenian population of Shushi became
the victims of the formed gangs.

Then it was the year of 1988. The war unleashed by Azerbaijan
against the people of Artsakh turned the ancient Armenian city to a
convenient strategic position for opening fires on Stepanakert. More
than 15.000 shells were released towards Stepanakert. In the result of
the bombarding thousands people of Stepanakert died and were injured,
industrial enterprises and administrative offices, the infrastructure
of the city were destroyed and 19 thousand people (27%) were left
without shelter. Out of the created situation on May 8 the troops
of Karabakh initiated an offense of the fire positions and military
bases, situated in Shushi and in its outskirts. By the morning of
May 9 of 1992 the city of Shushi was liberated by the help of the
NKR self-defense troops.

Right after the liberation of Shushi the national-liberation war of
the people of Karabakh became more motivation and in a year Mardakert
and Martuni were liberated and the ancient Armenian Monastery of
Gandzasar was saved.

Perhaps there is something symbolic in the fact that Shushi was
liberated exactly by the day when Heydar Aliyev was born.

And finally, weeping in the Azeri press is openly expressed in the
statement on the website of Day.az: "In the city of Baku joy and
happiness in the threshold of the Victory Day and the significant
day of Heydar Aliyev’s birthday is ruling. Music is played everywhere
and the faces of the population of the city are lit with bright and
happy smiles". Indeed, why do they need Shushi? After all it is not
and has never been their city…

Armenia should take measures to keep the balance irrespective of Azeri
increasing military budget and Armenia’s opportunities, said Seyran
Ohanyan the Minister of Defense of Armenia. "We are conscious that
the military budget of Armenia increases every year, Armenia has also
increased its expenses compared with the last year, those expenses have
been directed to implement educational and other mission," he said.

"From one side we are concerned that Azerbaijan increases its
military budget but from another hand it is the reality and we
should do everything to keep the balance by appropriate qualities,"
he said. Since 2007 the salaried of the military officials have
increased by 20%.

Armenians lost in Nakhijevan will return back to the mother land
"after correspondent measures are taken", said Seyran Ohanyan the
Minister of Defense of Armenia. According to him two weeks ago it was
announced that the lost people can return back but after the defense
minister should take some measures.

The minister does not think that the Azeri side will refuse to return
the prisoners, as "there is an agreement". The minister added that in
previous cases they had also made some agreements but "the conditions
were changed".

On 3 May Azeri side refused to return the prisoners back. The Minister
of Defense of Armenia announced that four citizens of the RA Vanik
Zmboyan, Artyom Zohrabyan, Karen Torosyan and Aghasi Enokyan have
been accompanying to their friend and were lost in the way back.

ArmRosgasprom To Invest 52bln AMD To Improve Gas Transportation Syst

ARMROSGASPROM TO INVEST 52BLN AMD TO IMPROVE GAS TRANSPORTATION SYSTEM IN ARMENIA

YEREVAN, May 12. /ARKA/. ArmRosgasprom is going to invest 52bln
AMD (approximately $150mln) in 2007-2009 to improve and expand
the gas-transport system in Armenia, as well as to enhance
the network capacity. A new 197.4-kilometre-long gas main –
Kajaran-Sisian-Angeghakot-Jermuk-Ararat – will be constructed (the
diameter of the pipe to be 720mm) and basic blocks with a total length
of 102 kilometres will be renovated to enhance the capacity of the
country’s gas-transport system.

The gas main will run from the south to the north-west, through the
territory of Syunik, Vayots-Dzor, and Ararat, in some sections running
as high as 3,000 metres above sea level, in tough climate and relief
conditions, the company reported. Once the new gas main is put into
operation, the annual delivery volume of Iranian gas will reach 2.3bln
cubic metres against the current volume of 1.1bln cubic metres.

The payment for the additional gas supply will be paid according
to the "gas against energy" principle, via the 230-megawatt-strong
combination-cycle power generating unit being constructed at the
Yerevan Thermal Power Plant (TPP) and the 440-megawatt-strong 5th
power generating unit of Hrazdan TPP.

The Meghri-Kajaran section of Iran-Armenia gas main has been
constructed under an agreement signed by the Armenian government,
represented by "High-Voltage Power Network" Company, and the Iranian
"Sanir" Company, and the loan was extended by the Export Development
Bank of Iran. The second section of the gas main – Kajaran-Ararat –
is under construction now. ArmRosgasprom says by the end of 2008
Armenia will be ready to accept as much natural gas from Iran as set
by the contract – 1.1bln.

ArmRosgasprom has a monopoly right to deliver and distribute Russian
natural gas on Armenian market. The company was founded in 1997. Its
current capital totals $580mln, the shareholders are Gasprom (57.59%),
the Ministry of Energy of Armenia (34.7%) and the Itera oil and gas
company (7.71%).

