COURT LEAVES UNCHANGED 2 YEARS’ SENTENCE OF DEC No 13 CHAIRMAN SEYRAN MKRTUMIAN

YEREVAN, MAY 16, NOYAN TAPAN. The RA Criminal Appeal Court on May 15
left unchaged the April 17 sentence of the court of Yerevan’s Erebuni
and Nubarashen communities, according to which Seyran Mkrtumian,
chairman of district electoral commission No. 13 (February 19
presidential election), was found guilty of the crime envisaged by the
RA Criminal Code’s Article 150 (forgery of election or voting results)
and sentenced to 2 years in prison, NT correspondent was informed by
spokeswoman for the RA Cassation Court Alina Yengoyan.

JOINT EXAMINATION TESTS IN ARMENIA

At night the tests of joint examinations published in
London have been brought to Armenia, Panorama,am
reporter has been informed by Gayane Manukyan, the
press secretary of Evaluation and Testing Center. She
said that the tests were taken to -Ararat- bank by the
support of -Hay Inkasacia-.

The center will form a committee which should deliver
the signed tests according to the number of examinors.
After the tests will be deliver to branches of
-Ararat- bank and early in the morning the tests will
be taken to the examination centers.
G. Manukyan said that the pupils will be allowed to
use calculators during the mathematic examination.

YET ANOTHER CRIMINAL CASE RELATED TO MARCH 1 EVENTS GOES TO COURT

YEREVAN, MAY 16, NOYAN TAPAN. The court of general jurisdiction of
Yerevan’s Kentron and Nork-Marash communities on May 15 took for
examination a criminal case related to the March 1-2 mass disorder
in Yerevan. By the case, Melik Grigorian is accused of committing
a crime envisaged by the RA Criminal Code’s Article 316 Part 1
(violence against a representative of authorities), NT was informed
by spokeswoman for the RA Cassation Court Alina Yengoyan.

-VIVACELL- FOOTBALL TEAM SPONSOR

-VivaCell- company has become the chief sponsor of the
Armenian football team. In this regard Ruben
Hayrapetyan the president of the Armenian Football
Federation and Ralf Yirikyan the director of
-VivaCell- Daughter Company signed a contract.

-We have decided to pay attention on the development
and improvement of football,- he said. R. Hayrapetyan
thanked for the initiative and said that it will help
the federation to make progress. -it is not accepted
in our country when the companies cooperate for the
sake of sport development,- he said.

MUSEUMS AS AGENTS

Today -Museum Night 2008- started in the frames of the
event all the participant museums are open from 18:00
till 01:00 to the art lovers audience said Gagik
Gyurjyan deputy minister of culture.

-Museums Night 2008 is organized under -Museums as
social reforms and development agent- project. During
the project the museums will present not only the main
and usual works of art but those kept in the restore
and which do not correspond to the direction of the
certain museum,- said the deputy minister.

According to Anahit Galstyan the head of the museums
and library department of the culture ministry
approximately all Armenian museums take part in the
project. Note that Armenia is a part of the current
initiative since 2005.

"SITUATION IN COUNTRY IS STILL STRAINED AND CRISIS IS NOT OVERCOME," STEPAN DEMIRCHIAN DECLARES

YEREVAN, MAY 16, NOYAN TAPAN. "2.5 months have passed after the
March 1 events, however, the situation in the country is still the
same and the crisis has not been overcome," Stepan Demirchian, the
Leader of the People’s Party of Armenia, mentioned during his meeting
with journalists held on May 16. According to him, an independent
and unbiased investigation is necessary for the elimination of the
consequences of the March 1 events and it should be found out who
has ordered to use weapon against peaceful demonstrators.

In the opinion of Stepan Demirchian, the authorities are not
implement the demands of the resolution passed by the Parliamentary
Assembly of the Council of Europe (PACE) as yet. In particular, the
political prisoners have not been set free so far, which is one of
the preconditions for starting a dialogue with the authorities by
the opposition. And the main subject of that dialogue will be the
holding of extra state elections.

Stepan Demirchian mentioned that the opposition will continue to reach
its goals in a legal way. Their numerous applications for receiving
permission for holding rallies have been turned down. According to
Stepan Demirchian, no essential changes have been made in the new
government and the impression is that it is the third election of
the former president.

