DIALOGUE DEEMED CRUCIAL IN LEBANON

Yerevan (Yerkir) – "As a result of mediations by the Arab League,
the Lebanese government cancelled two earlier decisions yesterday that
had led to the opposition discontent," Shahan Gantaharian, the chief
editor of the Azdak newspaper published in Beirut, has told Yerkir.

Armed clashes have stopped in Lebanon but the civil disobedience is
partially maintained. Many important roads, including the one leading
to the airport, are blocked. Gantaharian said, however, that according
to unofficial information, the airport will open soon.

As a result of the negotiations, it has been deemed crucial to
establish a dialogue atmosphere in the country. It has been suggested
to hold a dialogue between the government and the opposition in Qatar,
but those are just talks, Gantaharian said.

Gantaharian also said that only 4-5 Armenian citizens have left
Lebanon though Syria.

"There is no a huge flow of Armenian citizens leaving Lebanon as the
number of Armenian citizens is limited here. Only some have left. It
is also unknown if the Beirut-Yerevan flights are going to resume,"
Gantaharian said.

Interview with the director of the independent sociological center
"Sociometer" Aharon Adibekyan.

"Mr. Adibekyan according to the observations of certain analysts, both
the former and the current quadrilateral coalition has, somewhat,
stepped aside from the political domain, leaving the Leader of
the country and the ruling authorities, all alone, to confront the
opposition, particularly the movement headed by Levon Ter-Petrosyan.

Don’t you think that the coalition must refuse their passive posture
and become more active and initiators?"

"If we observe the actions of the forces surrounding Levon
Ter-Petrosyan, we will easily see that they are directed against the
President and the ruling government and not the coalition members. They
took some steps against the Leader of "Orinats Yerkir" party as well.

They didn’t even hide their hatred towards him, but it had nothing
to do with the principal goal of the movement headed by Levon
Ter-Petrosyan. Thus, the ruling power is their main target.

Secondly: the coalition members don’t possess serious resources for
confrontation. What should they do? Today, our people’s welfare,
establishing law and order, the settlement of Karabakh issue, and
the review of our foreign policy are priorities for the state.

It is the function of the President and the Prime Minister to solve
all the before mentioned issues. And it is quite natural that the
aggressive actions of the opposition are directed against them. And
it is their task to give the answers to all the questions. Even if
the other three coalition members become more active, deliver active
speeches, it will not have any influence, especially because the wave
of the revolution is evidently becoming weaker.

Usually similar waves are followed by gradual tranquility, as it
was in 1996, 1998, and 2003. If you remember in 2003 our opposition
announced that a very heated autumn is in store for us, or a heated
winter and spring. But the wave became weaker and weaker, because
our opposition is not homogeneous.

Even at present the forces involved in the movement headed by Levon
Ter-Petrosyan are quite different. And if some people think that they
express the moods of the overwhelming majority of our people they are
definitely in the wrong. This movement can’t be considered a united
protest. Some people participate in the rallies hoping to get answers
to their questions or see changes. Some people have gathered around the
leader of the movement, hoping to get positions, in case they win. Some
of them are in the role of observers; some are the representatives
of special services, trying to control the anti-state actions.

So, if the leadership of the movement makes efforts to start
their street democracy over again, you will see that the number
of the participants has significantly reduced, because those who
participated in the demonstrations as observers and those who had
certain expectations won’t be there.

After all everyone understands that there will be no wave of revolution
any more. It is a regular process of massive psychology. Those who
hoped for victory are disappointed, seeing that they didn’t achieve
anything after suffering losses. At present they won’t pin any hopes
upon the newly established Armenian National Congress."

"Do you think the congress can’t continue the struggle?"

"I don’t think, because if you add zero to zero the result will be
zero. Our opposition has never possessed enough resources to become
a serious political power. Besides that their goals always surpass
their opportunities. And when you don’t manage to fulfill your goals,
your opportunities become lesser and lesser.

That is why; in politics one should be as patient as a fisherman. But
our people play checkers and they want to record immediate
results. They want to come to power as soon as possible. But it is
impossible because changing government is a long-lasting process,
with preparation, active and final stages."

"During one of your discussions recently you mentioned that the
dialogue is a fiction. Do you exclude the possibility of a dialogue
between Levon Ter-Petrosyan and the authorities?"

"It is really impossible because there is one presidential chair. And
the struggle is only for this chair. Consequently there is no topic
for discussion. The situation will change if Levon Ter-Petrosyan
and his team members introduce a list of proposals: for example
settlement of the issues regarding poverty, or if they lend a hand
to the authorities for the solution of these and many other issues.

Thus the opposition must try to have an investment in the country’s
development. But what they want, in our reality, is power, nothing
more. But they forget that once they used to possess this power but
they didn’t do anything good. If they couldn’t do it once, is it a
school, for them to pass a re-examination?"

"Nowadays, our people have taken the role of a judge. They have great
expectations both from the ruling power and the opposition. Our people
are very strict and vigilant in their estimation of the steps taken
by the both sides.

The ruling power formed a new government, they changed certain things,
but people expect more.

But opposition doesn’t want to take any steps, propose new things. The
demand for extraordinary elections is a naïve demand leading to
a deadlock.

They make such unrealistic proposals because actually they don’t
want anything, they simply need something to speculate," Gevorg
Poghosyan believes.