"Frankly speaking, after Shushi I understood the end of the war was
close. And although they continued to shoot for two more years, the
end was close. I only cared about returning home from the basement,
not quivering from every sudden sound, not fearing to let the child go
to school," said a woman of age, looking at the army band which marched
along the streets of Stepanakert on the Day of Liberation of Shushi.

14 years ago fire stopped in Karabakh. Although there are shootings on
the border every now and then, although the traces of war are still
observed in Shushi and other places, 14 years ago people stopped
synchronizing with the war clock.

"Our efforts must be aimed at the prevention of war," said the Armenian
foreign minister Edward Nalbandyan. Many diplomats, mediators speak
about it. They often speak so much that it starts sounding banal.

In the meantime, those who place peace at the top of the corner
are somewhat ironically called pacifists. And are even accused of
insufficient patriotism. As if there is something in the world that
costs lives of thousands of people.

Gift Contest Started

On May 12 the fourth annual pan-Armenian song contest Gift
started. Singers from Nagorno-Karabakh, Armenia, Georgia, Russia,
Ukraine and Poland participate in the contest this year.

On May 12 Speaker Ashot Ghulyan met with the participants of
the context and the director of Yerevan Theater of Song Arthur
Grigoryan. The NKR honorary consul of culture Zoya Shakaryan
participated in the meeting.

On May 13 the songs will be in Armenian, on May 14 in some other
language, on May 15 there will be a contest of original performance
of a song. The ceremony of awards is on May 16.

The sponsors of the contest are benefactors Vahe and Veronique
Karapetian from the United States. The partner of the contest is
Antares Publishing House.

Kovsakan Is Going To Elect Mayor

On Saturday local elections will be held in several communities,
including the town of Kovsakan in Kashatagh. The NKR Central Election
Commission told Karabakh open there are three candidates for mayor,
Mher Arakelyan from the ARF Dashnaktsutyun, Razmik Mirzoyan,
non-partisan, and Hrach Manucharyan, non-partisan, the deputy mayor.

The early election of mayor in Kovsakan was appointed after the
ex-mayor Khachatur Adamyan resigned "because of health problems". We
have learned that the resignation had a political pretext.

On May 18 local elections will be held in 11 communities. We were
told at the CEC that the registration of candidates is over. Nobody
has applied for accreditation to observe the elections.

Young people from Armenia arrived in Karabakh for a cognitive
visit. The purpose of the visit was to get in touch with their peers
in Karabakh. On May 11 the young people met with their peers in Hadrut
and talked about the post-election events in Armenia and the relations
between the Armenians of Armenia and Karabakh.

The impression was that the Armenians of Karabakh were to blame for the
events in Armenia, who tried to find excuses. With regard to the rule
of the so-called "Karabakh clan" one of the participants from Karabakh
said there are clans in other places, including in Azerbaijan where
"Nakhidjevanis" rule, including in Russia…

In answer to the question whether the special force of Karabakh
was deployed in Yerevan on March 1, one of the participants said in
Karabakh there is no special force, as to the troops, they control
the front line and they cannot do other work.

Some accuse the government, others accuse the opposition but everyone
thinks that in the end people suffered. The guests from Armenia think
the people of Karabakh are not to blame, and no groundless accusations
should be made.

There were also appeals to unite, not to divide into Armenians of
Karabakh and Armenia, not to go deep into who shoot at whom. For
tomorrow, if necessary arises, the people of Gyumri will again defend
Karabakh.

We could not imagine that such a thing is possible in Armenia. That
in Yerevan like in Tbilisi or other countries that TV reports they
could beat and even kill people. We were very much worried, said a
participant from Hadrut.

The meetings were highly useful. The young people not only learned
a lot of new things but also discussed important problems. It turned
out that many of them know little about Karabakh and the problem of
Karabakh, even the Karabakhis cannot explain where the talks have
arrived at. Apparently, it is all due to the passive information
policy.

The project was implemented by the Civil Society Institute Armenia
together with the resource center of Stepanakert. On May 12 the
participants of the project met with the minister of foreign affairs.

NKR President Has Accepted The Delegation Of Vladimir Region

On May 10th, NKR President Bako Sahakyan accepted the delegation of
Vladimir region of Russian Federation, by the head of the academician,
head of board of administration of Kolchugino region Viktor Katushev.
During the meeting a number of questions refering to perspectives
of realization of different investment programs, as well as
establishment of relations between Vladimir region and Nagorno-Karabakh
in economical, cultural and educational spheres were discussed.
The head of the country expressed satisfaction in conection with
contracts of collaboration signed between Stepanakert and Kolchugino
towns, as well as Vladimir and Artsakh State Universities.The NKR
Prime Minister, Ministers of Finances and Economical Development, the