Referring to the issue concerning the non-participation of the
opposition in the elections of 4 mayors to be held in the capital,
Stepan Demirchian mentioned that the law on "Yerevan" should have
been adopted instead of those elections.

As regards the suggestion of Levon Ter-Petrosian on forming "Armenian
National Congress", Stepan Demirchian mentioned that it is early to
speak about that, though he welcomed the unification of political
forces and the amalgamation of parties.

ARMENIAN CHESS PLAYERS – SECOND HORIZONTAL

Armenian GM Karen Movsisyan who takes part in chess
open international championship in Spain occupied the
second place. He managed to gain 6.5 scores from
possible 9 ones and only by 0.5 scores follows the
leader of the championship.

The champion of the competition became Azeri chess
player Azer Azimov. Note that the championship
consisted of 9 rounds and 102 chess players took part
in it.

Another Armenian international master Arthur
Gabrielyan who takes part in Moscow championship
shares 1-2 horizontals. He managed to gain 3.5 scores
from the possible 5 ones. Russian Sergey Vorobiov has
the same amount of scores on his account.

Armenian chess player Irina Gevorgyan participating in
Uzbekistan Women Championship occupied the second
horizontal. She managed to gain 8 scores from possible
11 ones.

ARMAN KIRAKOSIAN AND SYLVAIN ITTE DISCUSS PROBLEMS OF IMPROVING ARMENIA’S INFORMATION FIELD

YEREVAN, MAY 16, NOYAN TAPAN. France is interested in assisting
with democratic reforms in Armenia, the executive director of France
Cooperation International organization Sylvain Itte said at a meeting
with the Armenian deputy foreign minister Arman Kirakosian.

S. Itte said that the purpose of the visit to discuss the problems
and proposals related to Armenia’s legislation, human rights, mass
media, tourism, and economy through meetings with representatives of
Armenian state structures and to develop joint projects.

According to a press release of the RA MFA, during the meeting,
proposals were made on improvement of the information field,
development of informational education in Armenia with the
participation of French experts, and joint activities of
representatives of the mass media of the two countries.

KHACHATUR ABOVYAN’S MUSEUM – 70 YEARS OLD

This year the 70 anniversary of Khachatru Abovyan’s
museum is celebrated. The director of the museum
Hovhannes Zatikyan said that reconstruction activities
are being held in the museum.

According to the director yet in 2005 Andranik
Margaryan, the Prime Minister of Armenia, disposed
180mln drams to repair the museum but it was not
enough. Zatikyan said that he managed to get 50mln
drams for one part of the reconstruction but for the
rest 10mln is needed.

The director of the museum wished to reconstruct the
old part of the building, to make it a scientific
cultural center and to name it after Andranik
Margaryan.

Abovyan museum has a large library where 2000 books
are kept. Zatikyan wished to make it mass library.

WORK OF ELABORATION OF PROGRAM OF DEVELOPMENT OF EDUCATION SPHERE ABILITIES AND STRATEGY FINISHED

YEREVAN, MAY 16, NOYAN TAPAN. A program of elaboration of development
of abilities and strategy of education sphere has been implemented
in Armenia with the financial assistance of the USAID jointly with
the US Academy of Education Development.

As Noyan Tapan was informed by the Yerevan office of the Academy
of Education Development, at the program’s first stage, as a result
of technical and content assistance provided to the RA Ministry of
Education and Science, the draft state program of education development
for 2008-2015 has been worked in Armenia.

Besides, eight international experts of education sphere from different
countries took part in the Education 2015 conference, who discussed
the draft strategic vision of education development in Armenia and
made proposals of further elaboration of that document. A series of
consultation meetings with beneficiaries, as well as many private
interviews with representatives of not only education system, but
also other state and public structures closely connected with the
system preceded the conference.

According to the report, the draft state program of education
development has been revised according to the proposals submitted
by the government and has been returned to the government for final
approval.

Work of estimation of abilities and needs of the RA Ministry of
Education and Science was done at the second stage of the program of
Elaboration of Development of Education Sphere Abilities and Strategy,
from November 28 to December 18, 2007. As a result of the estimation,
proposals have been introduced for organizing Ministry’s work more
efficiently. Abilities necessary for conducting new policy envisaged
by the draft state program of education development for 2008-2015
were also estimated.