ArmInfo. The working group, which is engaged in implementation of the
PACE resolution’s requirements, has chosen the right path, Armenian
Foreign Minister Edward Nalbandyan told journalists in parliament,
Thursday.

He said it is very important that real steps are already being taken to
implement the resolution’s requirements. "The working group includes
representatives of various structures", he noted. Nalbandyan added
that the relevant structure, which made these requirements, will
appreciate the efficiency of the working group’s activity.

To recall, on April 17 PACE adopted the resolution "On Functioning
of Democratic Institutions in Armenia" concerning the March 1 events.

YEREVAN, May 15. /ARKA/. Armenian banking system’s net outflow totaled
15.5bln drams (about $50/4mln). According to interim financial reports
of the first quarter (Q1) of 2008, demand balance and equal funds of
commercial banks amounted to 141bln drams on March 31, 2008 against
156.5bln earlier this year.

At the same time, net outflow of banking operations totaled 24.3bln
drams in the reporting period. Net outflow in investments was 3.9bln
drams, while net inflow amounted to 11.1bln drams.

Currency fluctuations had a positive impact (1.6bln drams) on cash
means and their equivalents.

In Q1, the VTB Bank (Armenia) ranked first among Armenian banks
with attracted funds and their equivalents which increased by 3.6bln
drams to 15bln drams. The Armimpexbank trails on 4.6bln drams (1bln
drams increase).

The HSBC Bank Armenia ranked number one with demand balance (19.1bln
drams), the Ardshininvestbank trailing on 18.9bln drams.

A recent analysis show that net outflow of 15 local banks totaled
21.3ln drams in Q1. Net positive flow of seven banks amounted to

Schiff Introduces Bill Urging End to Turkish Blockade of Armenia

WASHINGTON, DC – Today, Congressman Adam Schiff (D-CA) introduced a bill
urging the President and Secretary of State to call upon Turkey to
immediately lift its ongoing blockade of Armenia. The "End the Turkish
Blockade of Armenia Act" requires a report from the Secretary of State
within 30 days of final passage that will outline steps taken by the
U.S. to end Turkey’s blockade of Armenia.

"We need to step up pressure on Turkey to lift the draconian blockade of
Armenia, permitting Armenian businesses to fully participate in the
global economy and assisting Armenia’s integration into Europe," said
Schiff.

The State Department has estimated that the blockade is inflating
Armenia’s transportation costs by 30-35%, and the blockade has prevented
U.S. and international humanitarian assistance from crossing its
borders, which is a violation of U.S. law and international humanitarian
standards.

Rep. Schiff is a member of the Congressional Caucus on Armenian Issues
and the co-founder of the Democratic Study Group on National Security He
serves on the House Appropriations Committee, the House Judiciary
Committee, and the House Permanent Select Committee on Intelligence. He

Hovannisian visits Clark University, lectures on Armenian Genocide

WORCESTER, MA-This spring, Clark University’s Strassler Family Center
for Holocaust and Genocide Studies welcomed Richard Hovannisian,
Professor Emeritus of Armenian and Near Eastern History, University of
California, Los Angeles. Professor Hovannisian served as the Robert
Aram and Marianne Kaloosdian and Stephen and Marian Mugar
Distinguished Visiting Scholar at Clark the week of April 14. He
delivered lectures in classes, and met with doctoral students and
faculty.

On April 22, he presented a free, public lecture, "Must We Still
Remember?

The Armenian Genocide as Prototype," to a large audience. A video of

The Armenian Genocide of 1915 was the most calamitous event in the
long and turbulent history of the Armenian people. In many ways it
also became the prototype of modern cases of forced population
transfer and mass murder. Professor Hovannisian will analyze the
murderous violence against the Armenians in the Ottoman Empire in
relation to subsequent genocides in the 20th and now in the 21st
centuries.

A member of the UCLA faculty since 1962, Professor Hovannisian has
organized the undergraduate and graduate programs in Armenian and
Caucasian history and served as the associate director of the G.E. von
Grunebaum Center for Near Eastern Studies from 1978 to 1995. He was
the first to hold the post of Armenian Education Foundation Endowed
Chair in Armenian History at UCLA.

Professor Hovannisian received his bachelor’s and master’s degrees
from the University of California, Berkley. He received his
Ph.D. from UCLA. He is the author of "Armenia on the Road to
Independence"; "The Republic of Armenia," Volumes I-IV; and "The
Armenian Holocaust"; and has edited and contributed to many scholarly
journals dedicated to Armenian history, politics and genocide. He
serves on the board of directors of nine scholarly and civic
organizations and has made numerous television and radio appearances.

The mission of the Strassler Family Center for Holocaust and Genocide
Studies is to educate undergraduate and graduate students about
genocide and the Holocaust; to host a lecture series, free of charge
and open to the public; to use scholarship to address current problems
stemming from the murderous past; and to participate in the public
discussion about a host of issues ranging from the significance of
state-sponsored denial of the Armenian genocide and well-funded denial
of the Holocaust to intervention in and prevention of genocidal
situations today.

Clark University is a private, co-educational liberal-arts research
university with 2,200 undergraduate and 800 graduate students. Since
it’s founding in 1887 as the first all-graduate school in the United
States, Clark has challenged convention with innovative programs such
as the International Studies Stream, the University Park Partnership,
